  • 본 연구에서는 건설CALS/EC 기반의 정보화 추진을 위한 정보시스템을 개발할 때 적용되는 기존의 소프트웨어 개발방법론의 문제점을 분석하고, 표준화되지 않은 개발방법론의 적용으로 시스템 개발에 비효율적인 비용을 투자하는 문제점과 특성상 입찰, 구매, 계약 등 분야별로 상이한 기능의 업무에 따라 구축되는 건설산업 정보화에 있어서 상호간에 데이터 및 프로세스를 원활히 통합하지 못하므로 인하여 발생되는 개발의 중복성, 정보 활용의 비효율성 등의 문제점을 개선하고자 하였다. 이를 위하여 최근 새로이 부각되고 있는 방법론인 컴포넌트 기반 개발방법론(CBD: Component-Based Development)을 사용하여 건선CALS/EC 표준지침 웹서비스를 위한 시스템의 업무프로세스를 모델링하여 사용자가 쉽게 재사용가능하고 타업무분야에 확대 가능한 방향을 제시하였다. 본 연구를 위하여 기존의 소프트웨어 개발 방법론의 적용상 문제점 분석을 통하여 컴포넌트 기반 개발방법론의 필요성을 증명하고 비즈니스 컴포넌트 프레임워크를 사용하여 건설 CALS/EC 표준지침 웹서비스의 업무프로세스에 적용할 기술적인 방법론을 고찰하고 업무에 효과적으로 적용할 수 있는 업무프로세스 컴포넌트를 제시하였다. 본 연구에서 도출된 컴포넌트 모델은 향후 타업무분야의 시스템을 개발할 때 사용자요구분석 단계부터 별도의 재 작업이 없이 사용될 수 있으며 시스템을 구현할 때 개발 모듈의 중복방지와 용이한 비즈니스로직의 변경 등이 가능하며, 추가의 업무 프로세스나 연관된 다른 분야의 업무프로세스의 반영 및 추가 시 컴포넌트의 활동모델을 쉽게 수정하여 정의함으로써 쉽게 시스템의 기능을 확장할 수 있다.LE 산정에 관한 지속적인 실험적 연구가 이루어져야 하겠다. 증가할 것이다. 또한 부분육을 이용한 완전제품, 적색육제품, 유기농이나 별미식 제품과 같은 형태의 다양한 포장육 제품이 도입 될 것으로 생각되어진다.e in vitro SPF test method will be able to be used as an alternative method for in vivo SPF in case of lotion and cream. replica.   • Korean construction companies have maintained stable market share based on high technology and cost competitiveness although international construction market has been stalled due to increasing global economy uncertainties. However, Korean construction companies have relied heavily on the general types of projects in Middle East and Asia although the portion of different types of projects such as Build-Transfer-Operate (BTO), Build-Transfer-Lease (BTL), and Public-Private-Partnership (PPP) has been increasing in the market. When delivering huge projects requiring contractors deal with activities from project planning to operation, securing finance sources and profitability is deemed critical. Therefore, Korean construction companies need more attentions on the construction market supported by Multilateral Development Banks. However, Korean construction companies have not utilized effective strategies for the market entry and also government supportive policies are not useful enough to help construction companies. This study aims both to analyze the contract structure of Korean construction companies for presenting critical factors that need to be prepared and to suggest various methods that can be applied to support construction companies that have much interest in the Multilateral Development Banks. According to the results of study, it is important that Korean government provide structural information system, make a specialized organization, prevent over-heating among Korean construction companies, and collaborate with Official Development Agency. In addition, it appeared that the fairness and financial stability of project have recognized main advantages of the Multilateral Development Banks.

