입찰계약방식은 발주기업인 구매자가 최선의 공급자를 결정하기 위해 선택 가능한 하나의 전략적 도구로서 매우 중요한 의의를 지니고 있다. 본연구는 대리이론과 거래비용분석에 의해 발주기업의 입찰계약방식결정에 영향을 미치는 요인을 이론적으로 제시하고 있다. 본 연구는 입찰계약방식이 거래의 관계지향성과 계약의 명시성의 두가지 차원을 본질로 하고 있으며, 이들 두가지 차원에 영향을 미치는 요인으로 정보의 비대칭성, 지각된 위험의 크기, 성과측정 및 감시의 필요성, 응찰기업에 대한 신뢰와 몰입수준, 발주기업의 상대적 의존도의 다섯 가지 요인을 들고 있다. 본연구는 입찰계약방식이 이들 요인에 의해 어떻게 결정되는가를 명제의 형태로 제시하고 있으며, 실증분석을 위한 몇 가지 제언도 함께 제시하고 있다.

In the case of the password-based PKI technology, because it protects by using the password which is easy that user memorizes the private key, he has the problem about the password exposure. In addition, in the system of electronic bidding, the illegal use using the authentic certificate of the others increases. Recently, in order to solve this problem, the research about the PKI technology using the biometrics is actively progressed. If the bio information which the user inputs for the bio authentication is converted to the template, the digest access authentication in which the security is strengthened than the existing authentication technology can be built. Therefore, in this paper, we had designed and developed the system of electronic bidding which it uses the most widely used fingerprint information in the biometrics, it stores the user fingerprint information and certificate in the fingerprint security token and can authenticate the user. In case of using the system of electronic bidding of the public key infrastructure using the fingerprint information proposed in this paper the agent bid problem that it uses the certificate of the others in not only user authentication intensification but also system of electronic bidding can be concluded.

Traditional bidding process and activities in public construction area has many problems in terms of the clearness and fairness of administration. And, it causes many cost consumption to suppliers. As part of the efforts to solve these problems, some public institutions developed the electronic bidding systems. But these systems have still problems in diverse aspects. Therefore, the purpose of this study is to analyze current bidding systems through literature survey and questionnaire, to compare the result of the analysis with the developed electronic bidding systems and to suggest the improvement for the coming bidding systems.

현재 대부분의 전자경매 시스템들은 기존의 경매소와 경매인들에 의해 이루어졌던 경매진행과 관리기능을 하나의 서버프로그램으로 통합하여 제공하고 있다. 하지만 이러한 시스템들은 기존 경매소에서 이루어졌던 기능들의 독립성과 분산성 그리고 병렬성을 충분히 구현하지 못하고 있다. 또한 기존의 이러한 시스템들은 단지 경매관리와 진행만을 온라인상에서 자동화하였을 뿐 경매는 여전히 경매참여자들이 원격접속을 통해 직접 입찰하는 것을 요구하고 있다. 따라서 경매참여자는 수시로 변하는 경매 진행상황을 파악하고 적절한 입찰가격을 결정하여 입찰하는 반복적인 작업을 계속해야 한다. 그리고 기존 시스템들이 갖는 또 다른 제한으로는 다양한 경매 유형을 지원하지 못한다는 것이다. 현재 대부분의 전자경매 시스템에서 지원하고 잇는 경매유형은 영국식 또는 네델란드식을 포함해 단일경매가 대부분이며, 속도와 효율성 그리고 경매참여자의 이익면에서 우수한 다중경매를 지원하지 못하고 있다. 이러한 문제점들을 해결하기 위하여 본 논문에서는 다중 에이전트 기반의 연속다중경매 시스템인 CoDABot을 설계하고 구현하였다. 이 시스템에서는 연속다중경매를 지원하고 경매참여자인 사용자를 대신해 입찰할 수 있는 다양한 유형의 입찰 에이전트를 제공한다. 따라서 경매관리와 진행의 효율성을 위해 사용자 인터페이스 시스템으로 전체 시스템을 구현하였다.

