Regardless of East and West, public libraries provide various services to their communities based on collections. The decisive reason for local residents to visit public libraries is to access and borro w collections. An important condition maintenance to support these activities and services is the library circulation(usage) rules. Therefore, this study compared and analyzed the library membership, maximum loan items, loan period, loan reserve and renewal, overdue fines, disposal of lost and damaged items, loan of non-book materials, loan regulations for the disabled. And after checking the relative deviations in connection with the library cases of major developed countries, this study proposed the improvement of circulation rules. In order to minimize public complaints about circulation services and to relieve the burden of practitioners such as personnel disadvantage due to administrative audit for non-recoverable ite ms, public libraries must faithfully rearrange the circulation rules and regulations.

국제표준화기구(國際標準化機構)(ISO)의 비파괴시험(非破壞檢査) 기술자(技術者)의 기량인정(技量認定)및 인증에 관(關)한 국제친격안(國際規格案) DIS 9712를 번역, 소개(紹介)한다. 이 문서(文書)는 현재(現在)로는 안(案)에 불과하지만 부원간(不遠間) 회원국(會員國) 각국(各國)이 투표(投票)에 의(依)해서 결정(決定)되게될 것이다. 구주(歐州)의 대부분(大部分) 국가(國家)는 적극적(積極的)으로 찬성(贊戚)을 하고 있고 개발도상국(開發途上國)에서는 동조(同調)를 하고 있으며 일본(日本)도 찬성(贊成)을 표명하고 있다. 반대(反對)하는 나라는 놀랍게도 미국(美國)과 서독(西獨)이지만 대립점(對立點)이 몇가지로 좁혀지고 있고 타협책(妥協策)이 모색되고 있어서 국제규격(國際規格)으로써 확정(確定)되는 것은 시간문제(時間問題)인 것으로 보이며 정식(正式) 문서화(文書化) 하기까지는 아마도 시간(時間)이 좀 걸릴 듯하다. 많은 나라가 이 문서(文書)를 전제(前提)로 해서 비파괴시험(非破壞檢査) 기술자격(技術資格)에 대(對)한 인정(認定)의 국제통합(國際統合)을 추진(推進)하고 있다. 일본(日本)도 1989년(年)에 종래사용(從來使用)해오던 규정(規程)을 개정(改訂)하였으며 국제통합(國際統合)을 더욱 진전(進展)시키기 위(爲)하여 자국(自國)의 인정규정(認定規程)과 국제규격안(國際規格案)과의 항목별(項目別)로 비교검토(比較檢討)하고 있다. 우리나라의 기술자격인정제도(技術資格認定制度)는 국가기술자격법(國家技術資格法)에 의거(依據)하여 한국산업인력관리공단(韓國産業人力管理公團)에서 주관(主管)하여 실시(實施)하고 있는 반면(反面) 미국(美國), 구주(歐州) 등(等) 대다수(大多數)의 나라가 정부(政府)의 위임하(委任下)에 협회(協會) 등(等)의 단체(團體)에서 주관(主管)하여 실시(實施)하고 있는 것이 특징(特徵)이며 기술자격(技術資格)의 등급면(等級面)에서도 대부분의 국가(國家)가 Level 1, 2 및 Level 3의 3등급(等級)으로 구분(區分)하여 실시(實施)되고 있는데 현행(現行) 우리나라는 기능사(技能師), 기능장(機能長) (기능대졸업자(機能大卒業者) 대상), 기사(技師) 1, 2급 및 기술사(技術士)로 세분(細分)되어 실시(實施)되고 있다. 국제표준화(國際漂準化) 기구(機構)(ISO)의 비파괴검사(非破壞檢査) 기술자(技術者)의 기량인정(技量認定)및 인증에 대(對)한 국제규격(國漂規格)이 마무리 단계에 있고 많은 나라에서 국제통합(國際統合)을 추진(推進)하고 있는 추세여서 우리나라도 이에 대응해 나아가야 할 것으로 사료(思料)된다.

