Development of a System Dynamics Model to Support the Decision Making Processes in the Operation and Management of Water Supply Systems (상수도 시스템의 운영 및 유지관리 의사결정 지원을 위한 시스템다이내믹스 모형의 개발)

  • In this paper the feedback loop mechanisms that are inherent in the management of water supply systems were identified based on the system dynamics modeling methodology. As a result, a system dynamics (SD) computer simulation model that can be used to aid efficient management of water supply systems was developed. The developed SD model can be used to predict operating conditions of water supply systems including the effects of pipe maintenance on the entire system. The developed model is consisted of water supply, pipe maintenance and water supply business finance model. The operation and maintenance data from a study water supply system were used to verify the model and to predict the past and future operating conditions of the system. The policy leverage that greatly affects the operating condition was evaluated by the sensitivity analyses for the operational indices due to changes in the exogenous variables. It was found that while the pipe maintenance related exogenous variables had great effects on the leakage and conditions of pipes, they did not have great effects on the major operational indices such as revenue water ratio. It is considered that the social costs due to leaks and pipe breaks and the corresponding mechanism of propagation of the costs must be modeled to better evaluate the effects of pipe maintenance on the operational conditions of water supply systems.

  • 우리나라는 최근에 IMF 에 재정적 지원을 요청하는 상황이 계기가 되어 국가경쟁력과 삶의 질 측면에 상당한 관심을 가지게 되었다. 이러한 환경변화는 사회저변에 효율성을 강조하는 풍토를 확산시키고, 위기상황의 재발방지를 위해 그 원인을 분석하고 대안을 마련하는 등 사회 전반적으로 각고의 노력을 촉발시키게 하는 계기가 되었다. 이러한 논의들 중에 눈에 띄는 한가지는 과학과 기술사이의 관계에 관한 논쟁인데, 최근에 활발히 논의되고 있는 과학과 기술사이의 연계는 미국을 중심으로 많은 연구가 진행되고 있으며, 이러한 연구들은 대체적으로 과학과 기술사이에는 상당한 정도의 상관관계가 있고, 이 둘 사이는 서로 상호작용하면서 경제성장을 이끄는 역할을 한다고 주장하고 있다. 본 연구에서는 이러한 논의들을 국내에 적용시킴으로써 해외의 사례가 우리에게 시사점이 될 수 있는지 체계적으로 분석하려고 시도하였다. 과학과 기술사이의 연관성을 알아보기 위하여, 과학의 연구성과를 대변하는 대용치로 SCI논문을 사용하였고, 이러한 연구성과가 얼마만큼 사회에 파급되어 산업화 또는 상업화되었는지를 측정하기 위해 특허출원수를 추출하여, 연구의 목적에 맞게 modify 하는 과정을 거쳤으며, 추세분석과, 상관관계분석 그리고 회귀분석을 실시하였다. 본 연구는 실증분석을 통하여, 과학과 기술사이에는 일부 소수의 영역을 제외하고 매우 높은 상관관계가 있음을 발견하였고, 우리나라의 주력산업이었던 기계분야의 쇠퇴를 실증적으로 확인 할 수 있었으며, 정부의 적극적인 지원아래 폭발적으로 성장하였던 IT분야의 증가추세를 확인할 수 있었다. 따라서 본 연구에서는 국가경쟁력의 근간이 되는 연구개발부문에 경제논리를 배제하는 지속적인 투자를 제언함으로써, 국가경쟁력 제고와 삶의 질 향상이라는 두 마리 토끼를 잡을 수 있는 방안은 과학과 기술의 유기적인 연계에 있음을 밝히고 있다. 건설을 위한 정책적 시사점과 동북아 연구개발정보 Portal 및 APEC APGrid 연구망 등의 구체적인 정보인프라 구축방안을 도출하였다.술 주기를 도출하고, 산업 내 평균 권리 청구 항목 수를 이용하여 각 산업의 기술 범위를 비교하였다. 각각의 동적 분석을 통해 시간에 따른 변화 양상이 관찰하였고, ANOVA 분석을 이용하여 통계적 유의성을 검증하였다. 본 연구는 현재의 기술 패러다임 내에서 Pavitt이 제시한 산업 분류의 근거를 보충 설명하였고 특허 정보를 이용하여 기술혁신의 산업별 유형에 대한 폭넓은 분석방법을 제시하였다.별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압주입시험에서도 확인된다..   • The purpose of the study was to examine cooperative education between industry and school recognized by tentatively called managers of cooperative education, teachers in charge of cooperative education between industry and school, in vocational high school in Incheon Area. In order to accomplish the study purpose, the study conducted a research through questionnaire and examined their recognition for cooperative education between industry and school focusing on curriculum (purpose and content), operational system including supporting system (establishment and operational level) and educational type (process, effectiveness, problems and reinforcing measures). The study conducted a survey using Likert 5 score scale and analyzed the survey results using technical statistics such as frequency, average, standard deviation, etc. From the comprehensive results from the survey, it was found that although outcomes from industry-school cooperation are relatively high, participation is insufficient and intermediating organizations connecting concerned parties and mediating them are not enough because recognition and will of interested parties of industry-school cooperation are not sufficient. In addition, policies, legal and systematical and financial infrastructure for activation and efficiency of industry-school cooperation are not established perfectly, therefore, there are a lot of things to be improvement in operation. In particular, it was observed that establishment of internal organization and infrastructure for the number of workers in vocational training organizations are decisively inadequate.

