This study proposed a speed management strategy for the enhancement of traffic safety on freeways. A novel feature of the proposed strategy is to provide desirable speed information to individual vehicles. A microscopic traffic simulator, VISSIM, was used for the performance evaluation. Vehicle trajectory data were used to evaluate the various speed management scenarios including the different levels of proportions of heavy vehicles. The proposed speed management strategy would be a useful precursor for developing an effective traffic control and operations system to prevent traffic accidents on freeways.

식물거점센터는 교과부 지정 식물소재은행들의 생물자원의 체계적 통합 및 관리, 소재은행들과 연구소재 네트워크 형성, 표준화 관리 시스템 구축을 통한 소재의 효율적 관리, 인적 물적 자원 지원, 식물학, 농학, 생명공학, 유전학 등의 연구 기반 활성화 도모, 소재의 공동 영구보관 시스템 구축, 각 생물체별 데이터베이스 공동 구축, 공동 매뉴얼 작성 및 관련 연구, 공동 정보구축 지원, 중단소재은행의 자료 관리 시스템 구축을 목적으로 하여 2007년 4월 교육과학기술부에 의해 지정되어 출범하게 되었다. 식물거점센터는 한국배추게놈소재은행, 한국의 식물 DNA 은행II, 인삼유전자원소재은행, 감귤육종소재은행, 한국감자육종소재은행, 한약자원향장소재은행, 천연물 신약 표준화 소재은행, 대사질환소재은행 등 8개 소재은행으로 구성되어 있으며, 거점센터의 주요 역할은 OECD가 규정하는 resource center의 역할로 연구소재의 확보, 분류와 동정, 보관, 분량, 인력 양성, 컨설팅 등의 기능을 수행하고, 지점 소재은행은 연구소재 확보와 연구, 보관까지 수행하도록 하고, 지점센터의 데이터와 소재를 거점 은행에 제공하여 네트워크를 구축함으로써 전체적인 소재의 수급과 부족 상태를 파악하고 앞으로의 소재확보를 위한 전략 및 대책을 세울 수 있도록 하는 것이다. 이러한 역할을 통하여 가장 효과적으로 식물소재은행을 운영할 수 있는 방법을 함께 논의하여 공동으로 적용함으로써 연구 소재의 질과 식물소재은행의 운영을 표준화 할 수 있을 것이며 모든 소재은행과 함께 소재의 체계적인 기록 관리를 수행함으로서 소재의 이용과 신뢰성을 확보하고 연구자가 마음 놓고 연구를 수행할 수 있도록 자료를 제공할 수 있도록 함으로서 국가 경쟁력을 제고하도록 노력하고 있다.

This note provides technical guide on three issues associated with establishing and automatically running regional ocean forecasting systems: (1) a strategy for continuous production of hourly-interval three-day ocean forecast data, (2) the daily download of ocean and atmospheric forecasting data (i.e., HYCOM and NOAA/NCEP GFS data), which are provided by outside institutions and used as initial condition, surface forcing, and boundary data for regional ocean models, and (3) error notifications to numerical model managers through the Short Message Service (SMS). Guidance on dealing with these three issues is illustrated via solutions implemented by the Korea Hydrographic and Oceanographic Agency, since in embarking on this project we found that this procedural information was not readily available elsewhere. This technical guide is based on our experiences and lessons learned during the process of establishing and operating regional ocean forecasting systems for the East Sea and the Yellow and East China Seas over the 5 year period of 2012-2016. The fundamental approach and techniques outlined in this guide are of use to anyone wanting to establish an automatic regional and coastal ocean forecasting system.

Real-time traffic information disseminated through VMS is known to have effects not only on driver to plan a route choice, detour the congestion, and cope with incident, but also on VMS operator to manage the traffic volume indirectly. But, the dissemination of traffic information is operated in the side of provider, not of user. Importance-Performance analysis (IPA) offers a simple, useful method for simultaneously considering both the importance and performance dimensions when evaluating or improving strategy. This technique has been successfully used in a variety of settings to define priorities and guide resource optimization decisions. This study uses IPA to evaluate traffic information strategies through VMS to make resource improvement recommendations. It gained 760 samples by field surveys, which are conducted in Korean Thanksgiving Day, weekday and weekend at the service areas of expressways. The results indicate that the motivations in quadrant I (concentrate here) are dissemination of exactly information and quick transmission, while distance of VMS, most drivers are not satisfied with that is located in quadrant III (low priority).

This paper analyzes the intention of the PRC (People's Republic of China) to establish and operate CADIZ to implement the government's maritime policy and strategy and to project its air power in preparation for maritime provocation and contingency, especially over the area where East Asia countries have claimed to have maritime jurisdiction over one another. This paper is also intended to guide the Republic of Korea's response measures for coping with the maritime intention and threat of China by such measures as reinforcing military power, constructing the strategic air base in Jeju, and expanding the present KADIZ.

Over the years a lot of organizations or enterprises are spending the majority of their IT budgets on IT resources procurement and maintenance. IT resources are typically duplicated in each Region, Division, and/or Business Unit. The biggest sources of cost savings come directly from the reduction in maintenance cost and the elimination of duplicated resources. Global corporations are investing heavily in shared services implementations in order to stay competitive in an industry environment. A number of financial services firms have turned to IT shared services to reduce the level of IT asset and infrastructure redundancies. Recently, Korean financial services industry is moving to diversification(bank, securities, insurance, etc.) and consolidation(M&A, strategic alliance, etc.), and wants the elimination of duplicated IT resources. This research is intended to find out and demonstrate the factors having a significant effect on adoption of IT shared services center in finance services industry.

