DPO 양성제도의 전략적 도입에 관한 연구

  • 최근 동적위치제어시스템 (Dynamic Positioning System, DPS)을 설치한 선박과 해양구조물이 늘어나면서 이 시스템을 운영하는 DPO (Dynamic Positioning Operator) 자격증을 취득하고자 하는 해기사가 급증하고 있다, 특히 2010년 STCW Manila Amendments에 DPO 자격과 관련된 사항이 Code B에 채택됨으로서 DPO 관련 자격기준이 급변하고 있다. 그러나 아직 우리나라에는 DPO 자격과 관련된 교육훈련제도가 정비되어 있지 않음은 물론 자격증 취득을 위한 교육훈련기관도 전무한 실정이다. 이 논문에서는 DPO 양성제도의 현황을 고찰한 후 이 제도를 효율적으로 도입하기 위한 방안을 제안하였다.

Comparative Analysis of Evaluation and Recognition for Refugees' Qualification in Netherlands and Norway (네덜란드와 노르웨이의 난민 학위·자격 평가인정제도 비교 분석)

  • Since the Syrian Civil War in 2011, the number of refugees has been on the rise in Korea as well as worldwide. In addition to recognition of legal status for refugees, employment and education support, and qualification recognition are emerging as social issues. In this context, this study aims to compare the cases of Netherlands and Norway in terms of evaluation and recognition of refugees' qualifications. The findings of the study show that although there were concerns about the lack of official documents to verify the qualifications of refugees, the two countries have developed a special process for the evaluation and recognition for refugees respectively according to the Lisbon Recognition Convention. In addition, both countries have developed a recognition of prior learning system which has made the qualification recognition process flexible from a point of refugees. These experiences could be used as benchmarks for the Korean government which has a responsibility to develop its own qualification recognition system for refugees in the near future.

  • 증가하는 인터넷 해킹사고와 전자정부의 확산 등으로 정보보호에 대한 필요성이 증대하고 있으며, 산업체 또는 정부에서 정보보호를 담당하는 인력의 수요가 필요하다. 본고에서는 정보보호 인력 양성의 방법으로 정보보호 관련 정규과정에 의한 방법이 아닌 정보보호 자격 검정에 의한 방안을 다룬다. 국외의 공인정보시스템보안전문가(CISSP), 공인정보시스템 감사사(CISA) 및 국내의 정보보호전문가(SIS) 등 국내외 3개의 정보보호 자격에 대한 비교연구를 통하여 정보보호전문가 자격제도의 발전 방안을 제시하고자 한다.

  • This study suggests the ways of improving the training and licensing system of unmanned aerial vehicles (UAVs), which are drawing attention as a future growth industry, through interviews with domestic experts and examples from advanced countries. In order to improve the system, it was suggested to establish a clear concept about unmanned aerial vehicle pilot, to implement a system to obtain and maintain the UAV pilot license, to develop and supply standard textbooks for acquiring certification, and to prepare certification standards for flight simulators.

Comparative Study on Qualification System of Competency Assessor in Australia and Scotland (스코틀랜드와 호주의 NCS기반 직무능력평가자(Competency Assessor) 자격제도에 관한 비교 연구)

  • The purpose of this study is to examine the qualification system of competency assessor based NCS(National Skill Standards) in Australia and Scotland. To meet the purpose of the study, the characteristics of competency based assessment and the role of assessor was reviewed, and competency assessor qualification system of both countries were analysed. Australia and Scotland have developed the certification system of competency assessor based on national qualification framework. Education and Training Institutes in both countries should meet the requirement of RTOs(Registered Training Organizations) and CRBs(Credit Rating Body), which can develop and operate assessor qualification course based NQF. Also they must ensure all assessors are qualified with competency, currency and professional development and show how they have maintained, upgraded or developed new skills relevant to the current industry needs. In recent years, Korea has been introduced competency based curriculum linked with NCS in education and training sector. Also the introduction of competency assessor qualification system are currently under consideration by government. In this circumstances, the results of comparative analysis about Australia and Scotland can help the Korean government review the policies and strategies qualifying competency assessor. They also provide some implications for exploring and examining assessor qualification system based NCS and KQF(Korean Qualification Framework) in Korea.

  • In this study, we tried to find qualification items that qualified the processing skill of information and internet application on information and communication industry. The purpose of this research is to detect operation condition of national, private, and many other qualifications using digital information application ability and then developed new qualification items which able to solve problems on present qualification items. Related works and the data analysis for this study were performed and the committee that is composed of qualification item experts, professor, and the person in charge of Korea information & communication institute was held in twice.

  • The purpose of this study was to focus on the discussion on the introduction of the librarian qualification certification system, which is being discussed as a way to raise the qualification level of experts as a system for expert certification and to raise social awareness as experts. First, the introduction of the library and information science curriculum certification system was discussed. Second, the issues to be considered when introducing the certification system were discussed. In other words, we analyzed in depth what matters we should consider when discussing the certification system. Third, the components of domestic and overseas certification systems were investigated and analyzed, and measures applicable to the librarian qualification certification system were discussed. Fourth, it was proposed to introduce a certification system for the Department of Library and Information Science. Also, based on the results of the analysis, it was suggested what could be a problem when introducing the certification system to the Department of Library and Information Science in Korea and what contents should be reviewed. In this study, in order to propose the introduction of the librarian qualification certification system, the purpose of the librarian qualification certification system, the certification criteria, the certification institution, and the contrast between the university and the Department of Library and Information Science were also dealt with in detail.

  • The aim of this study was to develop assessment tools for analyzing society focusing on abilities, not an academic clique. The development of a type of occupational qualification, which is called a working and learning system, for Koreans, can be reliable and acceptable to a variety of society members. This study was conducted by searching for a dual system and examining a qualification system in developed countries. To achieve the goal of this study, the management status according to a type of qualification system was analyzed. In addition, a variety of related laws, related department, testing authority, testing institute, terms of applying for tests, way of testing, committee of testing, testing subjects, criterion for passing tests, a status of qualification test administrated in some developed countries, such as Germany, UK, the USA and Australia, were conducted. The occupational duty of the machine field and education contents are examined by analyzing the occupational duty. In addition, the criterion to solve problems and a way of marking in the field of machines were indicated and an example of written and practical tests is presented. This study makes a blueprint for a qualification system of working and learning at the same time in a national dimension.

Worries and Solution to Japanese Librarians' Professionalism (일본의 도서관인의 전문성에 대한 고민과 그 해답)

  • In recent years, the worries of professionalism of the professions have been long lasting and the debate of securing the expertise by improving the curriculum and qualification system as well. In this study, we have focused on cases where Japanese' securing the expertise of profession through practicing specific and systematic movement by reorganizing the curriculum and implicating an expertise evaluation system. First, we analyzed the relevant qualifications for librarians and education system of Japan. Second, we organize the requirements of the Library and the studies of Library and Information Science (LIS) in Japan to secure expertise. Third, based on the requirements of the site and the results, we have discussed the advantages and disadvantages by focusing on recent changes in the curriculums and expertise evaluation system.
