In this study, deals with selection of monitoring objects to handle emergency cases of multi-modal transfer stations and information required for emergency surveillance, recognition, verification, propagation, processing and situation closing. Furthermore, this article suggests integrated management scheme for the above information and methods which offer appropriate information required for situation handling decisions at each stage of situation changes. The transfer station which consists of facilities, passengers, and transportations has limitations in required monitoring information. So, for the situation recognition and handling strategy, case-based reasoning of the expert system was used to apply experience, knowledge, and past cases of situation handling experts. The article also suggests methods to control facilities which are operated at transfer stations and these methods can minimize spatial confusions and damages at the emergency situation. The real time situation information will be shared by proper facility controls to support services from external institutions.

This study attempts to represent schemes to cope with the challenge of internet-based e-commerce. There are unexpectable changes in the international Logistics industry. First, Bolero project is introduced to exchange trade documents and data via the internet. It acts as a neutral third party to ensure secure delivery and receipt of information and provides a legal framework. Secondly a number of leading International logistics companies and constituent members have made an effort to establish the portal site to connect the constituent members concerning by the same cyber environment. This study reviews the current status on this trend and points out a number of issues originated from the trend and represents the way of globalization in the international logistics industry.

저탄소 녹색성장은 세계적인 친환경 추이에 발맞추고 소비자들의 인식변화에 부응하는 신성장동력이다. 이를 잘 활용하면 기업의 경쟁력을 장기적으로 강화시킬 수 있고 새로운 기회를 가져다줄 수 있다. 녹색성장은 그야말로 기업 성장에 엄청난 영향을 끼칠 수 있는 새로운 패러다임인 것이다. 정부는 향후 에너지를 자급자족하는 건축물을 목표로 저탄소 녹색성장 정책을 추진하고 있다. 그 일환으로 건축물 에너지 목표관리제 도입, 녹색건축물 조성 지원법 등이 있다. 내년 2월 23일 시행을 앞두고 있는 '녹색 건축물 조성 지원법'은 건축물의 설계 시공 유지 관리 등 모든 분야에 영향을 미치는 법으로서, 특히 건축물의 에너지효율 개선 관련 기준을 제시할 예정이다. 이로써 고효율 설비 등 시설 투자는 물론 에너지 소비를 제어할 수 있는 기계설비의 위상과 역할이 크게 부각될 전망이다. 대한건설협회 및 한국생산성본부인증원은 지난 4월 18일 건설회관에서 '건설분야의 녹색정책과 대응방안' 컨퍼런스를 개최하고, $\bigtriangleup$저탄소 녹색성장 정책방향 $\bigtriangleup$녹색건축물 관련법 및 정책 추진방향 $\bigtriangleup$녹색건축물 조성지원법 제정에 따른 건설업의 나아갈 방향 $\bigtriangleup$녹색건축 도시조성을 위한 실천전략 $\bigtriangleup$녹색건축물제도가 건설업에 미치는 영향 등에 관해 주제발표를 했다. 본지는 '건설분야의 녹색정책과 대응방안' 컨퍼런스에서 발표된 내용을 바탕으로 '녹색건축물 조성 지원법'에 대해 자세히 알아본다.

Cyber threat targeting ICS (Industrial Control System) has indicated drastic increases over the past decade and Cyber Incident in Critical Infrastructure such as Energy, Gas Terminal and Petrochemical industries can lead to disaster-level accidents including casualties and large-scale fires. In order to effectively respond to cyber attacks targeting ICS, a multi-layered defense-in-depth strategy considering Control System Architecture is necessary. In particular, the centralized security log system integrating OT (Operational Technology) and IT (Information Technology) plays an important role in the ICS incident response plan. The paper suggests the way of implementing centralized security log system that collects security events and logs using OPC Protocol from Level 0 to Level 5 based on IEC62443 Purdue Model to integrate ICS security logs with SIEM (Security Information Event Management) operated in IT environment.

Globalization has been accelerated in today's business environment. In this situation, the opening of economies can be either an opportunity or a treat for small and medium sized enterprises (SMEs) who have limited resources. Especially, managerial perception to the opening of economies carries on significant meaning because managerial perception determines future responses and strategies. Therefore, this study examined which innovation activities are related with SMEs' positive perception to the opening of economies. The activities of innovation are classified by types of generic strategy. Also, this study scrutinized the moderating effects of external search strategy and market entry strategy. In order to test hypotheses, this study analyzed data on Korean manufacturing firms collected in the Korean Innovation Survey (KIS). As a result, SMEs conducting innovation for differentiation strategy perceived the opening of economies positively. Search breadth and search depth moderated this relationship negatively and the first entry strategy moderated this relationship positively.

This study investigates a variety of dysfunctions and dynamics accompanied with the spread of advanced technology, and predicts the developmental directions of future uncertain society. There are, further, proper countermeasures against dysfunctions discussed. First, different theoretical paradigms concerned with the relationship between seience/technology and society would be comparatively analyzed, and their techno-social implications would be examined. Next, the latest trend of bio-technology and information technology, especially the trend of combination of bio- and information technology, appeared in the progress of Human Genome Project, would be considered. Thirdly, techno-social dysfunctions and far-reaching effects following the development of high-technologies would be analyzed, and realistic alternative plans would be suggested. Through this study, we come to a conclusion that, in order to reduce techno-social dysfunctions to a minimum and enhance their eufunctions, not only 'human' control over technological development should be guaranteed, but also action plan for bridging social gaps should be prepared. In addition, fluent communication and mutual understanding of all concerned, particularly between researcher community, government, and civic sector are required.