A Spatial Structure of School Meal Foods in Elementary and Middle Schools in Hwaseong City, Korea (경기도 화성시 초.중학교 급식품 공급의 공간구조)

  • The purpose of this paper in the case of elementary and middle schools in Hwaseong city is that clarify spatial structure by seasonal changes of supply region of school meal foods and changes in food mileage. This paper used account registers of school meal foods of the subject schools as data for this analysis. And this paper analyzed data in March, June, September, and December in order to understand seasonal changes of school meal foods. The spatial structure of school meal foods in elementary and middle schools in Hwaseong city take four with private contracts, limited competition, and bidding quotation by suppliers. With the crops in Hwaseong city, they consist of eco-friendly vegetables in Gyeonggi-do, domestic eco-friendly vegetables and fruits, general vegetables and fruits, and imported processed foods and agricultural products. In case of food mileage, around Hwaseong city, there are spatial structure with about 17 $ton{\cdot}km$, 26 $ton{\cdot}km$, and 11,000 $ton{\cdot}km$ respectively. The spatial structure of school meal foods supplies was determined by difference in feed rate of crops, eco-friendly agricultural products, imported processed foods, and imported agricultural products.

Simulation-Based Stochastic Markup Estimation System $(S^2ME)$ (시뮬레이션을 기반(基盤)으로 하는 영업이윤율(營業利潤率) 추정(推定) 시스템)

  • This paper introduces a system, Simulation based Stochastic Markup Estimation System (S2ME), for estimating optimum markup for a project. The system was designed and implemented to better represent the real world system involved in construction bidding. The findings obtained from the analysis of existing assumptions used in the previous quantitative markup estimation methods were incorporated to improve the accuracy and predictability of the S2ME. The existing methods has four categories of assumption as follows; (1) The number of competitors and who is the competitors are known, (2) A typical competitor, who is fictitious, is assumed for easy computation, (3) the ratio of bid price against cost estimate (B/C) is assumed to follow normal distribution, (4) The deterministic output obtained from the probabilistic equation of existing models is assumed to be acceptable. However, these assumptions compromise the accuracy of prediction. In practice, the bidding patterns of the bidders are randomized in competitive bidding. To complement the lack of accuracy contributed by these assumptions, bidding project was randomly selected from the pool of bidding database in the simulation experiment. The probability to win the bid in the competitive bidding was computed using the profile of the competitors appeared in the selected bidding project record. The expected profit and probability to win the bid was calculated by selecting a bidding record randomly in an iteration of the simulation experiment under the assumption that the bidding pattern retained in historical bidding DB manifest revival. The existing computation, which is handled by means of deterministic procedure, were converted into stochastic model using simulation modeling and analysis technique as follows; (1) estimating the probability distribution functions of competitors' B/C which were obtained from historical bidding DB, (2) analyzing the sensitivity against the increment of markup using normal distribution and actual probability distribution estimated by distribution fitting, (3) estimating the maximum expected profit and optimum markup range. In the case study, the best fitted probability distribution function was estimated using the historical bidding DB retaining the competitors' bidding behavior so that the reliability was improved by estimating the output obtained from simulation experiment.

  • The contractors which execute the design-build project have difficulties in design management and contract administration in the pre-construction phase because they have managed construction projects focused on only construction phase so far. Moreover, they have to manage the design development stage without any contingency following-up various design revisions from the design reviews of outside experts. Therefore, the design management in the design development stage is a critical success facto. of the design-build project. The objective of this study is to structure the problems in the management skill for design development phase in the domestic design-build projects and to suggest a design development management method to settle the problems. To achieve these objectives, this study 1) analyzes the prior studies about the design-build procurement methods, 2) designs and performs a case study to embody the problems of the domestic design-build projects, and 3) proposes a method of design development management by analyzing the results of case study and interviewing experts.

  • Recently, overseas plant orders of domestic enterprises are steadily increased, and the amount of orders in the first half of 2014 were 93% increased compared to the previous year. In addition, now which is the third quarter of 2015, overseas plant orders are already over 249.8 billion dollars so the interests of plant industry research has been increased. In the life cycle of the plant project, CM before the construction stage is to complement the uncertainties that are inherent in the early stages of the project, and from the viewpoint of supporting the rational decision-making, the importance of its role is on the rise. Among them, excavating and investing participation plan in the planning stage is an important work that has a large impact force to influence the success and failure of future project. However, the work has become a problem with frequent consultations due to decision-making, continuous modification, and inefficient repetitive tasks. Therefore, it is needed that work process should be changed to effectively accommodate. The purpose of this paper is to derive the major work items for excavating and investing participation plan in the planning stage of the plant project, and establish a standardized work process through the Delphi analysis. The result of this study is expected to be utilized for EPC companies in ensuring the technical competitiveness in planning on overseas markets, and improve the efficiency of work.

