Seismic Retrofit Scheme of FRP Column Jacketing System for Non-Seismic RC Building Frame (비내진 철근콘크리트 건축물의 FRP 재킷에 대한 내진보강 설계 전략)

  • Existing reinforced concrete buildings with seismically deficient details have premature failure under earthquake loads. The fiber-reinforced polymer column jacket enhances the lateral resisting capacities with additional confining pressures. This paper aims to quantify the retrofit effect varying the confinement and stiffness-related parameters under three earthquake scenarios and establish the retrofit strategy. The retrofit effects were estimated by comparing energy demands between non-retrofitted and retrofitted conditions. The retrofit design parameters are determined considering seismic hazard levels to maximize the retrofit effects. The critical parameters of the retrofit system were determined by the confinement-related parameters at moderate and high seismic levels and the stiffness-related parameters at low seismic levels.

Measures to Increase Evacuation Safety through Performance-Based Design of Escape Room Cafes (방탈출카페의 성능위주설계에 의한 피난안전성 확대 방안)

  • The purpose of this study is to propose measures to increase evacuation safety by calculating the habitable time using a fire and evacuation simulation program for the Room-escape cafe currently in operation, and comparing and analyzing it with the evacuation required time. Assuming a fire due to overheating of electric heaters in use in front of the warehouse, the habitable time was calculated through fire simulation, and the occupant's evacuation time calculated through evacuation simulation according installation of safety facilities, etc. was compared and analyzed with the habitable time. In the case of escape room cafes with safety facilities installed, evacuation safety was satisfied, but in escape room cafes without safety facilities, the evacuation safety was not secure. As a result of analyzing evacuation safety for each scenario based on the ASET analyzed in the fire simulation, it was found that in scenario 1, evacuation safety was secured and everyone successfully evacuated, while in scenario 2, no one succeeded in evacuation. These results can be said to confirm that the installation of safety facilities is very important in business establishments such as escape room cafes, which become enclosed structures when games are started.

A Study on the Methods of Initial Response Wooden Cultural Asset Architecture by Fire (목조 문화재 건축물의 화재로 인한 초기 대응 능력에 관한 조사 연구)

  • Title of management of cultural asset architectures made of wood managed by nation or local government is separated and there is a high concern about the disappearance of many national cultural asset architectures by fire. This study investigated the effectiveness of major installed appliances in terms of disaster prevention, and problems by early suppression in the event of fire and by mobilization of fire engines in depth. Also, this study derived problems by conducting an in-depth individual interview on interested parties for installation of fire extinguishing system by related law and to improve system to make realistic maintenance. As a result, it was identified that they have reached the positive aspects of protecting cultural asset architectures from disaster as fire by maintaining and managing facilities by establishing proper disaster prevention measures because they are surrounded by mountain or buildings are contiguous. Wooden cultural asset architectures are often excluded from regulation for installation of fire-fighting facilities under the Fire Services Act because most of wooden cultural assets are detached buildings, occupy small area, and are one-storied architecture. The best method is having extinguishing ability themselves according to the manual by making fire manual as management policy before the outbreak of fire. This study intends to suggest a follow-up study for practical considerations to establish or designate a professional management agency for them to protect important national cultural heritage buildings at the state level before they are destroyed by fire.

A Study on Changes in the Characteristics of Typhoons around the Korean Peninsula for Coastal Disaster Prevention (해안 방재를 위한 한반도의 태풍 특성 변화 연구)

  • It has been more than 30 years since the term climate change began to become popular, but recently, rapid accelerated phenomena are appearing in the form of extreme weather all over the world. It is showing a distinctly different phenomenon from previous years, with heavy rain falling in the Death Valley desert in the U.S., and temperatures rising more than 40 degrees in Europe. In the Korean Peninsula, super typhoons with very strong wind speeds have become a major disaster risk for many years, and the supply of more energy due to the rise in sea temperature increases the possibility of super typhoons, requiring a proactive response. Unlike the method using numerical analysis, this study analyzed past typhoon data to study changes in typhoon characteristics for coastal disaster prevention. Existing studies have targeted all typhoons that have occurred, but in this study, a specific area was set up in the southern ocean of the Korean Peninsula and then a study was conducted. The subjects of the study were typhoons that occurred over the past 40 years from 1980 to the present, and it was confirmed that the maximum wind speed of typhoons affecting the Korean Peninsula increased slightly. The wind speed of typhoons in the specific area is about 80% of the maximum wind speed in their lifetime, and a correlation with ENSO could not be confirmed.

A Simulation of a Small Mountainous Chachment in Gyeoungbuk Using the RAMMS Model (RAMMS 모형을 이용한 경북 소규모 산지 유역의 토석류 모의)

  • In Korea, mountainous areas cover 60% of the land, leading to increased factors such as concentrated heavy rainfall and typhoons, which can result in debris flow and landslide. Despite the high risk of disasters like landslides and debris flow, there has been a tendency in most regions to focus more on post-damage recovery rather than preventing damage. Therefore, in this study, precise topographic data was constructed by conducting on-site surveys and drone measurements in areas where debris flow actually occurred, to analyze the risk zones for such events. The numerical analysis program RAMMS model was utilized to perform debris flow analysis on the areas prone to debris flow, and the actual distribution of debris flow was compared and analyzed to evaluate the applicability of the model. As a result, the debris flow generation area calculated by the RAMMS model was found to be 18% larger than the actual area, and the travel distance was estimated to be 10% smaller. However, the simulated shape of debris flow generation and the path of movement calculated by the model closely resembled the actual data. In the future, we aim to conduct additional research, including model verification suitable for domestic conditions and the selection of areas for damage prediction through debris flow analysis in unmeasured watersheds.

