Factors Affecting South Korean Disaster Officials' Readiness to Facilitate Public Participation in Disaster Management Using Smart Technologies (재난안전 실무자의 스마트 재난관리 준비도에 영향을 미치는 요인에 관한 실증 연구 - 스마트 기술을 활용한 재난관리 민간참여 중심으로 -)

  • As the frequency and intensity of catastrophic disasters increase, there is widespread public sentiment that government capacity for disaster response and recovery is fundamentally limited, and that the involvement of civil society and the private sector is ever more vital. That is, in order to strengthen national disaster response capacity, governments need to build disaster systems that are more participatory and function through the channels of civil society, rather than continuing themselves to bear sole responsibility for these "wicked problems." With the advancement of smart mobile technology and social media, government and society as a whole have been called upon to apply these new information and communication technologies to address the current shortcomings of government-led disaster management. As illustrated in such catastrophic disasters as the 2011 Tohoku earthquake and tsunami in Japan, the 2010 Haitian earthquake, and Hurricane Katrina in the United States in 2005, the realization of participatory potential of smart technologies for better disaster response has enabled citizen participation via new smart technologies during disasters and resulted in positive impact on the management of such disasters. In this context, this study focuses on the South Korean context, and aims to analyze Korean government officials' readiness for public participation using smart technologies. On this basis, it aims to offer policy suggestions aimed at promoting smart technology-enabled citizen participation. For this purpose, it proposes a particular model, termed SMART (System, Motivation, Ability, Response, and Technology).

  • In order to establish and operate a rapid and effective disaster safety management system in an emergency situation that threatens the safety of citizens, such as disaster, accident or terrorism, appropriate responses are necessary. An integrated task execution system for rapid response and restoration should be implemented not only by the central ministries related to disaster management and response, but also by local governments, NGO, and individuals, under clear role sharing. In the case of Seoul city, it is urgent to establish an effective disaster management system for preventing and responding to disasters, because of the increasing possibility of natural disasters due to climate change, the threat of terrorism, urban decay and the industrial accidents. From the perspective of governance, this study tried to seek out countermeasures such as disaster response system and command system at disaster site centering on Seoul city government interdepartmental organization system, implementation process and systematization of response procedures.

A Study on System Integration between Community Mapping and Drone Mapping for Disaster Safety Management (재난안전 관리를 위한 커뮤니티매핑과 드론매핑의 연계방안 연구)

  • There are limitations to the manager's investigation of all damage sites and establishment of management plan in terms of manpower and cost. Community mapping can be used to overcome these problems with the information. However, it is difficult to make decisions when multiple information are registered in multiple areas of damage. Because community mapping information are registered only with pictures and simple contents, it is so difficult for the manager to clearly understand the site situation. This study suggests a methodology to support decision-making processes during disaster management through system integration between the community mapping and the drone mapping. By applying the proposed method, decision makers can make a timely judgment effectively on the damage situation. It is expected that the proposed method will save time, manpower, and cost in the recovery phase.

Common Business Analysis of Disaster and Safety Response Processes Based on Crisis Management SOP Manuals for Development of BRM (재난안전 분야 기능분류체계(BRM) 개발을 위한 위기관리 표준매뉴얼(SOP) 기반 공통업무 분석)

  • In order to effectively respond to repeated disasters, the most important thing is the systematic management of records which were produced from past disaster response processes. It is necessary to develope a business reference model(BRM) to incorporate scattered disaster safety record information resources into the record management system. In this regard, this study examined crisis management standard operation procedures(SOP) manuals and analyzed common businesses of disaster and safety response processes. Based on analysis of 28 manuals three times, 1,667 main business transactions are drawn, which are grouped by 5 middle functions and 20 small functions. Furthermore, by looking at forecast records by business type, several insight is proposed in terms of disaster and safety response business processes and of disaster and safety records management.

  • Along with high-rise buildings, complex buildings used by many unspecified people, such as various buildings and underground-linked buildings, are increasing. In particular, high-rise buildings are accompanied by a number of casualties and a lot of property damage in the event of a disaster, so reinforced integrated disaster management is necessary. The High-Rise Disaster Management Act stipulates that a general disaster manager is appointed and requires stricter safety management tasks than other buildings. Therefore, this study aims to analyze and present item factors for a preliminary survey of job satisfaction of general disaster managers through literature research and expert verification.

  • In order for preemptive response and prevention against disasters, it is necessary to systematically collect, preserve, manage, and utilize the information resources of records related with disaster safety. Therefore, this study analyzed the types and status of text-based document archives among the records information resources which were published and produced by the disaster safety-related institutions via online. Detail types analysis of disasters in document archives also was conducted. Based on filed interviews, the actual users' requirements for the disaster safety information archives are converged. The ultimate goal of this study is to establish a basis for building of disaster safety information archives by deriving improved management strategies of disaster safety records resources.

