The general public are interested in the politics and form public opinion and keep in check the government for true democracy. The general public have the right to be furnished information from the government. And the government should enact the Freedom of Information Act to provide the public's right to know. At the same time, the government should enact the Data Protection Act to provide the public's right to privacy. There is a friction between the Freedom of Information Act and the Data Protection Act. It's hard to maintain the proper balance between the Freedom of information Act and the Data Protection Act, but many countries try to do so. The UK enacted the Data Protection Act 1998(DPA), which entered into force on 2000, to comply with EU Directive 1995. The Freedom of Information Act 2000(FOI), which came fully into force on 2005, was passed in 2000. The FOI imposes significant duties and responsibilities on public authorities to give access to the information they hold. The purpose of this study is to consider the provisions of the personal data in FOI and DPA. Besides this, it identifies the complaint cases on public authorities about the disclosure and exemption of the personal data in comparison with the acts. If information is the personal data of the person making the request, it will disclose under the DPA. If information is the personal data of a third party, it will disclose under the FOI. These acts interact each other to make up for the weak points in the other to make a proper application of the act on public authorities. This study may have any limitation in making a comparative study of the disclosure and exemption of the personal data in Korea. But it is expected to provide a basis for understanding the disclosure and exemption of the personal data in the UK.
Batch scale experiments to investigate the efficiency of the solidification process for metal mine tailing treatment were performed. Portland and MSG (micro silica pouting) cements were used as solidifier and three kinds of mine tailings (located at Gishi, Daeryang, and Aujeon mine) were mixed with cements to paste solidified matrices. Single axis com-pressible strengths of solidified matrices were measured and their heavy metal extraction ratios were calculated to investigate the solidification efficiency of solidified matrices created in experiments. Solidified matrices ($5cm{\times}5cm{\times}5cm$) were molded from the paste of tailing and cements at various conditions such as different tailing/cement ratio, cement/water ratio, and different cement or tailing types. Compressible strengths of solidified matrices after 7, 14, and 28 day cementation were measured and their strengths ranged from 1 to $2kgf/mm^2$, which were higher than Korean limit of compressible strength for the inside wall of the isolated landfill facility ($0.21kgf/mm^2$). Heavy metal extractions from intact tailings and powdered matrices by using the weak acidic solution were performed. As concentration of extraction solution for the powdered solidified matrix (Portland cement + Gishi tailing at 1:1 w.t. ratio) decreased down to 9.7 mg/L, which was one fifth of As extraction concentration for intact Gishi tailings. Pb extraction concentration of the solidified matrix also decreased to lower than one fourth of intact tailing extraction concentration. Heavy metal extraction batch experiments by using various pH conditions of solution were also performed to investigate the solidification efficiency reducing heavy metal extraction rate from the solidified matrix. With pH 1 and 13 of solution, Zn and Pb concentration of solution were over the groundwater tolerance limit, but at pH $1{\sim}13$ of solution, heavy metal concentrations dramatically decreased and were lower than the groundwater tolerance limit. While the solidified matrix was immerged Into very acidic or basic solution (pH 1 and 13), pH of solution changed to $9{\sim}10$ because of the buffering effect of the matrix. It was suggested that the continuous extraction of heavy metals from the solidified matrix is limited even in the extremely high or low pH of contact water. Results of experiments suggested that the solidification process by using Portland and MSG cements has a great possibility to treat heavy metal contaminated mine tailing.

This paper analyzes the current status, characteristics, and problems of coastal reclamation in Korea and suggests effective management approaches. Reclamation is concentrated from the West Sea to the South Sea. In the 1980s and 1990s, most projects were intended for agricultural use, whereas in recent years reclamation for industrial and harbour sites(e.g., ship-building) have been increasing. The continuous onslaught of reclamation and development projects threatens the coastal environment, especially tidal flats and fishing areas, and fishery production has been reduced in some areas. The largest tidal flats have been used for dumping sites of dredged coastal sediments, urban development projects, and industrial complex composition. Thus, it is necessary to assess current policy using top-down approaches after establishing appropriate directions and standards for coastal management. Both short-term development profits and long-term conservation should be considered when attempting to balance development and conservation. In addition, improvements of marine environmental impact assessment and in the legal system are necessary.

The object of this study was to evaluate the management alternatives with respect to the attainable water quality and total cost(construction+O & M cost) in order to devise a reasonable water quality management system. Joong Ryang-cheon stream located Seoul, Korea was taken as the study area, and dissolved oxygen concentration as the water quality index. Water quality simulation model QUAL2E and linear programming optimization technique were used for scientific and rational analyses. It was assumed that the improvement of water quality could be obtained by the treatment of major point sources where imaginary treatment plants were constructed. And by this, the relationship between total cost of the treatment plants and the stepwise improvement of water quality was studied. The result showed that 3.5mg/l of DO(=dissolved oxygen) level at best could be attained in Joong Ryang-cheon stream during summer. When the DO standard was set 3.0mg/l in the severely polluted regions, more than 5.0mg/l of DO level can be achieved by the construction of 4 treatment plants. Also, the cost comparisons showed that the uniform treatment method is economically inefficient(\$24.8{\times}10^8$) in comparison with the least cost method(\$22.9{\times}10^8$), and there is little difference between the least cost method and the the zoned treatment method(\$23.0{\times}10^8$) that is regarded as more equitable, which shows the characteristics of this basin.
