재일 코리안 1세에 있어서 개호보험 서비스 이용을 소외하는 요인에 관한 연구

  • 현재 일본 내에 거주하고 있는 외국인 중 재일 한국인/조선인(이하, 재일코리안)이 제일 많은 부분을 차지하고 있다. 재일 코리안 중 65세 이상이 13%가 넘는다(재일고령자 조사위원회, 2003). 이런 재일한국인/조선인의 고령자(이하, 재일코리안 1세라고 말함)는 대부분 식민지시대에 조국에서의 생활기반을 잃어버리고 일본에 건너오게 되거나 혹은 강제연행으로 인해 일본에 거주하게 되었다. 재일코리안 1세는 연령적으로는 후기 고령자이며, 문화의 차이, 언어적 문제 그리고 경제적인 문제 등의 어려움이 있다. 이런 많은 어려운 점 중에서도 특히 개호의 문제(노인수발 문제)는 가장 심각하다. 이런 문제들 중 먼저 역사적인 경위에 대해 선행연구 등을 통해 논해 보고자 한다. 또한 문화적 차이와 언어적 문제가 개호보험 서비스 이용에 있어서 장애가 될 가능성도 있을 수 있으며, 대다수가 무연금자인 점(길영(吉永), 2004), 개호보험과 재일코리안 1세의 경제적인 요인이 심각한 문제인 점인것(북촌(北村), 2004)을 말하고 있다. 이를 배경으로, 후꾸오까/나가사키 지역의 재일동포 1세에게 직접 설문조사를 실시했다. 조사 결과 재일코리안 1세는 일본의 고령자보다 훨씬 개호보험 서비스 이용에 소외될 가능성을 가지고 있었다. 재일코리안 1세의 개호의 문제는 한국에서가 아니라, 거주하고 있는 일본에서 해결되어 져야만 하는 문제이며 그 개선책 또한 논하였으며 향후의 방향성에 대해서도 고찰해 보았다.

Information Activities of Korean Ethnic Community in Japan (재일 한인사회의 정보활동에 관한 연구 - 주요 한인단체와 매체를 중심으로 -)

  • This study intends to investigate the overall Information activities of Korean ethnic community in Japan. and to discuss about the relevance between such information activities and the Information needs of Korean residents in Japan. To the end, 51 Korean ethnic organizations and media were visited for the investigation of their Information activities. and 767 Korean residents were surveyed and 55 Korean residents were interviewed for the assessment of their information need and behavior. The discussion includes (1) the everyday information need and behavior of Korean residents in Japan, (2) the major information activities of Korean ethnic organizations and media, (3) the relevance of the Koreans' information behavior and the Korean organizations' Information activities, and finally (4) a suggestion on the desirable future directions and roles that the Korean ethnic organizations and media should seek for the overall Korean ethnic community's healthy development.

Information Poverty of Korean Residents in Japan (재일한인(在日韓人)의 정보빈곤에 관한 연구)

  • This article deals with the information poverty issue of Korean residents in Japan. In details, it introduces the substantial examples of information poverty which the Korean residents in Japan have experienced in their daily lives, and analyzes the factors causing such information poverty. The focus is on identifying the 'relative' information-poor groups in the Korean community. Finally suggested is a strategic method to improve both the poor information literacy of Korean residents and the poor information environment of Korean community in Japan. The data needed for discussion were collected by two methods a full-scale survey with 532 Korean residents and an in-depth interviews with 24 samples drawn from the survey participants.

