India's Maritime-Security Strategy: Pretext, Context and Subtext (인도의 해상 안보 전략: 구실, 맥락 및 숨은 의미)

  • Why has India become a key actor in the maritime-configured Indo-Pacific region? There are some external factors, but for India, its geo-strategic frontier encompassing its geopolitical and maritime interests is expanding rapidly beyond its territorial space across both the Indian and Pacific oceans amidst an increasingly arduous geopolitical and security environment. India must, therefore, acquire the ability to influence events within this strategic arena using all facets of national power, including maritime-military power. Lately, therefore, New Delhi has invested much intellectual capital to review its maritime-security strategy. India's new strategy is premised on the concept of holistic security involving the 'softer' aspects of maritime-security, and a rekindling of maritime consciousness in India, a nation that has traditionally been beset by 'sea-blindness'. The strategy adopts a region-wide, inclusive, and a more proactive approach than hitherto, as is evident in its title 'Ensuring Secure Seas: Indian Maritime Security Strategy'. While it deals with the growing concern of new non-traditional threats in the Indian littoral and the need for military deterrence and preparedness, it also addresses the imperatives for India to seek a favorable and rules-based benign environment in its immediate and extended maritime periphery, including through multi-vectored strategic partnerships dictated by its enduring principle of strategic autonomy. For a more profound and comprehensive understanding of India's maritime-security strategy, this paper examines the key unstated and implicit factors that underpin the strategy. These include India's historical and cultural evolution as a nation; its strategic geography; its geopolitical and security perceptions; and the political directions to its security forces. The paper deals specifically with India's response to maritime threats ranging from natural disasters, crime and state-sponsored terrorism to those posed by Pakistan and China, as well as the Indian Navy's envisaged security role East of the Malacca Straits. It also analyzes the aspects of organizational restructuring and force planning of India's maritime-security forces.

Research on the Circumstance for Agricultural Investment of Cambodia (캄보디아 농업투자 환경에 관한 연구)

  • International price of cereal has been dramatically increasing for the past few years. This price hike amplified the importance of food self-sufficiency in numerous countries due to the fact that food security is directly proportional to food self-sufficiency. In this study, we conducted a survey to provide useful information of Cambodia's agricultural environment to possible Korean agricultural investors and as to highlight Cambodia as a strong candidate for the establishment of Korea's foreign base for cereal production. The survey conducted includes information regarding Cambodia's agricultural environment and investment circumstances including the political, economical and other contributing factors affecting agricultural investment in Cambodia. Seventy percent of the Cambodia's total population engage in agriculture and this comprises about 30% of the country's GDP. This statistics reflects the possibility of Cambodia's poverty alleviation which proves that agriculture in Cambodia is the driving force for the improvement of the country's economy. In addition, low labor cost, fertile land, abundant water resources, like the Tonle sap lake and the Mekong river, and unreclaimed lands are the strong points that could attract agricultural investors to Cambodia. Poor infrastructure, irrigation systems, law reforms, including social and cultural differences may be the biggest setbacks for the acceleration of Cambodia's agriculture development. However, the Cambodian government is open and willing to make adjustments for Cambodia to be both foreign and domestic agricultural investor-friendly, expecting that it will boost its country's agricultural development. Making the best out of this opportunity, the coordination of KOICA with Korean agricultural investors in building infrastructures and with the help of the KOPIA program for the transfer of agricultural technology will benefit both countries and will play an important role in Cambodia's agriculture.

