Factors Affecting the Appropriateness of Forest Land Transaction Price and Officially Assessed Land Price in Six Districts in Southern and Northern Parts of Han River in Seoul (서울시 강남·강북권 6개구(區) 임야 거래가격과 공시지가 적정성에 영향을 미치는 요인)

  • The purpose of this study is to identify the key factors affecting official land values and the appropriateness of the assessed land price, to find out what determines the real estate price and to assess the appropriateness of the valuation. This study explored whether actual transaction prices of forest land located in six Gu districts in southern and northern parts of Han river are appropriate using independent sample t-analysis and logistic regression analysis. Results showed that regional differences and shape were adequate for development restriction areas, whether biotope was designated, whether or not to be preserved, differences in pitch, and differences in use, and differences in bearing and approach. Thorough analysis of unique factors that determine forest land prices must be carried out in advance and the findings should be applied to the examination and assessment of official land values. The forest land appraisal system is closely related to the public's economic activity, thus it is necessary to apply forest land value determinants considered to be significant by market participants to the forestland appraisal system. I look forward to seeing variables related to the appropriateness of forest land transactions drawn from this study being used as indices for settlement of forest land transaction orders and market stabilization.

Appraisal of Lands Using Their Availability (농경지 및 임야지의 유용성과 감정평가)

  • This paper shows that the value of land can vary based on the future availability of the land. According to the Korean principles of land appraisal by the Ministry of Land, Infrastructure, and Transport (MOLIT), the value of a piece of land is derived mainly from the latter's fertility level or local environment. In practice, however, the values of lands may vary even though their fertility level is invariant. This paper investigates a fundamental question for many professional appraisers who argue that appraisal practices are different from the principles of appraisal. It highlights the appraisal practices for agricultural and forestry lands, which have similar agricultural productivity levels or environmental conditions. It is shown in this paper that even though the fertility level of lands is invariant, the values of lands may vary based on their locations. Therefore, this can complement the principles of land appraisal. In this paper, real cases in local areas in Gapyeong County, Kyounggi province are investigated. It can be seen from the cases in the local areas that two agricultural lands may have different values based on their locations even though they have almost similar fertility levels (e.g., their physical distance from each other is less than 0.5 km but their values differ by around 19%). This paper thus argues that the value of a piece of land can be determined by its availability.

Comparison of Discharge Characteristics of NPS Pollutant Loads from Urban, Agricultural and Forestry Watersheds (유역으로부터 배출되는 비점원 오염부하의 토지이용에 따른 특성 비교)

  • 지금까지 국내에서의 수질개선을 위한 노력은 점오염원에 대한 저감만을 중심으로 진행되어 왔기 때문에, 보다 획기적인 수질개선을 위해서는 비점오염에 대한 연구와 관리가 진행되어야 한다. 그러므로 본 연구에서는 도시지역, 농촌지역, 임야지역의 토지이용특성이 다른 3유역을 대상으로 현장연구를 실시하여 비점오염물질의 발생특성 및 유역별 비교를 실시하였다. 측정은 도시지역의 가장 큰 오염원인 CSOs(Combined Sewer Overflows)에 대하여 측정을 실시하였고, 농촌지역 및 임야지역의 경우 각 유역의 출구 지점에서 측정을 실시하였다. 강우특성이 다른 15개의 강우사상을 대상으로 유량 및 SS, TCOD, TN, TP의 항목에 대하여 한 강우사상당 $15\~20$회의 측정을 실시하였다. 각각의 강우사상에 대하여 EMCs(Event Mean Concentrations)를 산출하여 도시지역, 농촌지역, 임야지역의 각 유역에 대한 확률별 EMCs를 산정한 결과 3개 유역의 EMCs는 도시지역>농촌지역>임야지역 순으로 나타났다. $EMC_{TCOD}$는 도시지역과 농촌임야지역간에 가장 큰 차이를 보이는 것으로 나타났으며, $EMC_{TN}$에서 가장 작은 차이가 나타났다. 각 유역별 EMCs의 로그-정규 확률그래프의 분산계수를 비교한 결과 농촌임야지역은 도시지역에 비하여 오염물질의 농도 변화가 강우특성에 따라 보다 큰 변화를 보이는 것으로 나타났다. 연구유역에서 $EMC_{TN}$의 발생확률 $50\% 값이 도시지역은 17.0mg/L, 농촌임야지역은 4.5mg/L로 나타났으며, 이는 유사한 유역특성을 나타내는 타 지역에서의 연구자료를 분석 값과 매우 유사한 크기를 가지는 것으로 나타났다.를 분석하였다. 실험을 수행하여 보다 정밀한 공식으로 개선할 수 있었다.$10,924m^3/s$ 및 $10,075m^3/s$로서 실험 I의 $2,757m^3/s$에 비해 통수능이 많이 개선되었음을 알 수 있다.함을 알 수 있다. 상수관로 설계 기준에서는 관로내 수압을 $1.5\~4.0kg/cm^2$으로 나타내고 있는데 $6kg/cm^2$보다 과수압을 나타내는 경우가 $100\%$로 밸브를 개방하였을 때보다 $60\%,\;80\%$ 개방하였을 때가 더 빈번히 발생하고 있으므로 대상지역의 밸브 개폐는 $100\%$ 개방하는 것이 선계기준에 적합한 것으로 나타났다. 밸브 개폐에 따른 수압 변화를 모의한 결과 밸브 개폐도를 적절히 유지하여 필요수량의 확보 및 누수방지대책에 활용할 수 있을 것으로 판단된다.8R(mm)(r^2=0.84)$로 지수적으로 증가하는 경향을 나타내었다. 유거수량은 토성별로 양토를 1.0으로 기준할 때 사양토가 0.86으로 가장 작았고, 식양토 1.09, 식토 1.15로 평가되어 침투수에 비해 토성별 차이가 크게 나타났다. 이는 토성이 세립질일 수록 유거수의 저항이 작기 때문으로 생각된다. 경사에 따라서는 경사도가 증가할수록 증가하였으며 $10\% 경사일 때를 기준으로 $Ro(mm)=Ro_{10}{\times}0.797{\times}e^{-0.021s(\%)}$로 나타났다.천성 승모판 폐쇄 부전등을 초래하는 심각한 선천성 심질환이다. 그러나 진단 즉시 직접 좌관상동맥-대동맥 이식술로 수술적 교정을 해줌으로써 좋은 성적을 기대할 수 있음을 보여주었다.특히 교사들이 중요하게 인식하는 해