The lack of specialties of the existing commercial web search systems stems from the fact that they have no capabilities to extract and gather the meaningful information from each information domain they cover. We are sure, however, that the necessity for the information integration system, not just search system, will be likely to become larger in the future. In this paper, we propose a design and implementation of an information integration system called TIC(target information collector). TIC is able to extract meaningful information from a specific information area in the internet and integrate them for the commercial service. We also show the evaluation results of our implementation. For the experiments we applied our TIC to the international procurement information area. The international procurement information is publicly and freely announced by each government to the world. To automatically extract common properties from the related source sites, we adopt information pointing technique using inter-HTML tag pattern parsing. And through the information integration framework design, we can easily implement a site-specific information integration engine. By running our TIC for about 8 months, we find out it can remove considerable amount of the duplicated information, and as a result, we can obtain high quality international procurement information. The main contribution of this paper is to present a framework design and it's implementation for extracting the information of a specific area and then integrating them into a meaningful one.

This study analyze the factors affecting the number of bidders in public contracts by collecting contract data such as purchase of goods, service and facility construction through KONEPS among various forms of public contracts. The reason why the number of bidders is important in public contracts is that it can be a minimum criterion for judging whether to enter into a rational contract through fair competition and is closely related to the budget reduction of the ordering organization or the profitability of the bidders. The purpose of this study is to analyze the factors that determine the participation of bidders in public contracts and to present the problems and policy implications of bidders' participation in public contracts. This research distinguishes the existing sampling based research by analyzing and analyzing many contracts such as purchasing, service and facility construction of 4.35 million items in which 50,000 public institutions have been placed as national markets and 300,000 individual companies and corporations participated. As a research model, the number of announcement days, budget amount, contract method and winning bid is used as independent variables and the number of bidders is used as a dependent variable. Big data and multidimensional analysis techniques are used for survey analysis. The conclusions are as follows: First, the larger the budget amount of public works projects, the smaller the number of participants. Second, in the contract method, restricted competition has more participants than general competition. Third, the duration of bidding notice did not significantly affect the number of bidders. Fourth, in the winning bid method, the qualification examination bidding system has more bidders than the lowest bidding system.

기존의 인터넷 경매시스템에서는 경매 대상 상품을 게시하고 경매참가자들이 입찰가격을 제시한 후 가장 높은 입찰가를 제시하는 경우에 거래가 낙찰되는 형식이 사용되고 있다. 이러한 방식은 사용자의 편의성을 고려하지 않을 뿐만 아니라 경매 참여자에게 지속적인 입찰제시와 확인 등을 요구하기 때문에 고객 편의를 위한 자동 일괄 처리를 만족시키지 못하고 있다. 본 논문에서는 경매 상품에 대한 입찰 히스토리와 경매시간, 경매방법, 낙찰가격 등을 계산하여 해당 상품에 대해 판매자가 어느 시기에 얼마의 초기 가격으로 경매를 시작하면 최대한의 마진을 남길 수 있는지에 대해 메일로 푸쉬해 주는 멀티에이전트 시스템을 제안한다.

본 논문에서는 사용자의 속성과 물품에 대한 속성을 이용한 효과적인 경매시스템의 알고리즘에 대하여 연구하였다. 사람이 경매를 하는 것과 유사한 척도를 가지고 물품에 대한 가격을 결정하고 입찰가를 제안할 수 있는 알고리즘을 제안하였다. 이것은 본 연구에서는 물품에 대한 다속성을 이용하여 다수의 입찰자들의 제한된 자율성을 가진 agent들이 경매를 참여할 수 있도록 하였다. 또한 입찰자가 물품에 대한 금액을 산정 하는데 보다 객관적으로 판단을 할 수 있도록 보조하여준다. 이러한 이유들로 인하여 본 논문에서 제안한 알고리즘이 사람과 유사한 경매를 할 수 있을 뿐만 아니라, 사람의 감성부분도 속성에 추가할 수 있는 특징이 있다.
