Analysis of Climate Change Adaptation Researches Related to Health in South Korea (한국의 건강 분야 기후변화적응 연구동향 분석)

  • It is increasingly supported by scientific evidence that greenhouse gas caused by human activities is changing the global climate. In particular, the changing climate has affected human health, directly or indirectly, and its adverse impacts are estimated to increase in the future. In response, many countries have established and implemented a variety of mitigation and adaptation measures. However, it is significant to note that climate change will continue over the next few centuries and its impacts on human health should be tackled urgently. The purpose of this paper is to examine domestic policies and research in health sector in adaptation to climate change. It further aims to recommend future research directions for enhanced response to climate change in public health sector, by reviewing a series of adaptation policies in the selected countries and taking into account the general features of health adaptation policies. In this regard, this study first evaluates the current adaptation policies in public health sector by examining the National Climate Change Adaptation Master Plan(2011~2015) and Comprehensive Plan for Environment and Health(2011~2020) and reviewing research to date of the government and relevant institutions. For the literature review, two information service systems are used: namely, the National Science and Technology Information Service(NTIS) and the Policy Research Information Service & Management(PRISM). Secondly, a series of foreign adaptation policies are selected based on the global research priorities set by WHO (2009) and reviewed in order to draw implications for domestic research. Finally, the barriers or constraints in establishing and implementing health adaptation policies are analyzed qualitatively, considering the general characteristics of adaptation in the health sector to climate change, which include uncertainty, finance, technology, institutions, and public awareness. This study provides four major recommendations: to mainstream health sector in the field of adaptation policy and research; to integrate cross-sectoral adaptation measures with an aim to the improvement of health and well-being of the society; to enhance the adaptation measures based on evidence and cost-effectiveness analysis; and to facilitate systemization in health adaptation through setting the key players and the agenda.

  • LRFU 블륵 교체 정책은 LRU 정책과 LFU 정책 사이에 존재하는 교체 정책들의 스펙트럼이며, LRFU 기법의 제어 변수 $\lambda$는 스펙트럼 상에서 위치를 결정한다. 그리고 작업 부하(workload)마다 최적 $\lambda$값이 존재하며, 해당 작업 부하를 실행할 때 이 값을 LRFU 기법에 적용하면 LRFU 스펙트럼 상에서 최적의 성능을 보이는 블록 교체 정책이 선택된다. 하지만 LRFU 기법은 최적의 $\lambda$값 설정을 위한 정보를 제공하지 않기 때문에 작업 부하에 따른 최적의 $\lambda$값을 찾기 위한 별도의 연구가 필요하다. 본 논문에서는 LRFU 정책을 기반으로 작업 부하에 따라서 효과적으로 $\lambda$값을 변화 시키는 적응형 LRFU 블록 교체 정책을 설명하고 있다. 적응형 LRFU 정책의 성능을 평가하기 위해서 트레이스 기반 모의 실험을 수행하였으며 실험 결과를 통해 적응형 LRFU 정책의 성능이 정적으로 선택된 최적의 $\lambda$값을 적용한 LRFU 정책의 성능에 근접함을 알 수 있었다.

  • This study aims at deriving the implications for adaptation policy and research target regarding climate change risk assessment in ecosystem sector in Korea. The common ground of exemplary cases of "world leaders" in terms of adaptation policies and researches was that they emphasize nationwide study on climate change on biodiversity and ecosystem in target of establishing scientific evidence-bases and reducing uncertainty for their national adaptation policies and plans. In light of this trend, Korean government should settle down more successful adaptation structure by leading adaptation system in further national policy-settings to observe UNFCCC and CBD integratedly and effectively, considering the economic value of adaptation in policy, and strengthening scientific research programs and technology developments. Moreover, risks assessment based on diagnoses and analysis on the risk factors (hazard, exposure, and vulnerability) for climate change in nationwide habitats and species and consolidations with subsequent adaptation strategies could make adaptations in ecosystem sector more effective and successful.

  • This study has intended to perform comparative analysis of climate change adaptation-related recognition between public officials and citizens in ChungCheongBukDo-Province, Korea. To reach this goal, we identified difference between the two groups by prioritizing target group's adaptation policies for climate change, and analyzing climate change adaptation-related recognition in each sector. Climate change adaptation policies can have great policy utility when the boundaries between policy makers and detainees are blurred. Therefore, this study has suggested some measures to reduce the recognition gaps between the target groups by analyzing the characteristics of the groups.

Dynamic Climate Change Adaptation in Nomadic Lifestyle and its Implications (유목문화 기후변화 적응의 역동성과 그 함의)

  • This aim is to explore the change of lifestyle caused by climate change and develop available adaptation policies against climate threats in Central Asia with the perspective of nomadism, which depends entirely on natural ecosystem. This article also attempts to pinpoint the dynamics between nomadic lifestyle and adaptation options for the resilience of nomadic community against climatic change threats. The adaptation options and opportunities as well as the impacts of land use change and nomadic pastoralists' lifestyle caused by climate change cannot be overemphasized. We suggest that nomadic lifestyle may aggravate the degree of vulnerability to climate change threats, whereas the capacity of nomad to successfully adapting to new environment in developing countries can be superior to that of settler lifestyle in one place in developed countries.