  • Domestric Construction & Engineering market has been long in recession due to the global economic crisis. Domestic construction industries consequently looks at overseas construction markets where relatively more construction projects are constantly required. In order to provide meaningful information for Korean engineering companies to keep the pace with the changes in the construction industry, various construction related date and statistics are analyzed. In addition, previous research from the related organizations and construction engineering companies are closely reviewed. Investigation of preliminary data and research have been conducted to draw remedies for their overseas expansion. Moreover, it is attempted to classify foreign markets as the Asia, Africa and etc. (Europe, North America/the Pacific and Latin America) to provide the list of first target countries and its regional market information focusing on their bidding system. This study had tried to show comparative analysis of different bidding procedures between Korea and the selected countries to suggest measures of improvements for the domestic bidding system. Finally, this study suggested policy recommendations to meet the requirement of bid qualification to advance the global market that was suggested with validated clustering bidding data.

Improvement on the Managerial Method of Price Fluctuation System (물가변동제도 운영방식 개선방안)

  • There are several causes to recalculate the contract amount in public construction projects. Among them, the escalation clause was introduced in 1969 and now the condition to recalculate the cost is effective after 90 days from the date of contract and the rate of fluctuation should be more than 3% from the date of bidding. The two calculation methods for the rate of fluctuation are item-adjustment and index-adjustment. According to the results of investigation into 4 public institutions and 163 projects, all of them have used the method of index-adjustment and the rate of projects that spend over 6 months obtaining the approval of contract amount adjustment is more than 90%. The reason for spending lots of time is caused by problems of the calculation method on the price fluctuation rate. Therefore, it is necessary that the calculation method should be diversified to cope with the problems and a option of the builder should be expanded as well. Furthermore, if the way to apply correction factors to construction price index and average index based on the producer and consumer price index made by the bank of Korea is added, then the duration will be reduced without additional expenses. This study proposed the diversification of the calculation method using price fluctuation rate and builders' expanded options as improvement on the managerial method of Price Fluctuation System for the prompt and efficient contract amount adjustment.

  • As BTL(Build-Transfer-Lease) private investment business benchmarking PHI(Private Finance Initiative) of USA and Japan is introduces to Korea since 2005, as a part of supplying high leveled public service and early expanding required facilities for SOC, Value for Money on private investment business from treasury investment business at the beginning gets to be needed. Accordingly, this survey has been conducted in order to analyse BTL projects status, propriety of economic analysis method(VFM analysis, calculation of estimated business expenses, valuation of bidding price, etc.) by business advance phases from the viewpoint of person in charge, necessity of improvement and alternative plants. As the result of conducting cross tabulation analysis and correlation analysis by occupational group, BTL project advance phases and alternative plans for improvement, it is necessary ye prepare standardized service level against business expense and basis for calculating and evaluation operation expenses. Based on the necessity of quantitative analysis (LCC analysis) of VFM, standard for calculating management, maintenance and administration expenses is required. In addition, reliable economic valuation system considering domestic BTL environment should be setup, for business efficiency.

  • Since B2C(Business to Customer) from which e-commerce had originated was replaced by B2B, e-Business has shown fast growth so fa., Recently, e-Procurement by l:n concept is on the development as self-purchase system associated with their own ERP In many conglomerates in the Korean market. However, in order to vitalize e-Biz in the plant industry, we need to set up e-marketplaces where many sellers and buyers can meet each other at the same time, which has become the essential part for success as an expanded business model. In this paper, we expect that the foundation for e-transformation in the plant industry is set up by developing Purchase Process System and related modules as the prerequisite for e-Biz in the plant industry, and this report will provide an exemplary model for e-commerce. The Purchase Process System consists of 1) e-Purchasing Module that manages bidding and contract information based on quotation inquiry, 2) e-Expediting Module that manages information to guarantee the on-time delivery, 3) e-Certification Module that controls user authentification, 4) e-Basic Module that manages the bulletin boards, Q&A, etc.
