Timely collaboration among businesses is required these days such as in B2B E-Commerce. That is, emergency requests or urgent information among businesses should be processed in an immediate mode. In this paper we investigate the semantics on timing constraints of timely collaboration among businesses in terms of event, data, and action and present ECA rule construction related to the timing constraints and its violation. The prototype is implemented using web-based active functionality component.

In this paper collaboration of web-based distributed business systems is analyzed and the need of timely collaboration is derived and described in terms of inter-organizational contracts. A method of event-condition-action (ECA) rule based timely collaboration to meet the need and an active functionality component (AFC) to provide the method are proposed. The proposed method supports high level rule programming and event-based immediate processing so that system administrators and programmers can easily maintain the timely collaboration independently to the application logic. The proposed AFC uses HTTP protocol to be applied through firewalls. It is implemented using basic trigger facilities of a commercial DBMS for practical purpose.

Close collaboration among businesses is required in B2B EC environment. Furthermore, emergency requests or critical information among businesses should be processed in an immediate mode. Most current systems, however, due to firewalls for the systems' security and autonomy, can not handle these requirements appropriately, but handle them in an ad hoc manner In this paper a method of timely collaboration among businesses and an active functionality component to support it in B2B EC environment are proposed. Since the active functionality component supports high level ECA rule patterns and event-based immediate processing, system administrators and programmers can easily program and maintain the timely collaboration independently to the application logic. The proposed active functionality component uses HTTP protocol to be applied through firewalls and is designed using a commercial DBMS for practical purpose.

2005년에는 ''세계 수준의 IT표준화 기구와 어깨를 나란히''라는 TTA비전과 ''Time-to Market Standard''란 세부 목표 하에, 보다 능동적이고 시장을 선도할 수 있는 표준화에 주력할 계획이다. 이를 위해 핵심 기술에 대한 표준화 활동을 강화하고, IT전략포럼에서 개발된 표준(안)이 적기에 제안되어 TTA표준으로 채택될 수 있도록 표준화위원회와 포럼간 상호협력 및 유대관계를 보다 강화해 나갈 계획이다.

전자상거래에서 사용되고 있는 추천시스템은 사용자들의 프로파일과 이들의 정보를 바탕으로 사용자가 선호할 만한 아이템을 추천한다. 추천시스템에서 널리 사용되고 있는 협력적 필터링 방식은 사용자들 사이의 선호도 평가치를 비교하여 유사 사용자를 선택하고, 아이템에 대한 유사 사용자의 선호도 평가치를 기반으로 하여 추천하고자 하는 아이템에 대한 사용자의 선호도를 예측하는 것이다. 하지만 사용자의 선호도가 적은 데이터로 인한 희소성 문제는 추천시스템의 성능을 저해하는 요인으로 작용하고 있다. 이러한 희소성의 문제는 선호도 평가 자료에 나타난 아이템들의 총수에 비하여 사용자가 선호한 아이템의 수가 아주 적기 때문에 발생하며, 새로운 사용자의 경우에는 아이템에 대한 선호도 평가치가 없어 유사 사용자를 선택할 수가 없어 나타나며 심한 경우에는 아이템을 전혀 추천할 수 없게 된다. 이리할 추천 시스템의 희소성문제를 해결차기 위한 방법은 희소성이 높은 데이터들에 대한 희소성을 감소시키는 것이다. 따라서 본 논문에서는 아이템에 대한 희소성을 조사하여 협력적 필터링에서 희소성 아이템이 MAE에 미치는 영향을 분석하였다. 그리고 희소성 문제를 완화하여 예측 정확도를 높이기 위한 방법으로 선호도가 적은 아이템에 대해 희소성을 최소화하는 연구와 이에 따라 희소성과 MAE의 값을 개선하는 방법을 제안한다.

국내전기통신망의 접속에 관한 표준 및 전기통신 기자재의 표준화, 전기통신에 관한 국제 최신기술 정보 및 국제표준의 적기도입, 확산, 나아가서는 전기통신분야의 국내 기술발전 및 국제활동 강화라는 임무를 띠고 본 협회가 발족한지 만1년이 되었다. 사업 1차년도인 89년은 사업의 초기적 단계로서 사무국요원의 확보, 표준화 및 ITU위원회의 구성, 선진표준화 기관과의 협력방안 모색과 협회운영에 필요한 제규정제정 및 절차수립 등 전반적인 사업기반 구축에 주력하였다. 그 세부사업을 알아본다.

배전공사 총가(입찰)분의 공사관리, 준공업무 등에 대한 신배전정보시스템(NDIS) 전산화로 협력업체 직원 내방 작업 최소화 및 청렴도 제고를 목적으로 설계 및 계약부터 준공설비 입력까지 수작업으로 관리하던 것을 시스템에 의해 관리를 하게 하였고, 배전 준공설비의 수작업입력에서 자동입력 시켰으며 협력업체 준공처리시스템과 연계하여 준공공사비 산출 및 각종서류를 제출하게 되었다. 이로 인해 준공설비의 NDIS DB 입력의 적기 처리로 DB 정확도가 향상되었으며 조사/탐사 성과물의 NDIS DB 입력 비용을 절감하게 되었다.

These days, the environment surrounding university has been changing rapidly and largely. Especially, the academic entrepreneurship for university spin-offs and wealth creation is being emphasized. And therefore, the importance of industry-academy-research institute cooperation for technology transfer and commercialization is increasing more and more. According to that, government have made various legal system and support the university activities for their autonomous and practical technology use, and one of that core means is to make university establish the special organization for technology transfer and commercialization, and support its activities systematically. This paper aims to study legal system on the special organization for university technology transfer and commercialization in korea. Especially, it is layed emphasis to search the problems and find out the improvement ways about the special organization. For this purpose, the legal system and necessity of special organization in university and other research institute are reviewed in domestic and abroad, the type and operation methodology of special organization in the existing laws are investigated in korea, the operation effects of several organization are analyzed, and lastly the improvement methods for activating the organization are studied and suggested.

국제 표준화 기구인 ITU, ISO/IEC JTC1을 비롯해 지역 표준화 기구인 ETSI, 국가 기구인 Committee T1, TTA 등은 표준의 신속한 제정 및 적기의 공급을 위해 각각의 표준화 절차에 기반한 전자적 문서처리(EDH)시스템을 구축하고, 이를 통해 표준화 진행에 관련된 각종 정보를 효율적으로 처리할 수 있는 전자적 환경을 구축하는데 많은 노력을 기울이고 있다. 본 고에서는 유럽의 ETSI, 미국의 Committee T1, 국제 기구인 JTC1, 지역 표준화 협력기구인 GSC, 그리고 지난해 7월 조직 개편을 단행한 한국정보통신기술협회(TTA)를 대상으로 최근 인터넷 관련 각종 정보처리기술을 이용하여, 이를 표준화 절차에 활용하고 있는 전자적 작업방법 및 이와 관련된 지침을 조사분석하였다.
