A Study on the Management and Improvement of Library Ordinances in Lower Tier Governments (기초자치단체의 도서관조례 운영현황 및 개선방안 연구)

  • It was examined that library-related ordinances enacted by local governments in nationwide were all 321 cases. Among them, the library management ordinance(185 cases, 57.6%) is the most common, small library ordinance(54 cases, 16.8%), Saemaeul mobile library ordinance(24 cases, 7.5%), reading promotion ordinance(29 cases, 9.0%), other ordinances(29 cases, 9.0%), such as the order was followed. Since 1996, the local government system was carried out in earnest, library ordinances each year continues to increase. Saemaeul mobile library ordinances was enacted primarily in the 1990s, small library ordinances and reading promotion ordinances have been increasing rapidly since 2009. In order to clarify the purpose of the ordinances, the term 'library' should be included in the title. It is suggested that the library-related ordinances in a local government, such as public library ordinance, small library ordinance, Saemaeul mobile library ordinance, and reading promotion ordinance, are better be integrated for consistent implementations of library policies.

Analytical Study on the Ordinance for Establishment and Support of Small Libraries (작은도서관 설치와 지원을 위한 조례의 내용분석에 관한 연구)

  • This study suggests problems with analyzing the contents of ordinances which support establishment and management of small libraries. This study analyzed the provisions which comprise the ordinances, targeting 25 ordinances that a local government enacted. The analysis targets the name of the ordinances, functions of the small libraries, guidelines of establishment, the duties of the local government, manpower in management, management rules of libraries, a steering committee etc. As a result, the provisions of the ordinances were not very different, and it was difficult to find ordinances which reflect regional characteristics. Also, in the provisions, it was pointed out as a restriction that the scale of establishment and management can be altered because there are free provisions more than compulsory ones. Thus, the ordinances of small libraries have to be regarded in local libraries' infrastructure, and supporting guidelines with efforts to assure publicity.

  • The purpose of this study is to propose supporting small libraries through investigating the ordinances of local governments. Based upon identifying of ordinances, there are direct and indirect supports for small libraries from local governments. Direct support is provide budget to small libraries and indirect supports are a cooperation between public library and small library, instruction for library staff, and supporting volunteers. Supporting methods for public small library are direct and indirect supports, but method for private library is indirect support.

  • It is expected that Gyeonggi-do Small Libraries will increase in quantity in the future due to the current SOC complex project being implemented by the government, and it is deemed that institutional and policy support must be provided with priority in order for the Small Libraries to grow qualitatively through the implementation of substantial measures. Based on the findings of this study, the reform measures proposed to revitalize Gyeonggi-do Small Libraries in terms of ordinances as follows: ① strengthen the library law and business promotion related to Small Libraries; ② enact the mandatory library law provisions for the installation of and support for Small Libraries; ③ even if there are relevant provisions in the 「Library Act」, the local governments' Small Libraries Support Ordinances should at least simply state that they must meet the criteria specified in the 「Library Act」; and ④ provisions on the number and qualifications of operating personnel of Small Libraries reflecting the number of users and the size of collections of books of Small Libraries of cities and counties.

Analysis of Local Laws and Regulations Related to the Library (지방자치단체의 도서관 자치법규 분석)

  • This study was to investigate and analysis the library-related laws and regulations enacted by local governments. As a result, library regulations are investigated all 629 cases in nationwide survey. Among them, library-related ordinances are 393 cases, library-related regulations are 187 cases, and library-related anweisung are 43 cases, such as the order was followed. The Library ordinance 393 cases consist of library management ordinance(205 cases), small library ordinance(101 cases), reading promotion ordinance(49 cases), and so on. The 32 local governments did not enact the Library laws and regulations. And the 40 local government did not enact Library management ordinance. It is suggested that local government did not enact library-related laws should be established the library laws as soon as possible.

A Study on Legal Issues of Small Libraries (작은도서관에 관한 법제적 고찰)

  • This study aims to discuss issues related to small libraries by analyzing laws and municipal ordinances. It conducts an extensive literature review on the history and present conditions of small libraries and explores the characteristics of small libraries as a social movement. Based on the analysis of the Libraries Act, the legal status of small libraries are argued and other related regulation are also discussed. 114 municipal regulations which are related to small libraries are analyzed into five categories including general conditions, related laws, definitions, facilities, and workforce. As a result, the alternative strategies for legal issues on small libraries are provided in the three different aspects.

  • The purpose of this study is to analyze the local government's regulation on facilities and the operation method of the small library provided for in 'the Ordinance on the Support for Installation and Operation of Small Libraries', and investigate and analyze the satisfaction with the services and needs on the part of users of small libraries, thus suggesting an effective management plan for them. In this study, literature reviews and questionnaire surveys were conducted simultaneously using monographic publications, theses, legal materials and Internet sites. As for study results, an effective management plan for small libraries was suggested as follow with its division into five realms; that is, facilities, materials, manpower, programs and network.

A Study on the Current Situation of and Developmental Direction for Small Libraries in Seoul by Autonomous District (서울시 작은도서관의 자치구별 운영 현황 및 발전방향 제안 연구)

  • The purpose of this study was to propose the developmental direction for small libraries based on a set of various situational analysis of small libraries in Seoul. By analyzing the operational status of the autonomous regions of different operating methods, we also pursued qualitative enhancement of small libraries by autonomous district by proposing optimized operation methods. As a consequence of the study, it was analyzed that the public and private libraries need to be distinguished in consideration of the characteristics of operation according to the operating entity rather than uniform budget support and guidance management. That is, the small libraries scattered throughout Seoul were founded by the principal of their establishment for the purpose of providing knowledge information and reading culture service within the public activity area. Therefore, if Seoul intervenes and manages under the current situation, where the libraries are operating independently in accordance with the purpose of establishment, regardless of whether they meet the user requirements or not in terms of quality or quantity, various problems may be caused. In this background, it seems appropriate to restrict the library management in line with relevant regulations.

A Study on the Identity and Administration of Toy Library in South Korea (장난감도서관의 정체성 및 운영 실태 분석 연구)

  • This study aimed to identify the problems of toy libraries by investigating and analyzing the identity and administration of toy library and so to propose the approaches to improve the legal and administrative status of toy library. In accordance with the analysis, only 9.8%(5) of 51 toy libraries in Korea was established on the basis of the Libraries Act. Most toy libraries were established and operated without any basis on legal institutions or toy library ordinances of local authorities(45%). The purposes of establishment were different from the identity of toy library specified in the provisions of Clause 1, 2 and 3, Article 2, Libraries Act, as 82.4% of toy libraries was established for rental of toys, providing game data and cultural activity service and distributing game programs. For the legal registration standards based on the Libraries Act, it was found that 96.1% exceeded the floorage requirements, 92.3% exceeded the seating requirement and 45.1% exceeded the collection requirement on the basis of the small libraries. Only 13.7% employed the librarians. Next, most toy libraries secured just 70% of the required budget. In conclusion, this study proposed the local authorities to establish the ordinances related to toy library on the basis of the Libraries Act. Next, it was also proposed for the toy libraries to register themselves in accordance with the Libraries Act for securing the legal status. Finally, the local authorities need to rationalize and support the budgets for rationalizing the administration of toy libraries.
