A Critical Review of Waterfront Maintenance Plan for Urban Development - Focused on Waterfront Development - (도시개발에 따른 친수공간 정비계획의 재고찰 - 워터프론트개발 사례를 중심으로 -)

  • 도시의 개발을 통한 발전방향은 지역별 기술력을 바탕으로 시대의 흐름과 문화, 경제, 도시정책 등에 따라 다양하다. 특히, 워터프론트는 도시와 가장 근접한 친수공간으로 단어자체에 도시'라는 개념이 포함되어 있다. 즉 도시가 큰 강이나 바다, 호수 등과 접하고 있는 공간을 말한다. 우리나라는 도시계획차원에서 도시 수변공간(urban waterfront)으로 설정하고, 레크레이션, 공원, 경관형성, 환경오염 저감, 정서함양, 생산 등의 다양한 기능을 갖고 있는 매우 공공성이 높은 도시지역의 주요 공간지역으로 의미를 부여하고 있다. 그러나 워터프론트를 개발계획을 수립하는 과정에서 교통계획, 홍수 등의 재해시설, 환경 등에 대한 평가가 제대로 이루어지지 않고 있으며(한국일보, 2011), 개발 계획 추진은 주민 공감대 형성, 사업타당성 검토 없는 '밀어부치기식' 개발 지상주의로 전락하고 있다. 따라서 본 연구는 국내 워터프론트 개발사업 계획을 추진하고 있는 지역으로 인천 송도지역과 부산의 수산시장으로 유명한 자갈치시장 일대의 개발계획, 마산 도시재생지구의 항만 재개발계획 사례를 분석하여 개발계획의 문제점과 언론상에 비춰지는 개발의 현 실태, 지역개발의 효과 등에 대한 시사점을 도출하였다. 사례지역을 비롯한 대부분의 기존 워터프론트 개발은 경제성을 위해 규모가 큰 상업시설 위주로 개발이 이루어지고 있으며, 주거시설이나 문화시설을 비롯한 다양한 시설의 구성이 부족한 특수성을 갖추어 가고 있다. 또한, 기존의 유휴공간을 재개발하면서 도시와의 관계를 제대로 설정하지 못하여 도시와 분리된 폐쇄공간으로 개발이 이루어지고 있으며, 도시구조에 통합되지 못하고 있는 실정이다. 무엇보다 워터프론트 개발사업에 관계된 여러 집단들, 즉 중앙정부, 지방자치단체, 개발주체, 시민 등 이들 사이에 합의 도출의 어려움이 많아 좋은 계획안이 무산되거나 사업이 지체 혹은 중단되는 사례가 많았다. 워터프론트 개발에 대한 지역민사회의 충분한 공감대가 결코 형성되지 않았음에도 오히려 요식적 여론수렴 절차를 강조하고 있으며, 친환경적 도시개발이라는 사업의 목적과 맞지 않는 계획이 많았다. 특히, 관련 사업 중 항만재개발사업에는 막대한 초기 투자비가 소요되어 재개발사업을 위한 자금의 확보가 어려운 경우가 많이 있었으며, 도시의 장기발전계획과 통합된 장기적인 개발전략이 필요한데 이를 소홀히 하는 경우가 있었다. 본 연구를 통해 기존 워터프론트 개발계획의 문제점과 향후 정비계획이 추구해야 하는 친수구역의 관리방법, 주민참여 방안의 대안제시가 이루어 질 수 있었으며, 이를 바탕으로 국내 친수공간 정비계획을 재 고찰 할 수 있는 기회가 되었으면 한다.

Designing A V2V based Traffic Surveillance System and Its Functional Requirements (V2V기반 교통정보수집체계 설계 및 요구사항분석)

  • One of the crucial elements to fully facilitate the various benefits of intelligent transportation systems (ITS) is to obtain more reliable traffic monitoring in real time. To date, point and section-based traffic measurements have been available through existing surveillance technologies, such as loops and automatic vehicle identification (AVI) systems. However, seamless and more reliable traffic data are required for more effective traffic information provision and operations. Technology advancements including vehicle tracking and wireless communication enable the acceleration of the availability of individual vehicle travel information. This study presents a UBIquitous PRObe vehicle Surveillance System (UBIPROSS) using vehicle-to-vehicle (V2V) wireless communications. Seamless vehicle travel information, including origin-destination information, speed, travel times, and other data, can be obtained by the proposed UBIPROSS. A set of parameters associated with functional requirements of the UBIPROSS, which include the market penetration rate (MPR) of equipped vehicles, V2V communication range, and travel time update interval, are investigated by a Monte Carlo simulation- (MCS) based evaluation framework. In addition, this paper describes prototypical implementation. Field test results and identified technical issues are also discussed. It is expected that the proposed system would be an invaluable precursor to develop a next-generation traffic surveillance system.

