인구의 고령화로 인한 노인여가복지시설에서 실질적인 생활거점과 복지시설로 역할이 변화하면서 경로당의 이용자가 증가하는 추세이다. 그러나, 다중의 고령층이 장시간 이용하는 시설임에도 불구하고 경로당에서 발생하고 있는 재난 및 안전사고에 관한 기초적인 정보 수집이 전무한 상황이다. 이에, 본 연구는 노인여가복지시설 중 경로당을 중심으로 현장을 직접 방문하여 관련자 인터뷰와 통계자료를 분석하여 재난 및 안전사고 실태를 조사하고자 한다. 또한, 현재 경로당에서 운영하는 프로그램을 조사하고, 노인의 건강하고 안전한 여가생활에 도움을 줄 수 있는 프로그램이 될 수 있도록 활성화 방안을 도출하고자 한다. 본 연구결과가 신(新) 노년 세대를 위한 노인여가복지정책 연구에 기초자료로 활용되길 기대해본다.

Purpose: Natural Disaster has well formed framework more than social disaster, because natural disaster is controlled by one department, such as MOIS, but social disaster is distributed. This study is on the design of the integrated service platform for the social diaster data. and then, apply to the local governments. Method: Firstly, we design DB templates for the incident cases considering the incident investigation reports. For the risk management, life-damage oriented social disaster risk assessment is defined. In case of the real-time incident data from NDMS, AI system provides the prediction information in the life damage and the cause of the incident. Result: We design the structured and unstructured incident data management system, and design the integrated social disaster and safety incident management system. Conclusion: The integrated social disaster and safety incident management system may be used in the local governments

Due to urbanization and industrialization, urban and rural areas show differences in various characteristics such as population structure, economic level and infrastructure, but disaster safety measures do not reflect these characteristics. In this study, the theoretical review on the disaster environments of urban and rural areas was carried out, and the survey of consciousness on disaster and safety(unstructured elements, structured elements, personel elements, environmental elements) targeting the idents was carried out in order to investigate the consciousness of residents in urban and rural areas for disaster safety. Also based on the survey result, the matters to be reflected when establishing a regional disaster management plan in future were drawn.

Purpose: The purpose of this study is to create the deveopment plan for promotion of advanced disaster-safety awareness, which is noted as a major factor in the large disaster. Method: This study is to conduct theoretical review with regard to disaster management and safety awareness. Consciousness surveys on safety awareness and previous disaster case was analyzed to derive the cause of the disaster, and the development plan for promotion of advanced disaster-safety awareness was suggested. Result: In the survey on the public's sense of safety on the disaster management evaluation, 'Response' stage was well performed, but the 'Recovery' stage was not. Especially, it was found that disaster safety education at the 'Prevention' stage was very lacking. In the survey on the public's safety awareness, the awareness level of the evacuation facility was very low, information on infectious diseases and collapse accident was insufficient. Especially, it has been found that the awareness on safety regulation in daily life is very insufficient. Through the case study on previous disaster(COVID-19, Fire in Miryang Sejong Hospital, Forest fire in the east coas at 2004'), it was derived that the lack of safety awareness(such as safety insensitivity) was the main factor of the expansion of the damage scale. Conclusion: The development plan for promotion of advanced disaster-safety awareness are as follow. First, it is necessary to spread the safety culture movement through the expansion of safety education and safety promotion. Second, disaster confrontation training for the public should be implemented to improve the effectiveness of disaster response. Finally, it is necessary to change the individual awareness on safety. When these factors are implemented systematically, advanced disaster-safety awareness can be promoted. Ultimately, disaster accidents in our society can be reduced.

본 연구는 코로나19 대응을 위한 업무연속성계획의 가동 경험을 분석하여 체계를 개선한 내용을 다루고 있다. 코로나19는 전 세계적으로 팬데믹을 일으킨 대유행병으로, 감염병 확산으로 인한 위기 상황에서 업무연속성을 확보하는 것이 중요하다. 전력에너지 공기업은 위기대응 체계를 구축하고 필수 대응 사례를 분석하여 업무연속성을 유지하는 방안을 모색하였다. 이를 위해 근무환경 분리, 핵심인력 확보, 비상대응 업무계획 수립 등 다양한 대책을 시행하였다. 코로나19 상황에서 전력에너지 공급업무의 연속성 확보를 위한 이러한 대책들은 효과적으로 시행되었고, 감염병 재난관리에 대한 매뉴얼로 활용하고 있다.

