A Study on the Evacuation Characteristics Junction Indication Method of Disaster Information Map (재해정보지도의 교차경로 표시방법에 따른 피난특성에 관한 연구)

  • The purpose of this study was to assess the evacuation route in a disaster information map to evacuate people to a shelter quickly and precisely during a disaster situation. For this purpose, this study examined the current status of domestic and international disaster information maps and related laws and conducted experiments to derive effective types of intersecting routes. The problems of the disaster information map were obtained through the first preliminary experiment and a survey. Based on these problems, experiments for each type were conducted to provide effective indication information for a disaster information map. To investigate the gait characteristics according to the number of crossing paths, the reduction rate in the crossing path was derived for each type by comparing the previous speed and passing speed. This will enable suggestions to judge the route quickly and accurately when determining the intersecting route in the search for an evacuation route. In conclusion, the experiment of this paper aims to make rapid and accurate evacuations using the disaster information map in response to disasters, and provide guidelines to citizens to contribute to a reduction of casualties.

  • 최근 동일본 대지진 또는 중국 쓰촨성 대지진 등 국가적인 재해 재난이 한반도 주변에서 자주 일어나고 있다. 대한민국도 마찬가지로 집중호우로 인한 인명피해가 발생되기도 했다. 이러한 경우 해당 재난지역 내의 주민들이 지역상황을 인지하고 대피하게 할 수 있다면, 인명피해를 크게 줄일 수 있을 것이다. 이러한 문제의 해결책으로 보급률이 뛰어나고 개인 휴대형 기기인 휴대전화기를 통한 재난방송 기능이 제안되었다. 여기에는 재난 방송의 특성상 지연시간과 수신율에 문제점이 있을 수 있다. 그러므로 방송 (broadcasting)개념이 도입되어 다수의 사용자가 한 번에 수신할 수 있도록 CBS (Cell Broadcasting Service) 서비스를 제공하고 있다. 하지만 이 또한 현실적으로 LTE (Long Term Evolution) 망에서만 가능하며 3세대 통신, WCDMA (Wideband Code Division Multiple Access) 에서는 대기전력 소모에 의한 배터리 소요로 제외되었다. 본 지에서는 CBS를 이용하여 WCDMA 단말을 소지한 사용자에게도 DMB를 통해 재난상황을 인지 할 수 있는 새로운 게이트웨이를 제안한다.

  • 국내외에서 CCTV, IoT(Internet of Things)를 활용한 재난 재해 감지 기술이 활발히 연구되고 활용되고 있다. 그러나 재난 감지 시스템은 전기와 같은 기반 시설이 구축되어야 활용이 가능하기에 지역적으로 시스템 구축에 어려움이 있는 재난 취약 지역(Disaster Vulnerability area)이 발생하게 된다. 이를 해결하기 위한 방안으로 소형 자가발전시스템을 구축하여 CCTV를 활용한 실시간 재난 감시 방안을 마련하고자 하며, 이에 일환으로 울산시 기상관측 자료와 소형 자가발전시스템 발전량간의 상관관계를 분석하여 기후 요소가 발전량에 미치는 영향을 살펴보고 추가적인 연구 방향에 대해 논의하고자 한다.

  • 최근 국내에서도 여러 지역에서 지진의 발생이 빈번해지고 있으며, 대형 화재나 COVID-19 바이러스의 확산과 같은 다양한 형태의 재난재해 상황으로 인해 재난경보를 제공하기 위한 서비스에 대한 관심이 더욱 증가하고 있다. 본 논문에서는 ATSC 3.0 기반의 지상파 UHD 헤드엔드 시스템을 통해 전송되는 멀티미디어 재난경보 방송 서비스 신호를 분석하기 위한 모니터링 시스템의 동작을 분석한다. 구현된 모니터링 시스템을 이용하여 헤드엔드 장비에서 전송되는 멀티미디어 재난경보의 시그널링 분석을 통해 현재 시범서비스 중인 재난경보 방송 서비스의 안정적인 제공에 기여할 것으로 기대한다.

  • Today many people live in various risks due to rapid industrialization. High-rise buildings and underground facilities are increasing in the heart of the city. It probably would be developed into a gigantic disasters complicated with sudden climate change. To effectively cope with these disasters, National Emergency Management Agency was set up, but it has been pointed that the Agency's role is limited to treat the problems. Therefore, emergency management system and disaster case study were reviewed and analyzed. And a Proposals for Improvement of the National Emergency Management System based on Past Disaster Cases was suggested in this paper.