Vegetation Structure and Management Strategies of Glaux maritima var. obtusifolia Community on the Southernmost Distribution Area in Korea (멸종위기 식물인 갯봄맞이 최남단 군락의 식생구조)

  • Glaux maritima var. obtusifolia is distributed in very limited areas in South Korea and thus designated and protected as an endangered species. This study aimed to identify the diversity of vegetation in the Dangsa coast wetlands, the southern limit of G. maritima var. obtusifolia and to assess determinants of the vegetation and the importance of habitats. The phytosociological method of the $Z{\ddot{u}}rich-Montpellier$ School was used for vegetation classification and mathematical and statistical analyses were also conducted to analyze environmental factors and their relationship with the vegetation. The results of this study showed that there were 4 vegetation units in the Dangsa coast wetlands: Glaux maritima var. obtusifolia-Triglochin maritimum community (included three subcommunities), Puccinellia nipponica s.l. community, Beckmannia syzigachne-Isachne globosa community and Typha laxmannii-Phragmites communis community. It was also found that major determinants of the vegetation include moisture environment, soil depth, water level disturbance, vegetation height, community structure, etc. Glaux maritima was identified to grow most dominantly in the typicum subassociation of Glaux. maritima var. obtusifolia-Triglochin maritimum community, and the species compositions and dominant situations were observed to be similar to those in the southern limit in Japan, adjacent to South Korea. The assessment results indicated that the Dangsa coastal wetlands have a significant meaning from phytogeographical and syngeographical aspects, and contribute as a shelter for diverse species. It is required to establish conservation strategies to accurately determine the value of the wetlands of the Dangsa coast from various perspectives, and to protect and manage them.

Recovery Pattern and Seasonal Dynamics of Kelp Species, Ecklonia cava Population Formed Following the Large-scale Disturbance (대규모 교란현상 후 형성된 대형갈조류 감태(Ecklonia cava) 개체군의 계절적 변동 및 회복 양상)

  • Seasonal dynamics of kelp forest-forming algae, Ecklonia cava population formed following the large-scale disturbance by Typhoon 'Bolaven' in August 2012 were investigated in Jeju Island, Korea. Morphological characteristics, recruits density, mortality rate, total density and biomass were monitored bimonthly from June 2013 to June 2015. Total and longest blade lengths, and individual weight of E. cava showed distinct seasonal trends. Stipe length increased from winter to spring, but did not show increase or reduced from summer to autumn. This indicates that morphological characteristics of E. cava are mainly affected by the change of blades. The optimal temperature for E. cava growth was about $15-18^{\circ}C$ during winter to spring while the growths were inhibited at the water temperature above $20^{\circ}C$ during summer. E. cava exhibited very low recruitment during spring-summer. However, high recruitment was observed on April 2015 when canopy cover was very low due to low density. This indicates that recruitment of E. cava was controlled not by seasonal effects but by physical factors such as canopy and space. The mortality rate of juvenile plants was highest due to their unstable settlement. By June 2015, 34 months after the disturbances, E. cava was almost recovered to the pre-disturbance population size structure. These results suggest that recovery of kelp forest following the large-scale disturbance requires a considerable period of time (more than three years). This study should provide valuable ecological information on management, restoration and protection of kelp species.

A Study on Developing Education and Training System for Informationalization in Governmental Organization (정부조직의 정보화교육훈련 체계구축에 관한 연구)

  • The effective use of IT(information technology) will increasingly become one of the key determinants for successful informationalization in govermental organization And the ability of the public officials in using IT or operating information system is essential to the effective use of IT. This study focuses on constructing a theoretical base of developing the education and training system for enhancing the IT ability of the public officials. In order to achieve this research goal, first this study suggests four categories of IT education and training for (1) the basic capability of IT use (2) the skills of operating information system (3) the management competence of performing strategic use of IT, (4) the expert skills for specific IT, and then derives concrete items for each category. With respect to these items, we empirically investigate the degree of necessity and the effective way of education and training according to tasks, positions and ability of the public officials. The data analyses are based on questionnaires responded by 300 public officials who attend the education and training programs held by the Training Institute of Ministry of Information and Communication. The results of this study can provide the theoretical basis for constructing the IT education and training system which is applicable to most of Korean organizations. Also they can be used as a practical guideline in developing and promoting specific IT education and training programs.

