Growth Factors and Policy Implications of Hokkaido University Research & Business Park in Japan (일본 홋카이도대학 리서치 & 비즈니스파크의 성장요인과 정책적 시사점)

  • This study focuses on Hokkaido University Research & Business Park in Japan as an example of establishing a regional innovation ecosystem on campus based on the outstanding research and university-industry collaboration capabilities of local universities in non-metropolitan areas with weak foundations for start-ups and corporate growth. Hokkaido University Research & Business Park established a mid-to long-term plan using the idle sites on campus, and was developed through a gradual development process since 2003. The promotion of university-industry collaboration was pursued through an industrial-based approach of establishing a bio-industry cluster considering the characterization of local universities and the foundation of local industries. It also provides various corporate support services through cooperative governance between local industry, universities, research institutes and the government. This strategy for creating Hokkaido University Research & Business Park provides important policy implications for various policies and projects that promote regional development by utilizing university campuses like the campus innovation park project.

The Digital Divide and Challenges on the Elderly in Intelligence Information Society (지능정보사회 노인층의 디지털 정보격차와 과제)

  • The intelligent information society is expected to drastically change our lives. The purpose of this content is to derive tasks in the field of media education for the elderly for the realization of digital inclusion in an intelligent information society. To this end, the vision, goals, strategies, and tasks of the intelligent information society were examined through the 6th National Informatization Basic Plan(2018~2022) and the 2022 Education Informatization White Paper(2022). In addition, the current status of the digital gap among the elderly classified as vulnerable groups was identified through the results of the 2022 Digital Information Gap Survey. In order to ease the digital information gap between the elderly in the intelligent information society, it is believed that the development of intelligent media education services using intelligent information technology, provision of media education services for the elderly through learning online service channels, and support for digital intelligent media education for the elderly are necessary.