Cyber attacks on aircraft and aeronautical networks are not much different from cyber attacks commonly found in the ground industry. Air traffic management infrastructure is being transformed into a digital infrastructure to secure air traffic. A wide variety of communication environments, information and communications, navigation, surveillance and inflight entertainment systems are increasingly threatening the threat posed by cyber terrorism threats. The emergence of unmanned aircraft systems also poses an uncontrollable risk with cyber terrorism. We have analyzed cyber security standards and response strategies in developed countries by recognizing the vulnerability of cyber threats to aircraft systems and aviation infrastructure in next generation data network systems. We discussed comprehensive measures for cybersecurity policies to consider in the domestic aviation environment, and discussed the concept of security environment and quick response strategies.

This paper discusses the types and importance of service trade. The service trade, which has become increasingly important, is shaped by the General Agreement on Trade in Services (GATS). However, the availability of trade data is still low. The service is expected to increase the value added of the manufacturing industry and to lead the trade enhancement effect beyond the current stagnant commodity trade. Such effects are also confirmed by studies using the OECD Service Trade Restriction Index. Korea's service trade is relatively low compared to commodities's, and some items are still in a chronic deficit. In order to overcome such a situation and develop the service industry, it may be considered to pursue active service opening around major industries. It is also possible to suggest a Korea Standard that mediates between developing and developed countries.

As the construction production system is reorganized as part of the construction industry innovation plan, direct construction is expanding. According to this trend, this study analyzed the impact and problems of the expansion of direct construction through the position of the construction industry and a study of foreign cases. In addition, by diagnosing the impact of the measures to expand direct construction from various aspects, countermeasures were suggested to suitably apply the direct construction mandatory system. Also, for each alternative, effects and problems were evaluated through interviews with experts in policy/administrative and architecture fields. The alternatives for expanding and improving the efficiency of the direct construction mandatory system derived from this study are four items: granting the discretion of the client, differentiation by scale of construction, utilization of construction guarantee system, and introduction of flexible working group leader system. As a result of the expert interview, all of them were evaluated to have a positive impact directly and indirectly on the expansion of direct construction. This study contributes literature to the application of the direct construction mandatory system by examining the current status of direct construction, and suggests a direction for expanding direct construction through deduction of alternatives for applying the direct construction mandatory system and expert evaluation.

본 연구에서는 농업벤처기업의 활성화를 위해 경영현황 및 애로사항, 지원 우선순위 등에 대해 조사하고 분석하였다. 이를 위해 국내 농업벤처기업 103개소를 대상으로 벤처기업협회에서 실시한 설문조사 결과를 분석하였으며, 일반벤처기업 2,098개소, 농림어업 벤처기업 67개소를 대상으로 실시한 벤처기업정밀실태조사 자료를 토대로 비교 분석 연구를 수행하여 다음과 같은 주요 결과를 도출하였다. 첫째, 일반벤처 대비 높은 금융비용과 부채비율, 신규자금에 대한 높은 정부 의존도, 자금조달의 어려움과 벤처 투자 유치 실적이 저조함으로 인해 농업벤처기업의 재정 여건은 매우 열악한 환경에 있는 것으로 나타났다. 이를 극복하기 위한 방안으로 농산물 중부가가치가 높고 수출 가능한 품목을 선별하여 육성하는 투자 방안이 필요하며, 정부 보조금과 지원금 매칭 펀드 방식의 혼합 지원 및 크라우드 펀딩의 활용 검토가 필요하다. 둘째, 농업벤처는 일반벤처에 비해 R&D투자보다는 설비투자 비중이 높으나 연구개발 자금지원을 가장 필요한 방안 1순위로 꼽고 있으며, 자가 기술을 활용하여 비즈니스 모델화하는 데 어려움이 많은 것으로 파악되었다. 또한 제조업 기업 비중이 63.2%를 차지하고 있어 사업 분야의 편중이 높은 것으로 나타났다. 이와 같은 결과를 고려하여 해외시장을 고려한 제품 연구개발 및 생산원가 경쟁력 확보, 그리고 관련 분야 투자유치와 고용 창출이 필요하다. 또한 개발된 기술의 사업화 지원을 위해 투자 기반 사업화 추진과 제조업 외 다양한 분야의 육성이 필요하다. 셋째, 사업규모가 적고 기업이 안정화되지 못해 신규인력 확보 및 유지에 어려움을 겪고 있는 것으로 나타났다. 인력확보의 활성화를 위한 방안으로는 지속적인 농업 인력 감소에 대응하여 스마트농업 가능 인력의 양성이 필요하며, 농업벤처 지원 교육의 체계화와 효율화를 위한 컨트롤타워가 필요하다. 넷째, 국내외 판로개척에 대한 애로사항이 가장 높은 것으로 나타났다. 이를 위한 지원 방안으로 관 주도의 수출지원정책에서 민간참여 위주로 정책 방향 변경이 필요하며, 수출대상국에 적합한 전략적 농산물 및 가공식품 생산이 필요하다.