대순사상의 인문정신과 인류평안의 이념

  • 대순사상은 인간의 행위와 정신적 틀, 즉 몸과 마음을 닦고 세상을 다스리며 백성을 평안하게 하는 도리를 설파하고 있다. 우주 공간의 질서와 깊은 연관을 맺는 이러한 도리는 인간 자신의 인지(認知)와 심신 수양의 내용을 포함하며, 사람이 사회와 우주자연과의 관계를 어떻게 처리해 나갈 것인지에 관한 문제도 다루고 있다. 따라서 대순사상을 인문이라는 관점에 입각하여 분석해 볼 필요가 있다. 이탈리아에서 시작된 서양의 인문주의와 비교해 볼 때, 중국 전통의 인문정신은 인류 개체의 창조력과 그 성과를 인정하고, 인격적 수양과 개선을 주장하며, 사회의 조화를 강조하는 한편, 인류가 반드시 천지인의 조화로운 관계 속에서 개체와 전체의 생존을 파악해야 함을 강조한다. 이러한 인문정신은 『전경』에서도 찾아볼 수 있다. 그 하나가 모악산과 단주(丹朱)에 대한 서술인데, 모악산은 산 즉 '간'(艮)괘이며 단주는 적색에 상응하니 곧 '리'(離)괘가 된다. 이 두 괘가 서로 조합하면 '비(比)'괘가 되며, 『주역』의 비괘와 연관하여 서로 간의 모순을 없애고, '바둑'을 두는 기법을 거울삼아 심성을 다스리며, 인격을 완성하고, 인신이 조화를 이루도록 하며, 사회를 안정시킬 것을 말한다. 대순 신앙의 최종 목표는 지상천국을 건설하는 것인데, 이런 목표를 실현하기 위해서는 인격수양을 그 출발점으로 삼아야 한다. 인격수양의 목표는 바른 도인이 되기 위한 것이며, 이를 위해서는 수도 공부를 해야만 한다. 수도는 춘추시기 노자 이래로 유구한 문화적 전통을 지닌 것이지만, 대순진리회는 한국사회 역사의 경향과 현실의 필요에 부응하여 수도 이론을 새롭게 수립하였다. 이를 살펴보면, 대순진리회는 수도자가 '성(誠), 경(敬), 신(信)'에 힘쓰는 품격 함양을 매우 중시한다. 또 도인들이 가정의 화목에 힘써야 하며, 솔선수범하는 도인으로서 사회의 모범이 되어야 한다고 말한다. 이렇게 볼 때, 대순진리회는 '인도'(人道)를 함양함을 강조하고 있으며, 이것은 전통적인 유가에서 말하는 '수신, 제가' (修身, 齊家)의 정신과 그 의미가 맞닿아 있다. 또한 중국 도교의 '선도(仙道)를 이루고자 하면 먼저 인도(人道)를 행하라'는 사상적 취지와도 일치한다. 대순진리회에서 수도의 최종 목표는 도통이다. 도통은 수도자가 매우 높은 경지에 이르게 되었을 때 가지는 특수한 능력과 정신의 경지이다. '도통'에 대한 기록은 『장자·제물론』, 『문자』의 「부언편>(符言篇) 등에서 찾아볼 수 있는데, 대순진리회가 말하는 도통은 중국의 도가 전통에 보이는 도통과도 연관되지만 강한 인륜수양(人倫修養)적 특색을 지니고 있다는 점에서 차이가 있다. 이것은 대순진리회가 가지는 중요한 인문적 함의라 하겠다. 대순진리회는 수도 공부로써 광제창생·보국안민·지상천국건설의 사회적 이상을 실현하고자 한다. 조화로운 사회적 관계를 수립하기 위한 토대는 대순진리회의 종지 첫 번째인 음양합덕이다. 음양합덕은 대순진리의 인문 취지의 이론적 기초를 형성하는 사상이다. 음양합덕의 철학적 사고는 종지 두 번째인 신인조화(神人調化)의 이상으로 이어진다. 신인조화는 『상서·순전』(尙書·舜典)의 신인이화(神人以和)에서 그 사상적 연원을 찾아 볼 수 있다. 다만 신인이화가 율려 조화의 '결과'를 표현한 것이라면, 신인조화에서 중시하는 것은 '과정'이며 인간과 신의 상호작용이라는 점에 그 특징이 있다. 신인조화를 이루기 위해서는 공부를 해야 하며, 그 배후에는 인본(人本)의 사상이 깃들어 있다. 그것은 종지 세 번째인 '해원상생'의 내용에서 더욱 명확하게 드러난다. 신인조화가 인간과 신의 관계를 조화롭게 하는 것을 말한다면, 해원상생은 인간과 인간의 관계를 조화롭게 하는 것을 말한다. 또 다른 한편으로는 긴 역사의 과정 속에서 맺힌 원을 풀어 우주의 기운을 잘 통할 수 있게 하고 인간 사회의 정상적인 교류를 이루도록 한다. 이러한 내용은 사회적인 인문적 관심과 배려를 다분히 포함하고 있는 것이다. 대순진리회의 종지 네 번째인 도통진경은 수도의 가장 높은 경지를 말하는데, 이러한 이념은 노장 일파의 도가 학자들이 말한 순박한 본성으로 회귀하자는 정신에서 그 원류를 찾을 수 있을 것이다. 또한 이는 한진(漢晉)시대 이래 중국 도교가 추구했던 '진경' 의 의미와도 합치된다. 그러나 시대와 환경이 다름으로 인해, 대순진리회의 '진경'은 사회생활의 의미까지 내포한다. 비록 대순진리회의 경전이 인본(人本)을 명확히 밝히고 있지는 않으나, 대순진리회의 요의(要義) 중 하나인 인존사상은 대순진리회의 인문정신을 말해주는 것이다. 인존사상의 직접적인 기능은 평안(平安)으로서 삶을 이롭게 하는 것이다. 대순진리회는 우주대원의 진리를 '도'라 하였는데 이러한 '도'는 중국의 도가에서 말하는 '도'와 동일하며, 여기에는 '안(安)'의 의미가 포함되어 있다. 대순진리회의 신조 중 '안심', '안신'은 마음을 정(靜)하게 하고, 몸을 편하게 하는 것으로 볼 수 있지만, 심신의 공포와 두려움을 떨쳐내어 안전과 보호를 얻는다는 의미도 있으므로 결국 평안이 전제가 된다. 이렇듯 대순진리회에서는 '평안에 대한 희구'를 근본으로 하여 신앙인들이 열심히 수도에 정진하고 있다. 대순진리회가 인류 평안을 기본으로 하는 종교라는 점에서, 반드시 세인들의 환영을 받을 것임을 믿어 의심치 않는다.

