A study on the legal status and problem improvement of enterprise disaster management standard (기업재난관리표준의 법적성격과 문제점 개선에 관한 연구)

  • Purpose: The purpose of this study is to identify the legal status of enterprise disaster management standards established as part of business continuity management and to ensure resilience, and to improve the problem of application of industry disaster management standards in related industries. Method: We collected relevant data for the study and conducted a literature review on the logistical definition of laws and academic systems such as constitution and enterprise disaster reduction law, and HLS structure. Results: It has been confirmed that the enterprise disaster management standards in the Enterprise Disaster Management Standard are higher in the legal status than the ISO 22301: 2012 international standard. Conclusion: Through this study, it is necessary to establish a development direction of application and related regulations by clarifying the enterprise disaster management standard according to the enterprise disaster reduction law.

Meteorological Disasters and Damage Reducing Strategies in Oilseed Crops (유지작물의 기상재해와 피해 경감 대책)

  • The literatures on meteorological disasters of which reported in Korea and abroad were reviewed and discussed in oilseed crops for refer to stable production and quality improvement of the crops. From the reviews, it was clarified that much of the reported disasters are almost same kinds as the other crops like reported in soybean and rice. However much of the disasters reported in oilseed crops were unconfirmed on their injury mechanisms or damage rate on yield loss and quality deteriorate comparing to the reports on soybean or rice. Among the meteorological disasters reported in oilseed crops, the disaters on sesame and groundnut were the most frequent in the numbers of report and water-flooding damage, drought damage, lodging damage in the kinds of disasters. Such kinds of the above disasters were leading to 90% yield loss in the most serious situation. To reduce the damage of meteorological disasters, it was suggested that the variety improvement of which highly resistant, and vinyl-mulching culture would be also an way to reduce water -logging and drought damage in sesame and groundnut in cultural practice. Further, it was indicated that the emphasis must be put on the oilseed crops to investigate and clarify the damage mechanisms, and reducing method of meteorological disasters in breeding and cultural practice.

  • This paper introduces platform of platform (POP) for global network on climate adaptation change and disaster risk reduction (CCA/DRR). The POP consists of disaster prevention technology e-market platform, e-learning platform, information sharing platform, and monitoring platform for AMCDRR action plan. The POP is developing based on Korean e-Government standard framework and supports Web and mobile service. Additionally the POP uses special product and technology to search and classify data about CCA/DRR.

  • In this paper, reviews and analyses of literatures related to characteristics and status of disaster occurrence in steep slopes in Korea, its maintenance and regulations and laws about maintenance of slopes in abroad were carried out to propose the measures of regulation reform for disaster reduction in steep slopes. The regulation on disaster prevention in steep slopes (National Emergency Management Agency, 2007), the most effective and systematically arranged regulation out of the currently practicing regulations, was introduced to understand the overall and contents of this regulation. Therefore, problems related to disaster reduction in steep slopes from institutional, technical and financial points of view respectively were raised and their improving measures were proposed to treat the problems effectively and actively.
