  • The quick report and propagate information are increasingly important because nowadays it is hard to predict the damages of flooding by unexpected heavy rain. In addition, there are not many ways to receive disaster information in real time. Accordingly, we designed the system which can earn information from a lot of messages on twitter. Above all, our system can extract and deploy disaster information by comparison with erstwhile social network service mash-up system as only broadcast media. Significant objective of this paper is to design the fastest extract disaster information system of mass media.

  • 늘어나는 자연재해에 대응하여 새로운 보험 상품이 개발되고 있으며, 보험료 및 보험보상료의 증가에 따른 재보험율의 조정과정이 과학적 근거하에 작업이 이루어져야함에도 불구하고 2006년까지 이와 같은 재해 규모와 피해를 예측하거나 모의할 수 있는 시스템은 한국에서는 거의 드문 상황이었다. 본 과제의 목적은 남한 지역을 대상으로 하여 지진, 태풍, 해일, 풍수해 등의 주요4대 재해에 대한 정보를 지리정보와 더불어 구축하여, 민간 보험사에서 자연재해에 대응하여 계획을 세우고, 과학적인 기준 마련하는 것이다. 구축된 데이터는 국가NGIS 사업의 결과물인 1: 5,000 수치지도를 근간으로 하여 각 재해별로 참조할 수 있는 각 부처의 자료를 가공하여 격자화 하여 구축하였으며, 민간보험사에 보유하고 있는 물건의 주소를 포인트 위치로 산정하여 지역별로 검색이 가능하도록 구축하였다. K-weather 등의 기상정보서비스를 실시간으로 연결하여, 태풍 및 풍수해 발생시78개 지점의 자료가 실시간으로 입수되어 주변현황을 모의할 수 있도록 하였으며, 종합적인 피해모델의 경우는 주로 물건의 수와 총액수준으로 평가할 수 있도록 하였다. 각 재해에 대한 취약성 함수는 뮌헨 재보험사의 것을 기본으로 하였으나 상세한 변수조정은 실제 자료를 대응시키면서 최적화된 값을 선정하였다. 본 시스템 구축은 과거자료를 중심으로 한 부분과 임의의 태풍 및 강수량을 특정위치에 적용하였을 때, 보험사가 지불해야할 보험금 액수를 산정할 수 있도록 하였으며, 향후 보험 상품의 지역적 차별화에 근거자료로 활용할 수 있을 것으로 사료된다. 각 재해의 총합이 각 행정구역과 격자의 위험도로 상대적인 위험도 주제도가 생산이 됨에 따라 보다 합리적인 민간회사의 의사결정에 GIS가 사용될 수 있음을 보여주는 사례로 연구의 의의를 두겠다.

  • 1899년 공중의 운송수단으로 철도가 우리 생활속에 자리잡은지 100년이 지났으며, 현재는 시속 300km에 육박하는 고속철도가 준공되고 있는 실정이다. 그러나 철도기술이 발전됨에 따라 안전사고도 증가하여 많은 인명상, 재산상의 피해를 초래하고 있다. 2000년 의 철도사고는 572여건에 225명이 사망하고 347명이 부상을 입었다. 이러한 수치는 1998년을 기점으로 점차로 줄어들고 있는 추세이나 아직까지도 재해의 원인을 살펴볼 때 안전수칙 미준수나 기계기구의 취급부주의와 같은 후진국 수준의 원인이 큰 비중을 차지하고 있는 실정이다. 모든 산업사고는 재해조사표에 근거하여 재해를 분석하고 있으며, 이의 결과는 동종재해 및 유사재해의 재발방지 수립대책으로 활용되어야 한다. 따라서 본 연구에서는 산업재해조사표를 기준으로 FTA분석을 실시하여 철도사고에 대한 보다 객관적이고 체계적인 원인을 규명하고자 하였다.