The formal and intrinsic characteristics of the Changgeuk album (1971) and the meaning of the material (음반 창극 <사명대사>(1971)의 형식적·내용적 특징과 자료의 의미)

  • The purpose of this study is to explore the formal and content features of the material for the Changgeuk album , which was produced and released in 1971. Changgeuk album was produced and published as a headword for "Changgeuk". However, it differs from the style of Changgeuk which is treated as a stage drama in that the narrative is developed around the commentary and dialogue in the formal aspect and the Pansori is only partially used. The styles of Changgeuk, implemented through gramophone record, radio broadcasts and television broadcasts, varied widely, unlike those of Changgeuk established in the 1930s. Pansori music wasn't the only center, and traditional performers weren't even the main members of the play. The characteristic form of the Changgeuk album is an experiment of Changgeuk that emerged naturally with radio reading and the advent of radio dramas in the 1950s and 1960s. So it is necessary to pay attention to the Changgeuk album in that it shows diverse forms of experiments conducted by Changgeuk in the newly introduced culture and media in the middle and late 20th century As for the contents of the Changgeuk album , the work embraces Lee Jong ik 's novel (1957), but develops the narrative centering on the life of Saint Sa-myung(四溟大師). And it is faithfully portraying the life of a Buddhist monk and the national salvation hero who pursued the original work. This content composition can be understood in the will of singer Lee Yong bae, the soundman who produced the album, and in the flow of historical dramas that summon the historical hero of the old country of the time to the stage. Singer Lee Yong bae reflects on his life in the past when he was full of greed and conceit through his life as a monk of Saint Sa-myung(四溟大師) and is greatly impressed by the personal aspect of Saint Sa-myung(四溟大師), and these emotions encouraged his creative will. Also, the Changgeuk record is meaningful in that it is one of the specific materials that embodies the national hero as a record and a traditional play under the discourse of the people, the nation in the 1970s.