본 연구에서는 미 운송부 산하 고속도로교통안전국에서 규정한 EMT-I 의 미 국립표준교과과정을 알아본 뒤, 기존 피츠버그 의과대학 응급의료센터에서 제공되는 교육과정의 구성과 내용에 대하여 소개하고 미 국립 응급구조사 협회의 연차보고서를 토대로 EMT-I 자격의 미국 내 시행실태를 파악하였다 또한. 각 주별로 제공되는 교육과정의 내용과 EMT-I 구급대원의 활동범위에 대하여는 응급 의료시스템 잡지의 주 별 현황조사를 실시하였다. 끝으로 장기적인 추진과제인 Paramedic 과정 개설에 관하여 제언하였다.

개인신원검증은 사용자가 자원 및 시스템에 접근할 수 있는 자격을 증명하고, 사용자가 요청한 업무를 수행하기 위해 필요한 권한을 부여 받는 과정이다. 즉 인증 과정이 성공적으로 수행된 후 인가 수준을 결정하는 중요 요소로서 활용된다. 이러한 개인신원검증은 신원 도용, 변조의 위험과 비인가 된 사용자의 접근을 허용할 수 있는 문제점을 가지고 있다. 이에 따라 국 내외적으로 개인신원검증에 대한 다양한 연구가 진행되고 있다. 따라서 본 고에서는 NIST의 FIPS 201-1에서 규정하는 개인신원검증에 대한 주요 인프라, 인증 메커니즘, 암호키에 대한 기술적인 세부 내용을 분석하고자 한다.

Current production systems have been recognized as having contributed a dramatic growth in the Korean film industry. However, industry voices feel that the role of these production systems should be reorganized as the industry faces further needs for development process. Film development process involves item selection, scenario completion process, and packaging process, which include choosing the right director and actors in order to increase the chances of completion of the film as well as increasing probability of investment funds. Thus, film development is a very creative and practical businesslike activity at the same time. The purpose of this report is to study the producers' role and problems by comparing Korean film development processes to 'Produced By' of the PGA(Producers Guild of America) and suggest a solution for the improvement.

Modern medicine has not yet conquered behavior therapy for cancer radiation treatment, which is one of the professional groups involved in the justification of the act and reasonable human resources was analyzed. Radiation Oncology(Therapeutic Radiology) installed the role of the medical physicist in the current law, the act must have been within the limits given licenses, but the legitimacy of the act which can be given the current laws and regulations are not clear. Thus, certification and testing outside the medical physicist's research institutions, including the measures to be reflected in national legislation sought. Medical physicists, with the inherent illegality act because one of the areas to precluding the illegality of the content-based "medical law" and "Nuclear Safety Law", "medical technology in the field of radiation safety standards on management" was based on the interpretation. In conclusion, "medical law" and "in the field of medical technology on the management of radiation safety standards" that are consistent with the recognition of qualifications, increased activity in the radiation therapy and radiation safety management must deal with this will be feasible.

In terms of loan transactions, mortgage volume secured by housing in Korea is the most important market share. Hitherto housing finance policies are treated as a kind of property pricing policy. So it is time to import financial systems on behalf of the mortgage loan consumers like a mortgage broker. A mortgage broker is an intermediary that brings a borrower and a creditor together to obtain a mortgage loan. The broker takes the application, performs a financial and credit evaluation, produces documents, and closes the loan. Especially mortgage brokers present themselves as specifically acting in the interest of the consumer by shopping on behalf of the consumer for the best product that meets the consumer's needs and financial circumstances. The paper investigates the economic role of mortgage broker, foreign systems focused on USA, UK, Japan, and characteristics of Korean housing finance markets. Finally the paper provides policy recommendations about Korean mortgage broker system composed of licensing type, uniform professional practice standard, educational requirements.

A main purpose of this research was to analyze environmental factors to influence helicopter accidents contrary to the fact that the almost 80% of helicopter accidents happened due to pilots' human errors. There have been about 14 helicopter accidents in civil aviation sector last decade. It is noteworthy that nine of 14 accidents happened during the external sling load operation. Moreover, there is no law or regulation which could cover the helicopter external sling load operation or human external cargo in Korea. In this paper, it was analyzed the training and education regulations regarding helicopter external sling load operation or human external cargo in regulations of FAA and EASA, Based on analyzing and comparing the FAR part 133 and domestic aviation law (aviation safety act and flight safety regulations), it was found out the implication how to apply helicopter type rating for external sling load operation and human external cargo operation. To sum up, this paper expect central government should cooperate and amend aviation law which apply external sling load operation and external cargo to establish sound safety culture in Korea.