This research is to focus on the method of moving line optimization in Agricultural Industry, especially Garak Wholesale Market Modernization Project, by using simulation tool. As everybody knew, it's very difficult to apply the SCM operation rules in Agricultural Industry, because the standardization system in Agricultural Industry was not completed. The five flow management factors, vehicle moving line management, customer moving line Management, Logistics Device Moving Line Management, Working Person Moving Line Management, Product display moving line management, are needed to be optimized on the basis of standardization rules, and to achieve this will be the good infrastructure to make the Agricultural SCM system. It's very different between the SCM structure of manufacturing industry and logistics industry and the SCM structure of Agricultural Industry, because the SCM in manufacturing is occur in the basis of flow management, on the contrary, the SCM of Agricultural Industry is on the basis of activity management. For these reason, this study is the first approach to apply the simulation method in the part of moving line optimization in Agricultural SCM, and in near future, This study will help all designers and operators to apply the simulation work in the part of agricultural SCM, and we hope that next advanced study will continue by using this study.
This article purposes to define archival justice and suggest democratic modeling of the archive on the Truth and Reconciliation Committee (TRC), which is focused on victims of state violence. These purposes come from critical mind that the absence of framework of the records management for collective memory would cause incorporation of TRC archives into mainstream archives systems in which voices of victims have been marginalized. This article intends to expand theoretical prospects of documentation of past affairs through applying humanistic and theoretical frameworks differently from institutional and policy approaches on restoration of collective memory. In order to do this, this article first considers archival justice as archives building in which state violence' victims are pivotal and then extracts theoretical frameworks for building the archives based on archival justice from recent discourses of post-colonial archives and community archives. As the next step, it criticizes current conditions of TRC archives in Korea on the basis of extracted theoretical frames and finally suggests realistic models in which each theoretical frame could be applied effectively into TRC archives that is focused on victims.
Along with the aging of the population, the number of dementia patients is increasing, and the social and economic burden is also increasing. Currently, the effective way to manage dementia patients is to identify patients with dementia early. However, in rural and island areas where medical staff are scarce, there is a problem that it is difficult to visit a hospital and get an early examination. Therefore, we propose a remote early detection system for dementia to solve the problems. The remote dementia early diagnosis system is a system that allows a patient to receive examination and treatment from a remote dementia expert using remote medical technology based on real-time image communication. The remote early diagnosis system for dementia consists of a local client system used by medical staff at health centers in the island, an image server that transmits, stores and manages images, and an expert client used by remote dementia experts. The local client subsystem satisfies the current medical law's remote collaboration by allowing the patient to use it with the health center's medical staff. In addition, expert clients are used by dementia experts, and can store/manage patient information, analyze patient history information, and predict the degree of dementia progression in the future.
According to one Medicare report, in the US, total federal spending on health care expends almost 18 percent of the nation's GDP, about double what most industrialized nations spend on health care. And in 2011, Medicare spending reached close to $554 billion, which amounted to 21 percent of the total spent on U.S. health care in that year. Of that $554 billion, Medicare spent 28 percent, or about $170 billion, on patients' last six months of life. So what are the reasons of this high cost in EOL care and its possible solutions? Much spendings of Medicare on End-of-Life care for the terminally ill/chronically ill in the US has led health economics experts to assess the characteristics of the care. Decades of study shows that EOL care is usually supply-sensitive and poor in cost-effectiveness. The volume of care is sensitively depending on the supply of resources, rather than the severity of illness or preferences of patients. This means at the End-of-Life care, the medical resources are being overused. On the other hand, opposed to the common assumption, "The more care the better utility", the study shows that the outcome is very poor. Actually the patient preference and concerns are quite the opposite from what intense EOL care would bring about. This study analyzes the reasons for the supply-sensitiveness of EOL care. It can be resulted from the common misconception about the intense care and the outcome, physicians' mission for patients, lack of End-of-Life Care Decision which helps the patients choose their own preferred treatment intensity. It also could be resulted from physicians' fear of legal liabilities, and the management strategy since the hospitals are also seeking for financial benefits. This study suggests the possible solutions for over-treatment at the End-of-Life resulting from supply-sensitiveness. Solutions can be sought in two aspects, legal implementation and management strategy. In order to implement advance directive properly, active ethics education for physicians to change their attitude toward EOL care and more conversations about end-of-life care between physicians and patients is crucial, and incentive system for the physicians who actively have the conversations with patients will also help. Also, the general education towards the public is also important in the long run, and easy and official advance directive registry system-such as online registry-has to be built and utilized more widely. Alternative strategies in management are also needed. For example, the new strategic cost management and management education, such as cutting unnecessary costs and resetting values as medical providers have to be considered. In order to effectively resolve the problem in EOL care for the terminally ill/chronically ill and provide better experience to the patients, first of all, the misconception and the wrong conventional wisdom among doctors, patients, and the government have to be overcome. And then there should be improvements in systems and cultures of the EOL care.
The mediating role of job satisfaction and organizational commitment in the relationship between each of five job characteristics and turnover intentions was examined. Using Baron and Kenny(1986)'s approach for examining mediation hypotheses, results: (1) revealed that job satisfaction was a mediator in task significance-turnover intentions and autonomy-turnover intentions; (2) revealed that organizational commitment was a mediator in task identity-turnover intentions, task significance-turnover intentions, and autonomy-turnover intentions. The implications of the present findings were discussed.
We present a novel service discipline, called linear service discipline, to serve multiple QoS queues sharing a resource and analyze its properties. The linear server makes the output traffic and the queueing dynamics of individual queues as a linear function of its input traffic. In particular, if input traffic is Gaussian, the distributions of queue length and output traffic are also Gaussian with their mean and variance being a function of input mean and input power spectrum (equivalently, autocorrelation function of input). Important QoS measures including buffer overflow probability and queueing delay distribution are also expressed as a function of input mean and input power spectrum. This study explores a new direction for network-wide traffic management based on linear system theories by letting us view the queueing process at each node as a linear filter.