North Korean folk Operas and Musical Politics of Selection - Focused on National Operas Prior to Revolutionary Operas (북한 초기 고전 각색 가극과 선별의 음악 정치 - 혁명가극 이전 민족 가극을 중심으로)

  • North Korea has conserved operas in a selective manner. The subject matters of operas recorded in the history of North Korea can be divided into classical tales, translated foreign works, Korean War and war against Japan. Operas that adapted folk classics of the 1950s are considered valuable materials to verify the changes of genres posterior to division of regime between North and South Korea. The officially confirmed works include "Kumgangsan Palseonnyeo (Gyeonwoo Jiknyeo)," "Chunhyangjeon." "Kongjwi Patjwi (Kotsin)," "Ondal," and "Geumnaneui Dal." These works had gone through recreation in terms of realistic situation setting, abolition of class difference, adjustment of social rank and punishment of evil while the base lies in the original folk classics. People emphasized in adapted folk operas are described as those who are hard-working souls without giving importance of difference of social rank, content with the currently living space, devoted to their parents and full of patriotic spirit, and members of community who participate in organized fights against unfair exploitation. This was the fruit of encouragement of work creation supporting union between labor and individual life, destruction of old things and fight promoting this destruction. Folk operas of South and North Korea posterior to Korean War have similarities in that both deal with a love story transcending social ranks and the concomitant conflicts and they focus on the audience who enjoy the operas. Nonetheless, they are different in that this love in North Korea became a tool of educating people wished by the regime, while it became an object of securing the audience by adding the tragic element to love in South Korea. North Korean operas of the initial stage are characterized by playwriting method emphasizing difficult life and compensation of common people, realistic stage expression, accentuation of melody and agreement between notes and lyrics. This was efforts designed to continuously lead senses concentrated from the theater to everyday life of people. In effect, this is in line with the playwriting method of revolutionary operas. Adapted folk operas were subject matters ideal for easily approaching the audience and leaving them good memories at the same time. To realize socialist realism, they went through an experiment of reviewing "people" through the classic folk operas. The possibility of continuation of a work was determined by thorough evaluation after carrying out an experiment in terms of subject matters, theme, music and operation plans from the moment of which the work was on the stage. The sign consisted in the possibility of visit of "Kim Il-sung" to appreciate the work and presentation of directionality. By proposing the clear directionality of which hard-working people who deny social status system can be duly compensated, it encouraged the audience who saw the opera to voluntarily put this in practice. Thus, operas established the directionality through selective processes for creating public communion even before revolutionary operas.

Analysis of Co- and Post-Seismic Displacement of the 2017 Pohang Earthquake in Youngilman Port and Surrounding Areas Using Sentinel-1 Time-Series SAR Interferometry (Sentinel-1 시계열 SAR 간섭기법을 활용한 영일만항과 주변 지역의 2017 포항 지진 동시성 및 지진 후 변위 분석)

  • Ports are vital social infrastructures that significantly influence both people's lives and a country's economy. In South Korea, the aging of port infrastructure combined with the increased frequency of various natural disasters underscores the necessity of displacement monitoring for safety management of the port. In this study, the time-series displacements of Yeongilman Port and surrounding areas in Pohang, South Korea, were measured by applying Permanent Scatterer Interferometric Synthetic Aperture Radar (PSInSAR) to Sentinel-1 SAR images collected from the satellite's ascending (February 2017-July 2023) and descending (February 2017-December 2021) nodes, and the displacement associated with the 2017 Pohang earthquake in the port was analyzed. The southern (except the southernmost) and central parts of Yeongilman Port showed large displacements attributed to construction activities for about 10 months at the beginning of the observation period, and the coseismic displacement caused by the Pohang earthquake was up to 1.6 cm of the westward horizontal motion and 0.5 cm of subsidence. However, little coseismic displacement was observed in the southernmost part of the port, where reclamation was completed last, and in the northern part of the oldest port. This represents that the weaker the consolidation of the reclaimed soil in the port, the more vulnerable it is to earthquakes, and that if the soil is very weakly consolidated due to ongoing reclamation, it would not be significantly affected by earthquakes. Summer subsidence and winter uplift of about 1 cm have been repeatedly observed every year in the entire area of Yeongilman Port, which is attributed to volume changes in the reclaimed soil due to temperature changes. The ground of the 1st and 2nd General Industrial Complexes adjacent to Yeongilman Port subsided during the observation period, and the rate of subsidence was faster in the 1st Industrial Complex. The 1st Industrial Complex was observed to have a westward horizontal displacement of 3 mm and a subsidence of 6 mm as the coseismic displacement of the Pohang earthquake, while the 2nd Industrial Complex was analyzed to have been little affected by the earthquake. The results of this study allowed us to identify the time-series displacement characteristics of Yeongilman Port and understand the impact of earthquakes on the stability of a port built by coastal reclamation.