태양계의 물: 기원과 진화

  • 지구는 현재 태양계에서 액체 상태의 물이 표면에 존재하는 유일한 천체이다. 하지만, 고체 또는 기체 상태의 물은 태양계의 다른 행성이나, 위성, 소행성, 혜성 등에도 풍부하게 존재하고 있다. 풍부한 액체 상태의 물은 지구 표면에서 일어나고 있는 기후의 변화, 해류의 이동, 퇴적 및 침식 작용, 화산활동과 같은 여러 지구과학적 현상에 밀접하게 관여하고 있을 뿐 아니라 생명의 탄생과 진화에도 매우 중요한 역할을 하였다. 현재 지구 표면에 액체 상태의 물이 존재할 수 있는 이유는 태양으로부터의 거리, 지구의 조성 및 크기 등과 관련된 지구 표면의 물리-화학적 조건이 액체 상태의 물이 존재할 수 있는 조건과 일치하고 있기 때문이다. 이와는 달리 지구보다 태양에 더 가깝게 위치하고 있고, 두터운 이산화탄소 대기를 갖고 있어 표면의 온도가 매우 높은 금성의 경우 H2O는 기체 상태로 존재하며, 지구보다 더 멀리 떨어져 있고 희박한 대기를 갖고 있는 화성의 경우에는 현재 H2O가 고체 즉 얼음의 형태로 존재한다. 태양계를 탄생시킨 태양계 성운에서는 압력이 너무 낮아 액체 상태의 물이 존재할 수 없으며, 고온에서는 기체 상태로 매우 낮은 저온에서는 얼음의 형태, 또는 함수 광물 내에 포함되어 존재할 수 있다. 지구와 같은 규모의 행성은 비교적 중력이 작아 태양계 성운의 기체를 거의 끌어들이지 못했다. 따라서 현재 지구에 존재하는 물은 대부분은 고체 상태로 지구에 집적되었을 것이다. 하지만 지구가 탄생한 위치에서 초기 태양계의 온도는 얼음이 형성되기에는 너무 높았기 때문에 좀 더 먼 곳에서(현재의 목성 위치보다 바깥쪽)에서 생성된 얼음 즉, 혜성이 태양계 안쪽으로 들어와 지구에 물을 공급했거나 함수광물을 포함하고 있는 소행성(예를 들어 CI chondrites와 같은 조성의)이 물을 가져왔을 것으로 생각되고 있다.서의 활성화는 어미 변환과 관련된 영역이라기보다는 산출시 관련되는 articulation, motor coordinate관련 영역으로 추정되고, 측두엽의 활성화는 형태소, 의미 관련 지식의 data base로 추정된다. 또한 우반구 전두엽 부분에서 관찰된 활성화는 억제관련 영역으로 짐작된다.러한 동물실험이 그 기초를 제공해 줄 수 있을 것이다. 또한 행동성향 및 기억의 종류에 따른 약물효과의 차이는 기억과 관련된 질병인 알츠하이머 환자에 있어 개개인에게 맞는 적절한 특징적인 치료약물이 존재할 것이라는 가능성을 제공해줄 뿐만 아니라 학습과 기억력 증진 효과를 기대해 볼 수 있을 것이라고 생각된다. 및 지역산업발전의 기획${\sim}$조정기구로서, 선진국의 지역발전기구(Regional Development Agency : RDA)인 지역전략산업기획단이 2002년도부터 산업자원부와 9개 시도에 의해 설립되어 지역네트워크의 활성화와 클러스터의 형성 촉진을 하게 되었고 2004년도에는 13개시도로 확대${\sim}$운영되고 있고, 지역특화사업(H/W)과 지역산업기술개발과제(S/W)와 함께 패케지 형태로 지원되며, 주요역할은 크게 지역산업의 정책기획 분야와 평가관리, 지역혁신역량 조사 및 DB구축 등으로 구분된다. 그중에서도 권역별, 지역별, 지역산업진흥사업 육성과 중장기 산업발전계획을 수립하기 위하여 지역혁신역량을 바탕으로 한 지역 Technology Road Map(TRM)작성사업은 전국공통의 1단계 사업으로 실시 ?榮쨉?, 2005년 3월 기준으로 9개 지역(강원, 대전, 충남, 충북, 경북, 울산, 전남, 전북, 제주) 26개 산업분야를 대상으로 23개가 완료된 상황이다. 이를 근거로 한 지역정책과 R&D 과제 및 필요 인프라의 도출이 체계적으로 구축되어 지역산업 발전을 위한

과학영재 선발과정의 분석 및 개선안 제안 - 과학영재교육원 학생 선발과정 중심으로 -

  • 이 논문은 과학영재교육원의 학생 선발과정을 중심으로 과학영재아 판별과정을 분석해보고, 과학영재교육원의 학생 선발과정에서 발생할 수 있는 오류를 점검하여, 이를 보완할 수 있는 개선안을 마련하고자 하는데 목적을 두고 있다. 분석결과 과학, 수학과 관련된 창의적 문제의 지필평가 성적이 선발의 가장 중요한 기준이었다. 지필평가 단계에서 지망분야에 관계없이 과학, 수학 및 창의력검사를 모두 치러야 하는 교육원에 초점을 맞추어 그 점수 활용에 있어서 발생할 수 있는 오류를 점검하였다.   • A Basic Plan for the Promotion of Space Development (hereinafter referred to as "basic plan"), which prescribes mid- and long-term policy objectives and basic direction-setting on space development every five years, is one of the matters to be deliberated by the National Space Committee. Confirmed February 2018 by the Committee, the 3rd Basic Plan has a unique matter, compared to the 2nd Basic Plan. It is to construct "Korean Positioning System(KPS)". Almost every country in the world including Korea has been relying on GPS. On the occasion of the shooting down of a Korean Air flight 007 by Soviet Russia, GPS Standard Positioning Service has been open to the world. Due to technical errors of GPS or conflict of interests between countries in international relations, however, the above Service can be interrupted at any time. Such cessation might bring extensive damage to the social, economic and security domains of every country. This is why some countries has been constructing an independent global or regional satellite navigation system: EU(Galileo), Russia(Glonass), India(NaVic), Japan(QZSS), and China(Beidou). So does South Korea. Once KPS is built, it is expected to make use of the system in various areas such as transportation, aviation, disaster, construction, defense, ocean, distribution, telecommunication, etc. For this, a pan-governmental governance is needed to be established. And this governance must be based on the law. Korea is richly experienced in developing and operating individually satellite itself, but it has little experience in the simultaneous development and operation of the satellites, ground, and users systems, such as KPS. Therefore we need to review overseas cases, in order to minimize trial and error. U.S. GPS is a classic example.

