For the development of a resource recycling society, it is important to control the generation of waste in all processes such as production, distribution, consumption and disposal, and to recycle the recyclable resources of waste instead of simply landfilling and incineration. However, in order to develop a resource-recycling society, not only emitters, businesses, and the central government, but also local governments need to work together to find a solution. Therefore, in this study, we present a promotion strategy for the development of Sejong City's resource-recycling society, taking into consideration the current situation of Sejong City as well as changes in the government's institution system. We suggest that regionally preparing recycling priority management plan, maximizing waste resource utilization, establishing recycling industry activation plan, and building a systematic and efficient recycling platform, etc.

The study of online social movements is basically concerned about the impact of the Internet on the existing social movements. More specifically, researchers have paid attention to changes in participants, leadership style and movement strategies caused by the Internet. Due to the Internet, networks of the individuals who are geographically scattered or a network of networks have emerged as new movement agents. Researchers have also analyzed a repertoire of collective action adopted by the online social movements. The increase in online social movements calls for a new interpretation of the existing social movement theories such as resource mobilization, collective identity and political opportunity structure. There are still a lot of debate about the impact of the internet on social movement and the resulting changes. Not only the early debate of cyber-optimism and cyber-scepticism, many studies done by the mid-range perspective also suggested different arguments on the impact of the Internet. This discrepancy comes from a relatively short history of online social movement study, which leads to a limited number of case studies and a shortage of date accumulations. In the future, researchers need to place more attention on the unique characteristics of different technologies and comparative studies of online social movements. The study should also extend its focus to a wide range of political systems in order to explain the impact of online social movements on political intermediary organizations and the democracy itself.

This study examined the trends and issues of social media campaign studies from three aspects-campaign strategy, institutional environment regulating the social media, and political effect. Then, this study performed an empirical analysis on the case of the 20th general election in order to discuss the political effect, which has been analyzed the least. Specifically, this study empirically examined the trends of candidates' participation in the twitter campaign, the partial mobilization and voter response, and the platform effect on the election results. The study examined all of the candidates' twitter accounts and traffic and found the following results.-first, the number of participants in the twitter campaign increased significantly compared to the 19th general election, and the campaign was dominated by only two political parties that had more power to mobilize resources; second, it was clearly identified that twitter is a partisan media. where specifically, those in the mainstream of the Democratic Party mobilized much more supporters; and lastly, the twitter campaign has a positive impact on the increase in the rate of votes and chances of winning the election. Particularly, the number of followers and the duration of activities were found statistically meaningful, proving that promotion of networking and social capital is more important in election campaigns.

A cellular system with fixed relays is considered to be a technology that can support high data transmission service to wide areas. However, either inter-cell interference or inter-sector interference that can be produced by adding relays to the cellular system with fixed relays does not guarantee high link performance to deteriorate function, so that resource allocation for avoidance of interference is very much important. In the paper, the cellular system performance with repeater relay has been compared with the cellular system performance with relay, and cell coverage expansion at the use of relay repeater has been compared. To compare, this paper has suggested resource allocation method to avoid inter-cell interference and inter-sector interference at installation of fixed relay on the cellular system. The proposed method can allocate different frequency resources on adjacent base stations and relays to reduce interference and to expand high data transmission area, and all of frequency bands are used at each sector to elevate efficiency of the frequency when base stations and relays operate simultaneously.

The vascular plants at the nature every second year in Wolchulsan National Park was listed 325 taxa: 86 families, 205 genera, 283 species, 1 subspecies, 36 varieties and 5 forms. Based on the list of the rare plants by the Forest Research Institute, 3 taxa were recorded in the studied areas; Lilium callosum (Preservation priority order; No. 191), Viola albida (No. 202), Wikstroemia trichotoma (No. 120) and based on the list of Korean endemic plants, 8 taxa were recorded; Carex okamotoi, Lilium amabile, Carpinus coreana, Clematis trichotoma, Stewartia koreana, Ajuga spectabilis, Weigela subsessilis, Adenophora triphylla var. hirsute. Specific plants by floral region were total 44 taxa; Prunus davidiana, Wistaria floribunda in class IV, 9 taxa (Neolitsea aciculata, Vaccinium bracteatum, Utricularia racemosa, etc.) in class III, 5 taxa (Bupleurum longiradiatum, Ostericum melanotilingia, Cirsium schantarense) in class II, 28 taxa (Polygonatum falcatum, Eurya japonica, Ajuga spectabilis, etc.) in class I. The naturalized plants in this site were 4 families, 6 genera, 9 taxa and naturalization rate was 2.8% of all 325 taxa vascular plants.

