This research is to investigated to analyze and identify factors which has been impacted area on the level of people' acceptance for disaster warning information. For better results and more reasonably generally accepted the results, the research was targeted people who need disaster warning information by the disaster impact. The damages from disaster are increasing every year. The disaster warning information have been changed by the level of people acceptance for the disaster warning information which has not been enough to satisfy the level of information. The research model has been developed by intergrating 'TAM model' to show theoretical and practical implications of this study. Research hypothesis are verified and analyzed through the SPSS and AMOS program. The main contribution of this research is to enhance effectiveness of disaster warning information to the people who can be damaged from disasters.

본 연구의 목적은 최근 안보위협의 변화 즉 차 산업혁명, 기후변화 등으로 예상치 못한 상황에서 빈번하게 나타나고 다양·복합·대형화로 대응의 어려움에 따라 재난대응 조직의 역할 증대를 위한 방향을 제시하는데 있다. 이를 위해 국가위기관리 조직과 재난관리책임기관H기업에 대한 조직의 역할 분석, 재난(사고)발생 시 재난대응 체계를 살펴보고 재해경감활동관리체계 관리활동에서의 재난(사고)대응체계 측면의 조직의 역할 증대 방안을 제시하였다.

The importance of disaster management and response is emerging as various disasters such as COVID-19, torrential rains, and fires occur one after another. In addition, in order to respond efficiently throughout disaster response activities, it is necessary to quickly collect disaster site information and quickly check the site situation through photo and video information so that rapid disaster response can be achieved. In this study, essential information required for decision-making was derived by analyzing the essential activities of each disaster response stage, analyzing the crisis management standard manual and related laws for each disaster type, and daily comprehensive report. In addition, a list of information necessary to grasp the situation of the disaster site and grasp the status of real-time damage was derived to establish guidelines for collecting volatile disaster site information, and disaster situation information can be efficiently displayed through a spatial information-based display system. By presenting essential disaster management information to be collected first, the person in charge of collecting information can efficiently collect information, and the situation room in charge of disaster response decision-making is expected to enable more efficient disaster situation management by receiving only the necessary information.

Real time information on disaster situation is very important in disaster prevention effort. Generally, disaster related organizations use mobile devices to collect various disaster informations of disaster site. However, current disaster collection systems do not provide effective functionality to connect with another disaster information system. Therefore, disaster-related organizations have to make smartphone application for collection and administration of disaster information and then connect it with another information system. If this system is commercialized, vulnerability of previous system can be complemented. Thus, this paper focused on designing a prototype system for information collection and management in disaster site using smartphone applicatiom.

최근 IT기술발전으로 데이터 저장 및 처리비용은 하락하고 소셜네트워크 서비스 등이 확대되어 데이터의 양적 팽창이 가속화되면서 빅데이터에서 가치를 창출하려는 시도가 늘어나고 있다. 특히, 국내 스마트폰 이용자가 3천만을 넘어서면서 모바일 기기는 대량 데이터 생산의 원천이 되고 있다. 모바일 기기는 스마트시대 대표 통신채널인 소셜미디어 활용을 가속화 시키며 다양한 분야에서 영향력을 발휘하고 있다. 특히 일본과 아이티 지진피해, 강남역 침수 등 재난발생 시 피해상황 파악 및 경보, 정보교환 등에 소셜미디어 채널이 활발히 활용되면서 새로운 매체로 떠오르고 있다. 본 논문에서는 언어분석을 통해 소셜미디어 속에 재난이슈를 모니터링하고 소셜미디어가 재난예방 및 대응에 적극 활용되기 위해 필요한 기술개발 방안을 제시하고자 한다.

중대재해처벌법이 도입되었으나 여전히 실무적으로 정착되고 있지 못한 실정이다. 이에 공무원과 공공기관 652명의 실무자들을 대상으로 중대시민재해 관련 실무상의 애로사항과 중대재해처벌법의 개정방향에 대하여 설문조사를 실시하였다. 그 결과 다양한 애로사항의 상당부분은 관련 기준이 부재하여 발생하고 있었으며, 중대재해처벌법 개정방향도 높은 비율로 의무사항을 준수하기 위한 구제적인 기준 제시가 필요한 것으로 조사되었다. 그러므로 구체적인 기준제시를 위하여 시행령 개정과 함께 관계부처가 발간한 중대재해처벌법 해설서를 개정 및 보완할 필요가 있다.

