Purpose - This article aims to explore the characteristics of disaster risk distribution information in China. Also, this research attempts to analyze the findings of risk communication using case study in chronological order in terms of social amplification of risk. To achieve the purpose, the paper reviews the trends and issues of risk communication in China, with an emphasis on examining earthquakes by a chronological approach. In these regards, we hope that some relevant findings from this empirical study with cases will be able to enhance national risk communication and provide implications in Korea as well. Research design, data, and methodology - The conceptual framework of this study is theoretically based on the risk amplification model, which describes signals about risk transmitted and processed by individuals and social groups. The social amplification of risk also reflects the interactions of social groups about disaster-related risk issues, which are potential amplifiers or attenuators of communication signals. The key concept of social amplification implies that the risks pertaining to natural disasters interact with social, psychological, institutional, and cultural processes in ways that can affect public perceptions of risk. SMCRE Model is methodologically employed to examine risk communication history of China with the focus on natural disaster. Four earthquakes are selected to figure out the chronological characteristics of risk communication since 1970s. He bei Tang Shan earthquake is selected as an example disaster before 1990's, while the earthquake in Yun Nan Jiang is explored for the case study of 1990's. The earthquake in Si Chuan Wen Chuan is also examined as a example disaster of 2000's. The recent earthquake in Si Chuan Ya An Lu Shan is selected as a case of 2010s. Results - SMCRE model in this case study is operationally defined as a methodology and applied to the four earthquakes occurred in China. SMCRE model describes the exchange of risk information and is also applied to all forms of communication between stake holders. Each factor of risk communication includes source, message, channel, receiver and effect. It is notable that a big progress has been made on disaster risk communication in China for the past 40 years. We also found that highly developed information technology has enabled Chinese society to better cope with natural disaster, leading to enhanced disaster risk communication. It is mainly found from case study that the disaster risk communication of China has been involved with political situation, which derived from the change of government for the past 40 years. Conclusion - From this historical research, it can be inferred that the policies and politics of Chinese leaders have had a more critical role to play in the process of source of risk communication than those of any other countries. The results of this paper also support that the effective risk communication involves not only the improved reliability of local government as a key factor of disaster risk communication, but also is accompanied by international cooperation for substantial collaboration with stake holders.

Wind and flood damage caused by typhoons causes a lot of damage to the Korean Peninsula every year. In order to minimize damage, a preliminary analysis of damage estimation and evacuation routes is required for rapid decision-making. This study attempted to develop an analysis module that can provide necessary information according to the disaster stage. For use in the preparation stage, A function to check past typhoon routes and past damage information similar to typhoon routes heading north, a function to extract isolated dangerous areas, and a function to extract reservoir collapse areas were developed. For use in the early stages of response and recovery, a function to extract the expected flooding range considering the current flooding depth, a function to analyze expected damage information on population, buildings, farmland, and a function to provide evacuation information were included. In addition, an automated web map creation method was proposed to express the analysis results. The analysis function was developed and modularized based on Python open source, and the web display function was implemented based on JavaScript. The tools developed in this study are expected to be efficiently used for rapid decision-making in the early stages of monitoring against storm and flood damage.
Purpose: The purpose of this study is to evaluate the fire srpead risk of building exterior and roofing materials due to the firebrand of forest fire occurring in the urban areas. Method: In order to achieve this research purpose, by selecting building materials used for exterior and roofing materials of buildings, the time to ignition, total heat release, and heat release rate were investigated, and a forest fire firebrand system was established to the possibility of fire spread was confirmed. Result: As a result of the cone calorimeter test, the roofing material had a similar or faster ignition time due to radiant heat compared to the exterior material with the steel plate exposed to the outside, and showed a higher heat release rate and total heat release than the exterior material. Although it was affected by the flammable material, it was confirmed that it did not spread easily due to the limited amount of combustible material, and carbonization marks appeared inside. Conclusion: The cone calorimeter test method has been shown to be useful in understanding the combustion characteristics of building materials by radiant heat, but the fire spread due to a firebrand in a forest fire is directly affected by the flame due to the ignition of surrounding combustibles, so finding a direct correlation with the cone calorimeter method is difficult. It is judged that the roof material may be more vulnerable to the spread of fire due to the fire than the exterior material.
A total of 19 elevators for evacuation were installed in the Lotte World Tower and it is planned to operate the shuttle using the manual key from five refuge floors to the 1st floor in an emergency. In the event of a fire or other disaster, it is necessary to conduct intensive analysis to determine how much RSET reduction could be achieved using the evacuation elevator compared to the existing evacuation plans. When the optimal transportation sharing ratio by the evacuation elevators was 40% at the Lotte World Tower, the RSET of the evacuation scenario in parallel with the elevators in the entire building was calculated to be 1 hour and 2 minutes. The RSET of a conventional evacuation scenario (Walking along the stairs without using the elevators) was calculated to be 1 hour 29 minutes, therefore, the former evacuation scenario were found to have a shortening effect of approximately 27 minutes compared to the latter. On the other hand, to maintain this effect, each part of the evacuation route using the elevator must have the capability to protect the evacuee from any hazards caused by fires, such as smoke, flame, and radiant heat during the evacuation. Moreover, the evacuation route should be continuous from the residence position of the elevator user to the final evacuation site, and be recognized easily.

