The Reference-Class Problem and the Qua-Problem (준거집합 문제와 자격의 문제)

  • The reference-class problem is known as a problem that frequentism on the nature of probability is supposed to encounter. Alan H$\acute{a}$jek argues that other theories on the nature of probability also meet this problem inevitably and claims that we can resolve the problem by regarding conditional probabilities as primitive. In this paper I shall present an adequate way of understanding the reference-class problem and its philosophical implications by scrutinizing his argument. H$\acute{a}$jek's claim is to be classified into the following two: (i) probability is relative to its reference class and (ii) what is known as the 'Ratio' analysis of conditional probability is wrong. H$\acute{a}$jek believes that these two are to be closely related but I believe these two should be separated. Moreover, I shall claim that we should accept the former but not the latter. Finally, regarding the identity condition of reference class I shall distinguish the extensional criterion from the non-extensional one. I shall claim that the non-extensional criterion is the right one for the identity condition of reference class by arguing that the reference-class problem should be regarded as an instance of the qua-problem.

  • Searching and retrieving information on the Web that define the core-function of Internet IR specialists is one of the activities that practitioners and searchers of LIS fields do exceptionally yell. Various education programs and license examinations for Internet IR specialists have been carried out by many organizations, without consistent monitoring or objective evaluation of those validity and functionality, which community of information professionals requires. This study focused on investigating the current practice of the education and license exam, and identifying problems that hinder the validity of those programs, and alerting the professionals to enhance and expand serious cooperation to keep up with the evolving interests of Internet IR specialists as a great challenge we all(partners, researchers, and policy-makers in government) face.

The problem when as international certification the CMAA which is only it secures a reliability certification which is a CCM and SAVE seeing in the certified which is a CVS, compares in the foreign nation and the CM certification is excessive, it does not secure a reliability and an efficient characteristic to give a confusion to the capital increase lattices which in a condition are, it is mass produced it is a point. It saw from, it observes the capital increase reserve problem point which is a domestic CM and the certification integration which is a report and system anger it leads and with national certified qualification it develops to present the improvement program for, it does to sleep.

  • Recently the demand for civil bodyguards and security guards shows rapid growth. However the supply and training system have some limitations. Educational and training systems for civil body and security guards are in the basic level and private organizations trained the professional work force. University level training started recently. To protect individual life and property, body and security guards have to be trained professionally. For it the role of professional training organizations is emphasized. The purpose of this article is to analyse current situation of civil body and security guard training industry and to seek an educational model. For it, the following questions will be examined. ${\cdot}$ Do the professional training organizations meet social demand for the body and security guards? ${\cdot}$ What kind of training has to be provided for the body and security guards? ${\cdot}$ What tare the qualifications of the trainers? ${\cdot}$ What are the differences in training courses between private organizations and universities? ${\cdot}$ Is there any differences in the job placement among the trainees of private organizations and universities? In summary to meet the social demand common curriculum for the body and security guard will be drawn from the analyses of diverse training organizations with different training courses in contents, training periods, educational value, and social aim.

기술사 상호승인(Mutual Accreditation)을 위한 각국의 기술사 제도실태(제1부)

  • 나라마다 기술사 자격을 인정하는 제도에 약간의 차이가 있다. 미국은 주로 각주 기술사회에서 기술사 자격시험을 관장하나 출제문제 및 채점은 국가기술 및 측량시험 평의회 NCEES (National Council of Examiners for Engineering and Surveying)의 소관이다. 물론 면허등록은 주정부가 관장하고 있다. 그런가 하면 Singapore, Malaysia, 태국은 정부가 자격인과 등록을 실시하고 있다. 이에 반하여 Australia는 호주 공학회 연합 IE Aust(The Institution of Engineers, Australia)가 독자기준에 따라 기술사의 자격인 및 면허등록도 해주고 있다. 공학회 연합이 인정한 기술자격은 정부도 인정하고 필요한 Engineering Service는 정부의 사업에 채택되는 실정이다. 따라서 자유무역 촉진을 위해서는 기술자격, 인 제도 등의 정합화가 적극적으로 시도되어야 하며 이는 인재개발과 육성의 관점에서도 Program화 되어야 하는 단계이다. 앞으로 기술사의 해외 업무확대를 원활히 전개하기 위해서는 각국의 기술사 제도의 실태조사를 통해서 우리 나라의 기술사 자격의 국제 정합화와 상호인 추진의 기초자료를 만드는데 있다. 제일부를 환태 평양국가, 제2부를 구주편으로 양분하여 기술하고자 한다.

  • 우리나라의 교수 자격제도는 교수 임용제도와 분리되어 발달하지 못하였다. 이로 인해 대학 등에 '채용된 교수'만이 교수로 인식되고, 채용되지 않았지만 교수 자격이 있는 인적 자원에 대해서는 자격 공인장치가 부재함으로써 이들 자원이 효과적으로 활용되지 못하고 있다. 따라서 예컨대 학점은행제를 비롯하여 평생교육 차원에서 확산될 것으로 전망되는 다양한 고등교육체제에 대한 국민적 요구를 충족시키는데 필요한 교수요원의 적절한 운영이 어렵게 될 것이다. 정보화.세계화 추세는 기존 대학 형태를 초월하는 다양한 고등교육 프로그램을 확산시킬 것이기 때문에 교수 자격 문제가 우선 검토되어야 한다. 이를 위해 향후 '교수 자격공인제도'를 정립하여 교수 자격이 있는 사람들에게 의사나 변호사처럼 자격을 공인함으로써 이들이 자부심을 갖고 대학뿐만 아니라 각종 고등교육 프로그램과 연구 개발에 종사하도록 하고, 나아가 국가 고등교육체제를 발전시키는 데 기여할 수 있도록 해야 할 것이다.

  • The study aims to design and suggest criteria of the academic credit approval for those who obtain diverse qualifications. In order to achieve the objectives of this research, a Delphi survey was conducted. Consequently this study suggests the following, based on the argument that existing credit approval system covering all qualifications requires improvement especially due to limited function and efficiency. First, most respondents who took part in the management of academic credit bank system in the Korea Educational Development Institute stated that the current system is of limitation. Out of the all items, one was indicated as one not directly related the majoring area for the degree, three items were indicated as approved in the bachelor degree and two items were as approved in the associate degree. Second, occupational area for approving qualification items should be classified according to the KRIVET classification structure for national qualification.

  • Since Personal Information Protection Act came into effect on September 2011, PIA(Privacy Impact Assessment) of public institutions has become obliged. Therefore, an increasing demand for PIA professionals is being expected. In domestic, however, no specialized certificates exist and therefore similar certificates have become a requirement for PIA professionals. Henceforth, however, the system based on these similar certificates is to be an obstacle to advancing PIA. Therefore, this study analyzes the sufficiency of current similar certificates compared with the PIA qualification requirements. And then, analyzes the validity of allowance as similar certificates by using this outcome of the validity. As this comparison draws a clear gap between PIA qualification and similar certificates, this paper suggest three suggestions to improve current qualification. Three suggestions are expected to contribute a qualitative improvement of the PIA industry.
