Designing A V2V based Traffic Surveillance System and Its Functional Requirements (V2V기반 교통정보수집체계 설계 및 요구사항분석)

  • One of the crucial elements to fully facilitate the various benefits of intelligent transportation systems (ITS) is to obtain more reliable traffic monitoring in real time. To date, point and section-based traffic measurements have been available through existing surveillance technologies, such as loops and automatic vehicle identification (AVI) systems. However, seamless and more reliable traffic data are required for more effective traffic information provision and operations. Technology advancements including vehicle tracking and wireless communication enable the acceleration of the availability of individual vehicle travel information. This study presents a UBIquitous PRObe vehicle Surveillance System (UBIPROSS) using vehicle-to-vehicle (V2V) wireless communications. Seamless vehicle travel information, including origin-destination information, speed, travel times, and other data, can be obtained by the proposed UBIPROSS. A set of parameters associated with functional requirements of the UBIPROSS, which include the market penetration rate (MPR) of equipped vehicles, V2V communication range, and travel time update interval, are investigated by a Monte Carlo simulation- (MCS) based evaluation framework. In addition, this paper describes prototypical implementation. Field test results and identified technical issues are also discussed. It is expected that the proposed system would be an invaluable precursor to develop a next-generation traffic surveillance system.

A Case Study on the Conservation and Value Improvement of Korean Geological Heritage (우리나라 지질유산의 보존과 가치 증진을 위한 사례 연구)

  • Among the UNESCO World Heritage Sites, the proportion of natural heritage to cultural heritage is relatively small. In 2007, the "Jeju Volcanic Island and Larva Tubes" was the first one that was designated as an UNESCO World Natural Heritage Site in Korea. The growing Korean geological heritage condition and conservation case studies on management of the geological heritage were examined in this study. Furthermore, the purpose of this study is to show future driving strategy for conservation and improvement plan on our geological heritage. Natural Monuments as a state-designated natural property and Geoparks as a new application system for geological heritage are important to conserve our geological heritage. Public engagement through establishment of visitor centers is definitely needed to improve education and promotion. The study includes field investigation for the "Wadden Sea", an World Natural Heritage Site for a mud flat, interviews with staffs and experts who are responsible for investigating and managing the site. Three factors can likely be attributed to its successful management and conservation policy for the "Wadden Sea". First of all, there is an operation for integrated management system and joint secretariat for research and monitoring. Next, researchers invigorate the visitor centers for promotion and education on geological heritage. Finally, experts and staffs implement various research topics and projects based on a long-range plan. The study was carried out to evaluate the present condition of our geological heritage and to make a proposal as a policy to improve value and conserve them. In conclusion, this study provided future discussion that may help researchers to make a decision on long-term policies for the geological subject of Korean natural heritage.

A Study on the Cooperative of Franchise Industry : Focusing on the Case of US Dunkin' Donuts (프랜차이즈산업의 협동조합에 관한 연구 - 미국 던킨 도너츠를 중심으로 -)

  • This study intends to suggest the cooperative, win-win collaboration, as methods for settling disputes with the existing self-employed people over back-street business areas and disputes and conflicts between a franchiser and franchisees. In addition, it intends to analyze the Dunkin' Donuts purchasing cooperative in the US, where the franchising industry has been well developed; and to find the implications of cooperation strategies between Dunkin' Donuts and its franchisees that may be helpful for the South Korea's franchising industry. This study tries to discover a new model of the Korean-style franchise cooperative out of the basic principles and practice guidelines of cooperatives ranging from an early American franchise cooperative in 1955 to ARCOP, KFC, and Dunkin' Doughnuts in the late 1970s. Further, it looks into successful programs of a purchasing cooperative at Dunkin' Donuts such as TDP (Total Distribution Program), SFP (Shortening Futures Program) and DCP (Distribution Commitment Program). The case of the US Dunkin' Donuts, which operates the purchasing cooperative, suggests the following for the improvement of franchisees' profitability. First, relations of cooperation rather than of power are necessary between a franchiser and franchisees. Second, mutual solidarity of franchisees is necessary. Third, problems proper to the Korean franchise system should be improved. Fourth, an entrepreneurial spirit of going together rather than going fast is required. Fifth, complete satisfaction management is required. Considering different system environments between the two countries such as quantitative expansion within a short franchising history of 30 years or so and franchise profit models, there is a limit to generalizing down to a successful model of the win-win partnership cooperative. It is hoped that the sustainable management of the domestic franchising industry will be promoted in the future through the in-depth analysis of successful cooperatives.