This study reviews the basics of earthquake preparedness from several archives and international cases of earthquake damage and restoration to establish an earthquake preparedness plan in Korean archives. The results of the study are as follows: first, to establish the direction of an earthquake preparedness plan, the study summarizes the basic characteristics of an earthquake and its damages, as well as applies the key elements of disaster preparedness planning after reviewing its basic principles. Second, the study analyzes four international cases that may have significant implications for the earthquake preparedness plan in Korea. Given this, four international cases present lessons and limitations such as the book dropping of a library in Japan, the collapse of archives in Germany, damaged archives because of a massive earthquake in New Zealand, and earthquake preparedness and recovery plans in cultural heritage sectors. Third, to apply the information from overseas cases to domestic, the study examines the lessons, the key elements of earthquake preparedness planning, and the public record standard for Korean archives through the mutual linking process, as well as issues that should be considered. The issues reviewed in this study could help Korean archives establish a realizable earthquake preparedness plan in the future.

Purpose: Since the implementation of the Chemical Substance Management Act, data on the number of occurrences by annual chemical accident in Korea and the contractor's contract data received from the competent authority were used. After the implementation of the contract reporting system, the contribution to the reduction of chemical accidents is summarized by statistical data. The characteristics of each region, month, type and those of similar industries and human life were compared and analyzed. Method: 4 years of chemical accident statistics from 2015 to 2018 and since 2003, we have used data from the Chemical Safety Clearing-House (CSC), which provides safety information on cases of chemical accidents. Results and Conclusion: The risk of accidents increases as a number of unskilled workers are put into the workplace during the period when the hazardous chemical handling process is temporarily suspended. Through the reporting for awarding a contract, the operators are strengthening the safety management of chemical accidents by educating unskilled workers and wearing personal protective equipment.
Purpose: The evaluation of seismic performance of critical structures has been emerging a key issue in Korea, since a magnitude 5.8 earthquake, the worst in Koran history, struck Gyeongju, southern area in Korea on september 12th, 2016. In particular, the catastrophic failure of nonstructural components such as sprinkler piping systems can cause significant economic loss or loss of life during and after an earthquake. The nonstructural components can be more fragile than structural components in seismic behavior. Method: This study presents the seismic performance evaluation of fire protection piping system, using coupled building-piping system installed with Triple Friction Pendulum Bearings (TPBs). Kobe (Japan), Kocaeli (Turkey), and GyeongJu (Korea) were selected to consider the uncertainty of ground motions in this study. Result: In the simulation results, it was observed that the reduction of maximum displacements of the piping system with the TPBs' system was significant: Kobe, Kocaeli, and Gyeongju cases were 49%, 14.4% and 21.5%, respectively. Conclusion: Therefore, using seismically isolated system in a building-piping system can be more effective to reduce the seismic risk than a normally installed building-piping systems without TPBs in strong earthquakes.
Purpose: The purpose of this study was to improve fire safety in Gosiwon, a residential space for the low-income class. Method: Problems appearing in the process of fire occurrence and damage were verified once again. In addition, we would like to suggest improvement measures through systematic discussions on blind spots. Results: As a result of examining the risk of cool fire, the causes of fire occurred in various ways. In addition, the possibility of radiant heat due to heat accumulation due to narrow rooms inside the Gosiwon was high. Also, it was found that the possibility of fire spread was high due to clothing and household goods. It was reconfirmed that the poor internal structure of a narrow indoor space had a significant effect on the spread of fire and the scale of damage as it tried to accommodate as many people as possible inside. Conclusion: It is necessary to complete the installation as soon as possible for Gosiwon where the simple sprinkler is not installed. For this, a stronger driving force from the government and local governments is needed. In addition, it will be necessary to discuss how to improve the spatial and structural fire vulnerabilities that appear due to the structural characteristics of the Gosiwon.
Purpose: For smooth performance of flood analysis due to heavy rain disasters at energy storage facilities in the Incheon area, field surveys, observational surveys, and pre-established reports and drawings were analyzed. Through the field survey, the characteristics of pipelines and rivers that have not been identified so far were investigated, and based on this, the input data of the SWMM model selected for inundation analysis was constructed. Method: In order to determine the critical duration through the probability flood analysis according to the calculation of the probability rainfall intensity by recurrence period and duration, it is necessary to calculate the probability rainfall intensity for an arbitrary duration by frequency, so the research results of the Ministry of Land, Transport and Maritime Affairs were utilized. Result: Based on this, the probability of rainfall by frequency and duration was extracted, the critical duration was determined through flood analysis, and the rainfall amount suggested in the disaster prevention performance target was applied to enable site safety review. Conclusion: The critical duration of the base was found to be a relatively short duration of 30 minutes due to the very gentle slope of the watershed. In general, if the critical duration is less than 30 minutes, even if flooding occurs, the scale of inundation is not large.

Purpose: This study attempted to verify the effectiveness of the application of air sterilizers in elementary schools at risk of group infection among vulnerable groups in order to address fears of new infectious diseases that have increased since the outbreak of Middle East Respiratory Syndrome (MERS) and Coronavirus infection-19 (COVID-19). Method: One air sterilizer was installed in each classroom, cafeteria, and bathroom of an elementary school in Seoul, and surface and air samples were collected at a distance of 2m from the air sterilizer, and the bacterial reduction effect was analyzed compared to the uninstalled control group. Result: The sterilization effect on the surface was less than 2log CFU/cm2 in both the control group and the test group, and the test group showed 54 to 87% less general bacterial colony formation than the control group. In addition, the sterilization effect in the air differed depending on the location of the air sterilizer, and the wall installation showed a reduction effect of up to 91% compared to the control group, and the central installation showed a reduction effect of up to 93%. Conclusion: As a result of the study, it is expected that the prevention of infectious diseases can be increased by maintaining the current quarantine program in elementary schools that conduct regular disinfection while applying air sterilizers. In addition, it is considered desirable to facilitate the inflow of air into the air sterilizer.
