A Study on the Optimal Safety Measurement Classification System by Correcting and Deriving Statistical Items for External Causes of Death (통계청 사망외인 통계항목군의 수정도출을 통한 최적의 안전측정 분류체계(안) 연구)

  • The KSA caused an error in deriving the statistical measurement items due to the misconfiguration of the safety variables and sub-modules that constitute the safety statistics framework for external causes of death, and pathogenesis, without considering the academic classification system of the field and area of the disaster/accident. By naming it as a mechanism, it was analyzed that the result of poor statistical validity has arrived. Therefore, in this study, by changing the safety parameters according to the WHO safety definition and setting the sub-modules appropriately, the categories of falls, drowning accidents, and accidents exposed to inanimate mechanical forces are classified as accidents at industrial sites and work in daily life. As a result, by systematically re-establishing the complex group of statistical items of the NSO by deriving the field of disasters/accidents according to the nature of the source of external causes of death and setting the relevant domains academically, statistical validity gets better and It is anticipated to play an important role in determining the direction of safe investment.

  • Natech risk is a type of complex disasters that natural hazards trigger technological disaster or industrial accidents. Research on Natech risk has been started from the mid-1990s in European countries and the Unites States, and drawn much more attention after the Fukushima nuclear accident caused by the 2011 East Japan earthquake. While early studies on Natech risk have focused on the causal natural hazards and possibility to occur, and the resulting spill of hazardous materials from the perspective of science and engineering, the recent research interests lie on effective Natech risk management. Especially, emphasizing the difference of Natech risk management from traditional disaster management, issues of uncertainty management, integration between natural disaster and technological disaster, and responsibility, has been drawn attention. In Korea, Natech risk has not been introduced as a research topic. Although some regulatory improvements have been made in nuclear safety and chemical Substance management after the Fukushima disaster, the potential impact of natural hazards in these areas has not been considered yet. It is necessary to raise the issues of Natech risk management in research and policy areas through active discussion and interdisciplinary approaches.

  • Purpose: The purpose of this study is to prepare an environment that can provide high-quality 119 rescue services by analyzing the causes of casualties at the water rescue and suggesting improvement plans to prevent them. Method: 5 major cases were analyzed among firefighters' casualty accidents during rescue activities related to the water over the past 10 years for case study. And the causes of the accidents were analyzed in terms of 4 values (Man, Machine, Media, Management) through the 4M analysis technique. Result: ① man: the main causes are lack of awareness of on-site safety, etc ② machine: the problem of the absence of the equipment itself, etc ③ media: the lack of information on the rescue site and the poor rescue environment conditions, ④ management : the main causes were the absence and inadequacy of the response manual for each rescue site, Conclusion: ① man: knowledge of SOP and reinforcement of education and training, etc. ② machine: there are measures such as the introduction of equipment suitable for the changing rescue site, ③media: providing sufficient information about the rescue activity environment and conducting regular road training, ④ management: policy suggestions such as establishment and dissemination of on-site safety management plans and manuals were derived.

  • 본 논문은 2008년 12월 5일 경기도 이천시 소재의 물류창고 화재사고에 대한 화재원인 및 화재확대요인을 검토하고, 재발방지를 위한 대책을 제시하였다. 본 화재원인 검토결과 용접작업 실화에 의한 화재로 벽체패널인 샌드위치패널과 문틀형 강을 접합하던 중 용접작업시 발생하는 불티 또는 고열에 의해 벽체패널 내부의 스티로폼 및 우레탄폼에 착화된 것으로 추정된다. 화재확대요인은 화재에 취약한 스티로폼 및 우레탄폼 재질의 샌드위치패널 사용과 소방설비의 인위적 기능해제로 판단된다. 이번 사고와 같은 재난을 예방하기 위해서는 급격한 연소확대 특성을 갖는 스티로폼 및 우레탄폼 재질의 샌드위치패널 사용금지, 소방설비의 기능해제에 대한 감시와 처벌강화와 안전관리체계 및 안전규칙 준수여부 관리 강화가 필요하다.

Analysis on the Characteristics of Hazardous Chemical Transport Vehicle Accidents in Korea (국내 유해화학물질 운송차량사고 특성분석)

  • Purpose: In this study, the characteristics of hazardous chemical transport vehicle accidents during the last six years from 2014 to 2019 was analyzed. This study is to prevent chemical transport accidents. Method: Using statistics from the Ministry of Environment, chemical transport vehicle accidents were classified into accident type, accident cause and vehicle type. Result: Of the total 506 cases chemical accidents, 105 cases were caused by transport vehicle. More than 20 percent of total accidents were reported. Most of the accidents were caused by spill·leak. The main causes of the accident were traffic accidents(49 cases) and management negligence(29 cases). This was more than 74% of all transport vehicle accidents. By vehicle type, 57 cases(54%) were most common in tank lorries, followed by trucks (39 cases, 37%) and trailers (9 cases, 9%). Conclusion: In order to prevent accident of transport vehicle, thorough inspection of the transport vehicle is required and safe operation of the driver. In addition, the government needs to expand real-time monitoring of transport vehicles and comprehensively manage different systems by the relevant ministries.

A Study on the Behavior of Safety Accidents in Theme Parks (테마파크에서의 안전사고 발생행태에 관한 연구)

  • Purpose: This study aims to investigate and analyze the status, form and the cause of accidents that occur in theme parks. Method: For the study, we investigated safety accidents of overseas theme parks that were reported to the media using newspaper search program. It also analyzed 710 safety accidents that were collected by the Korea Consumer Agency (KCA), Korea Association of Amusement Parks & Attraction (KAAPA) etc. Results: Overseas theme parks reported by the media have been occurred 40 to 60 times every year. According to the survey data alone, there are 87 safety accidents annually in domestic theme parks, and there are certain patterns in the types of accidents and injuries. Conclusion: This study intends to identify the types and causes of various safety accidents that occur in theme parks, and establish and implement effective safety accident prevention measures.

  • Purpose: Recently, the ground subsidence has caused social problem, because it occurred life and economic damage. Method: Ground subsidence is different from a sink hole. Ground subsidence occurred cavities from loss of by groundwater flow, surface layer is collapsed due to relaxation and expansion. Results: According to the survey, the caused of ground subsidence are classified as ground cavities, surrounding ground relaxation and pipe joint failure. Conclution: Cavities of ground is mainly caused by cavities formed by rainfall induced infiltration of the heavy rainfall, loss of soil due to rise and fall of ground water level and repeated sewage runoff.
