The purpose of this study is to find out the ways of protecting copyrights of North Korean works focusing on the limitations on exclusive rights in the South Korean libraries. This study deals with the articles of the copyright laws which are rotated with using materials in libraries both North and South Korea. It also covers related provisions of Borne Convention for the Protection of Literary and Artistic Works. The past study on the copyright protection has mostly focused on how we protect the copyright of publications and works which are published for profit. This study proposes some solutions from the legal institutional aspects, policy and socio-cultural aspects in order to protect the copyright of North Korean works and improve their use under the limitations on exclusive rights by libraries.

본 논문에서는 원본 이미지에 저작권자의 저작권 정보를 삽입함으로써 저작권을 보호하고 차후 불법적인 도용을 방지하기 위해, 숫자와 로고로 구성된 워터마크 생성, 삽입 및 검출, 검증 시스템을 설계 및 구현한다. 본 시스템은 콘텐츠의 특성과 저작권자의 요구에 따라 워터마크를 숫자 또는 로고로 선택해서 구성할 수 있으며, 디지털 오디오 워터마킹 시스템과 마찬가지로 저작권 보호에 대한 전문지식이 없는 일반관리자도 용이하게 이용할 수 있는 사용자 인터페이스를 갖추도록 설계하였다. 이러한 디지털 이미지 워터마킹의 적용을 통한 소유권 및 저작권 보호는 궁극적으로 문화콘텐츠 등의 콘텐츠 제작 의뢰자로 하여금 제작 의지를 강화하여 제작 의뢰 건수를 증가시킬 수 있을 것으로 기대된다.

In modern times, damage caused by the spread of the Internet has become very diverse. In particular, due to the craze of K-pop since 2008, the damage caused by copyright infringement in the domestic and international music markets has become the biggest problem in the Internet market. However, the manpower of the police and copyright protection agencies to solve these increasingly intelligent crimes is insufficient. Therefore, we are trying to find out the role of the public interest detective as a supplementary force for the public authority and as a substitute for the copyright protection agency that can provide legitimate help for victims in the prevention of music copyright infringement and disputes. For this study, first, the concept and types of music copyright, the concept of public interest detectives, the current status and system of music copyright were identified, and the role of detectives for music copyright protection was explored through system operation and status analysis of protection agencies and literature review. Through the results of this study, it is hoped that the role of a professional detective in the public interest dimension of music copyright protection can be a good soil for the development of the detective industry in the future.

최근 인터넷의 급속한 보급과 이용의 증가로 인해 인터넷을 통한 사업을 하는 이른바 디지털콘텐츠 업체들은 여러가지 난관에 봉착했다. 우선 인터넷과 관련해 기술 및 사용 행태의 다양성에 따른 법적 제도적 장치의 미비로 인하여 저작권에 대한 기술적인 보완이 필요하게 되었다. '워터마킹'은 이러한 저작권 문제 해결을 위한 첨병으로 등장하고 있다. 화상, 음성 등 각종 유형별 콘텐츠의 저작권을 보호해 주는 '워터마킹'에 대하여 살펴 보고자 한다.

PC 및 인터넷의 급속한 보급으로 인해 소비자가 보다 간단히 컨텐츠의 COPY를 작성할 수 있는 환경이 조성되고 있어, 음악이나 영상의 저작권자들은 PC나 인터넷을 통한 부정 카피를 우려하지 않을 수 없다. 이제 디지털 컨텐츠의 저작권은 풍전등화와 같다. 이에 CPTWG에서는 DVD를 기점으로 PC 주변기기 및 네트워크에 저작권 보호환경을 확대하는 방침을 추진하고 있다.

Current technologies on digital rights management (DRM) have focused on security and encryption as a means of solving the issue of unauthorized copying, that is, locking the content and limiting its distribution to only purchasers. But, illegal content copy should be protected not only from purchasers but also from other principals such as media distributors and content providers. In this paper, we designed and implemented end-to-end digital lights management system that can cover a content protection on the overall value-chains of content distribution. Proposed system provides content protection and secure management of digital rights in creator, provider, and distributor like in purchaser. Accordingly it can provide an environment protecting each principal's digital rights and prohibiting illegal usage of content.

본 연구는 디지털 이미지 데이터에 대한 창작자의 저작권 보호 기술인 watermarking 기술을 연구하였다. 저작권 보호를 위한 정보를 invisible watermark로 삽입하였고, watermarking된 칼라 이미지를 데이터 압축, Filtering, cropping 등과 같은 여러가지 외부 공격에 대한 내구성을 실험하였다. invisible watermark를 삽입하기 위하여 변형된 주파수 변환기법을 이용하였으며, 기존의 PRN(pseudo random number) 방법보다 가시성이 뛰어난 이미지 형태의 로고를 삽입하여 저작권에 대한 확증성을 제고하였다.

인터넷의 확산과 더불어 디지털 컨텐츠의 유통도 확산되었다. 그러나 디지털 컨텐츠들은 쉽게 원본과 똑같은 품질로 복제할 수 있으며, 인터넷을 통해 빠르게 이동이 가능하고 사용자들은 얼마든지 불법으로 이용할 수 있다는 것이다. 최근 국내·외에서 이러한 문제를 해결하기 위해 디지털 컨텐츠들을 보호하고 관리할 수 있는 DRM 기술이 활발히 연구 중이다. DRM 기술은 암호화 기술을 이용하여 허가되지 않은 사용자로부터 디지털 콘텐츠를 안전하게 보호하고 디지털 컨텐츠 저작권 관련 당사자의 권리 및 이익을 지속적으로 보호 및 관리 할 수 있는 기술이다. 본 논문에서는 저작권 보호를 위해 안전한 DRM 메커니즘을 제안한다.

디지털방송, 특히 HD급 디지털방송이 본격적으로 시작되면 미디어 보호가 심각하고도 시급한 문제로 대두될 것이다. 고화질의 비디오와 뛰어난 품질의 오디오를 근간으로 하는 HD급 미디어를 무단복제해서 배포할 경우 미디어 제작자들이 양질의 미디어 제공을 꺼리게 될 것이고, 이것이 시청자의 피해가 돌아갈 것이라는 주장이 설득력을 얻어가고 있다. 한편 저작권보호 기술이 소비자의 권리를 침해하고 오히려 저작권 보호 기술의 발전을 저해한다는 의견도 있다. 그래도 저작권보호 기술이 많이 진보했지만 아직 그 기술들이 쓸만하다고 보여지지는 않는다.(중략)
