A Study of Simulation Method for Evaluation of Civil Military Operations Performance Level (민군작전 수행수준평가 모의방안 연구)

  • In times of current warfare, importance of civil military operations(CMO) is more on the rise because the military winning does not couple the political winning immediately. For this reason, CMO Model Development Program has been commenced by ROK JCS since FY 2014. As CMO is non-kinetic operations which is focused on civilians, it depends on the commander's decision that reflects the results of the evaluation of the CMO performance level. The evaluation of CMO performance level is a very important factor of this model. So, I decided my subject a study of simulation method for evaluation of CMO Performance level. It is affected in CMO performance level by the occurrence of some event, and the achievement results of CMO for the response action on such event is evaluated by the 5 factors(administration level, security level, infrastructure level, humanitarian support level, friendship level) on the evaluation of CMO performance level. Even more it is affected in achievement of new CMO and new event by evaluation results. In this study, I provided a methodology of how apply the evaluation results and how simulate the achievement results of CMO performance with the 5 factors on the evaluation of CMO Performance level. Also this study is expected that it will be highly contributed to training and exercise in CMO branch in ROK JCS, when CMO Model Development Program is done as a new model applied such evaluation factors matching military environment in the Korean Peninsular, and applied this simulation method for evaluation of CMO Performance level.

How to Strengthen Convergeance of Special Operations through High-Tech Intertwinement (첨단과학기술의 융복합을 통한 특수작전의 융합성 강화 방안)

  • Convergeance in the military operations can be attained by simultaneously integrating effects based on sensor, C2, shooter asset in multi-domain and there is no exception to special operations. However, because of challenges from enemy, terrain, geopraphy, and weather, it's not easy to intertwine effects created from ground, sea, air, cyber and electromagnetic spectrum, and space in special operations conducted in deep area. This study presented how to intertwine high-tech such as long-rane reconnaissance·strike drone, cutting-edge sensor, jamming pod, and modular repeater in order to offset aforementioned challenges. Several new high-tech are able to strengthen convergeance of special operations in accordance with the development of the 4th industrial revolution. Therefore, follow-up studies need to be continued making an efforts to search for them.

Modeling and Analysis of Cooperative Engagements with Manned-Unmanned Ground Combat Systems (무인 지상 전투 체계의 협동 교전 모델링 및 분석)

  • Analysis of combat effectiveness is required to consider the concept of tactical cooperative engagement between manned-unmanned weapon systems, in order to predict the required operational capabilities of future weapon systems that meets the concept of 'effect-based synchronized operations.' However, analytical methods such as mathematical and statistical models make it difficult to analyze the effects of complex systems under nonlinear warfare. In this paper, we propose a combat simulation model that can simulate the concept of cooperative engagement between manned-unmanned combat entities based on wireless communications. First, we model unmanned combat entities, e.g., unmanned ground vehicles and drones, and manned combat entities, e.g., combatants and artillery, considering the capabilities required by the future ground system. We also simulate tactical behavior in which all entities perform their mission while sharing battlefield situation information through wireless communications. Finally we explore the feasibility of the proposed model by analyzing combat effectiveness such as target acquisition rate, remote control success rate, reconnaissance lead time, survival rate, and enemy's loss rate under a small-unit armor reconnaissance scenario. The proposed model is expected to be used in war-game combat experiments as well as analysis of the effects of manned-unmanned ground weapons.

Simulation Based Study to Verify the Required Operational Capability of the Para-Observation Munition (관측포탄 작전운용성능 검증을 위한 시뮬레이션 연구)

  • Required Operational Capability(ROC), which means the performance of a weapon system, is determined when estimating the requirements of a new weapon system. It is very important to define the ROC as it has a decisive influence from acquisition of a weapon system to tactical operation. In this study, we propose a simulation methodology to verify the ROC of the Para-Observation Munition(POM), a newly developed weapon system. To this end, we propose a discrete-event simulation model that takes main performance of the weapon system constituting the ROC and environmental factors that affect performance of the weapon system as input values, and outputs operational effect as a result value. It describes various simulation logic required to implement a simulation model, and explains how to verify ROC using various simulation results such as sensitivity analysis. POM is a weapon system that does not have a similar one and that is difficult to directly utilize the military analysis model. This study can be used as a methodology to analyze the ROC and predict operational effects of weapon systems such as POM.

  • As the core technology of the 4th Industrial Revolution is applied to drone, the potential for growth in the field of unmanned aerial vehicles is very large, and the utilization of civilian & military fields in the domestic & foreign is increasing rapidly. Because application areas of drone in the civilian field is various, it is excellent in terms of cost effectiveness and high value in utilization when it is used for military operation support mission. Especially, in the case of the Air Force, it is expected that military usage effectiveness will be high if drone replaces various air operations support missions such as aircraft inspection, supply of military supplies, base security. We find out the missions that can utilize drones for military operations support and propose the recommendation and data management plan accordingly. We recommend the most suitable drones and equipment that perform similar missions in the private sector and propose the data modeling of relational database.