Development on Prediction Algorithm of Sediment Discharge by Debris Flow for Decision of Location and Scale of the Check Dam (사방댐 위치 및 규모 결정을 위한 토석류 토사유출량 예측 알고리즘 개발)

  • Purpose: This study aims to develop an algorithm for predicting sediment discharge by debris flow, and develop GIS-based decision support system for optimal arrangement of check dam. Method: The average stream width and flow length were used to predict the cumulative sediment discharge by debris flow. At this time, the amount of slope failure on source area and average flow length were utilized as input factors. Result: The predicted sediment discharge calculated through the algorithm was 1.1 times different on average compared to the actual sediment discharge by debris flow. In addition, the program is an objective indicator that selects the location and size of the check dam, and it can help practitioners make rational decisions. Conclusion: The soil erosion control works are being implemented every year. Therefore, it is expected that the GIS-based decision support system for location and size of the check dam will contribute to the prevention of sediment-related disasters.

Estimation and Comparison of Benefits of Disaster Prevention Facilities at the Masan Port with CVM and MD-FDA (조건부가치추정법과 다차원홍수피해산정법을 이용한 마산항 재해방지시설의 편익산정 비교)

  • This study set out to estimate and compare benefits of damage in case of storm surge at the Masan Port by using two of the most representative methodologies used to estimate benefits in port disaster prevention facility construction, namely CVM(contingent valuation method), which estimates the values of non-market goods, and MD-FDA(multi-dimensional flood damage analysis), which had usually been implemented in flood or dam projects. The benefit estimation for 30 years of costs was 2.5689 trillion won for CVM and 2.9596 trillion won for MD-FDA, which indicates that there was no big difference in benefits among disaster prevention facilities. However, in-depth testing should follow to figure out whether MD-FDA can replace CVM, which has been tested with non-market goods, when estimating the benefits of disaster prevention facilities based on those findings.

  • This paper takes precautions proposals against prospective disasters from the space weather maximum in 2013. The space weather maximum could wreak havoc in this world. A geomagnetic space storm sparked by a solar eruption like the one that flared toward earth is bound to strike again and could wreak havoc across the modern world. Despite of the fact that not only researches by colleges and institutions current researches have been focusing on warning systems of space communication and the earth network systems, but also management and control systems are not situated for the space weather blasters. The purpose of the study is that the damage reduces methods implementation on the ultimate space weather communication systems by above lists proposed type analysis. In result, the implementation of the communication disaster management systems deals with the smart IT converged GIS analysis on the flare, solar proton event, geomagnetic storm to the effects of the geomagneticsphere, ionosphere and troposphere from solar maximum. This research can provide affective methods for the saving lives and property protections that implementation of the disaster prediction and disaster prevention systems adapts smart IT systems and converged high tech information systems using decision making support systems of the GIS methodology.

  • In recent years, earthquakes and volcanic activity have been occurring actively in Japan, China, and Southeast Asia in the central Pacific Rim, and the cycle interval is shortening. In addition, there is Baekdu mountain, which is a large active volcano in Korea. On the other hand, the legal system and guidelines related to volcanic ash are very limited to counteract volcanic disasters. The volcano manual does not present specific countermeasures against volcanic disasters. The preparation of systematic disaster prevention measures against an eruption of Mt. Baekdu and the volcanic activity in Japan and China, which are occurring continuously, is necessary. Therefore, this study suggests an improvement to the relevant laws and regulations against volcanic disasters to analyze the aviation safety manual and relevant legal system. The problems with the current legal system are improved by modifying the legal system related to the air traffic sector when volcanic disaster occurs, and it is expected that more efficient manuals and guidelines will form the basis for the smooth operation of the manual at a disaster site.

Development of Depth-Damage Function by Investigating Flooded Area with Focusing on Building Damage (피해설문조사 기반의 도시지역의 침수심별 피해 추정함수 개발 -건물피해를 중심으로-)

  • In this study, we developed a depth-damage function based on flood damage survey with focusing on building damage in urban area. We designed items for the questionnaire survey to develop a depth-damage function which estimates the amount of damage based on inundation depth targeting Dongducheon, Korea, which has experienced severe inundation damage due to significant flooding in July 2011. Based on the survey of the area, we developed a depth-damage function and used this to estimate the real amount of damage on buildings in the inundation area. To assess the damage on buildings, we categorized buildings into two groups; namely residential buildings and commercial buildings. Also, in order to calculate the real amount of damage caused by flooding, properties and detailed damaged items were sub-divided into two groups for the survey; facilities loss (wall paper, floor paper, painting, electrical facilities, and boilers) and furnishing loss (furniture, electronic products, and daily necessities. We expect this study on the process for developing depth-damage function and on the investigation research for flooded area to help in the efficient implementation of all kinds of disaster management policies and the attainment of a society safe from disaster.
