현재 정부가 추진하고 있는 전기분야 실적공사비 적산제도와 관련된 최근의 움직임은 당초의 취지와 달리 실적공사비에 대한 개념 부족과 임의적 해석 등으로 실적공사비 적산제도 도입의 바람직한 방향성에도 불구하고, 실적단가 축적의 기초 자료인 계약내역서의 직접 공사비 낙찰률 적용 관계 등 실적단가의 적정성에 대한에 근본적인 접근보다 예산절감, 물가안정 측면으로 접근하여 시장단가 반영에 대한 왜곡현상이 발생 할 수 있는 제도상의 문제점으로 실적단가 축적에 대한 적정성 판단에 따른 실적단가의 보정 수단이 미약하여, 현행 법제도 하에서 실적단가의 적정성 확보를 위한 대응 방안을 제시하여 실적공사비를 정착시킬 필요가 있다. 왜냐하면 품셈에 의한 문제점 등으로 실적공사비 적산제도로 공공 건설공사의 예정가격산정 방식을 전환 하였다고 볼 때, 본 제도의 실패는 또 다른 제도로의 전환 또는 보완이 필요하다고 판단된다.

대한설비건설협회 대전∙충남도회(회장 성열구)와 대한설비공학회 대전∙충청지회, 한국설비기술협회 대전∙충청지회 등 설비관련 3개 단체가 공동으로 지난 10월 24일 한국에너지기술연구원 국제회의실에서 ‘2006년도 추계 학술강연회’를 개최했다. 이날 강연회에서 특히 대한설비건설협회 김경회 상임이사가 발표한「설비건설 관련법령 개선방안」을 통해 건산법 개정 현황과 대한설비건설협회의 노력 등을 자세하게 설명함으로써 참석자들의 박수갈채를 받았다. 또한 대한설비건설협회 황영환 부장은「적산제도 현황 및 정책방향」을 통해 실적공사비제도의 추진배경과 운영방향, 공공 건설공사 예정가격제도, 예정가격 결정기준 등을 자세하게 설명하여 참석자들의 이해를 도왔다. 본지는 이날 발표된 내용 중「설비건설 관련법령 개선방안」과「적산제도 현황 및 정책방향」을 게재한다.

This study is to present a method of compiling consistently accurate construction cost estimates in minimum of time. There are two kind of applications for estimating system based on quantity-per-unit and the daily work-crew. The former system is still applied 45% as a estimating method to construction job site by the second half of 2010. However, it is necessary for quantity-per-unit to complement the defect of standard integrating specification and improve the integrating method to the various construction conditions. The later system is intended to represent a standard or basic core which can be adopted in many type of construction estimating used across the wide variety of construction in advanced countries. In this study daily work-crew based on productivity is applied to the representative B.O.Q Item in road project. These results are compared to productivity of Japan and U.S.A estimated under the similar circumstances.

This research is a preliminary one to investigate transitional problems of actual-cost-date-based contract cost estimation method and suggestions for counteracting them. As parts of it, in this paper, the brief background and methods of the new method and contract costs estimated by introducing it are presented. The results of five projects' contract costs are compared to those estimated by the conventional quantity-based method. Comparison of the both is conducted in terms of total contract costs and contract costs according to type of sub-contracts. Finally, the propositional differences of the later to the former are analysed.

Earnings of domestic enterprises are expected a serious damage because the lowest cost bid system and the current cost estimate system. In 2005 average successful bid rate for the lowest cost bid project is below 60%, this is not reach at the operating budget of enterprise. Many problems such as illegal construction, low price subcontract, chain enterprise loss com in to practice because of low successful bid rate. In addition earnings of the enterprises expected to be the minimum, because of enlarge execution of the current cost estimate system. This study tries to lend assistance by giving alternative for the construction enterprise by presenting the bid system, investigate and compare foreign system with domestic and analyze correlation of the lowest cost bid and the current cost estimate system.

UR협상에 따라 민간건설시장이 `95년에, 공공건설시장이 `97년에 개방되면 기술력이 강한 선진국이 국내시장에 진출함으로써 자본력과 기술력이 약한 국내업체가 도산하거나 이들이 하도급 업체로 전락할 우려가 있다. 그러나 건설업체가 기술개발에 주력하여 국제경쟁력을 갖추게 되면 국내건설시장보다 50배이상 큰 국제시장에 진출하여 건설산업이 70$\~$80년대와 같이 국가경제발전에 크게 기여할 수 있는 계기를 마련할 수도 있다. 기술개발의 주체가 민간기업이므로 향후 건설기술의 정책은 민간기업이 기술개발에 주력할 수 있는 여건을 조성하는데 초점이 맞추어질 것이다. 민간기업의 기술개발 촉진을 위하여는 신기술지정제도 등 기존의 여러 가지 인센티브제도를 보강하는 한편, 현재 가격중심인 입찰$\cdot$계약제도를 기술중심으로 전환하여 기술력이 우수한 업체를 우대할 것이다. 아울러 적산제도와 시방서 등의 제기준을 국제규범화하고 외국업체의 국내 진출시 예상되는 각종 클레임 문제에 대하여도 대응방안을 마련할 것이다.