Cold Cloud Genesis and Microphysical Dynamics in the Yellow Sea using WRF-Chem Model: A Case Study of the July 15, 2017 Event (WRF-Chem 모델을 활용하여 장마 기간 황해에서 발달하는 한랭운과 에어로졸 미세물리 과정 분석: 2017년 7월 15일 사례)

  • Intense convective activity and heavy precipitation inundated Seoul and its metropolitan area on July 15, 2017. This study investigated the synoptic-scale meteorological drivers of cold cloud genesis of this event. The WRF-Chem (Weather Research and Forecasting model coupled with Chemistry) model was employed to explore the intricate interplay between meteorological factors and the indirect effects of PM2.5 aerosols originating from eastern China. The PM2.5 aerosols' indirect effect was quantified by contrasting outcomes between the comprehensive Aerosol Radiation Interaction experiment (encompassing aerosol radiation feedback, cloud chemistry processes, and wet scavenging in the WRF-Chem model) and ACR (Aerosol Cloud Radiation interaction) experiment. The ACR experiment specifically excluded aerosol radiation feedback while incorporating only cloud chemistry processes and wet scavenging. Results indicated that in the early hours of July 15, 2017, a convergence of warm, moisture-laden airflow originating from southeast China and the East China Sea unfolded over the Yellow Sea. This convergence was driven by the juxtaposition of a low-pressure system over the Chinese mainland and Northwest Pacific high. Notably, at approximately 12 km altitude, the resultant convective clouds were characterized by the presence of ice crystals, a hallmark of continental-origin cold clouds. The WRF-Chem model simulations elucidated the role of PM2.5 aerosols from eastern China, attributing 5.7, 10.4, and 10.8% to cloud water, ice crystal column, and liquid water column formation, respectively, within the developing cold clouds. Thus, this study presented a meteorological mechanism elucidating the formation of deep convective clouds over the Yellow Sea and the indirect effects of PM2.5 aerosols originating from eastern China.

Study on Material Characteristics and Conservation Methods for Tracksite of Cretaceous Dinosaurs and Pterosaurs of Jeongchon area in Jinju, Korea (진주 정촌면 백악기 공룡·익룡발자국 화석산지의 재질특성 및 보존 방안 연구)

  • The Tracksite of Cretaceous Dinosaurs and Pterosaurs in Jeongchon, Jinju was discovered in late 2017 during the construction of the Ppuri industry complex. This site is a natural heritage site with a high paleontological value, as it preserves fossils of various types of dinosaurs, pterosaurs, and animal traces at a dense concentration. In this study, we surveyed that physical weathering such as joint, crack, scaling, exfoliation, and fragmentation occurred through field research in the fossil site, and conducted basic research on conservation science to reduce the damage. To this end, among the eight levels identified after excavation, the rocks of Level 3, which yielded a large number of theropod footprint fossils, and Level 4, which yielded pterosaur footprint fossils, were analyzed for material characteristics and evaluation of the effectiveness of consolidation and adhesion. This results showed that the rocks in the Level 3 stratum were dark gray siltstone and the rocks in the Level 4 stratum were dark gray shale, which contained a large amount of calcite and were composed of quartz, plagioclase, mica, alkali feldspar, and other clay minerals, which are likely to be damaged by rainfall under external conditions. As a result of conducting an artificial weathering experiment by dividing the probationary sample into four groups: untreated, consolidation treatment, anti-swelling treatment, and adhesive treatment, the consolidation and the swelling inhibitor showed an effect immediately after treatment, but did not show a blocking effect under a freezing-thawing environment. The adhesive showed that the adhesive effect was maintained even under freezing-thawing conditions. In order to preserve the fossil sites at Jeongchon in the future, in addition to temporary measures to block the inflow of moisture, practical measures such as the construction of protective facilities should be prepared.