A Study on Legal and Regulatory Improvement Direction of Aeronautical Obstacle Management System for Aviation Safety (항공안전을 위한 장애물 제한표면 관리시스템의 법·제도적 개선방향에 관한 소고)

  • Aviation safety can be secured through regulations and policies of various areas and thorough execution of them on the field. Recently, for aviation safety management Korea is making efforts to prevent aviation accidents by taking various measures: such as selecting and promoting major strategic goals for each sector; establishing National Aviation Safety Program, including the Second Basic Plan for Aviation Policy; and improving aviation related legislations. Obstacle limitation surface is to be established and publicly notified to ensure safe take-off and landing as well as aviation safety during the circling of aircraft around airports. This study intends to review current aviation obstacle management system which was designed to make sure that buildings and structures do not exceed the height of obstacle limitation surface and identify its operating problems based on my field experience. Also, in this study, I would like to propose ways to improve the system in legal and regulatory aspects. Nowadays, due to the request of residents in the vicinity of airports, discussions and studies on aviational review are being actively carried out. Also, related ordinance and specific procedures will be established soon. However, in addition to this, I would like to propose the ways to improve shortcomings of current system caused by the lack of regulations and legislations for obstacle management. In order to execute obstacle limitation surface regulation, there has to be limits on constructing new buildings, causing real restriction for the residents living in the vicinity of airports on exercising their property rights. In this sense, it is regarded as a sensitive issue since a number of related civil complaints are filed and swift but accurate decision making is required. According to Aviation Act, currently airport operators are handling this task under the cooperation with local governments. Thus, administrative activities of local governments that have the authority to give permits for installation of buildings and structures are critically important. The law requires to carry out precise surveying of vast area and to report the outcome to the government every five years. However, there can be many problems, such as changes in the number of obstacles due to the error in the survey, or failure to apply for consultation with local governments on the exercise of construction permission. However, there is neither standards for allowable errors, preventive measures, nor penalty for the violation of appropriate procedures. As such, only follow-up measures can be taken. Nevertheless, once construction of a building is completed violating the obstacle limitation surface, practically it is difficult to take any measures, including the elimination of the building, because the owner of the building would have been following legal process for the construction by getting permit from the government. In order to address this problem, I believe penalty provision for the violation of Aviation Act needs to be added. Also, it is required to apply the same standards of allowable error stipulated in Building Act to precise surveying in the aviation field. Hence, I would like to propose the ways to improve current system in an effective manner.

Case Studies for the Establishment of Korean National Urban Park (사례로 본 한국 국가도시공원 조성 연구)

  • Although the 'Act on Urban Parks and Green Spaces' was revised in 2016 to provide a legal foundation for national urban parks, there was no further discussion or follow-up research for the implementation of national urban parks. This study investigates Korea's park and green space regulations and national urban park cases from across the world. It aims to analyze worldwide cases and set a course for a viable national urban park system in Korea. The importance and characteristics of national urban parks were evident after reviewing the cases of Japan, Sweden, Finland, and Canada, which have national urban park systems, and the United States and Germany, which aid city parks with national budgets. Each country determined the plans and procedures by assessing the scope of government intervention and the government's role. The importance of communication between the state and municipal governments and private sector participation and governance was recognized. A system was also formed in which local governments actively participate in the nomination, establishment, administration, and management of national urban parks. The results of this study are as follows. First, the concept of equitable national development should be implemented to activate the national urban park system. Second, the national urban park should be a land management tool that may be used to balance development and preservation. Third, a specific method of securing, constructing, administering, and operating national urban parks should be supplemented by the current legislative framework amendment. Furthermore, the establishment of a sustainable research institute is needed to comprehensively analyze parks and green space systems and make appropriate decisions.

Impact of Conflict within Social Welfare Organization on Job Performance : Moderating Effect of Participatory Decision-making (사회복지조직 내 갈등이 직무성과에 미치는 영향 : 참여적 의사결정의 조절효과)

  • This study sought to find out the impact of conflicts in social welfare organizations on job performance and to find out the effects of controlling participatory decision-making in their relationships. To that end, a survey was conducted on workers at social welfare centers in Seoul, Gyeonggi Province and Chungcheong Province, and 360 copies were finally used for analysis and Correlation and hierarchical regression and statistical significance analysis of the adjustment effects were performed. As a result, conflicts within the organization, job performance, and participatory decision-making showed a negative correlation, and as participatory decision-making in the relationship between conflict within the organization and job performance showed a controlled effect, the impact of conflicts within the organization on job performance was reduced. These results suggest that participatory decision-making can alleviate conflicts within an organization and at the same time increase job performance. Based on this, the following suggestions were proposed: They include conflict management strategies in the guidelines for social welfare subjects, establish guidelines for conflict management, provide training for workers, engage workers in employee evaluation and compensation system development, and operate permanent organizations such as the Conflict Handling Committee after investigating conflicts within social welfare organizations.

  • To share the lanes with conventional vehicles, traffic operation strategy is needed for NEV (Neighborhood Electric Vehicle). Because NEV cannot accelerate sharply as fast as common car include gasoline, diesel and LPG cars, they may interrupt traffic conditions and make traffic delay. After green lights turn on, all vehicles run through the street including NEV, but NEV have a maximum speed which is 50km/h. It can be an obstacle for following vehicles and will make traffic delay of the intersection. In this reason, we need to organize traffic systems like queue jump with priority traffic signal. To analyze the necessity for NEV road operations, we simulate three scenarios in congested and non-congested conditions. First is that we examine the condition which is mixed NEV and cars on the road, the second one is that we set up lane only NEV can accepted in simulation and last one is making queue jump lane and providing priority signal for NEV. In conclusion, we can conclude that making lane only for NEV is effective to improve travel speed when rate of NEVs is over 20%. Also queue jump lane and priority signal cannot make good effect to intersection delay and average speed.