A Study on the Watershed Analysis of the Expected Flood Inundation Area in South Han River (남한강 유역의 침수예상지역에 대한 홍수범람분석에 관한 연구)

  • Flood risk map, flood damage map, disaster information map, inundation trace map are involved with the cartographic analysis of flood inundation based on prevention, preparation, restoration, response from natural disasters such as flood, flooding, etc. In this study, the analysis for channel and basin characteristics Chungju dam to Paldang dam of South han river after four river project. Flood scenario is selected to take advantage of design flood level of schematic design for river. Flood inundation of one dimensional non-uniform flow by using HEC-RAS with basin characteristics is accomplished and two dimensional unsteady flow was interpreted by using FLUMEN. Frequency analysis is carried out about each abundance of South han river for 100 year period, 200 year period and 500 year period. Flooding disaster area of 100 year period on 0.5m damage functions is 2378.8ha, 200 year period on 0.5m damage functions is 3155.2ha, 500 year period on 0.5m damage functions is 3995.3ha respectively. It will be significant data for decision making to establish inundation trace map for providing basic plan for river maintenance, land use plan, flood protection plan, application plan and getting information of flood expectation area.

  • Volcano hazard mapping became a focus of scientific inquiry in the 1960s. Dwight Crandell and Don Mullineaux pioneered the geologic history approach with the concept of the past is the key to the future, to hazard mapping. The 1978 publication of the Mount St. Helens hazards assessment and forecast of an eruption in the near future, followed by the large eruption in 1980 demonstrated the utility of volcano hazards assessments and triggered huge growth in this area of volcano science. Numerical models of hazardous processes began to be developed and used for identifying hazardous areas in 1980s and have proliferated since the late 1990s. Model outputs are most useful and accurate when they are constrained by geological knowledge of the volcano. Volcanic Hazard maps can be broadly categorized into those that portray long-term unconditional volcanic hazards-maps showing all areas with some degree of hazard and those that are developed during an unrest or eruption crisis and take into account current monitoring, observation, and forecast information.

  • Flooding caused by torrential rains and landslide causes the deaths of people and property damage as well as traffic congestion and isolation. Driver enters the dangerous area when driver doesn't recognize disaster information on the road and the damage is spread over time. In this paper, we will develop a smart phone application to collect dangerous disaster area information and a system based on C/S to manage the data received from the smart phone application. This system can analyze dangerous disaster areas using the data received from the smart phone application and the spatial database analyzed dangerous disaster areas is displayed in the smart phone application using a map server. We think that the suggested system provides more efficient information to user.

  • This study mainly focused on the development of real-time based damage investigation system using web-GIS. The study area was Gangseo-Gu in Busan where frequently has relatively higher magnitude of damages from natural disasters. GIS DB was built to provide geospatial data such as 1:1,000 and 1:5,000 topographic maps and IKONOS high resolution satellite data. The web-GIS system has demonstrated the higher contribution for the better response and recovery against any type of natural disasters through real-time communication and data dissemination among government agencies and personnel. However, further researches need to be made to improve system capabilities. In addition, for more effective system operation and maximizing the benefits of exploiting web-GIS system, linkage with national DB such as NDMS is essential.

  • Life and Property damage has increased during traffic congestion and isolation because natural disasters such as flood and landslide have occurred every year. When disaster occurs, if there is insufficient information in advance when entering the flooding areas which subsequently cause confusion. In this paper, we developed the system that could provide display of detour route using disaster information and evacuation route in disaster areas. User will receive result of analysis using smart phone application to prevent additional damages when disaster areas were entered by manager.

  • 현정부 들어 "범죄로부터 안전한 사회구현", "재난재해 예방 및 체계적 관리" 등이 주요 국정과제 현안으로 추진되고 있으며 국가적 차원에서 국민의 안전을 위한 정책 및 생활안전에 대한 대국민 서비스 마련이 필요하다. 본 논문에서는 각 부처 기관별로 개별적으로 관리되고 있는 재난 및 안전사고 관련 정보를 통합하여 GIS DB를 구축하고 이를 기반으로 국가 안전정책 개발 및 대국민 서비스를 위한 생활안전지도 서비스 구축현황과 이에 대한 문제점을 분석하고 대국민 관점에서 생활안전지도 활성화 방안을 마련하였다.

  • This paper describes the design and trial development of a system that supports continuous hazard mapping by local residents in their daily life. We performed an interview survey to design our system in a model traditional town in Saga Prefecture, Japan. The results show that despite continued efforts, many practical problems remain and residents feel unsafe. Considering these results, we designed and developed a unique information and communication technology-based support system that contributes to community-based disaster prevention and reduction. The continuous resident participation and posting design are the core concept for our community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information (disaster types, risk level, photographs, comments, positional information) about locations that could be dangerous in a disaster. In addition, our system enables information sharing through a Web server. We expect that this information sharing will allow local hazard information for each district to be used.