A Study on Military Symbology Standardization for Cyber Operations (사이버 작전 군대부호 표준화에 관한 연구)

  • In this paper, we propose military symbols for cyber operations to understand the situation in cyberspace intuitively. Currently, standardized military symbols are mainly for kinetic operations, and they do not consider cyber operations. Although, MIL-STD-2525D includes some symbols for cyber operations, only icons that are composed of three letters are standardized. So there is a limit to effectively expressing cyber operations. That is why we propose military symbols for cyber operations compatible with existing military symbol building rules. In addition to merely presenting the symbols, we present examples of expressing various cyber situations using the proposed symbols. It proves the usefulness of the proposed symbol. The small number of symbols proposed in this paper will not be able to represent all cyber situations. However, based on the proposed symbols, it is expected that more symbols will be standardized in the future to more clearly express the cyber situation.

Analysis of Key Factors in Operational Control Transition Resolution using Analytic Hierarchy Process (AHP) (계층적 분석방법(AHP)을 적용한 전시작전통제권 전환의 주요 결정요인 분석)

  • This study analyzes the military and political factors that influenced the Participatory Government's resolution in Wartime Operational Control (OPCON) Transition. The research on key factors in OPCON transition firstly implemented literature research and then increased feasibility through additional use of AHP. The analysis results showed that there was a negative effect for Korean Peninsular Defense in the 'ROK-US Alliance Asymmetry' area, a positive effect to increase ROK-led Capability of Theater Operation in the 'ROK and U.S. Alliance Interdependence' area and a positive effect for Invocation of ROK Self-Defense Power in the 'Interests of Participatory Government's Liberal Regime' area respectively. After applying AHP, "ROK exercise of Self-defense" in the 'Interests of Participatory Government's Liberal Regime' area received the highest assessment, while the "Increasement of North Korea's Threat" in the 'ROK-US Alliance Asymmetry' area received the lowest assessment. This study is meaningful in that it analyzed the key military and political factors in the Participatory Government's resolution of Wartime OPCON Transition using AHP.

  • Concerning the effectiveness of command and control is increasing worldwide as future warfare is changing into Network Centric Warfare (NCW). Unlike the old attrition warfare that depends mainly on mobility and strike assets, the modern warfare is based on information and network which regards acquisition and circulation of information as important. Therefore, there's no room for rediscussion that C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) system will play an important role in warfare. In spite of this fact, there isn't any way to explain clearly how to measure the effectiveness of command and control system in a battle and to reflect it systematically in a system effectiveness. In this study, we examined NCO-CF (Network Centric Operations-Conceptual Framework), developed by the Department of Defense (DOD), which can conceptually explain the increment of effectiveness of C4ISR system that is the basis of NCO. And we suggested methodology based on NCO-CF to establish the evaluation criteria for M&S analysis of command and control effectiveness. As a case study we derived the evaluation criteria for the command and control system in joint operations by applying the suggested methodology.

  • As Air Base Defence, Anti-Aircraft Defence and Nuclear-Biological-Chemical Protection model considered as ground operation models in Republic of Korea Air Force are designed as the voice-centered system between participant nodes, there is a problem communicating accurately. In recent years, the military is developing a command and control capability using data communication technology to solve the problem. Therefore, this paper proposes new model to maximize efficiency of performance improvement through the Data Communication-based Future Air Base Defence Model. We refer to a research paper that is related existing and developed new model. and then we really experimented under WiBro Network that is constructed to Air Base for maintenance control. Based on the analysis and the test result of new Air Base Defence Model, we have concluded that the performance improvement effect is reached.

  • K9 BTCS의 성공적인 개발은 디지털화된 사격지휘 전산장비체계로 종심지원작전, 근접지원작전 그리고 대화력전을 수행하는 여건을 제공하였다. 또한 K9 자주포의 전술적운용 능력과 실시간 타격전력 발휘에 질적인 발전과 변화를 가져다 주었으며, 기존의 BTCS를 기반으로 하여 화력지원 사격지휘체계를 한 단계 높은 화력을 운용하도록 성능개량한 것으로, 무선에 의한 디지털 다중임무수행, 표적획득체계와의 연동운용, 상황도시 등을 윈도우 환경에서 운용할 수 있게 되었다. 이로써 $C^4I$체계상에서 SHOOT & SCOOT 전술적 운용과 효과중심의 탄약을 적시에 사용할 수 있게 하였고, 화력집중과 분산을 용이하게 하였다.