  • 2011년 3월 11일 일본 혼슈 센타이 동쪽 179Km 해역에서 발생한 규모 9.0의 지진에 의한 쓰나미로 동북부 지역에 엄청난 피해가 발생함에 따라 우리나라에서도 지진을 비롯한 각종 대규모 자연재해 상황 하에서 재난방송에 대한 체계를 전반적으로 재점검해야 한다는 의견이 나오고 있다. 지금까지 우리는 재난이 발생하면 TV나 라디오 등 전통적인 매체에 의존하고 있으며 실제 이러한 매체는 지금까지 국민들에게 신속하게 재난정보를 알리는 중요하고도 충실한 역할을 담당해 오고 있다. 그러나 지난해 일본의 쓰나미와 같이 인간의 능력으로 감당하기 힘든 대규모 재난이 발생하였을 경우 이러한 전통적인 재난 방송 매체만으론 역 부족이 될 수 있고. 실제로 일본에서 효과를 나타낸 것은 인터넷 전화(VoIP)와 SNS(Social Network Service) 등 뉴미디어로 구글, 페이스북과 국내의 NHN, 다음 등은 실종자 정보와 피난처 정보를 제공하고 피해자의 안위를 확인할 수 있는 서비스를 하는 등 필요한 정보를 실시간으로 알리는 새로운 매체로 큰 역할을 했다는 평가를 받았다. 본 고에서는 뉴미디어를 재난방송 전달 매체로 활용하기 위해 현재 운영되고 있는 재난방송 체계 및 시스템의 조사를 통해 개선되어야 할 사항을 도출하고 활용 가능한 뉴미디어 현황 조사를 통해 재난방송 시스템에 적용할 수 있는 방안을 살펴보고 외국의 재난방송 운영 사례를 참고하여 새로운 전달체계 모델의 정립과 이를 위한 법적, 제도적 강화 방안을 제시하였다.

Disaster Reduction Plan through Forklift Accident Case Analysis (지게차 재해사례 분석을 통한 재해감소방안)

  • Purpose: In order to reduce industrial accidents caused by forklift trucks, it is actually necessary to analyze the causes of accidents. This study aims to present disaster prevention measures by analyzing accident cases by forklift accident type. Method: For the analysis of industrial accidents, including serious industrial accidents caused by forklifts from 2021 to 2022, accident statistics from the Korea Occupational Safety and Health Agency were used to analyze accidents in four types. Result: In the last two years, the total number of victims, including deaths and other serious injuries, was 2,559, which was 1,396 in 2021 and 1,163 in 2022. Disaster prevention measures were presented for industrial accidents by size and occurrence type of equipment that cause serious industrial accidents in which more than 1,000 people are injured annually. Conclusion: It is necessary to expand the number of workers subject to the forklift financial support project to less than 100. It is necessary to amend the proviso on boarding restrictions in Article 86, Paragraph 7 of the 「Regulations on Industrial Safety and Health Standards」. It is mandatory to install front and rear cameras. It is necessary to install driving-linked safety belts. It is necessary to install line beams obligatory. It is necessary to expand the subject of forklift special safety and health education to workplaces that have more than one forklift truck, and it is necessary to redesignate the training hours to 16 hours every year.

Development of disaster severity classification model using machine learning technique (머신러닝 기법을 이용한 재해강도 분류모형 개발)

  • In recent years, natural disasters such as heavy rainfall and typhoons have occurred more frequently, and their severity has increased due to climate change. The Korea Meteorological Administration (KMA) currently uses the same criteria for all regions in Korea for watch and warning based on the maximum cumulative rainfall with durations of 3-hour and 12-hour to reduce damage. However, KMA's criteria do not consider the regional characteristics of damages caused by heavy rainfall and typhoon events. In this regard, it is necessary to develop new criteria considering regional characteristics of damage and cumulative rainfalls in durations, establishing four stages: blue, yellow, orange, and red. A classification model, called DSCM (Disaster Severity Classification Model), for the four-stage disaster severity was developed using four machine learning models (Decision Tree, Support Vector Machine, Random Forest, and XGBoost). This study applied DSCM to local governments of Seoul, Incheon, and Gyeonggi Province province. To develop DSCM, we used data on rainfall, cumulative rainfall, maximum rainfalls for durations of 3-hour and 12-hour, and antecedent rainfall as independent variables, and a 4-class damage scale for heavy rain damage and typhoon damage for each local government as dependent variables. As a result, the Decision Tree model had the highest accuracy with an F1-Score of 0.56. We believe that this developed DSCM can help identify disaster risk at each stage and contribute to reducing damage through efficient disaster management for local governments based on specific events.

  • Main infrastructures, such as levee, dam, bridge, road, etc., are very important due to not only the means of support for social and industrial activities in normal situation but also the means of protection of life and property during disaster occurrence. In spite of this importance of infrastructures, however, any disaster management systems that actively use these infrastructures are not developed yet. Moreover, infrastructures are not usually included in emergency action plans, thus it occurs second and third impact on communities and industries due to collapsing or damage of infrastructures. Therefore, the authors in this paper analyzed previous research, SWOT, STEEP, and patents and technical journals and conducted a technology need survey ni order to understand the trend of disaster management system as well as suggest main research fields and detail research items. The results of this paper will be a foundation of developing an advanced infrastructure integrated system of maintenance and disaster mitigation and contribute our nation to have an active response system by using infrastructure.

  • The objectives of this research are to develop hazard prediction map S/W for mountain river road. This mountain river road disaster happens by debris flow, landslide, debris accumulation and this cause are locally rainfall and heavy rainfall. System is constructed to GIS base. This research app lied to Kangwondo. We developed protocol to analyze calamity danger in mountain district area and examined propriety system. Furthermore examined the DB required and expression plan for hazard map creation SW construction by mountain rivers road.
