Basic Research for Preparation of a Disabled-Inclusive Public Disaster Management System (장애포괄적 재난관리체계 마련을 위한 기초 연구)

  • This research aimed to examine the problems in a current national emergency management system that does not consider the disabled in the face of manmade catastrophes and natural disasters, and to conduct an expert opinion survey to explore the direction of disabled-inclusive public disaster management system. As a result of the analysis, the respondents of the survey revealed a need for a designated government department for disaster management systems for the disabled and the experts preferred the Ministry of Public Safety and Security (50%) than the Ministry of Health and Welfare (37.5%). However, 12.5% of the surveyed experts perceived cooperation between the two Ministries, rather than selecting a certain ministry, as necessary to establish a disaster management system for the disabled. Additionally, the experts recognized the response period (43.8%) of the disaster management life cycle to be the most important phase. Thus, at the disaster response period, the experts suggested utilizing an emergency alarm system to effectively rescue the disabled in the face of disaster. Based on this discussion, the paper explores ways to establish a disabled-inclusive public disaster management system.

Prospective Supply and Demand of Medical Technologists in Korea through 2030 (임상병리사 인력의 수급전망과 정책방향)

  • The purpose of this study is to provide policy recommendations for manpower planning by forecasting the supply and demand of Medical Technologists. Supply was estimated using an in-and-out movement method with a demographic method based on a baseline projection model. Demand was projected according to a demand-based method using the number of clinico-pathologic examinations taken for Medical Technologists. Over- or undersupply of Medical Technologists will depend on the productivity scenario and assumptions and ultimately on governmental policy direction. In other words, whether the production of Medical Technologists is higher or lower than the current level depends on the government policy to consider insurance finances. In this study, we assessed 'productivity scenario 3' based on the productivity as of 2012, when the government's policy direction was not considered. Based on the demand scenario using the ARIMA model, the supply of Medical Technologists is expected to be excessive. This oversupply accounts for less than 10% of the total and therefore should not be a big problem. However, given that the employment rate of Medical Technologists is 60%, it is necessary to consider policies to utilize the unemployed. These measures should expand the employment opportunities for the unemployed. To this end, it is necessary to strengthen the functions of laboratories in the public health center, to increase the quota of Medical Technologists, to assure their status, to establish a permanent inspection system for outpatient patients, and to expand the export of Medical Technologists overseas.

Determination of the Optimal Return Period for River Design using Bayes Theory (베이즈 이론을 활용한 적정 하천설계빈도 결정)

  • It is necessary to determine an optimal design frequency for establishing stable flood control against frequent flood disasters. Depending on the importance of river and regional characteristics, design return periods are suggested from at least 50 years up to 200 years for river design. However, due to the wide range of applications, it is not desirable to reflect the geographical and flood control characteristics of river. In this study, Bayes theory was applied to seven evaluation factors to determine the optimal design return period of rivers in Chungcheongnam-do; urbanization flooded area, watershed area, basin coefficient, slope, water system and stream order, range of backwater effect, abnormal rainfall occurrence frequency. The potential flood damage (PFD) capacity was estimated considering climate change and the appropriate design return period was determined by analyzing the capacity of each district. We compared the design return periods of 382 rivers in Chungcheongnam-do with the existing design return periods. The number of rivers that were upgraded from the existing return period were 65, which have relatively large flooding areas and have large PFDs. Whereas, the number of rivers that were downgraded were 169.