건축문화창달의 구심체로서 건축계 발전과 공익에 이바지하고 건축사 회원의 권익옹호 및 업무개선에 앞장서 온 대한건축사협회는 36년의 오랜 역사가 말해주듯 7천7백여 회원과 산하 16개 시도건축사회와 84개 지역건축사회로 구성된 조직력을 갖춘 전문자역사단체로 당당히 자리매김했다. 그러나 국내 여타 전문자격사단체들과 마찬가지로 지난 경제성장기 동안 제도의 틀 안에서 안정을 누려온 협회에 대해 그 기능과 역할을 재정비해야 한다는 건축계 안팎의 목소리가 점차 높아지고 있으며, 회원들의 요구 또한 적극적이며 다양해지고 있다. 여기에다 장기간 계속된 건축경기의 침체는 건축사사무소들의 경영상태를 크게 악화시켜 회비 수입에만 의존해온 협회의 재정상태를 어렵게 하므로써 향후 협회재정 자립의 필요성이 제기되고 있다. 더욱이 최근 정부의 규제개혁정책에 의해 설계도서신고제가 폐지되는 등 회원들의 의무규정이 상당부분 완화되었으며 또한 임의단체로의 전환과 함께 회원가입이 자유화됨에 따라 협회로서는 회원 결속력 강화와 자생력 확보라는 두 과제를 시급히 해결해야만 하는 상황에 직면해 있다. 특히 WTO에 의한 건축서비스시장 개방이 가속화되고, 이러한 무한경쟁시대에 대비해 정부가 각종 규제완화 정책들을 지속적으로 추진하는 등 앞날에 적지 않은 변화가 불어닥칠 것으로 예상됨에 따라 우리 건축사의 이익과 주장을 대변하는 창구로서의 기능 또한 중요시되고 있다. 따라서 전환기에 선 협회의 발전적 앞날을 위해서는 보다 다각적인 방향에서 그 위상을 재정립하고 또한 국제화ㆍ개방화ㆍ정보화시대에 제 기능과 역할을 다할 수 있는 전문조직으로 거듭나야 할 것이다. 이에 본지에서는 이번 좌담을 통해 협회의 기능과 역할을 재조명해 보고 아울러 사회적 요구에 부응하는 전문자격사단체로서의 위상을 확립해 나가기 위한 다양한 의견을 듣는 자리를 마련하였다.

"과학관의 설립 운영 및 육성에 관한 법률"에 의거하여 정식으로 등록된 전국의 국 공 사립 과학관은 2012년을 기점으로 100개를 넘었고 현재는 170여개 기관이 이른다. 해당 법률에서 규정하는 과학관은 국민들의 과학기술에 대한 이해증진 및 어린이와 청소년들의 과학에 대한 탐구심 함양, 과학문화의 대중화 등 과학문화 확산의 한 축으로 활용이 되고 있다. 과학관은 등록 요건에 따라 '종합과학관'과 '전문과학관'으로 분류를 하며 특히 전문과학관의 경우 과학의 여러 분야 중 한가지의 주제를 선정하여 그 주제에 맞는 전시물과 프로그램들을 운영하고 있다. 특히 천문과 우주를 테마로 한 과학관은 2009년 세계 천문의해를 기점으로 건립이 가속화 되었고 그 비중은 전체 과학관 중에 상당 부분을 차지하고 있다. 하지만 이에 대한 정확한 통계와 분류가 미흡하고 해당 기관들 상호간에 제대로 된 협력체계가 미비한 현실이다. 이와 유사한 박물관, 미술관, 도서관의 경우 과학관과 마찬가지로 해당 학문에 대한 홍보와 대중화를 위해 관련 법률이 마련되어 있는데 이들의 경우 관련분야에 종사하는 전공자들에 대한 별도의 자격제도와 해당 기관에서의 지위를 부여받은 것과는 상당한 차이를 보이고 있어 이들 법률의 비교를 통하여 각 기관들의 설립목적과 운영취지, 자격제도 등을 알아보고 천문우주 과학전공자들에 대한 객관적인 검증제도 도입 및 과학관 건립시 그들을 채용할 수 있는 객관적인 근거를 마련해 보고자 한다.