Post-War Zainichi Magazines in Japan and Zainichi Society -Focusing on the Quickening Period until 1959- (전후 재일잡지미디어 지형과 재일사회 -1959년까지의 태동기를 중심으로-)

  • This paper summarizes the genealogy of post-war Zainichi magazines in Japan until 1959 and examines their meaning in the context of magazine history in Japan. The purpose of this paper is to prepare the framework to view characteristics of Zainichi magazines in Japan after the war until the present from a continuous and comprehensive perspective. Zainichi, who were left behind in Japan after the war began to project diverse aspects of their lives onto magazines. Despite the poor publishing environment, censorship of GHQ, shortage of writers and financial limitations, the Zainichi society did not give up the public sphere of magazines. The confusion in this time period acted as an element to expose limitations of Zainichi magazines in Japan. Most of magazines published in 1940s and 50s had to focus on political propaganda within the political frame, and many of such magazines were only published for a short term. In other words, it is ambiguous to define the majority of them as 'magazines' and a considerable number of them cannot even confirm the existence, making it difficult to examine the whole picture of magazines from this period. However, recently excavated materials indicate that most of Zainichi magazines in Japan attempted to reflect the reality of the Zainichi society in various ways, though they were confined in the political frame. The process in which language of magazines was changed from Korean language to Japanese and then again to Korean language suggests that Zainichi magazines in Japan tried to consistently express their existence in 'ethnicity,' 'homeland' and beyond, mediated by 'politics' and 'culture.' Moreover, the experience of seeking for the possibility of Zainichi culture in Japan from the flow of cultural movements in Japan during 1950s is an experience of seeking for a popular 'expression' that overcomes the political conflict of homeland. This reveals the diversity the Zainichi society to occur afterwards. A more precise study on individual magazines published during this period would be necessary in the future.

Co-Ethnic Relationships and Tendencies of Korean Entrepreneurs in Japan: A Case Study of Ikuno Area, Osaka (재일한인 중소규모 자영업자의 직업과 민족 간의 유대관계-오사카 이쿠노구를 사례로-)

  • Many Korean migrants in Japan have established small businesses using their ethnic networks as they were discriminated and excluded from Japanese society and labour market. The aim of this study is to explore the changes in characteristics of Korean migrants' businesses by generation, focusing on the role of co-ethnic relationships including ethnic networks and resources on their businesses. This study analyzed Korean migrants' dependence of the ethnic resources to understand the relationship between the ethnic. When Koreans first moved to Japan, laborers amounted the most, but the number of the professionals and the small business owners has increased gradually. This change was influenced by the change of generation and the improvement of education, as well as recognition of Japanese society and the change of policies toward Korean migrants in Japan. In early times when the number of small business owners started to increase, many cases such as a business, an employment, the use of Korean banks used to depend on ethnic resources. Also there were many businesses of which main customers were Koreans. However, the dependence of the ethnic resources has become diverse as the structure of the occupation has changed. The maintenance or exclusion of co-ethnic relationship depends on the structure of society and economy, and its result affect the relationship between Korean migrants in Japan and Japanese.

바이링걸의 재일 코리안 인지증 고령자와의 커뮤니케이션 -개인 회상법에 의한 양국 언어의 회화 분석을 통해-

  • 바이링걸의 인지증고령자와의 보다 유효한 커뮤니케이션의 가능성의 검토를 목적으로, 이문화를 배려한 모국어에 의한 개인 회상법을 이용한 회화를 실시했다. 회화는, 재일 코리안의 문화를 배려한 특별 양호 노인홈에 입주중이며 중도의 인지증 바이링걸 고령자 4명(모두 여성, 평균 88세)의 협력하에 실시했다. 모국어와 일본어의 장면에서, 개인 회상법에 의한 회화 내용과 감정 표출에 차이가 발생하는가의 관점에서 양 회화장면의 비교 분석을 실시했다. 그 결과, 중증의 인지증고령자라고해도 바이링걸의 특징인 자연스러운 코드 스위칭(Code-Switching;CS)가 관찰되었다. 즉, 과거의 학습이나 경험에 의해 축적된 모국의 언어 형식을 사용하는 기능이 잔존 능력으로서 잠재하고있는 것이 밝혀졌다. 덧붙여 ERiC 감정 반응 평가 척도를 이용해 관찰한 결과, 일본어의 장면보다 모국어의 장면에 대해 긍정적 감정의 풍부함이 관찰되었다. 이상으로, 바이링걸의 재일 코리안 인지증고령자 1세와 모국어를 이용한 회상법에 의한 회화는, 바이링걸의 특징을 기초로한 하나의 유효한 어프로치라고 생각된다.
