과학기술이 우리의 생활에 큰 영향을 미치고 있는데도 우리나라엔 진정한 의미의 과학저널리즘이 없다. 한 일의 언론사들은 50-60년대 이미 전담부서를 두고 인력을 양성해 왔다 그러나 우리나의 언론사들은 과학에 대한 무지와 무관심으로 이미 설치한 전담부서마저 없애거나 다른 부서와 통합해 그 기능을 축소하고 있다. 과학기술발전은 일반대중이 지지기반이 없이는 불가능한데도 우리의 과학저널리즘이 이처럼 푸대접을 받아서야 되겠는가

오늘날의 경제사회를 산업정보시대 또는 기술경쟁시대라 말한다. 바꾸어 말하면 우리나라 기업들이 국내외의 치열한 경쟁에서 언제나 우위를 확보할 수 있는 길은 무엇보다 특허정보활용을 통한 기술혁신과 특허관리를 효율적으로 하는데 있다는 뜻이기도 하다. 따라서 기업인들은 매년 쏟아져 나오는 모든 특허정보를 완전히 자사의 것으로 소화흡수하고 이를 토대로 우수한 최신기술의 선별도입과 기술축적으로 자유적 기술개발을 강력히 추구하여야 하며, 이를 위해서는 기업규모의 대소를 막론하고 사내에 특허관리 전담부서를 설치하여 전담요원으로 하여금 이를 체계적으로 담당케 하는데 있다 하겠다. 기업의 특허관리전담부서 설치는 이러한 현실적인 요청을 충족시킬 수 있는 지름길인 동시에 첨단공업화를 지향하는 기업전략의 중요한 포인트가 되는 것이다. 이러한 당위성에 비추어 볼 때 특허관리전담부서에서 특허업무를 담당하게 될 전담요원들은 국가산업발전의 핵심적 요원이며 기업내에서는 최고경영자의 특허참모로서 중차대한 임무를 수행해 나갈 역군이라는 사명과 자긍심을 가져야 할 것이다.

1997년이 저물기 전, 치협은 구강보건전담부서 부활이라는 치과계의 숙원사업을 성취했다. 구강보건전담부서가 설치됨가 동시에 앞으로 어떻게 운영되어야 하는지에 더욱 촉각을 곤두세우며 실무자들은 대응책에 고심하고 있는데.... 작은 정부 지향이라는 기본적 정부 정책 앞에서 게획적으로 내실있는 운영으로 구강보건과를 더욱 발전시켜야 한다는 여론이 높은 가운데, 구강보건과라는 '보석함'에 어떤 '보석'을 채워야 국민 모두와 치과계에 도움이 될까? 구강보건전담부서 부활로 국민의 구강보건 증진과 치과계의 발전을 기대하며 보건복지부와 대한치과의사협회, 치과계 인사의 견해를 들어보고 앞으로의 구강보건과를 전망한다.

Information security organization has normally been organized under the IT department. However, as the importance of information security has gradually increased, the way of information security organized for enterprise security management has become a noteworthy issue. The need for separation of Information security organization from IT department is growing, such as restriction on the concurrent positions in CIO and CISO. Nowadays there are many studies about Information security organization while relatively there has been minimal research regarding a departmentalization. For these reasons this study proposes a Information Security Departmentalization Model which is based on business risk and reliance on the IT for effectively organizing Information security organization, using Contingency theory. In addition, this study classified the position of Information security organization into Planning & Coordination, Internal Control, Management and IT and analyze the strengths and weaknesses of each case.

This paper analyzed the statistical status of public properties, management organization, operational performance focused on Gyeonggido. And This paper tried to get some implications through comparative analysis of public property management system of Gyeonggido and other local governments including Seoul, Incheon. The survey was also conducted on the whole practitioners of public property management in Gyeonggido. As a result of analysis, although Gyeonggido has an urgent need to raise funds because financial independence is insurfficient, non-tax revenues from it's own public properties are insignificant compared to holdings. The major reason would be pointed out that the dedicated management department on public property is not composed and lack of workforce. The survey results conformed that establishment of the dedicated department to public property management is urgent by reorganization of management structure for the higher operational performance.

제26차 정기총회에서는 우리 나라 도서관의 발전을 위하여서 무엇보다도 우선 정부의 도서관 육성에 대한 행정지원이 필요하다는데 의견을 모으고, 아울러 문교부에 도서관행정 전담부서를 조속히 설치해 줄 것을 건의키로 결의하였다. 이에 따라서 사무국에서는 본건의서를 작성하여 지난 4월 24일 문교부에 정식으로 제출한 바 건의서 전문을 게재하는 바입니다.

우수한 기술은 국력의 원천이 되며 이러한 기술의 개발은 완벽한 특허관리로부터 출발되는 것이다. 따라서 특허관리는 곧 기업의 흥망을 가름한다고 보건대 우리나라 기업은 공업한국을 건설하여 앞으로 기술에 의한 국제경쟁에서 이겨나가야 한다. 그러기 위해선 기업이 사내 특허관리전담부서를 하루 빨리 설치운용해 나가야 할 것이다.
