  • 지난 60년간 일본, 한국, 중국은 물론이고 아시아에서의 공정 산업은 크게 성장했다. 그 발전과정에서 다양한 사고들을 겪고 극복해내는 과정이 있었으며, 최근 한국의 화학물질관리법을 포함하여 안전 기술 및 안전 관리에 많은 진전 또한 있었다. 이 발표의 서두에서는 한국의 공정산업의 역사적 발전에 대해 뒤돌아보며 당면 과제들에 대한 논의를 전개하고자 한다. 장기적인 경제발전의 일환으로 중화학공업 육성을 표방하며, 초기 단계에 정부주도의 적극적인 산업 발전 계획을 수립해 산업의 성장을 주도하였으며, 1990년대에는 어려움을 극복하기 위해 시장 중심의 구조 조정이 도입되었다. 지난 30년 동안 한국사회에서는 가스 폭발, 건물 붕괴, 화물 및 여객선의 사고를 비롯한 치명적인 사고들이 있었다. 이러한 사고 후에는 필연적으로 안전 정책 및 법률에 중요한 발전이 있었는데, 가장 최근의 것은 2012년 유독 가스 배출 사고 이후 화학물질관리법(Chemical Control Act)을 시행한 것이다. 또한 앞으로 20년간 (2036 년까지) 다양한 구성요소의 수준을 정량화할 수 있는 지속 가능성 개념에 대한 강한 요구가 있음은 주지의 사실이다. 지속 가능성의 새로운 패러다임은 에너지, 경제 및 환경의 전통적인 구성 요소로 구성된다. 더불어 지속 가능성은 안전, 보안 및 세계화(globalization)를 다루어야 한다. 미래의 지속 가능성 개념은 이러한 6가지 구성 요소 모두를 하나의 기능으로 정량적으로 통합할 것이다. 특히 이 작업에 대한 강력한 리더십은 화학 공정 산업에서 절대적으로 부족한 현실이기에, 이러한 기능의 통합과 특화된 교육 및 훈련에 대해 한국의 사례와 해외에서의 글로벌 응용 프로그램에 대란 논의를 통해 본 발표는 향후의 발전방향과 비전에 대해 논의하고자 한다.

  • 최근 위험물질에 의한 폭발 및 테러의 위험성 증가로 인하여 사회간접자본 시설물인 댐/보, 원자력 발전소, 병원 구조물과 같은 주요 시설물의 폭발 안전성 평가 연구가 이슈화 되고 있어, 본 연구에서는 가스폭발에 의한 다기능 보 구조물의 거동을 평가하고 안전성을 분석 하고 자 한다. 본 연구에서 폭발 해석에 필요한 하중 조건 산정은 PHAST 프로그램을 사용하여 주변 온도 및 공기 특성 등을 고려한 약 5톤의 가스 폭발 조건을 구축 하였다. 또한 다기능 보 구조물의 거동 분석을 위해 구조물-지반 상호 작용을 고려한 2차원 유한 요소 모델을 구축하여 폭발에 의한 구조물 거동을 평가 하였다. 다기능 보 구조물의 수치해석 결과 보 구체와 Stilling Basin구조물 사이의 연결부에 응력집중 현상이 발생하는 것으로 평가 되었다.

  • The magnitude and frequency of international disaster recovery aids and supports by the United Nations and other donor countries to least developed countries are increasing due to the emerging risks such as super typhoons and consequently worsened impacts by those disasters. With emergency recovery aids, systems for disaster mitigation and preparedness are also needed to the countries hit by disasters. Through the KOICA programs, the Korean government is trying to establish an effective disaster support system for disaster-hit countries. This study reviews current post-disaster aid systems of various countries and international organizations and proposes improved disaster aid system for the Korean government. The improved system can be used in the assistance of effective and enlarged international recovery activities promoting Korean government's status in the international disaster management society.

A Study on The Safety Awareness of Technical High School Student in Chemistry Major (화학전공 특성화 고등학생의 안전의식에 관한 연구)

  • The purpose of this study was to elucidate the safety consciousness of high school students in chemistry-related departments in terms of disaster safety education, degree of safety education knowledge, and the relationship between safety consciousness and safety education knowledge. The subjects were 469 students attending technical high schools in Gyeonggi and Chungcheongnam-do. For the results, students responded that their level of safety consciousness (3.44) was better than that of others (2.85). In addition, safety regulations were considered in relation to others. Safety education at school was cited as necessary, but respondents were not interested in the education contents. Students had been receiving safety education at school, but they cited that the use of protective equipment in class was not performed well. Disaster awareness was positively (+) correlated, and safety and fire safety awareness were found to be significant. The results of this study can be used as basic data for safety education to improve disaster safety education. It is necessary to develop an education program to raise safety awareness and to develop an education manual. Based on this study, future studies should be conducted.

  • 전 세계적으로 기후변화로 인한 국지성 집중호우 및 태풍으로 인한 피해가 지속적으로 발생하고 있으며, 그에 따른 2차 피해인 산사태 및 토석류 피해 또한 증가하고 있는 추세이다. 최근 국내의 산사태 및 토석류에 대한 선행연구는 지속적으로 수행되고 있으나, 산사태 및 토석류 위험성이 높은 구간, 즉, 발생기작을 판단할 수 있도록 지표화 해놓은 것이며, 현재 피해예측지도 및 피해 하류부의 시설물을 고려한 연구는 미비한 실정이다. 따라서 본 연구에서는 강우-유출모형인 S-RAT모형 및 토석류 수치해석 프로그램 RAMMS 모형을 이용하여 산사태 및 토석류 피해를 극대화 시키는 인자인 토석유동심(H), 토석유속(V)을 이용하여 토석류피해예측지도를 작성하였으며, 피해 하류부의 시설물을 건물 유형별 시설물의 중요도로 구분하였다. 또한 작성된 피해예측지도 및 시설물 중요도를 중첩하여 위험성 지도를 제시하였다.