Risk Assessment and Clasification for Climate Change Adaptation: Application on the Method of Climate Change Risk Assessment in the UK (기후변화 적응을 위한 리스크 평가 및 유형화: 영국의 정성적 리스크 평가 방법론 적용)

  • Recently, climate change risk assessment has been discussed as a medium process for making climate change adaptation policies in the research field of climate change adaptation. Climate change risk assessment has been understood to have an intermediary role among impact assessment, vulnerable assessment and policy, and is used in the process of devising adaptation policies in the United Kingdom (UK). This paper quantitatively assessed the risks of climate change in Korea, applied the methods used in the UK, underwent the classification process and suggested implications of Korean adaptation policies. A survey of experts, based on Delphi's method and the classification criterion developed by Klinke and Renn(2002), was also carried out. A list of climate risks was created from the climate change impact and vulnerability assessment report of Korea, first national adaptation policy of Korea, and general climate risks of the UK. From the results, 42 risks out of total 125 risks were selected based on their importance. The assessed risks with factors, such as high impact and urgency, are related to repeated and large scale damage from storms and floods caused by abnormal or extreme weather events. Ecological changes and social infrastructure risks were engaged as required as a policy response for medium to longer term. As for making the classification, types of climate risks were suggested to manage the basic capacity in relation to social trust, triggering mechanism and responsibility. Following suggestions are put forward as the base of autonomous adaptation: increasing the capacity of civil society, mutual trust and civil participation in adaptation policy process.

  • 본 논문에서는 유비쿼터스 컴퓨팅 환경에서 단말들의 이동성에 따른 적응적인 혼잡제어 기법을 제안한다. 적응적 혼잡 제어 기법은 무선환경의 특성에 따른 비트 에러와 혼잡에 따른 패킷 손실을 구별하기 위해서 역 혼잡 회피 단계를 도입하였다. 그리고 혼잡이 발생 했을 때, 대역폭 낭비를 최소화 할 수 있는 슬로우 스톱 단계를 추가하였다. 적응적 혼잡 제어 정책은 DCCP(Datagram Congestion Control Protocol)을 기반으로 설계하였고, 리눅스 커널 버전 2.4.19에서 구현하였다. 적응적 혼잡 제어 정책은 기존의 혼잡 제어 정책보다 적응적으로 혼잡 상태를 제어하며, 실험 결과 무선에서 뿐만 아니라 유선에서도 우수한 대역폭 이용률을 보였다.

Development and Policy Applications of Integrated Information System for Climate Change Adaptation (기후변화 적응 정보 통합지원 체계구축 및 정책적 활용방안)

  • Recently, impacts and damages of extreme climate change have already affected on worldwide. Thus adaptation and action plan are essential concepts in minimizing the impacts of climate change. In order to introduce climate change adaptation decision-making measure, the need for high-quality and integrated information system within adaptation policy has increased enormously. However, most of adaptation information is based on different sources and various backgrounds. Currently, domestic climate change information is disseminated from about 132 internet sites and most of them are limited to general information of climate change, rather than information that are based on scientific evidence. Also, there are some difficulties in updating new resources. Reliable climate change information is provided from different agencies, which makes users difficult to locate right information they need. As a progress to overcome the limitations of these problems, we carried out a feasibility research on integrated information system for climate change adaptation. For the objectives, our solutions are as follows. First, we analyzed definition of climate change adaptation and climate change adaptation information. Second, we suggested integrating the information system for adaptation and phased implementation plan for establishing integrated information system for climate change. Finally, we verified the establishment of integrated support system based on policy applications of integrated information system. This system will provide an integrated climate change information and be a very useful tool to support the decision making process of effective climate change adaptation policies.

  • The ubiquitous computing environment could provide better service to users by adapting to changing contexts. In this paper, we developed a context adaptation system, which enables an ubiquitous program to adapt to different contexts, following its adaptation rules. Using this system, programmers can develop ubiquitous programs suitable for changing contexts, by describing the context adaptation policy. The context adaptation engine of this system fits the ubiquitous program to the current context based on the context adaptation rules. This system was implemented using JCAF, context-aware programing framework based on java. A simulator is also provided to simulate ubiquitous programs by changing contexts.

Economic Analysis of Climate Change to Establish Effective Adaptation Policies (효율적 기후변화 적응대책 수립을 위한 기후변화의 경제학적 분석)

  • This paper provides an extensive overview of the literature on economic analysis of climate change, and thereby provides direction for effective adaptation policies for Korea. The paper first gives a comprehensive look on the estimation of economic costs of climate change as given by various research. Following, the paper examines the choice of measures that are used in the economic analysis of climate change by different sectors, including agriculture and human health. The paper also compares and discusses the various analytic results with a focus on Korea in order to shed light on where Korea stands. Finally, the paper examines current literature on adaptation polices in response to climate change, and by examining how such research has evolved and deepened with time, provide directions for the research on adaptation policies for Korea.
