The national goal of wind energy dissemination has to be determined rationally based on technically available wind resource potential. For an accurate and scientific estimation of wind resource potential, a wind map is requisite. This paper introduces the national wind map of Korea established by numerical wind simulation. Therefore, quantification of national wind resource potential is now possible and is anticipating to be used as a core index for policy and strategy building of wind energy dissemination and technology development.

This study was designed to figure out the results of proceeding research, to establish the recipients and service contents, and to develop handbook for elderly-elderly care in the rural area. The results of the study were as follows: The recipients of services were contained to healthy elderly from troubles elderly, solitude elderly, and old couple in the community. The range of the services by elderly-elderly carer were moral support, everyday life support and outside activity support. The handbook listed four areas of services including first meeting and observing, mind care, everyday life care, and outside activity care, and then described contents of 47 situations. The handbook will be great help to the rural elderly if it is given to participants of elderly-elderly care program along with the hall for the aged. Further efforts should be made to reflect feedbacks from rural area, and to make series to bring elderly carer up to date consistently.

The paper examines dynamic relationship among 'Limit to Growth' factors in Korea using causal loop diagram. It also aims to explore policy implications for Korea in overcoming current difficulties and future crisis we may face. For this purpose, five factors -economy, population, resource, environment, food- used in the were adopted as an analytical framework. Findings show that Korea is fragile to external shock such as world economic crisis, food price surge, and resource price -including energy price- hike. High dependency of energy, food and resource on foreign market was found to be a major source of limit to growth in Korea. Furthermore, environmental problems like global warming could be a major external shock that could hit Korea harder than the rest of the world. Policy implications and measures for these problems were discussed too.

This research focuses on rural interpreter's behaviors and needs in rural tourism village around country. Although it happens that many farm tourism guides are accomplished in rural tourism village, but significant interest on this topic has not been identified yet. Therefore the primary objective of this study lies in identifying rural interpreter's behaviors and needs who is active play in rural tourism village. The study was conducted in a small rural community where tourism is still at its emerging stage. It was found that rural interpreter played active role by studying about rural culture and farm interpret for himself. But they was pointed out multifarious activities with various rural experience guide, and they used reality in the process of the interpret, but not village history. farm tourism guides demanded their expertise or special ability.

The national wind map of South Korea has been established as a core data to support national strategy building and promotion of wind energy dissemination. The national wind map has been made by numerical wind simulation with the spatial resolution of 1 km horizontal, 10m vertical and temporal resolution of 1 hour interval for 5 years period (2003-2007). Therefore, an application system linked with the national wind map named KIER-WindMap$^{TM}$ is being developed to be used by the government, local government, developers and researchers. We introduce the current status of the application system and the future development plans.

To construct the wind map for mainland Korea, the well designed atmospheric numerical modeling system was used. Three nest domains were construced with spatial resolutions between $10{\times}10km$ up to the hightest resolution of $1{\times}1km$. Parameterization schemes like MRF(PBL), RRTM(radiation), Grell(cumulus) were chosen since wind data simulated is in better agreement with the observed wind data. High-resolution atmospheric numerical model was applied to simulate the motion of the atmosphere and to produce the wind map around the South Korea. The results of several simulations were improved compare to the past system, because of using the fine geographical data, such as terrain height and land-use data, and the meteorological data assimilation.

Volunteerism, as one type of citizen participation, can help local governments to cut down administrative expenditure and contribute to rasing of democratic consciousness in community. In this study, researchers examined the practical use of volunteerism in America. And discussed diverse incentives to voluntary service and rewards for volunteers. Local governments in Korea have suffered under lack of human resource and public finance. By positive introduction of volunteerism, they may obtain the desired results.

In this paper, the research background and objectives of the wind mapping project of the Korean Peninsula, which has been carrying out as a part of "Investigation of new-renewable energy resources and establishment of comprehensive management system" funded by Korea Ministry of Commerce, Industry and Energy, are introduced together with the intermediate result of the project so far. The Korean wind map is to be established by numerical wind simulation based on terrain model ME-DEM and land-use model ME-LUM with the spatial resolution of 10km.

This study intends to identify and suggest some implications for successful e-Learning implementation of Extension education by investigating the successful factors of enterprises' e-Learning system, where outstanding results have be shown.

The purpose of this study is to introduce the case of advancement of rural zoning system in a local government of Japan. The Matzgawa county, one of the local governments in Japan, sets up a new zoning system which advanced in using rural resources. In order to develop and revitalize rural region, it is necessary to use all kinds of rural resources, including agricultural as well as non-agricultural resources comprehensively. Also, the classification of agricultural land use should be reformed. The zoning on rural land should be changed to include not only agricultural use but also non-agricultural use, so as to manage comprehensively agricultural land use and its conversions. Furthermore, the land use regulation should be applied to each zone of the agricultural land.