Case Analysis and Prospect of K-POP Performance Art's Overseas Entry by Joint Venture (K-POP 공연 예술의 합작 투자에 의한 해외 진출 사례 분석 및 전망)

  • Companies are seeking to maximize profits through exports and imports in the ultra-fast, ultra-high-speed modern society. It is only possible to sustain its survival if it targets the global market, not based on any specific region. The K-POP group is also targeting overseas markets in a manner similar to the various global strategies used when companies make inroads into foreign markets, including exports, contracts and direct investment. The K-POP group is engaged in various forms of activities, ranging from simple forms of performance (export) that are visited and staged by an invitation from a certain foreign country to series performances (license) by an invitation from a local promoter and tour performances using its capabilities. The K-POP group is seeking to go beyond the art of single-stage performances and make a systematic plan and make inroads into foreign countries in the form of direct investment suitable for each foreign country. The K-POP group made inroads into overseas markets in the form of simple performances from the late 1990s to 2005, when 'Korean Wave' was first introduced. Group H.O.T., etc. are typical examples. Since then, it has sought to enter overseas markets in the form of franchises by accepting overseas members by 2018, starting with Super Junior in 2005. Since then, the K-POP group in the form of joint investment attempted as group IZ*ONE in 2018 appeared, and a voice story came out in September 2018 when South Korea's JYP Entertainment and Tencent of China joined forces. Unlike K-POP Group, which has entered foreign markets with a global strategy based on the existing export method (H.O.T.), 'Boystory' is a representative group that is made with joint investment, which is a direct investment method. In February 2020, RBW released 'D1Verse,' a five-member group selected by Vietnam's reality show, as a joint investment-type group. This shows the possibility that domestic and foreign companies will release a group in the form of joint investment in order to pursue both globalization and localization.

Korean Strategies for Establishing New MRV Schemes Applicable to Post-2020 Regime (Post-2020의 MRV 체계 수립을 위한 우리나라 대응 방향)

  • This paper attempts to determine the most reasonable and agreeable option for new MRV framework in Post-2020 Climate Regime as well as to develop South Korea strategies to reflect our national circumstances and capacities appropriately. The options for MRV framework considered here are 1) Dual MRV and 2) Unified MRV. We reached the conclusion that the Unified MRV framework may be the most reasonable option in the 2015 agreement in line with the objectives of MRV. To this end, it is essential to develop effective stepwise strategies consisted of: 1) reaching a consensus internally on the Unified MRV framework, 2) developing detailed procedures and methodologies to make the major elements of the Unified MRV framework understandable and predictable, 3) delivering an overview and blueprint to make sure of the flexibility of the Unified MRV framework to reflect the Parties' capacities and national circumstances, 4) ensuring the financial and technical support schemes for developing countries to improve the capacity-buildings of MRV, and 5) developing a realistic road map to successfully implement the Unified MRV scheme within the required time frame. Korea, as a rational mediator between developed and developing countries, should play a leading role in reaching post-2020 agreement.