Old Inner City Regeneration of Local Small-and-Medium Cities for the Invigoration of Commercial and Business Function : case of Dangjin-gun (상업 및 업무기능 활성화를 통한 지방중소도시 구도심 재생방안 : 당진군을 중심으로)

  • This study suggests the invigoration strategies of commercial and business functions for regeneration of old inner city as city center by examining Dangjin County which is a typical example of the local small-and-medium city where old inner city had declined as the city grew. I conducted a conjoint analysis in terms of important introduction functions and city regeneration directions for the invigoration. The results upon this are as follows. First, low-density of commercial and business places and the utilization of historical and cultural resources instead of the high-density mixed-use development should be considered. Second, It is important to promote regional specialized business and facilities rather than to attract new industry(high-tech industry) for activating local economy. Third, specific and practical countermeasures for resettlement of low-incomes and for maintenance of existing business zone should be established. Fourth, in terms of the maintenance and management, regulation on illegal commercial transactions, improvement of public spaces, and securement of user safety should be considered. Fifth, in terms of consolidation of functions, easier accessibility using public transportations, advertising and promotion of the city, and holding a number of events should be contemplated. Sixth, supporting for business activities and for establishing guides for design of old inner city should be needed. Seventh, public institutions should play a role as a bridge between local residences and experts for balanced regional development.

For the reason above, the concept of reverse logistics and classification, the comparison with any similar concepts and its necessity are studied in this research through the theoretical consideration and the current state of the reverse logistics is organized in this research by acknowledging the domestic development process and the properties regarding the recycles of resources. In addition, the way to apply to the nation was investigated by comparing with the environmentalism development process, the reverse logistics policies and examples of advanced countries in logistics. The research proposed building of intimate cooperative system between a shipper and logistic service provider for the reverse logistics throughout the whole supply chain, the financial support, amendment of regulations, support Eco-friendly logistic technology development and the propagation, effective logistic system development and others and it is expected to bring a significant meaning to the reverse logistic policy and operation later on.

A Study on Technology Priorities for Green Highway (녹색도로 구현을 위한 기술 우선순위 결정에 관한 연구)

  • It is not surprising to hear news about irresistible natural disasters all over the world due to climate change. Korean Government has focused on developing a variety of green technologies to reduce green house gasses, in particular, carbon dioxide. This study suggested 18 technology divisions for achieving green highway technology development in six different sub-sectors considering life-cycle of roadway and surveyed 29 highway and/or transportation professionals of three institutes using AHP(Analytical Hierarchy Process) analysis to construct "Green Highway"and realize carbon emission reductions and energy use efficiency in a road sector in Korea. Expert Choice Software was used to rank 18 technology divisions weighted by two-level choices. Transport Operating Infrastructure Improvement, Roadway Policy Implementation, Green Transportation(such as Pedestrian and Bicycle) were highly ranked by respondents according to results of the AHP modeling. Among the 18 divisions, technology policy for supporting R&D investments from development to commercialization was ranked as the most significant one to be focused. Green Transportation Facility Design/Construction/Operation and Eco-Friendly Roadway Plan were followed as expected since professionals have thought that the planning/design step of the life-cycle is a starting point to reduce carbon dioxide from roads more and more. Additionally, comparing the results with the Government investment trend 2006-2011 for the roads, it can be interpreted that the Government should invest to the R&D area more widely than before to promote element and core technology development for Green Highway Construction. Above all, small and mid-sized businesses have to be invested as well as encouraged to undertake green highwayrelated objects to accomplish the divisions which ranked high.

