A Study on Optimum Education Training Effect Scale Factor Analysis for Korea Polytechnic (한국폴리텍대학 적정교육훈련 규모 영향 요인 분석에 관한 연구)

  • In this paper, we analyzed the factors influencing the size of Korea Polytechnic as a public vocational education and training institution through analysis of demand, region, industry, and demand with established existing campus and new campus in Korea Polytechnic. By analyzing data on admission, training, and employment for 3 years out of 37 campuses, we have sampled 5 campuses by type of Korea Polytechnic, fused with the results derived from the literature analysis and in-depth analysis results, so that the regional campus will play a leading role and the direction of development. The selection of five campuses by type is a precedent study to analyze 37 campuses in the future. As a result of the study, the demand analysis through objective indicators such as the number of high school graduates, the number of employed persons, the presence of nearby industrial complexes, and policy variables is very important and reflects the reality well. Therefore, it is necessary to analyze the demand through the objective indicators in decision making related to the new campus at the pre-analysis stage. In addition to the general data proposed in this paper, that is, common variables in all regions, it is important to consider the factors that can reflect local demand characteristics when considering specific locations.

Management Guidelines on the Large Old Trees as the Natural Monuments in Seoul, Incheon, and Gyeonggi Province through the Analysis of the Growing Environment (생육환경 분석을 통한 서울·인천·경기지역 천연기념물 노거수의 관리방안)

  • This study was conducted to formulate management guidelines for Natural monumental old trees in Korea through survey of tree vigor and analysis of growing environments. A total of 20 old trees designated as natural monuments in Seoul, Incheon, and Gyeonggi Province were surveyed. The biological characteristics were surveyed with 4 items of species, ages and height of trees. The surrounding environments were surveyed with 2 items of location types and surroundings. The root conditions were surveyed with 2 items of denudation and molding depth. The health conditions were surveyed with 5 items of withering rate, cavity size, bark breakaway rate, damages by blight and insects, and growing tips. The soil conditions were surveyed with 6 items of PH, organic contents, valid phosphoric acid, transposal cations(K, Ca) and soil compaction. On the basis of outcomes of these research items, mutual relations among locations, growings and soil conditions of old trees were analyzed by carring out cross tabulation, correlation, and simple and multiple regression. Management guidelines were presented searching the factors effecting on the health of the monumental old trees. On the biological characteristics, the old trees designated as natural monuments were Pinus bungeana(4 trees), Juniperus chinensis(3 trees), Ginkgo biloba(3 trees), Poncirus trifoliata(2 trees). Actinidia arguta, Wisteria floribunda, Thuja orientalis, Quercus mongolica, Sophora japonica, Fraxinus rhynchophylla, Zelkova serrata, and Pinus densiflora. The tree height ranged from 4.2 to 39.2m, and root collar rounds ranged from 1.01 to 15.2m. On the surrounding environments, The location types ; Gardens(4), historical sites(5), residental sections(3) open agricultural fields(3), mountain hills(3), and near ocean beaches(1) and stream site(1). The surroundings ; 75% denudation of roots, molded more than 10cm except 4 trees(25%). On the health conditions, 1)Withering rate ; Ginkgo biloba(20%) in Yongmoon temple, (5%) in Saki-ri, kanwha-gun, and others had no withering rate. 2) Cavity size ; all subject had $5{\sim}100cm^3$ of cavity. 3) Bark breakaway rate ; Pinus bungeana in Soosong-dong, in the shrine of Confucius, in Samchung-dong, especially high rate of cavity(5~50%) in Seoul area and in Saki-ri, Kangwha-gun were high 45% brakeaway rate. 4) Damages by blight and insects was slight due to managements. 5Growing tips ; In cases of Juniperus chinensis in Changdeok palace and SunnogDang, seoul, growing tips were 1/2, presumably cause by air pollution, and in cases of Fraxinus rhynchophylla in Paju city and Pinus densiflora in BacksaDorip-ri, Icheon city, growing tips were fine, presumably because there were no moldings. On the Soil conditions, Soil pH ranged from 5.2 to 8.3, organic matter contents from 12% to 56%, phosphorus contents from 104 to 618ppm, soil compaction ranged from 7 to 28mm( among them, Denudation was severe with 21~28mm soil compactions in cases of Pinus bungeana in Soosong -dong, Thuja orientalis in Samchung -dong, Ginkgo biloba in the shrine of Confucius and in Yongmoon temple.) Results of cross tabulation, correlation, and regression analysis showed that molding depth was the most serious factor to deteriorate the tree vigor and cambium conductivity. In addition, soil acidity, organic matter contents, disease and insect damages and cambial detachment were also related to the tree vigor. Additional research of these relationships will be needed to conduct more detailed studies. Based on the relationships between the tree vigor and growing environments, it is considered that old trees should be managed to give them more growing spaces and less abuses. Also, molded soils should be removed and further soil-molding around the tree collar should be prohibited. For the construction of systematic management and removal of harmful factors, appropriative management according to spices, persistent monitering of damaged cases and construction of management system through the accumulation of data on the relationships of soil conditions are required.

