장기 수자원계획시 댐군의 연계운영을 위한 물수지분석 모형으로 HEC-5 모형과 K-ModSim 모형을 선정하고, 이에 대한 댐군의 연계운영 효과를 비교 평가를 수행하였다. K-ModSim 모형은 범용 우선순위 목적 선형최적화 모형으로, 조절점 및 저수지조작에 대한 우선순위를 지정할 수 있는 반면, HEC-5 모형은 목적별 저수지 조작의 우선순위가 지정되며, 등가저수지 개념을 사용하여 방류 우선순위를 결정하도록 되어있다. 이와 같은 연계운영 방식의 차이는 적정한 시기에 조절점에서의 물부족이 발생하는지 여부를 결정짓는 매우 중요한 요소이다. 따라서 본 연구에서는 가뭄발생 상황에 대한 각 모형의 연계운영효과를 비교 분석함으로써 급속히 변화하고 있는 수자원 이용환경에서 보다 합리적인 댐군의 연계운영 방안을 제시하고자 한다.

With the rapid aging of the nation's population and the increasing number of elderly people with difficulties in daily life, the elderly care system was implemented for social solidarity. Structural problems in the long-term care system that emerged after the introduction of the system are demanded, and the problem of functional readjustment between nursing hospitals and facilities is raised due to the lack of continuity of care for the elderly by institutional and salary types. In this study, we set up research problems related to personnel, staff, and services to address the problem and conducted FGI. Research has shown that the number of elderly and recognized people in the region, the number of elderly and elderly patients, needs to be reflected in long-term care demand, the direction of appropriate institutional and manpower supply policies, and the establishment of local government goals and plans to strengthen the long-care institutions. It was revealed that non-medical accident arbitration bodies are needed to apply the cost of food insurance, provide programs through links with relevant institutions, and manage the admission smoothly.

A great number of institutions around the world have been building digital repositories to communicate scholarly information. Meanwhile, digital repositories have been struggling with how to preserve increased volume of digital contents for the long term and how to build a sustainable information environment. The HathiTrust partnership was established to meet the need of a sustainable collaborative model of digital repositories in research libraries, mainly in North America, and has been expanded globally by signing with other libraries around the world. This paper is dealt with the establishment, operation and policy, construction status, and user service of the HathiTrust. The results presented in this paper include the benefits and potential opportunities of the HathiTrust as a participating member. Partnership in HathiTrust would allow each member institution to provide more cost-effective operations, shared management and long-term preservation of digital content, ease of copyright management, and increased accessibility. In the future it is expected to provide a shared storage of printed materials and to facilitate a big data research center.

In this study, structural strain responses of the jacket-type Uldolmok tidal current power plant structure under severe tidal environments were measured and analyzed using long-term measurement system during construction and also operation. It was observed that there were significant changes in strain responses at the steps of jacket lifting, block loading, pile ejection and insertion. Strains due to dead loads and tidal loads were analyzed before and after removal of a jacket leg, and it was also found that the strains due to dead load were much significantly changed after jacket leg removal. From the measurement data during operation, it was found that strain responses were fluctuated with M2 and M4 tidal periods and also relatively short period of about 10 min due to the peculiar tidal characteristics in the Uldolmok strait. Finally, the neural network-based non-parametric estimation models were investigated to build up the signal-based structural damage monitoring system.

This study aims to assess the damage tolerance of the wing structure of aged aircraft with long-term service through the fatigue crack growth analysis and tests. For the fatigue-critical locations (FCL) W2 and W4 in the wing structure, the fatigue stress spectrum was derived based on a previous study. Thereafter, a crack propagation analysis for the FCLs was conducted using the commercial software $NASGRO^{TM}$. The algorithm for the fatigue stress spectrum was verified. Fatigue crack growth tests were then performed for two types of specimens: Type #1 was extracted from the wing structure of aged aircraft, and Type #2 was made of the same material as the wing structure. By comparing the experimental results of these specimens, we assessed the damage tolerance of the wing structure of aged aircraft with service time.

Many local governments in Korea have competitively interested in founding and operating public libraries and carried out various projects for promoting them. Each local government, however, has focused on increasing the number of public libraries, lacking in an effort to enrich the qualitative substance. The purpose of this study is to suggest medium-term and long-term development plan for public libraries in Cheongju by considering internal and external problems of public libraries, and resent government plans for libraries. To identify this purpose, the study investigated the present founding and operating condition of public libraries in Cheongju. In the second, it suggested the medium-term and long-term strategic plans for public libraries in Cheongju using SWOT analysis. In the third, it also reviewed founding and operating changes of public libraries in Cheongju and Cheongwon which were integrated into one city. Lastly, the methods for organizing and operating public libraries in Cheongju were suggested.