Self-transcendence, Life Satisfaction and Preference for care near the end of life of the Elderly (재가노인의 자기초월, 삶의 만족도와 임종기 치료 선호도 관련성)

  • Purpose: The purpose of this study was to examine self-transcendence, life satisfaction, and preference for end-of-life care in elderly patients. Method: This was a descriptive survey study. The study period was between August 2013 and October 2013 and included 208 elderly patients. Results: The average scores for self-transcendence, life satisfaction, and preference for end-of-life care were 2.79, 9.97, and 3.24, respectively. Statistically significant positive correlations were observed between self-transcendence and life satisfaction, decision making by health care professionals, spiritual area, family area. A positive correlation was observed between: (1) life satisfaction and spiritual area, (2) decision making by health care professionals and family area, and (3) decision making by health care professionals and pain area. Self-transcendence was a significant predictor of PCEOL. Conclusion: This study will provide basic information for use in the development of a program to encourage self- transcendence and life satisfaction, as well as to consider the elder's autonomy, pain control, and spirituality as important factors at the end-of-life care.

Factors Affecting Intention to Use Smartphone Healthcare Applications (스마트폰 헬스케어 어플리케이션 수용의도에 영향을 미치는 요인)

  • This was a descriptive survey to determine the intention of users to use smartphone healthcare applications (SHAs) and to clarify factors that may influence such intention. The data were collected during the month of April in 2015, using a structured self-report questionnaire that was distributed to 300 participants aged 20 to 70 years; 285 complete copies were used for the final analysis. The data were analyzed using descriptive statistics, independent t-test, one-way ANOVA, Pearson correlation coefficients, and hierarchical multiple regression. First, according to the results, the average intention to use SHAs was 3.28 out of 5, which varied according to age, final education, economy level, vacation, current disease, total period of smartphone use, and etc. Second, significant correlations were shown by exercise behavior, dietary management behavior, stress management, satisfaction with smartphone use, and satisfaction with using SHAs. Third, the explanatory power of the predictive model involving all general, health-related, smartphone use-related, and SHA use-related factors was 45.5%; and the economic level, interest, status, and awareness satisfaction of patients using SHA were identified to be the main influential factors. The results indicate that SHA developers need to put efforts into improving consumers' app recognition and to develop plans in provoking consumers' interests to increase the use of SHAs.

Development of Vehicle Arrival Time Prediction Algorithm Based on a Demand Volume (교통수요 기반의 도착예정시간 산출 알고리즘 개발)

  • The information on travel time in providing the information of traffic to drivers is one of the most important data to control a traffic congestion efficiently. Especially, this information is the major element of route choice of drivers, and based on the premise that it has the high degree of confidence in real situation. This study developed a vehicle arrival time prediction algorithm called as "VAT-DV" for 6 corridors in total 6.1Km of "Nam-san area trffic information system" in order to give an information of congestion to drivers using VMS, ARS, and WEB. The spatial scope of this study is 2.5km~3km sections of each corridor, but there are various situations of traffic flow in a short period because they have signalized intersections in a departure point and an arrival point of each corridor, so they have almost characteristics of interrupted and uninterrupted traffic flow. The algorithm uses the information on a demand volume and a queue length. The demand volume is estimated from density of each points based on the Greenburg model, and the queue length is from the density and speed of each point. In order to settle the variation of the unit time, the result of this algorithm is strategically regulated by importing the AVI(Automatic Vehicle Identification), one of the number plate matching methods. In this study, the AVI travel time information is composed by Hybrid Model in order to use it as the basic parameter to make one travel time in a day using ILD to classify the characteristics of the traffic flow along the queue length. According to the result of this study, in congestion situation, this algorithm has about more than 84% degree of accuracy. Specially, the result of providing the information of "Nam-san area traffic information system" shows that 72.6% of drivers are available.