Reconfiguration of the Comprehensive Suitability Values and Suitability Grading Method for the Land Suitability Assessment (토지적성평가에 있어서 종합적성값 산정과 적성등급 부여방법의 문제점과 개선방향)

  • Land suitability assessment(LSA) is a useful method to assess land characteristics according to its physical, locational, and environmental characteristics, and then to classify it into several categories based on its usability and the necessity for conservation. Therefore, the credibility of this assessment result depends on the rationality of assessment method such as computation of suitability values and the criteria of ranking the land grade. This study focused on identifying problems in current LSA method by critically reviewing it, and aimed to suggest a suitable method for the assessment of land suitability. As a alternative method in this study, linear transformation method was used for scoring factors instead of critical values and the weight for each assessment factor. and all values of those factors were added to produce comprehensive suitability values. Those values were ordered and categorizied with suitability level based on the ratio of square measure. After comparing existing LSA method to the suggested alternative method, it is concluded that the alternative method was more suitable to assess the characteristics of lands than existing LSA method. This method was also suitable to represent the characteristics of various assessment factors. Field survey using satellite image clearly revealed the suitability of the alternative method compared to an existing method of land assessment. Furthermore, the alternative method of grading the land suitability improves the problem of using standardiZiation method and gives more flexibility, which makes this method very rational.

High Utilization of Photovoltaic Power System in Rural Green Village Location Analysis and Evaluation using GIS - With Chubumyeon, Keumsan, Chungnam province - (GIS를 이용한 태양광 발전시스템의 활용도 높은 농촌 그린빌리지 적정입지 평가 - 충청남도 금산군 추부면을 중심으로 -)

  • The composition of rural Green Village requires higher utilization of renewable energy in those selected rural villages. The purpose of this study is to select the best results of rural green villages when using photovoltaic power system(PV system). 10 different rural villages in Chubumyeon, Keumsan, Chungnam province, were selected as study villages. This study shows measured solar radiation data, a 20-year time series data, and GIS spatial analysis; and whose were used to predict the photovoltaic power generation. PV system is used as a form with capacity of 3kWp to use for personal and public houses. Generation data was calculated by the town, where the economics of the Green Village location analysis was performed; and the solar radiation's correction factor was calculated by the 20-year time series data and measured data by study villages. By applying to the data of DEM, slope and aspect of the study villages were found, therefore performed. Spatial analysis tools were performed by using solar radiation map's tools. Those data found were used to calculate the average needed energy every months. When used the properly calculated data, towns performed economical energy consumption in rural Green Village. Every study villages have showed very high potential for PV system. Sungdangri ranked at the first (7,401kWp/year), Jangdaeri follows behind to the second (7,203kWp/year) and Yogwangri at third (7,89kWp/year) which shows higher developed energy than other study villages. The areas covered of these three towns are as follows: Sungdangri at $33,300m^2$, Jangdaeri covers $18,000m^2$ and Yogwangri shows $46,800m^2$. With these results, analyzing the potentials using GIS spatial analysis before installation of PV system was possible. Also different villages and topography in study villages have showed various results by the area. For convenience and to shorten research time, it is possible and enough to use solar radiation tools when studying spatial analysis of solar radiation.

Evaluation of Investment Value of Renewable Energy and Decision Making for Market Entry Using the Idle Space of Public Enterprises (공기업 유휴공간을 활용한 신재생에너지 투자사업에 대한 실물옵션기반 의사결정방안)

  • Recently, there has been an increasing need to expand the supply of renewable energy as a solution to greenhouse gas emissions. Therefore, as a measure to promote domestic renewable energy investment and gradual expansion, this study analyzed the investment value of renewable energy projects utilizing the unoccupied spaces of public enterprise's facilities and presented a strategic decision-making framework to support efficient national land development and government measures. The NPV was estimated to be 286 million won if the expansion of the facility was not considered, but it is reasonable to postpone the expansion decision because the value of -130 million won was calculated if the expansion was considered. On the other hand, the real-option value was estimated to be 444 million won, taking SMP uncertainty, expansion, and abandonment options into account, and an additional value of 288 million won was calculated from an analysis of the expansion project using the existing NPV analysis.

  • Closed-circuit television(CCTV) is a facility that forms the backbone of the ubiquitous services provided by the Integrated Management Center of the Ministry of Land, Infrastructure and Transport and the Integrated Control Center of the Ministry of the Interior. However, it is installed and managed according to different laws, as it is operated and managed by each department. Moreover, because there are no regulatory grounds for unified management of CCTV, each municipality responsible for the actual management manages it based on the individual standards of each department. Thus, the purpose of this study is to develop a standardized management form to establish an integrated management plan. The author inspected the existing situation by examining the legal system and public data and through hands-on worker interviews, and discovered the managed element by reviewing the specifications of the bidding system. The management form for integrated management comprises the above requirements along with the management histories and linkage of intelligent facilities. A uniform management form for integrated management containing specifications of the CCTVs installed by various departments is created, and is easily searched for facilities to check requirements for joint use. The result of this study can contribute to building the database of facility management system for integrated management of facilities at the integrated management center as well as for a detailed simulation of the selection of location of CCTV depending on the CCTV's specifications.