  • This research is to make clear the volunteer activity system through analysing activity of volunteers. Main suggestions are as below. In management system, integrated cooperating system, improvement of delivering system of relief goods and developing operating manual of volunteering management are discussed. In education system, specialized education for different disaster areas, field orientation education, and training managerial positions are suggested. In supporting system, improving NDMS(National Disaster Management System), computerized program for volunteer management, insurance for volunteers, issuing a confirmation of volunteering activity, securement of emergency communication system, budget for prevention and donation are also suggested.

The Effects of Life Changes on Post-Traumatic Stress Disorder after Disasters (재난 후 생활변화가 외상 후 스트레스 장애에 미치는 영향)

  • Background: This study investigated whether pre- and peri-disaster experiences influence on PostTraumatic Stress Disorder (PTSD) and whether post-disaster stress by life changes have impact on PTSD after controlling pre- and peri-disaster factors. Methods: Data came from a sample of 1,182 respondents who experienced natural disasters (flood and typhoon) in South Korea from 2012 to 2015. The SPSS Win 22.0 program was used for descriptive analysis, t-test, Chi-square test, Pearson's correlation and logistic regression analysis. Results: The results indicated that 24.3% of the disaster victims were in PTSD risk group. Compared with non-PTSD, PTSD risk group showed lower interpersonal trust and satisfaction, higher depression and anxiety, and lower subjective well-being. The results of hierarchical logistc regression revealed that all pre-, peri-, and post-disaster factors increased the probability of developing PTSD, except for relocation of residence. Moreover, a primary post-disaster predictor of PTSD was economic distress after controlling for pre- and peri-disaster. Conclusions: This study tested relative contributions of post-disaster factors on PTSD.

Usability of CPR Training System based on Extended Reality (확장현실 기반의 심폐소생술 교육 시스템의 사용성 평가)

  • Recently, the importance of CPR training for the layperson has been emphasized to improve the survival rate of out-of-hospital cardiac arrest patients. An accurate and realistic training strategy is required for the CPR training effect for laypersons. In this study, we develop an extended reality (XR) based CPR training system and evaluate its usability. The XR based CPR training system consisted of three applications. First, a 3D heart anatomy image registered to the manikin is transmitted to the smart glasses to guide the chest compression point. The second application provides visual and auditory information about the CPR process through smart glasses. At the same time, the smartwatch sends a vibration notification to guide the compression rate. The 'Add-on-kit' is a device that detects the depth and speed of chest compression via sensors installed on the manikin and sends immediate feedback to the smartphone. One hundred laypersons who participated in this study agreed that the XR based CPR training system has realism and effectiveness. XR based registration technology will contribute to improving the efficiency of CPR training by enhancing realism, immersion, and self-directed learning.

A Study on the Development of Facility Model for Safety Training Class in School (학교 내 안전체험교실의 시설모형 개발 연구)

  • The purpose of this study is to derive education programs for safety training class, create unit spaces and present components and methods of utilizing the spaces for the development of facilities models closely related to various policy, operation plan and facility construction projects promoted by related institutions such as the Ministry of Education, schools, architects and companies. This study is divided into five steps. First, we reviewed the literature related basic directions for safety education and facility plan, second, field survey included both field conditions such as spatial size and facility configuration and analysis of operating conditions like hours of operation and personnel. Base on literature review and field survey, it were used to analyze strengths and weaknesses of existing safety training classes, and five facility models was developed based on the Delphi method and expert participatory design. The result show that the facility models (drafts) of safety training class were developed as follows: (1)the facility model for traffic safety(pedestrian safety, vehicle safety, subway safety) (2)the facility model for first aid(emergency rescue, how to report) (3)the facility model for disaster safety(fire evacuation safety, life earthquake safety) (4)the facility model for elevator safety(elevator safety, escalator safety) (5)the facility model for drugs and violence safety (smoking drinking, sexual harassment safety, food safety) The safety training class can be composed by combining or separating each module according to affordable space size of each school.

A Study on the Effect of Improvement of Safety Management on the Promotion of Safety and Health of Workers in Construction Sites (건설현장의 안전관리 개선사항이 근로자의 안전보건 증진에 미치는 영향에 관한 연구)

  • Purpose: TThis study seeks to understand the provisions of the Industrial Safety and Health Act and the Construction Technology Promotion Act and to propose measures to prevent serious industrial accidents by seeking to promote safety and health of workers through improvement of safety management at construction sites. Method: A survey was conducted on construction sites with more than 50 permanent workers (5 billion won in construction amount). The analysis of the data was conducted using the JAMOVI statistics program and based on objective data. Result: Multiple regression analysis was conducted to verify the hypothesis of this study, and the results of the analysis. The participation of workers in safety and health activities has the highest impact on the promotion of safety and health of workers. Conclusion: In order to promote safety and health of workers at construction sites, compliance with safety and health rules of workers is required and improvements should be made to allow workers to participate in safety and health activities.