Hospice & Palliative Care Policy in Korea (한국의 호스피스완화의료정책)

  • Globally, efforts are being made to develop and strengthen a palliative care policy to support a comprehensive healthcare system. Korea has implemented a hospice and palliative care (HPC) policy as part of a cancer policy under the 10 year plan to conquer cancer and a comprehensive measure for national cancer management. A legal ground for the HPC policy was laid by the Cancer Control Act passed in 2003. Currently in the process is legislation of a law on the decision for life-sustaining treatment for HPC and terminally-ill patients. The relevant law has expanded the policy-affected disease group from terminal cancer to cancer, human immunodeficiency virus/acquired immune deficiency syndrome, chronic obstructive pulmonary disease and chronic liver disease/liver cirrhosis. Since 2015, the National Health Insurance (NHI) scheme reimburses for HPC with a combination of the daily fixed sum and the fee for service systems. By the provision type, the HPC is classified into hospitalization, consultation, and home-based treatment. Also in place is the system that designates, evaluates and supports facilities specializing in HPC, and such facilities are funded by the NHI fund and government subsidy. Also needed along with the legal system are consensus reached by people affected by the policy and more realistic fee levels for HPC. The public and private domains should also cooperate to set HPC standards, train professional caregivers, control quality and establish an evaluation system. A stable funding system should be prepared by utilizing the long-term care insurance fund and hospice care fund.

A Study on the Problems and New Strategy of the Development Policy for Under-developed Region: Focused on the Awareness of the Officials in Charge of Regional Development (낙후지역 개발정책의 문제점과 개선방향에 관한 연구: 지역개발담당 공무원의 인식도를 중심으로)

  • This paper examines the characteristics and status of the major development policies for under-developed region by ministries and studies how the awareness or perspective of public officials on such policies impact the policy environment. This paper aims to redefine the goal and strategy of regional development policy so that it can effectively contribute to enhancing the quality of life of residents and improving competitiveness of the region. The problems and improvement direction found out through a documentational and practical research on the development policy for underdeveloped region can be summarized as follows: Firstly, more streamlined and integrated policies which are currently fragmented being implemented by different ministries are needed to enhance the effectiveness of policy execution. Secondly, improvements on the process of securing government funding and operating systems are needed to guarantee the rational standard of providing state subvention, the expansion of comprehensive subsidy and the independence of policy execution. Thirdly, amendments on the policy measures are needed to support the development and execution of the customized projects, strengthen cooperation among those projects by establishing a system for effective regional development project.

An Analysis of an Elementary Math Class Program for Gifted Students and Its Current Status (초등수학 영재학급의 운영 실태 및 프로그램 분석)

  • The purpose of this thesis is to analyze the current status of a program for an elementary math class for gifted students in Daegu and to propose a remedy. The main results of this thesis are as follows. First, goals of the gifted class and the basic operation direction were satisfactory, however plans for parent training programs and self evaluation of the classes were not presented. Therefore, it needs when and how to do for specific plan of gifted class evaluation and parent training programs. Second, The annual instruction plan has been restricted to the subject matter education and field trips and has not included specific teaching methods in accordance with the contents of learning program. The management of gifted classes, therefore, requires not only the subject matter education and field trips but also output presentations, leadership programs, voluntary activities, events and camps which promote the integral development of gifted students. Third, there is no duplication of content to another grade, and various activities did not cover the whole scope of math topics(eg. number and operation, geometry, measurement, pattern) equally. In accordance with elementary mathematics characteristics, teachers should equally distribute time in whole range of mathematics while they teach students in the class because it is critical to discover gifted students throughout the whole curriculum of elementary mathematics. Fourth, as there are insufficient support and operational lack of material development, several types of programs are not utilized and balanced. It is necessary for teachers to try to find the type of teaching methods in accordance with the circumstances and content, so that students can experience several types of programs. If through this study, we can improve the development, management and quality of gifted math programs, it would further the development of gifted education.

Indonesia's REDD+ National Strategy between Ideal and Reality (인도네시아 REDD+ 국가 전략의 이상과 현실)

  • The Cancun Agreements under the United Nations Framework Convention on Climate Change require developing countries aiming to undertake REDD+ activities to develop a national strategy or action plan, addressing the drivers of deforestation and forest degradation, a measurement, reporting and verifying (MRV) system including forest monitoring system, and safeguards to ensure equity and co-benefits for local communities and indigenous peoples, and biodiversity. The Government of Indonesia and the Government of Norway established REDD+ cooperation through signing a 'Letter of Intent' in May, 2010. Indonesia agreed on 'a two year suspension on all new concessions for conversion of peat and natural forest'. In turn, Norway agreed to support Indonesia's REDD+ implementation efforts up to one billion United States dollars. Indonesia's REDD+ national strategy (June, 2012) accepted most of the requests included in the 'Letter of Intent'. The REDD+ national strategy, however, does not reflect requests of the Cancun Agreements which noted identification of the drivers of deforestation and forest degradation and guarantee of real greenhouse gas emissions reductions. Indonesia lays emphasis on Norwegian requests which includes expected financial support rather than the Cancun Agreements which have a weak legally-binding requirements.