A Transit Trip Assignment Model Under Capacity Restraint (용량을 고려한 대중교통 통행배정모형 구축에 관한 연구)

  • 본 연구에서는 기존의 대중교통 통행배정모형이 고려하지 않거나 미흡하게 반영하였던 차량과 노선의 용량제약을 고려한 모형의 구축을 시도하였다. 일반적으로 대중교통 통행배정에서 수요와 공급의 관계는 수요가 증가하는 것과 무관하다고 받아들여지고 있으나 용량 초과는 통행자들의 경로선택 및 수단선택에 영향을 끼친다고 볼 수 있다. 이러한 용량초과에 의한 혼잡을 반영하기 위해 용량제약식을 포함한 모형을 개발하고 실용운행회수라는 개념을 도입하였다. 또한 기존에 제시된 용량제약을 고려한 모형들이 실제적인 현상을 정확히 모사하는 데에는 한계가 있을 뿐 만 아니라 현실과 다소 거리가 있는 가정이 내재되어 있는 반면 본 연구에서는 가능한 한 최대로 현실 여건을 반영하는 모형을 정립하였다. 본 연구에서 제시한 모형은 동일한 기종점 사이를 운행하는 경쟁노선이 많은 대도시에서 통근·통학을 위한 통행자들이 많은 오전, 오후 첨두시 대중교통 수요를 분석하여 대중교통의 운행관리체계 개선 및 투자계획, 서비스 개선을 위한 수요예측을 하는데 유용하게 사용할 수 있을 것으로 사료된다. 그리고 기존의 대중교통 통행배정의 결과가 현재나 장래의 잠재적인 수요(demand)를 예측하는 방법인데 반하여 본 연구에서 정립된 모형은 주어진 네트워크에서 실제로 통행하고 있는 수요(flow)를 예측함으로써 교통 계획가나 대중교통 운영자의 계획 및 운영정책수립에 합리적인 도움을 줄 수 있다. 또한 현재의 대중교통 시스템 하에서의 통행배정 뿐만 아니라 다른 형태의 용량과 운행특성을 가진 교통 수단이나 노선이 도입되었을 때 공급이 제한적인 경우의 수요 예측에 적합한 모형을 개발하였다.에 대한 규제가 초국가적 차원으로 발전되는 계기를 제공하고 있다. 향후, 담배규제협약안의 세부사안들에 대한 합의과정에서 각 국별로 상당한 이견과 반발이 예상되고 있지만, 협약안의 전체 회원국 투표에서 승인될 경우 각 국가들뿐만 아니라 담배산업과 담배기업들에게 미치는 파급효과가 매우 클 것으로 예상된다. 대부분의 국제협약들이 그러하듯이, 담배규제협약도 그 적용 범위와 수준이 어느 정도로 결정되는지에 따라 각 국가와 기업별 이해관계가 크게 달라지게 되기 때문에 신중한 대응전략이 요구된다고 하겠다.의 화물전용차선의 설치시는 수답렬 교통량의 구성비와 구간 평균교통량에 의하여 그 효과가 다르게 나타남을 알 수 있었다. 따라서 물류비용 절감차원에서의 화물전용차선의 설치는 본 연구에서 나타낸 방법과 같이 수단간의 경제적 편익을 고려한 구간별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군

A Study on Trade Barriers Analysis in the Chinese Audiovisual Service Sectors (중국 시청각서비스분야 통상장벽 분석과 진출 전략 : AHP와 Fuzzy 신뢰도 지수를 이용하여)

  • This study evaluates the importance of negotiation agendas and the possibility of reaching the Korea-China FTA agreement. It assesses the current situation of trade barriers in the audiovisual service sector of China and then examines a survey of practitioners and experts to screen important regulations. The results are as follows: First, considering the national economic situation in Korea and the environment of the Chinese trade barrier, an important agenda is to enable the direct service of online games and to reach a co-production agreement in the audiovisual service sector. Second, an agenda regarding the co-production agreement of an audio-visual service sector has high potential to be realized, followed by agendas regarding online game and music services. In the broadcasting and film service sectors, with their high cultural identity, a mutual cooperative approach is needed. Korea bringing up the agenda regarding online service may allow it to gain a net benefit for the next FATs. To realize a mutual cooperative approach, it is necessary to form a frame of mutual interests and cooperation through a co-production agreement of audio-visual service. If both countries agree to acknowledge co-produced content as each country's contents, both would benefit.