Development on Identification Algorithm of Risk Situation around Construction Vehicle using YOLO-v3 (YOLO-v3을 활용한 건설 장비 주변 위험 상황 인지 알고리즘 개발)

  • Recently, the government is taking new approaches to change the fact that the accident rate and accident death rate of the construction industry account for a high percentage of the whole industry. Especially, it is investing heavily in the development of construction technology that is fused with ICT technology in line with the current trend of the 4th Industrial Revolution. In order to cope with this situation, this paper proposed a concept to recognize and share the work situation information between the construction machine driver and the surrounding worker to enhance the safety in the place where construction machines are operated. In order to realize the part of the concept, we applied image processing technology using camera based on artificial intelligence to earth-moving work. Especially, we implemented an algorithm that can recognize the surrounding worker's circumstance and identify the risk situation through the experiment using the compaction equipment. and image processing algorithm based on YOLO-v3. This algorithm processes 15.06 frames per second in video and can recognize danger situation around construction machine with accuracy of 90.48%. We will contribute to the prevention of safety accidents at the construction site by utilizing this technology in the future.

Association of Lifestyle and Stress on Hypertension Among Temporary Employee, Working in Small and Medium Sized Construction Company (일부 중소형 건설업 임시직 근로자의 고혈압 유병실태와 생활습관 및 스트레스와의 관련성)

  • The purpose of this research is to provide data for the relations between lifestyle, stress and hypertension in a group of construction Temporary employee. The methods taken in this study was to survey the general characteristics and stress in the group, and figure out the relations between lifestyle and hypertension. This study targeted at 301 Temporary employee. in Young-dong for six months (2014~2015). Data analysis used errors and percentages, chi-square tests, one-way ANOVA analysis, independent sample t-test, chi-square test and multivariate logistic regression. The study shows that no relations between age and hypertension, but according to job characteristics, aggravate lifestyle just like smoking(P=0.049), eating habit(P=0.012), physical(p=0.022) & psychological(p=0.011) state there is an effect on hypertension. Based on the results of this study, it is found that temporary workers in small and medium-sized construction companies with high work-related disaster rates need to improve their living habits and physical psychological conditions and manage high blood pressure, as well as research and management of chronic diseases such as obesity, diabetes and dyslipidemia.

Establishment of Accuracy Criteria of Flood Inundation Map Using Quantitative Evaluation Indices (정량적 평가 지표를 활용한 호우피해 예측지도의 정확도 판단기준 설정)

  • It is important to estimate flood overflow because adverse weather phenomena are frequently occurring in recent years. In order to cope with such abnormal floods, it is essential to perform flood inundation simulations for constructing flood inundation maps as nonstructural countermeasures. However, there is no quantitative evaluation method and criterion for flood inundation prediction. In this study, the Receiver Operation Characteristics (ROC) and Lee Sallee Shape Index (LSSI) were employed to quantitatively evaluate the accuracy of flood inundation maps for 10 administrative districts. Comparing predicted inundation maps with actual inundation trace maps, the ROC score was 0.631 and the LSSI was 25.16 %. Using the ROC and the LSSI, we proposed an evaluation criterion for flood inundation map. The average score was set as an intermediate score and distributed into 5 intervals. The validity of the evaluation criterion was investigated by applying to the XP-SWMM model, which has been verified and corrected. The ROC analysis result was 0.8496 and the LSSI was 51.92 %. It is considered that the proposed evaluation criteria can be applied to flood inundation maps.

Characteristics Analysis of Seasonal Construction Site Fall Accident using Text Mining (텍스트 마이닝을 활용한 계절별 건설현장 추락사고 특징 분석)

  • The death rate of industrial accidents per 10,000 people in Korea is two to three times higher than that of major countries. Falling accidents at the construction site happened to have caused the most deaths. Analysis of existing research and measures by national institutions showed that the industrial accident management concentrated on falling accidents was insufficient and the seasonal safety management measures were not enough. There is thus the need for research that provides detailed and enough information on falling accidents. This study, therefore, aims to overcome the limitations of existing research and safety management accident response using a methodology that provides the necessary information for the prevention of fall accidents by deriving seasonal crash characteristics of the construction site. In order to provide enough information, 387 cases of seasonal construction site falling were collected, which describes the causal relationship of accidents. Text mining using principal component analysis and cluster analysis was carried out. The analysis showed that: In the spring, snowfall and unreasonable operation of equipment including lifts were the major cause. In summer, most accidents were caused by form, insufficient safety inspection, and installation work. In autumn, weather factors such as wind and typhoon were the cause. In winter, material transportation, exterior wall work, and ignore safety precautions were the cause of the crash.