A Study on the Problems and the Betterment Plan in Operating District Units Plan of the City in Busan Metropolitan (부산광역시 지구단위계획의 운영실태에 따른 문제점 및 개선방향에 관한 연구)

  • In this paper, the problems and betterment plan in operating district units plan are studied by selecting typal case locations based on the types of district units plan of the city of Busan. According to the types, 4 locations of 'type of maintaining preexisting district' and 3 of 'type of managing preexisting district' are selected as case locations, based on a scale and characteristics of each location.In systematical aspects of the case locations, indiscreet upward adjustment of the locations, insignificant participation of the citizens and patternization were recognized as problems. And setting accurate standards for target and range of alteration in line with usage plan of the locations would be necessarily urgent. So through the analysing process of the problems arisen from the case locations I would suggests necessary solutions to improve the effectiveness of the district units plan. And In planning aspects, the similarity between the basic directions and the object, batch-application of the density plan, inadequacy of the usage plan, allocations and patterns of structures, and color planning were recognized to have problematic points. Consequently distinguished specific operating-guidelines would be necessary to achieve the basic directions and the object of district units plan. Furthermore, the building-to-land ratio and floor space index are needed to be exactly calculated through providing accurate and logical standards for appropriate development density of structures.

해외직접투자(海外直接投資)의 효과(效果)에 관한 고찰(考察)

  • 해외투자로 인해 수출 및 고용이 감소할 것이라는 우려가 있다. 본고는 이론적, 통계적, 실증적 분석을 통하여 이에 관한 논의를 하고 향후 전망과 함께 정책적 시사점을 도출하는 것을 목적으로 한다. 본고의 분석결과 및 투자제도 개선방향을 요약하면 다음과 같다. 해외투자가 아직까지 수출을 대체하였다는 근거는 없다. 향후 국내부품업체의 현지동반진출 확대, 해외자회사의 역할 증대, 국제분업생산체제의 진전 등 해외투자전략의 변화에 따라 해외투자가 수출을 대체할 가능성을 배제할 수 없으나 해외투자의 제한시에는 수출 및 고용에 더욱 악영향을 줄 수 있다. 해외투자를 제한하는 것은 예상되는 실업을 단지 연기시키는 것에 불과하며, 오히려 향후 실업문제가 훨씬 심각해질 수 있다. 해외투자는 기업의 경쟁력 유지 및 구조조정을 위해서는 타대안보다 고용안정에 기여할 수 있다. 또한 과도한 해외투자가 기업 및 국내경제에 미칠 악영향을 우려하여 해외투자를 규제하는 것도 설득력이 약하다. 정부가 해외투자의 과도성 여부를 판달할 능력이 기업보다 우월하다고 할 수 없다. 설령 해외투자 결정이 비합리적으로 이루어질 가능성이 있다 하더라도, 이 문제는 투자기업 및 여신은행 등의 책임을 분명히 하여 기업은 투자성과의 책임을 지고, 여신은행, 채권자 등은 투자기업의 재무현황 및 투자계획의 성공가능성을 고려하여 자금제공을 하도록 유도해야 한다. 따라서 일부 대규모 해외투자에 대한 사전심의로 대표되는 현행규제는 철폐되어야 한다. 일부 대규모 해외투자의 적정성 여부를 판단하기 위해 운용되고 있는 해외투자 심의는 실효성이 없을 뿐만 아니라 신속한 해외투자결정을 방해할 수 있다. 중장기적인 관점에서 해외투자로 인한 국제분업을 국내고용 및 수출의 증가뿐만 아니라 경제성장으로 연결시키기 위해서는 국내의 입지여건을 혁신활동 및 고부가가치 활동에 적합하도록 개선해 나갈 필요가 있다. 한편 단기적 고용감소에 대비한 정책도 필요한데, 고육훈련제도의 개선, 노동시장의 유연성 제고, 고용서비스 개선은 이런 마찰을 완화하는데 기여할 것이다.

  • The purpose of this study is to identify the image of the feel of the local festival visitors participated in local festivals, the local festival image Impact on vistor's satisfaction, revisit and intention of recommendation. In addition, empirically how the visitor's satisfaction impact on their revisit and intention of recommendation. Analysis showed that local festival image factor is derived by three factors, such as cognitive image factor, emotional image factor, facility image factor. All three factors ware seen as the important factors affecting the visitor's facilities satisfaction, but only emotional image of the three images was a factor affecting the visitor's operating satisfaction. Above all should be considered cognitive image Among the three images(cognitive images, emotional images, facilities Images) To enhance the visitor's revisit and intention of recommendation. In other words, it is important that the position of local festival be considered. Should try to raise the quality of cognitive images to improve the visitor's satisfaction, revisit and intention of recommendation at the same time.