This study found the strategies for activating the security industry to utilize social network services based on the platform business model. This research was utilized for in-depth interview and IPA analysis. And use it was to check the contents and strategic improvement projects that can actually materialize and direction of the strategy. First, run a priority need area is a private center of community policing related portal development and operation, universal social networking service(SNS) utilizing expanded, professional training, IT-based security content management and operation of IT infrastructure security guards and security professionals up educational content development, online security guards and security professionals-up refresher training program development. Second, the area over the inventory capabilities increase the effectiveness of the security guards was constructed open-type comprehensive public information system. Third, the area needed to be reviewed are the individual security industry experts workers operating information channels, dedicated customer service and expanding the event of a private security guard & security service providers up. Fourth, the effectiveness of the insufficient area are discuss system improvements, the sharing of community policing closed Cameras for proposals for the expanded utilization of social networking services, private development organizations Social Network Service(SNS).

Since mid and late 2000s, the smartphones has been widely diffused and Korea ranked first in global smartphone market in 2011 thanks to its rapid adoption of Android operating system, technology capability accumulated in featurephone development, vertical integration on smartphone production and premium positioning. However, Korea fell behind because of the rise of another latecomer, China, in four years (2015) after it recorded the top position globally. How did the leadership change occurred in the smartphone industry so rapidly? In order to answer the question, we investigated three favorable windows of opportunity for the rise of China, which are technological, demand, and institutional, and the strategic responses of Chinese firms as well as the rigidity and complacency with the past success of Korean firms. Our findings contribute to the extension of 'catch-up cycle' theory as well as provide in-depth insights for strategies and policies settings to overcome the recent rise of China in information and communication technology sector for Korea.

우리나라는 후발주자임에도 불구하고 개방형 운영체제의 전격적 채택과 고급 기종 중심의 공격적 제품 라인 확대, 그리고 가치사슬의 수직 통합 체계 구축 등에 힘입어 2011년 세계 스마트폰 시장 점유율 1위를 차지하였다. 그러나 우리나라 스마트폰 산업은 시장 점유율 1위를 달성한지 4년만인 2015년 또 다른 후발주자인 중국에 추격을 허용하였다. 이와 같은 스마트폰 산업 주도권 이전 현상을 논의하기 위해 본 연구는 추격 사이클 이론에 기반하여 중국 스마트폰 산업의 추격과 관련한 기술 수요적 정책 및 제도적 기회의 창을 고찰하고, 이에 대한 중국의 전략적 대응과 우리나라의 실책을 논의하였다. 먼저 기술적 기회의 창으로 스마트폰 아키텍처의 모듈화와 시스템 반도체의 원칩화는 스마트폰 생산에 필요한 기술적 지식의 장벽을 낮추는데 기여하였다. 또한 2013년부터 급성장하기 시작한 저가(190달러 이하) 스마트폰 시장은 기술적 열위인 중국의 시장 개척에 우호적 기회로 작용하였다. 이와 함께 중국 정부의 스마트폰 관련 연구개발 투자 확대는 중국에게 우호적 사업 환경을 제공하는 정책적 기회의 창으로 작용하였다. 이와 같은 기회의 창을 활용하기 위해 중국 스마트폰 산업은 빠른 시장 진입, 원가 절감을 위한 현지 부품 채용, 정부 연구개발 투자를 활용한 기술 역량 축적 등의 전략적 대응을 전개하였다. 반면 우리나라는 고급 기종 생산 고수와 저가 기종 출시 지연, 수직통합 체계의 고착화에 따른 부품 경쟁력 악화에 따라 중국에 추격을 허용하게 되었다. 본 연구는 산업 주도권 이전 현상에 대한 최신 실증을 추가함으로써 추격 사이클 이론의 발전에 기여할 것으로 기대되며, 향후 우리나라 스마트폰 산업 발전 정책 발굴에 중요한 지침으로 활용될 것으로 기대된다.

This study tried to analyze the growth background of Starbucks, a competitive company in the Korean coffee industry. Therefore, by using the STEEP analysis technique, each company's competitiveness was analyzed and the results were used to derive competitive factors. And the research results are as follows. Looking at the social aspect, economic activity has been a catalyst for women as the standard of living has increased due to economic growth. In addition, in the case of coffee culture in the past, Starbucks' response strategy, which has seen the transformation from vending machine mixed coffee culture to a consumer market that emphasizes cultural and spatial aspects, was effective. Looking at the technical aspect, the deviation has been reduced by securing uniform standardization of the taste of coffee beans at franchise stores, and the operation of a standardized operating system was possible by operating the store directly. And looking at the economic aspect, as the coffee consumption market continues to expand, the overall size of the market has also grown proportionally, creating a stable growth environment. Lastly, looking at the environmental and policy aspects, it is that the marketing strategy direction based on the policy activities as an eco-friendly company as a market leader has been the main focus of the recent policy direction emphasizing eco-friendliness.