Topographical Analysis of Landslide in Mt. Woomyeon Using DSM (DSM 자료를 이용한 우면산 산사태 지형 분석)

  • Torrential rain causes landslide damage every year. In particular, the 2011 downpour caused landslides at numerous points throughout Mt. Woomyeon, which resulted in considerable damage to people and property. Because it occurred in an urban area, this case became a major social issue and received public attention. Measures were quickly implemented for multilateral investigations and recovery. Landslides caused by heavy rain are greatly affected by rainfall at the time. Landslides from the upper part erode the flow path, increasing the size, causing much damage to the lower part. This study selected a rural village area among the damaged areas of Mt. Woomyeon, and analyzed the change in terrain profile before and after a landslide using the DSM data obtained from airborne LiDAR. This area can be divided into three hydrological basins. For each basin, the analysis was performed on the average slope of each part of the flow path, as well as the erosion and deposition due to soil flow. As a result of the analysis, it was estimated that the total amount of soil from the Jeonwon village was 15,300㎥. These field data based on GIS can be used as basic information to predict damage in the case of a similar disaster, and it can be helpful in analyzing the results of various debris flow simulations.

Development and application of the estimation method of flood damage in the ungauged basin using satellite data (위성자료를 활용한 미계측유역의 홍수피해액 추산기법 개발 및 적용)

  • Economic analysis is a basic step in establishing disaster mitigation measures, but it is difficult to verify the results due to uncertainty. Therefore, the scope of investigation and analysis is wide. However, it is difficult to predict the amount of damage caused by flooding because the collection of relevant data is limited in the ungauged basin. In this study, distributed runoff analysis and flooding analysis were performed, and a method of estimating the amount of flood damage in the ungauged basin was proposed using collectible social and economic indicators and flood analysis results. For distributed runoff analysis and flooding analysis, GRM (Grid based Rainfall-runoff Model) and G2D (Grid based 2-Dimensional land surface flood model) developed by Korea Institute of Civil engineering and Building Technology were used. The method of substituting collectible social and economic indicators into the simple method and improvement method was used to estimate the amount of flood damage. As a result of the study, it was possible to estimate the amount of flood damage using satellite data and social and economic indicators in the ungauged basin.

Application and Analysis of Remote Sensing Data for Disaster Management in Korea - Focused on Managing Drought of Reservoir Based on Remote Sensing - (국가 재난 관리를 위한 원격탐사 자료 분석 및 활용 - 원격탐사기반 저수지 가뭄 관리를 중심으로 -)

  • In modern society, human and social damages caused by natural disasters and frequent disaster accidents have been increased year by year. Prompt access to dangerous disaster sites that are inaccessible or inaccessible using state-of-the-art Earth observation equipment such as satellites, drones, and survey robots, and timely collection and analysis of meaningful disaster information. It can play an important role in protecting people's property and life throughout the entire disaster management cycle, such as responding to disaster sites and establishing mid-to long-term recovery plans. This special issue introduces the National Disaster Management Research Institute (NDMI)'s disaster management technology that utilizes various Earth observation platforms, such as mobile survey vehicles equipped with close-range disaster site survey sensors, drones, and survey robots, as well as satellite technology, which is a tool of remote earth observation. Major research achievements include detection of damage from water disasters using Google Earth Engine, mid- and long-term time series observation, detection of reservoir water bodies using Sentinel-1 Synthetic Aperture Radar (SAR) images and artificial intelligence, analysis of resident movement patterns in case of forest fire disasters, and data analysis of disaster safety research. Efficient integrated management and utilization plan research results are summarized. In addition, research results on scientific investigation activities on the causes of disasters using drones and survey robots during the investigation of inaccessible and dangerous disaster sites were described.