The Purpose of the study is to analyze present state of the volunteers activities in Korean libraries and for reinforcing Library volunteer activity. 180,000 people were asked questionaires for the purpose looking into present state. the analysed places of the subject are public library and school library where most of volunteers work. this research is greatly meant due to the collection of broad investigation through the public library and school library in Korea. A questionnaire made to twice and the results were shown in four parts which are the aspects of the participant, the volunteers' duty, the management of the volunteers(training and recruitment), and about cultural program volunteers.

The paper investigates the resources of the 232 countries based on the 39 resources of these countries. The data used in this work is from various sources like UN, CIA, World bank, OECD reports and the home pages of each country. The purpose of the study is to evaluate what resources are most influential to the wealth of a country, to the well-bring of the country, or the status of the country's development. For this, data visualization method is applied. Data visualization technique, although powerful for exploratory purposes, is dependent upon the users expertize and the interpretation is also dependent on the of the users. For objective methods of investigation, mutual information based on the Shanon's entropy theory is applied here. All the statistical methods employed in this paper are processed with DAVIS (Huh and Song, 2002)

This study approaches how newly emerged game companies has implemented strategies for product diversification according to market growth cycle(beginninggrowing-mature) by empirical case study through evolutionary theory and resource based theory approach. At the beginning, online game companies had grown with different strategies(technology based, service based) by initial condition(genre, technological level, user attribute). After market growth, for product diversification, these companies carried out path-dependent alliance strategy(complementary, competitive) depending on resource base(technology capacity, service capacity based). As online game market getting mature, these companies has adapted flexibly in responding to market growth cycle by integrated strategy(naturally selected to mobilize every possible resource capability). By analyzing the alliance strategies pattern of online game companies in newly emerged game industry according to market growth cycle through combination of resource based theory and evolutionary theory, these results suggest that new industrial, theoretical, policy model is required.

본 논문에서는 차세대 유무선 광대역 통합망에서 실시간 멀티미디어의 응용 계층 품질을 평가하기 위한 실시간 음성 전송 플랫폼 라이브러리를 개발하였다. 개발된 라이브러리는 실시간 음성 통신시 사용자가 요구할 수 있는 다양한 품질을 제공하기 위해 전송률과 압축 방식에 따른 음성 코덱들을 포함하고 있다. 본 라이브러리는 다양한 환경에도 동일 입출력, 다중스레드, 인터넷 통신 등이 가능한 PWLIB를 기반으로 한다. 음성 데이터는 RTP/UDP/IP를 이용하여 패킷화되고 RTCP를 이용하여 전송 품질이 모니터링된다. 개발된 음성 통신 라이브러리를 이용하여 간단한 음성 통신 시스템을 구현하였으며, 음성 코덱별로 네트워크 상에서 송수신 테스트를 진행하였다. 본 라이브러리는 비디오 코덱 및 시그널링 및 네트웍 자원 예약 프로토콜과 결합되어 멀티미디어 통신 단말 개발에 사용 될 수 있다.

21세기 우리나라가 초고속통신망의 구축 등 정보화사회로 나아가는 데에, 고부가가치의 창출을 위한 기반조성으로서 우리나라 정보통신부문, 특히 멀티미디어 정보산업의 경쟁력제고와 세계화를 위한 전략방안이 요구된다. 여기에서는 멀티미디어 정보산업의 환경변화, 멀티미디어 정보기술발전동향, 외국의 멀티미디어 정보산업의 기술적 경제적 주요 특성과 동향을 살펴보고 우리나라 멀티미디어산업이 세계시장에서의 경쟁력을 가질 수 있기 위하여 필요로 하는 경쟁력 요소와 이를 효과적으로 확보하기 위한 전략방향 및 정책대안에 대한 논의를 시도하였다. 이 글에서는 특히 새로이 팽창하는 멀티미디어 산업시장에서도 시장원리에의 충실해야 한다는 점과 정부의 직접적인 지원 또는 규제보다는 관련된 자원 (인력, 자금, 정보, 기술)의 동원과 해산이 원활하게 이루어질 수 있도록 하는 제도 및 관행의 정비를 중요하다고 지적하였다.