  • 한국천문연구원은 천문우주분야의 과학임무 탑재체 개발을 주도적으로 수행해오고 있다. 과학기술위성1호 주탑재체 원자외선영상분광기 FIMS 개발, 과학기술위성3호 주탑재체 다목적적외선영상시스템 MIRIS 개발, 차세대소 형위성1호 주탑재체 근적외선영상분광기 NISS 개발을 수행하였고, 현재는 NASA와 국제협력으로 SPHEREx 우주 망원경을 개발하고 있다. 이러한 개발 과정을 거치면서 주경 20cm 이하의 소형 탑재체 과학임무 한계와 더불어 연구 현장에서 더 큰 우주망원경의 수요가 제기되었고, 현재의 국가우주개발 중장기계획에도 2030년대 한국형 우주망원경을 포함하게 되었다. 이러한 일정에 발맞추어 한국천문연구원은 2030년대 한국형 우주망원경 독자 운영을 대비하기 위해서 2020년 1월부터 주요 사업으로 한국형 우주망원경 개발을 위한 기획연구를 시작하였다. 이 기획연구는 2021년 말까지 2년 동안 수행하고 있으며, 이 기획연구를 통해서 학계의 과학임무 요구사항을 종합 수렴하였고, 관련 컨설팅 업체와 협업하여 사전 기획연구 활동들을 수행하였으며, 향후 우주망원경 개발에 대한 전략을 제안하고 보고서를 마무리하는 단계에 와 있다. 이 발표에서는 이러한 기획연구의 세부 활동을 공유하고 보고하고자 한다.

  • 80년대 초 GIS의 개념이 국내에 도입된 후, 1988년 대구광역시를 필두로 지자체의 GIS 구축이 시작되어 국가에서는 GIS 구축의 체계적인 관리의 필요성에 따라 1995년 제1차 국가GIS 기본계획을 수립하고, 2000년 ‘국가지리정보체계의 구축 및 활용 등에 관한 법률’을 제정, 공포하여 각 지자체의 실정에 맞는 GIS 기본계획을 수립하도록 유도하고 있다. 그러나, 바람직한 지자체 GIS 기본계획 작성의 표준이 제시되지 않아 지자체 GIS 기본계획이 개인의 안목이나 타 지자체의 내용을 참조로 만들어져 형식적이고 획일적인 결과물이 산출되고 있다. 그리하여 기존에 수립된 지자체 GIS 기본계획이 일부의 지자체를 제외하고는 해당 지자체의 GIS 구축 사업에 활용되지 못하고 책장속의 책으로 존재하고 있다. 따라서, 본 논문의 목적은 지자체 GIS 기본계획 표준안을 제시하여 향후 해당 지자체에서 GIS 기본계획을 수립할 때, 구성적인 측면의 틀을 제공하여 일정수준을 만족할 수 있는 지자체 GIS 기본계획의 수립을 지원하고자 한다. 지자체 GIS 기본계획 표준(안)을 도출하기 위해서 정보화전략계획과 해외 관련 연구, 국가GIS 기본계획의 검토를 통하여 지자체 GIS 기본계획의 구성요소를 도출하고, 기존지자체 GIS 기본계획의 목차를 중심으로 분석하여, 문제점을 도출하고, 그에 따른 시사점을 제시하여 지자체 GIS 기본계획 표준(안)의 기반이 되도록 하였다. 제안된 지자체 GIS 기본계획 표준(안)은 향후 각 지자체의 활용가치가 높은 GIS 기본 계획의 수립에 도움이 될 수 있도록 하며, 나아가서는 수립된 지자체 GIS 기본계획이 지자체의 성공적인 GIS 구축을 유도하는 가이드의 역할을 수행할 것으로 기대된다.가 있다. 본 연구의 결과를 통해 지방자치단체 GIS 기본계획에 있어 조직 측면의 장기적 비전의 제시가 가능하며 이를 통해 보다 성숙된 GIS 사업의 추진과 효율적인 시스템의 운영이 가능할 것이다.. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped.   • In this paper, we have implemented the living waste analysis system based on IoT and AI(Artificial Intelligence), and proposed effective waste process and management method. The Jeju location have the strong point to devise a stratagem and estimate waste quantization, rather than others. Especially, we can recognized the amount variation of waste to the residence people compare to the sightseer number, and the good example a specific waste duty. Thus this paper have developed the IoT device for interconnecting the existed CCTV camera, and use the AI algorithm to analysis the waste image. By using these decision of image analysis, we can inform their deal commend and a decided information to the map of the waste cars. In order to evaluate the performance of IoT, we have experimented the electromagnetic compatibility under a national official authorization KN-32, KN61000-4-2~6, and obtained the stable experimental results. In the further experimental results, we can applicable for an data structure for precise definition command by using the simulated several waste image with artificial intelligence algorithm.