본 논문에서는 재난안전 대비 현장훈련시스템을 개발하기 위하여 현황을 분석하는 것이 목적이다. 현재 일반적으로 이뤄지고 있는 훈련은 실제 재난상황을 고려하지 않은 형식적인 훈련으로 재난유형 및 발생상황에 부적합한 훈련장소 및 시간에 실시하고 있다. 현재는 사전 공개된 훈련시나리오에 따른 연출된 보여 주기식 훈련으로 실제 재난상황이 발생할 때 의사결정 권한을 가진 지휘권자가 훈련에 불참하는 조직문화가 가장 먼저 해결되어야 하는 것으로 나타났다. 대형재난에 대한 대응능력을 강화하고 재난으로부터 국민을 보호하기 위한 안전훈련이 범국가적으로 진행되는 가운데 '안전한국훈련'을 에너지부분에서도 전국적으로 실시하고 있다. 미국, 일본의 재난대응훈련의 특징은 우리나라와 같이 평가지표 틀에 맞춘 시나리오를 개발하지 않고 있으며 시나리오 구성도 세분화하지 않고 단지 상황 설정과 대응 메시지, 돌발 메시지 등으로 위기대응 능력을 평가하고 있다는 것이다. 에너지산업 현장용 재난대비 훈련시스템 개발 및 구축은 국가안전 관리 측면에서도 매우 중요하다. 국가 차원의 종합 재난대응 및 인프라 제공을 위한 다수의 정보화사업이 추진되고 있으나 재난 정보를 활용한 사전 예방, 신속한 상황 전파, 정보공동 활용 및 대응 미진에 대한 종합적 진단이필요하다.

전세계적으로 대형 자연재난 및 사회재난의 증가로 재난 대응 체계 고도화에 대한 국가적인 관심과 요구가 급증하고 있다. 다양한 재난유형에 대한 효과적인 대응을 위해서는 사전에 구축된 재난유형별 전문가 Pool의 구축과 활용이 매우 중요하다. 본 논문에서는 학술콘텐트를 활용하여 재난안전분야 전문가들을 식별 및 분석하고 식별된 재난분야 학술정보와 전문가 정보 시범 서비스를 구현하였으며, 주요 연구결과는 재난안전정보 공유 플랫폼에 연계하여 재난 단계별 전문가 추천 및 서비스에 활용될 계획이다.

This study aims to investigate research trends on disaster safety Information based on the language network analysis methods. To accomplish it, we collected 312 Korean thesis and scholarly articles on disaster safety information published between 2008 and 2017 from RISS (Research Information Sharing Service) site. With the collected data, this study performed the statistical analysis based on bibliographic data. Also, this study performed the analysis of frequency and language network on keyword extracted from titles on the collected scholarly articles and thesis. This study found out that researches recently on Bigdata related to disaster safety information have been rapidly increased. Also, the needs of sharing and utilizing disaster safety information have increased. Also the various types of disaster safety information such as spatial data, real-time information, geographic information has been used for the disaster response.

다양한 재난안전 유관기관으로부터 생산 및 관리되는 재난안전정보는 공유를 통해 재난관리업무를 보다 효율적이고 신속하게 수행할 수 있도록 도와준다. 그러나 재난안전정보 공유를 위해서는 우선 재난안전 분야에서 사용되는 용어의 표준화 및 체계화가 선행되어야 한다. 특히 다양한 분야에서 축척된 용어들을 모두 종합 검토하고 형상 관리하기 위해서는 별도의 구축도구가 필요하다. 본 논문에서는 재난안전정보 용어사전 구축도구를 통해 재난안전 분야의 용어를 입력하고 정제 및 검토하는 과정을 통하여 용어 표준화를 수행하고자 한다. 특히 본 논문에서 개발된 구축도구는 웹 기반 다중접속이 가능하도록 구현되었고, 하나의 표제어에 다양한 정의문이 할당되는 일대다 관계로 용어사전을 관리하고 있어 다양한 분야에서 혼재되어 있는 정의문들을 종합적으로 관리할 수 있다는 장점이 있다. 현재는 개발된 구축도구를 활용하여 재난안전정보 용어사전을 구축 중에 있으며, 차후 구축된 용어사전을 재난안전 분야 실무자 및 일반 이용자에게 제공하기 위한 활용도구 구축 연구가 추가적으로 진행될 계획이다.