Why can't we be free from diverse crises threatening our lives in a high-tech future society? Disasters interrupt habitual and institutionalized patterns of behavior and bring about a kind of social shock to make people follow social and individual changes. An interesting fact revealed in the study finding is that the role of disaster management control tower was proper during the Great Flood ofthe Eulchuk Year(1925) and the unified disaster management system facilitated smooth cooperation with relevant authorities. Also, motivating disaster management organizations positively influenced organizational commitment. This implies that if we constantly ask to improve current institutions by introspecting and learning, based on historical records, we may be able to find insights for a safe society of the future.

재난안전은 아무리 강조해도 지나치지 않고 재난 발생은 그 끝이 없습니다. 그래서 항상 재난에 대비하고 관련 규칙을 철저히 준수해야 합니다. 설마 하는 방심이 누적되어 불시에 대형 참사가 발생하며 이러한 재난이 발생하고 난 후에 책임공방과 과실을 따져봐야 이미 발생한 재난의 시련은 이미 돌이킬 수 없습니다. 그동안 발생한 대형 참사를 통하여 배운 교훈은 일사불란한 통합지휘체계에 의한 재난 관리 및 재난 대응 시스템이 절실히 필요하다는 사실입니다. 그러나 아직까지도 한반도의 산간오지 및 도서 지역을 커버하는 음성 그룹통신 기반의 재난안전통신망이 제대로 구축되어 있지 않으며, 이러한 상황에서 정부는 음성과 영상 그룹통신이 가능한 멀티미디어 방식의 PSLTE 구축을 3년 내에 전국을 커버하는 재난안전통신망으로 구축할 계획을 발표하였지만 이에 대한 기술표준과 상용화 장비 등이 구현되어 있지 않아 3년 내 전국망 구축이 쉽지 않다는 전망이 나오고 있습니다. 객관적 입장에서 PS-LTE 재난망의 개념, 표준화 방향과 추진 일정, 재난안전통신망의 문제점, 시장선점을 위한 원천기술, 국내시장 활성화 방안 그리고 기타 재난 경보방송 서비스에 대하여 살펴보겠습니다. 이번만큼은 어떠한 재난이 발생하더라도 신속하고 정확하게 그리고 일사불란하게 국가재난에 대응하는 현존 최고의 재난안전통신망 구축이 완벽하게 이루어지기를 간절히 바랍니다.

본 논문에서는 재난유형별 재난 대응시 재난관리자원 동원과 관련하여 발생한 문제점에 대하여 분석하였다. 재난 발생시 재난확산방지를 위하여 신속한 대응이 중요하나, 재난대응에 대한 문제점 분석이 미흡한 실정이다. 재난대응에 대한 분석을 위하여, 최근 20년(1996~2015년)동안 중앙재난안전대책본부 및 지역재난안전 대책본부가 운영된 사회재난 사례를 수집 분석하였다. 재난사례 중 자원동원관련 정보 확인이 가능한 사회재난에 대하여 재난유형을 분석하고, 발생빈도가 높은 재난유형에 대하여 재난 대응시 자원동원과 관련한 문제점을 분석하였다. 재난유형 분석결과, 화재사고가 34건으로 가장 많이 발생하였으며, 폭발사고가 14건, 교통사고가 10건으로 발생하였다. 재난유형 중 발생 건수가 많았던 화재, 폭발, 교통사고의 재난 대응시 자원과 관련하여 문제점을 분석한 결과, 전체적으로 초기대응 미흡으로 인한 자원동원 소요시간 증가문제가 가장 많이 발생하였으며, 그 다음으로 보유자원 부족으로 인한 문제가 많이 발생하였다.

건설 안전관리는 건설업을 행하는 과정에서 발생하는 사고 나 재해의 발생 원인과 예방을 위한 관리 대책을 수립하여 인명과 재산을 보호하기 위한 모든 활동을 말한다건설현장의 안전사고는 근로자에게는 육체적 8정신적 고통과 노동력의 상실에 따른 경제적 부담이 발생하며 기업 입장에서는 생산력의 저하와 비용의 증가=국가로서도 사회 경제적 손실이 발생함으로 효율적이고 실질적인 안전관리 대책이 반드시 필요하다건설공사가 대형화=복잡화=고층화 및 대규모 지하 굴착과 같은 고난도의 작업이 많아짐에 따라 작업 환경의 특수성과 작업 환경상 높은 위험을 갖게 되었다.