  • 인구의 고령화로 인한 노인여가복지시설에서 실질적인 생활거점과 복지시설로 역할이 변화하면서 경로당의 이용자가 증가하는 추세이다. 그러나, 다중의 고령층이 장시간 이용하는 시설임에도 불구하고 경로당에서 발생하고 있는 재난 및 안전사고에 관한 기초적인 정보 수집이 전무한 상황이다. 이에, 본 연구는 노인여가복지시설 중 경로당을 중심으로 현장을 직접 방문하여 관련자 인터뷰와 통계자료를 분석하여 재난 및 안전사고 실태를 조사하고자 한다. 또한, 현재 경로당에서 운영하는 프로그램을 조사하고, 노인의 건강하고 안전한 여가생활에 도움을 줄 수 있는 프로그램이 될 수 있도록 활성화 방안을 도출하고자 한다. 본 연구결과가 신(新) 노년 세대를 위한 노인여가복지정책 연구에 기초자료로 활용되길 기대해본다.

  • 본 논문에서는 한국사회 내 2014년 이후 2022년 현재까지 진행되고 있는 다양한 생애주기별 재난안전교육 체계를 분석하여 재난 발생 시 자신의 생명과 재산을 보호할 수 있는 재난안전교육 인프라 구축을 위한 제언을 통해 시민 대상별 최적화된 재난안전교육 체계화를 모색하고자한다. 2014년 4월16일에 발생한 세월호 침몰 사고는 2015년 '재난 및 안전관리 기본법' 시행규칙의 일부 개정 및 이에 근거한 '국민안전의 날'이 국민안전의 중요성을 되새기자는 의미로 제정된 계기가 되었을 뿐만 아니라, 재난안전교육에 관한 전반적인 변화의 필요성을 깨닫게 해준 가슴 아픈 사건이었다. 이에 서울시 소방재난본부 현장대응단에서 2014년 말부터 시민대상 초기대응을 위한 재난안전 교육체계를 기획하고 10만의 안전리더 양성을 추진했다. 동시에 다양한 형태의 시민대상의 재난안전교육이 시, 도별로 진행되었다. 특히 서울 시민의 1%인 10만 시민안전파수꾼 양성을 위해 진행되었던 시민안전파수꾼 정책 사업을 위한 재난안전 교육체계는 시민을 대상으로 황금시간 목표달성을 통한 초기대응으로 재난규모를 최소화 할 수 있도록 안전에 관한 소양교육의 기본을 구성해 교육했고, 이는 시민 대상 재난안전교육의 방향에 대해 시사하는 바가 크다. 정책사업 초기 대학생 이상의 성인을 교육 대상으로 선정하여 교육이 진행되었고, 그 후 2018년 이후 고등학교 이상으로 교육의 대상범위를 확대하여 진행했지만 안전리더로서 역할은 한국사회 전체 구성원들의 인식이 필요한 부분으로 어린 시절부터의 반복 교육을 통한 안전문화가 시스템으로 구축되어 자연스럽게 습득되어 질 수 있도록 해야 한다는 필요성을 절감하게 되었다. 이에 다양한 생애주기별 재난안전교육 체계를 분석하여 국민스스로 재난 발생 시 자신의 생명과 재산을 보호할 수 있는 재난안전교육 인프라 구축을 위해 시민대상 재난 안전교육을 '황금시간 목표달성'을 준거틀로 기존의 중앙, 서울시, 부산시, 경기도 및 산하 교육청에서 실시해온 재난안전교육 체계 관련 문헌의 비교분석을 통해 시민 대상별 생애주기별 최적화된 초기대응을 위한 재난안전교육 체계를 모색하여 재난안전교육의 방향을 제시해 보고자 한다.

A Design of the Social Disasters Safety Platform based on the Structured and Unstructured Data (정형/비정형 데이터 기반 사회재난 안전 플랫폼 설계)

  • Purpose: Natural Disaster has well formed framework more than social disaster, because natural disaster is controlled by one department, such as MOIS, but social disaster is distributed. This study is on the design of the integrated service platform for the social diaster data. and then, apply to the local governments. Method: Firstly, we design DB templates for the incident cases considering the incident investigation reports. For the risk management, life-damage oriented social disaster risk assessment is defined. In case of the real-time incident data from NDMS, AI system provides the prediction information in the life damage and the cause of the incident. Result: We design the structured and unstructured incident data management system, and design the integrated social disaster and safety incident management system. Conclusion: The integrated social disaster and safety incident management system may be used in the local governments
