In Korea, natural disasters such as earthquakes and floods continue to occur, but it is difficult to respond and provide relief effectively and promptly. Due to the Circulation Position and administrative characteristics, soft and physical systems for basic disasters, such as private cooperation and disaster response bases, have not yet been built organically. This is mainly due to the job rotation of the responsible persons and bureaucratic problems limiting cooperation between the public and private sectors. Japan is responding to disasters through a mutual cooperation network between the public and private sectors (NGOs), but in Korea the public sector still manages disasters entirely by itself. However, in modern society, the ability of the public sector to effectively manage disasters is limited due to the large number of natural disasters and their wide-ranging consequences. This situation makes it difficult to respond quickly and effectively to the various crises that arise. In this paper, we review the disaster response bases in the cases of Japan and the United States, and propose the establishment of a disaster response base system that supports disaster countermeasures together with a cooperative network incorporating the private and business sectors.
Many disaster management actors participate in the disaster sites and they do their best for the best result in their given position. They recover the disaster-stricken area, endeavor to prevent the disaster's relapse, and to rescue and protect the disaster victims. Ultimately, the purpose of their role and effort is to support a physical aid as well as material aid for that disaster victims can return their living condition to the original one before the disaster. However, the disaster management services have been provided in the supplier's view till now. Subsequently, despite significant efforts, providers have failed to comprehend what would be the victim's demand and how to reflect that in the disaster management service. In this paper, we approached and analyzed the recent disaster management service in the way of grounded theory, and endeavored to find the solution which disaster victims preferred. As a result of analysis, we found 184 concepts, 28 sub-categories, and 9 categories which could explain the victims' desired solution. We found that "an imperfect restoration which causes disaster" and "pain of the disaster field" would be main categories among them.

This paper proposes a design plan of short-term temporary housing for the victims by disaster. Also construction workability and residential environment evaluated by mock-up. In particular, in the event of a disaster, victims have lived the auditorium or gymnasium of the nearby school which is an emergency shelter. However, there was a problem of livability. Therefore, it is the purpose of study to provide temporary housing that resides within 30 days. For this purpose, a composite panel with light weight and insulation select to produce mock-up. The mock-up complete in about an hour. This is because it is made only of the composite panels. The composite panels confirm to be easy to load and construct. And mock-up evaluates insulation and waterproofing performance in the laboratory. As a result, Mock-up has insulation and waterproofing performance. This suggests an alternative to short -term temporary housing.

In many cases, trauma is overcome in a short periodtime, but for some, trauma results in long-term mental health issues such as in the form of post-traumatic stress disorder (PTSD). Natural disasters cause different types and extent of damage, meaning the degree of stress experienced also varies. In the case of damage to a house, the impact can be considerable. Therefore, this study examined the trauma experienced by households whose homes were damaged by natural disasters and to confirm the characteristics of psychological trauma. It was confirmed that traumas was greater when a house was damaged, compared with damage to other types of items. In addition, even in the case of trauma occurring, factors that affect the pattern of change to someone's mental state vary depending on the state's classification. And In addition, health services is significantly analyzed in all variables, and it was considered that the provision of basic services related to safety after a disaster is paramount. However, while psychological counseling has a positive effect on short-term traumas that manifests as anxiety and depression, it has an adverse effect on PTSD because of the depth and complexity of the suffering in PTSD, meaning the type of psychological support needs changing.
In the event of a disaster, we need people who specialize in rapid regional disaster recovery. However, in the present disaster response system, disaster relief is carried out at the level of public support, volunteer service, etc. There are various problems such as initial response due to lack of expertise, delays in disaster recovery, and inadequate response to disasters. Therefore, it is necessary to establish a unit with early ability to respond to local governments in the event of a disaster and expertise to enable rapid disaster recovery. Therefore, this study limited the preparation of the reserve forces emergency response units for the direction of local security, disaster relief and disaster relief through emergency disaster recovery under the disaster situation.
Disaster relief goods are those that help disaster victims to carry on ordinary life in a disaster. Along with the improvement of national economic level and raise of people's standard of living and diversified lifestyles, demands for relief goods in a disaster are also being diversified. In step with frequent and rather large-scale occurrence of disasters, diversity of related goods for disaster relief is likely to be needed ever more in the future, while more assistance to disaster victims is required from the aspect of securing their normal daily lives. To this end, the study conducted comparative analysis of how Korea, the US and Japan managed disaster relief goods and also examined, analyzed the opinions regarding the betterment of relief goods among disaster victims and ordinary people and civil servants in charge. Based on this, the study suggested the improvement draft for disaster relief goods, the point of which was to minimize disaster relief goods commonly prepared by the central government with goods that may assist victims' lives in shelters, while local governments may prepare relief goods appropriately according to actual situation.

This study is for decision making on distribution of resources so as to improve the effectiveness of initial disaster relief efforts. It is very important that relief efforts should be accomplished appropriately at the initial disaster. Furthermore, efficient allocation of relief resources such as rescuer, shelter, relief goods, relief funds, medical and relief equipments is also the first step to achieve main objective of relief efforts when disaster occurs. For this purpose, this study establishes flood as a imaginery disaster and develops a model for efficient distribution of resources when flood outbreaks. This model fixes initial 72 hours, which is subdivided into three intervals, as a initial disaster range. The model is to set a prioity against alloction of relief resources by each time zone which is related to damaged degree( Red Tag, Yellow Tag, Green Tag). Experts in this field input their experience into this model, and these are analyzed by Analytic Hierachy Process(AHP)/Expert Choice(EC) software. Therefore, we can decide a prioity against distribution of resources by each time zone which is in accordance with damaged degree. The result of this study would be helpful to a person who is in charge of relief from calamity in order him to make a decision toward distribution of resources.
Drone refers to an unmanned flying system according to the remote control. That is a remote control systems on the ground or a system that automatically or semi auto-piloted system without pilot on board. Drones have been used and developed before for military purposes. However there are currently utilized in a variety of areas such as logistics and distribution of relief supplies disaster areas, wireless Internet connection, TV, video shooting and disaster observation, tracking criminals etc. Especially it can be actively used in activities such as search or the structure of the disaster site, and may be able to detect the movement of people and an attacker using an infrared camera at night. Drones are very effective for private security.

Records are the social memory storage including collective memory about region, it is impossible to put into and represent all aspects of society with only public records. Japan showed the possibilities of cooperative collecting and the positive records producing and collecting efforts between organizations, even if it was not accomplished by systemic documentation strategy. Some characteristics were found out when this case was reviewed, it is as follows. To begin with, it is the cooperation and share in collecting. Especially, the activities of private organizations look better than public organizations and the cooperative collecting efforts lead to transmit much more social memory and historical records to next generation. Secondly, it is the positive records producing and collecting. The private organizations also left many records of various activities of those one accord. They recognized that recording experience and leaving behind is the survivors' responsibility. We cannot help recognizing the growth of a sense of duty and historical consciousness to record their own experience with undergoing big disaster, earthquake. Thirdly, there was no limit when it comes to the collecting scope. All records related with people and place in disaster area were the target for collecting just like slogan, 'Let's transmit records to next generation as much as possible', 'Common records and resources deserve leaving, because it is important life's information proving situations of the time. We were able to confirm the high will and enthusiasm about 'how, what and why do we transmit something of society to next generation' in this case.