Development Plan of R.O.K. Naval forces to prepare Tasks in the Arctic Ocean: Based on Operational Environment(SWOT) Analysis (한국 해군의 북극해 진출과 발전방안에 대한 고찰: 작전환경(SWOT) 분석을 중심으로)

  • Because of the global warming, the Arctic Ocean is expected to be ice-free by the year 2035. When the Arctic Ocean will be opened, a number of national interests will become more salient as experiencing a shortened sailing distance and decreasing navigation expense, possibility of natural resources transport by sea from Arctic Circle, and indirect-profit making by building a herb port in Asia. To secure the national interests and support the free activities of people in this region, R.O.K government is trying to make advanced policies. In order to carry out the naval tasks in the Arctic Ocean, using the operational characteristics(mobility, flexibility, sustainability, presence of capabilities, projection) is necessary. To this end, ROK Navy should analyze the operational environment (O.E.) by its capability(weakness and strength), opportunity, and threat. R.O.K. Navy should make an effort over the following issues to implement the tasks in the Arctic Ocean: first, Navy needs to map out her own plan (Roadmap) under the direction of government policies and makes crews participate in the education·training programs in home and abroad for future polar experts. Third, to develop the forces and materials for the tasks in cold, far operations area, Navy should use domestic well-experienced shipbuilding skills and techniques of the fourth industrial revolution. Next, improving the combined operations capabilities and military trust with other countries in the Arctic region to cover the large area with lack of forces' number and to resolve the ports of call issues. Lastly, preparation in advance to execute a variety of missions against military and non-traditional threats such as epidemics, HA/DR, SOLAS, in the future operation area is required.

  • The main purpose of this study is to define relevant factors that influence successful start-ups and management innovations of traditional markets from the point of market structures and relations. To do this, we devide an entrepreneurship of merchant into two factors, risk taking and managerial experience and choose product planning and its implementation to see merchandising of traditional markets. In this study we identify that several factors we chose are contributing to generating management performances through market promotional parameters. Also we confirm that image factors of traditional markets is consist of awareness and value of markets, and that these factors shows some sequential and continual patterns in the course of generating performances. In additions, it is identified that four independent factors have positive effects to star-up success; risk taking 0.29(t 2.61), managerial experience 0.04(t 1.79), merchandising implementation 0.374(t 2.61), market value 0.47(t 5.25), market awareness 0.22(t 2.30). This study can help merchants of traditional markets to make and change their market strategies, restructure their businesses and survive in the field. This also provide some ideas and guidances to relevant government agencies in formulating traditional market policies.

Korean Ocean Forecasting System: Present and Future (한국의 해양예측, 오늘과 내일)

  • National demands for the ocean forecasting system have been increased to support economic activity and national safety including search and rescue, maritime defense, fisheries, port management, leisure activities and marine transportation. Further, the ocean forecasting has been regarded as one of the key components to improve the weather and climate forecasting. Due to the national demands as well as improvement of the technology, the ocean forecasting systems have been established among advanced countries since late 1990. Global Ocean Data Assimilation Experiment (GODAE) significantly contributed to the achievement and world-wide spreading of ocean forecasting systems. Four stages of GODAE were summarized. Goal, vision, development history and research on ocean forecasting system of the advanced countries such as USA, France, UK, Italy, Norway, Australia, Japan, China, who operationally use the systems, were examined and compared. Strategies of the successfully established ocean forecasting systems can be summarized as follows: First, concentration of the national ability is required to establish successful operational ocean forecasting system. Second, newly developed technologies were shared with other countries and they achieved mutual and cooperative development through the international program. Third, each participating organization has devoted to its own task according to its role. In Korean society, demands on the ocean forecasting system have been also extended. Present status on development of the ocean forecasting system and long-term plan of KMA (Korea Meteorological Administration), KHOA (Korea Hydrographic and Oceanographic Administration), NFRDI (National Fisheries Research & Development Institute), ADD (Agency for Defense Development) were surveyed. From the history of the pre-established systems in other countries, the cooperation among the relevant Korean organizations is essential to establish the accurate and successful ocean forecasting system, and they can form a consortium. Through the cooperation, we can (1) set up high-quality ocean forecasting models and systems, (2) efficiently invest and distribute financial resources without duplicate investment, (3) overcome lack of manpower for the development. At present stage, it is strongly requested to concentrate national resources on developing a large-scale operational Korea Ocean Forecasting System which can produce open boundary and initial conditions for local ocean and climate forecasting models. Once the system is established, each organization can modify the system for its own specialized purpose. In addition, we can contribute to the international ocean prediction community.