Mitigation Effect on Airborne Particulate Matter Concentration by Roadside Green Space Type and Impact of Wind Speed (도로변 녹지 유형별 미세먼지 농도 저감 효과와 이에 대한 풍속의 영향 연구)

  • This study measured PM10 concentrations and wind speeds in buffer green spaces and neighborhood parks located along the road, and compared them with roadside measurementresults to understand the effect of mitigating PM10 concentrations by type of green space and the influence of wind speeds on it. As a result of the analysis, the effect of mitigating PM10 concentration was different depending on the type of roadside green space, and an increase in wind speed had a significant effect on reducing PM10 concentration. In buffer green areas with high planting density, wind speed was low and PM10 stagnated inside, resulting in the highest concentration. On the other hand, green areas in neighborhood parks with relatively low planting density had high wind speeds and the lowest PM10 concentration. The non-green area within the neighborhood park recorded the highest wind speed, which was advantageous for the spread of PM10, but the concentration was higherthan that of the green area. Therefore, in orderto reduce PM10 concentration in roadside green space, it is necessary to create green space with good ventilation, and the combined effect of green space and wind speed seems to be more advantageous in reducing PM10 concentration. Green spaces capture and remove PM inside, contributing to reducing the concentration of PM outside. In order to manage PM in the entire city and on roads, it is necessary to increase planting density and leaf area in roadside green spaces, such as buffer green spaces, so that PM can be removed within the green spaces. However, in green spaces such as neighborhood parks that are actively used by city residents, in orderto minimize damage to users due to PM, it is desirable to create green spaces with a structure that allows PM to spread to the outside rather than stagnate inside.

Non-Destructive Material Analysis of Whetstones Discovered in Grain Transport Ship of the Early Joseon Period (조선 초기 조운선(마도4호선)에서 출수된 숫돌의 비파괴 재질 분석 연구)

  • From the seafloor of Taean, Chungcheongnamdo Province, a ship of the Joseon Dynasty was discovered for the first time in the history of underwater excavations in Korea in 2014 and was named Mado Shipwreck No. 4. A total of 27 unused whetstones loaded as tribute were discovered on the hull of Mado No. 4, which revealed that Mado Shipwreck No. 4 was a Grain transport ship that sank while carrying tribute from Naju to Hanyang between 1417 and 1425 (King Taejong to King Sejong). All of the 27 whetstones are in the shape of narrow and long sticks. The average values of length, width, thickness, and weight are 161.5 mm, 36.1 mm, 22.7 mm, and 253.2 g, respectively. The result of X-ray diffraction analysis shows that the constituent minerals are quartz, alkali feldspar, and plagioclase, which is similar to that of the high-resolution digital stereomicroscope analysis. The average porosity of Mado-2672 and 2673 is 2.69% and 1.78%, respectively, and the average surface hardness is 807.2HLD and 834.5HLD, respectively. It is interpreted that if the porosity increases beyond a certain level, it affects the decrease in surface hardness. All of these are made of feldspathic sandstones with an average SiO2 content of 74.51% and were confirmed to be suitable as grindstones. They are all medium whetstones when classified based on the SiO2 content. These whetstones are small in size and weight and are convenient to carry, so they are presumed to be a type of non-stationary whetstone, and are estimated to have been mainly used in the fields such as weapon polishing and craft production during the Joseon Dynasty.
