  • The current reconstrution project has caused many conflicts due to the problems contretely expressed by the following matters. The results of the analytic hierarchy process showed that the stage of promotion the project shoud most be taken into consideration to resolve the cinflict, the prior task of the successful reconstrution project. In this sense as the stage of project planning. it was analyzed as the most important item of coarse classification.

Urban Redevelopment, Displacement and Anti-Gentrification Movements (재개발, 이주, 젠트리피케이션 반대운동)

  • The displacement of business tenants is of growing concern in urban redevelopment. This research focuses on why business tenants have not collectively taken action against urban redevelopment and explores how their rights can be improved. It met the research aim through a case study on one urban redevelopment area in Yongsan. Although urban redevelopment plans create many problems for business tenants, there is no effective mechanism in place to enable them to get involved in the decision-making procedures of urban planning. They are collectively and individually powerless in urban politics, so they do not have enough opportunities to change the Korean urban redevelopment system. The findings from this research suggest that many tenants have been apathetic to anti-gentrification movements due to their powerlessness in the urban redevelopment domain. In order to overcome structural injustice, it is important to improve business tenants' awareness of 'the right to the city' and enforce strong legislation to safeguard tenants.

  • The present urban redevelopment has caused many problems. The truth is that the improvement of residential environment in this country has resulted in high-rise apartment buildings of the same form, without regard for vestiges of previous residents and regional characteristics. If redevelopment should be continued in a proper way to improve the right to adequate housing, a new form of urban design will be required, solving existing problems. For this, the cultural and ecological elements of the redevelopment site to be conserved and developed should be found and designed. Consequently, this study focuses on the cases of domestic and overseas urban design that cultural and ecological elements have been applied to redevelopment, and suggests Hwamyeong-dong, a deteriorated area in Busan, to design from a cultural and ecological point of view.

A Modeling Study of Lake Thermal Dynamics and Turbid Current for an Impact Prediction of Dam Reconstruction (댐 재개발이 호수 수온 및 탁수 거동 변화에 미치는 영향 예측을 위한 모델 연구)

  • This paper presents a modeling study of thermal dynamics and turbid current in the Obong Lake, Kangreung. The lake formed by the artificial dam in 1983 for agricultural water supply, is currently under consideration of reconstruction in order to expand the volume of reservoir for water supply and flood control in downstream area. The US Army Corps of Engineers' CE-QUAL-W2, a two-dimensional laterally averaged hydrodynamic and water quality model, was applied to the lake after reconstruction as well as the present lake. The model calibration and verification were conducted against surface water levels and temperature of the lake measured during the years of 2001 and 2003. The model results showed a good agreement with fold measurements both in calibration and verification. Utilizing the validated model, an impact of dam reconstruction on vertical temperature and hydrodynamics were predicted. The model results showed that steep temperature gradient between epilimnion and hypolimnion would be formed during summer, along with extension of cold deep water after reconstruction. During winter and spring seasons, however, the vertical temperature profiles was predicted to be quite similar both before and after reconstruction. This results indicated that thermal stratification would become stronger during summer and stay longer after dam reconstruction. From the examination of predicted water movements, it was noticed that the upstream turbid current would infiltrate into the interface between metalimnion and hypolimnion and then suspended solids would slowly settle down to the bottom before reconstruction. After reconstruction, however, it was shown that the upstream turbid current would stay longer in metalimnion with similar density due to strong stratification. The model also predicted that dam reconstruction would make suspended solids near the dam location significantly decrease.

  • 세입자 주거이전 보상을 강화한 '공익사업을 위한 토지 등의 취득 및 보상에 관한 법률' 시행규칙 개정이 시행되면서 재개발사업은 사실상 불가능해졌다는 지적이 나오고 있다. 재개발 구역마다 평균 24억 원씩 이전비 부담 증가로 앞으로 전개 될 뉴타운사업은 어느 정도 타격을 입을 듯. 이에 따른 문제점과 개선방안을 알아본다.

  • 이르면 내년부터 지방자치단체가 직접 재개발.재건축 정비계획을 수립하고 비리로 처벌받는 건설업체는 재건축.재개발 사업 입찰자격이 제한된다. 그 대신 조합원들의 자금 부담을 덜어주기 위해 사업초기 단계에 도시.주거환경정비기금이 지원되고 재정비촉진지구에서는 시공사를 복수로 추천하는 경쟁방식이 도입된다. 정부가 올 가을 정기국회에 제출할 도시 및 주거환경정비법, 재정비촉진특별법의 개정 방향을 알아본다.

  • 국민소득증대에 따른 사회 경제적 환경변화로 인해 과거의 댐 건설당시의 물 수요 예측에 고려되지 않았던 하천유지용수 등과 같은 새로운 물 수요가 대두되고 있다. 또한 도시의 수변공간 상실에 따른 물순환기구의 변화, 지하수위의 변동 등 도시의 자연생태적 측면에서 환경용수에 대한 수요가 증가하고 있다. 최근 높아가는 물에 대한 수요를 충족하기 위해 새로운 수자원이 필요한 실정이나 신규 댐 건설로 인한 신규 수자원확보가 어려운 상황에서 농업용 댐의 재개발을 통한 수자원 확보 가능성은 높다고 할 수 있다. 특히 감소하는 농업용수 수요를 환경용수 및 생공용수로 대체할 수 있으며, 농업용댐을 재개발함으로써 농업용수만이 아닌 새로운 용도로 전환함으로써 새로운 수자원의 확보를 가능하게 할 수 있다. 농업용 댐의 재개발을 통한 수자원 확보는 그 가능성이 충분하다고 할 수 있다.
