Integrated disaster management system in Korea is recently concerned due to incompletion and inadequacy in establishment of the system. In this regards, this study aims to examine improvement of the domestic integrated disaster management system considering sustainability and resilience concept, which are recently considered in disaster and safety management. To do this, the authors examined the integrated disaster management system with representative principles to enhance sustainability and resilience in community based on diversity and redundancy, connectivity, slow variable, systematic approach, learning and feedback, and active participation. It is believed that the improvements and recommendations proposed by sustainability and resilience principles in this study can contribute to establishment of strategies, policies, and R&D for enhancing domestic integrated disaster management and sustainability and resilience in community.

최근 불안정한 기후로 대규모 재해재난이 자주 발생하고 있으며, 인적·물적피해도 크게 늘어나고 있다. 단적인 예로 경북 포항 지하주차장 침수 피해 및 포항제철소 고로 3기 가동 중단은 기록적인 폭우와 만조와 겹친 냉천의 범람이 주요 원인으로 지목되고 있다. 하지만 사전에 충분한 예방, 대비를 했더라면 인적·물적 피해를 최소화 할 수 있었을 것이다. 재난 및 안전관리기본법에서는 국가와 지방자치단체가 재난이나 그 밖의 각종 사고로부터 국민의 생명·신체 및 재산을 보호할 책무를 지고, 각종 사고를 예방하고 줄이기 위하여 노력하도록 하고 있다. 또한 재해경감을 위해 예방, 대비, 대응, 복구에 대한 의무를 부과하고 있다. 따라서 이번 경북 포항 침수피해의 문제점을 살펴보고 재난 및 안전관리기본법에서 규정하고 있는 예방, 대비, 대응, 복구 차원에서 피해 최소화를 위한 재난 대응방안을 모색하고 개선하는데 있다.

사회와 산업이 발전함에 따라 국가적 재난재해는 다양성과 복잡성이 날로 증가하고 있고 그 피해규모 또한 대규모화되고 있는 추세이다. 최근 공공안전에 대한 국민들의 기대수준이 높아짐에 따라 고도화된 국가공공 재난안전무선통신 인프라의 필요성이 국내외적으로 대두되고 있으며 국가의 주도적인 역할이 요구되고 있는 상황이다. 본 고에서는 국내외 재난안전무선통신망의 구축 현황을 살펴보고, 우리나라의 차세대 재난안전무선통신망의 주요 요구기능과 그 요구기능에 적합할 것으로 예상되는 재난안전무선통신을 위한 후보 기술들을 알아보고자 한다.

본 논문에서는 최근 경주에서 발생한 지진으로 인해 많은 사람들이 재난안전체험관에 대한 관심이 증가 하고 있고 그에 따라 새로운 안전체험관의 숫자가 증가 하고 있지만 현재 안전체험관의 운영의 문제와 접근성의 문제, 그 지역의 인구에 비해 재난안전체험관이 부족하다. 그래서 시민들의 상황에 맞춘 운영과 입지선정에 있어 시민들의 접근성 고려, 그 지역에 거주하고 있는 인구수를 고려해서 더 많은 재난안전체험관을 더 신설해야한다.

In this paper, we study of the disaster safety management system and find recognition comprehensions and the problem points which are basic in our system. We dedicate this research on improvement analysis and main discussion issues of the system that based on diagnostics in developed countries' system. By taking some essential points of advanced like systems, we construct our own system. Beside that it is proposed to solve problems and find improvement issues by comparing with advanced systems.

본 연구에서는 도시지역과 농촌지역의 재난안전에 대한 인식을 알아보기 위해 도시와 농촌지역의 재난안전에 관한 현황을 조사하였으며 도시지역에 비해 농촌지역의 재난안전에 관한 의식조사를 실시하였다. 이를 바탕으로 도시지역과 농촌지역의 재난안전도 특성과 개선방안을 검토하였다.

The purpose of this study was to empirically verify the correlation between the characteristics of safety officers and managers handling disaster and safety management, competence, and performance among disaster and safety work-level officers in medium-sized companies in South Korea. For this study, the researcher surveyed 509 disaster and safety management officers of various companies and analyzed the resultant data. The results of the analysis showed that, first, the characteristics of the safety officers handling the disaster and safety management systems had a significantly positive impact on performance. Second, the characteristics of the safety officers handling the disaster management systems had a significantly positive impact on competence. Third, the disaster and safety management competence of the safety officers had a significantly positive impact on performance. Fourth, in the relationship between the characteristics of the safety officers handling the disaster and safety management systems of businesses and their performance, the competence of the safety officers had a mediating effect.

Disaster Safety Management Information standardization and harmonization simplifies the process of disaster management (prevention, preparedness, response and recovery) to increase the efficiency of disaster management, it is necessary to minimize the people's life and property damage. Disaster safety standardization is to standardize disaster safety information in the past to respond to an uncertain future and systematically manage disaster safety accordingly. This study developed a standard code system to utilize disaster safety information such as earthquake, fire, and fine dust, which are of social interest among various and complex environmental disasters. It aims to support practitioners to conduct efficient disaster tasks in the event of a disaster.

용인시민안전체험관은 코로나19로 인한 대면교육 중단과 이에 따른 안전교육 공백을 최소화 하고자 다양한 비대면 소방안전교육을 진행해왔다. 신종 감염병이 나날이 늘어가는 현대사회에서 각종재난 발생 위험에 따른 대처능력 향상을 위한 수요가 증가됨에 따라 안전교육 역시 알맞은 방안을 구상하여 효과적인 학습기회를 제공할 수 있도록 지속적인 연구가 필요하다.