A Study on the Forest Survey Project(1910) (임적조사사업(林籍調査事業)(1910)에 관한 연구(硏究))

  • The purposes of this study were to reveal the backgrounds, process, and evaluation of the "Forest Survey Project(1910)" and to determine the influence of the "Comments on the Classification of Forest Land Ownership in Korea(1910)", which was based upon the results of the project, on forest policy in the early period of the General-Government of Korea. The forest survey project was conducted by two Japanese, Kiuchi and Saito, to understand the forest distribution in the Korean Peninsula by ownership and stand. However, the accuracy of the project was very low due to the lack of budget and time. Especially, village forests and special easement forests in the northern peninsula were classified into the Nation Forest without Administration caused by the informality and arbitrariness of the survey. Nevertheless, the General-Government of Korea used the results of the survey for establishing the forest policy on the classification of the forest land ownership in Korea at that time. The "Comments on the Classification of Forest Land Ownership in Korea(1910)" was based upon the results of the survey as mentioned above. The comments was realized as colonial forest policy through the Forest Ordinance in 1911 and a series of policies consolidating the modern forest ownership. To conclude, the "Forest Survey Project" was used to establish colonial forest policy in the early of the General-Government of Korea while its accuracy was truly low. Moreover, the "Comments on the Classification of Forest Land Ownership in Korea" had a great influence on the formulating the directions and details of colonial forest policy in Korea under the rule of Japanese Imperialism.

Discharge Characteristics of Indicator Microorganisms from Agricultural-Forestry Watersheds (농지-임야에서 발생하는 지표미생물 유출 특성)

  • To estimate microbial contaminant loading discharged from diffuse sources, rainfall runoff of six rainfall events were monitored at three study watersheds of forestry and agricultural land use. Monitored indicator microorganism constituents were total coliform (TC), fecal coliform (FC), Escherichia coli (EC), and fecal streptococcus (FS). Soil loss during elevated flow rate caused higher suspended solid concentrations. Indicator microorganism concentrations were closely related with flow rate. TC event mean concentration (EMC) from unpolluted forestry was $5.3{\times}10^3CFU/100ml$, FC EMC was $1.4{\times}10^3CFU/100ml$, EC EMC was $1.1{\times}10^3CFU/100ml$, and FS EMC was $2.9{\times}10^2CFU/100ml$. From a watershed with agricultural-forestry land use, TC EMC was $1.7{\times}10^5CFU/100ml$, FC EMC was $8.5{\times}10^4CFU/100ml$, EC EMC was $8.9{\times}10^4CFU/100ml$, and FS EMC was $3.4{\times}10^4CFU/100ml$. Mixed land use of agricultural-forestry with bigger area, TC EMC was $1.9{\times}10^5CFU/100ml$, FC EMC was $9.6{\times}10^4CFU/100ml$, EC EMC was $7.0{\times}10^4CFU/100ml$, and FS EMC was $5.1{\times}10^4CFU/100ml$.

A Study on the Influence Factors of the Ratio of Assessment Value to Sale Price of Forest Land - Focused on the Sales Case of Forest Land in Gwangju, Gyeonggi-do - (임야가격의 현실화율 영향요인 연구 - 경기 광주의 임야 거래사례를 중심으로 -)

  • This study empirically analyzed the determinants of the assessment ratio (hereinafter 'AR') based on a total of 2,129 sales cases of forests in Gwangju, Gyeonggi-do. The main findings of this study through multiple regression analysis are summarized as follows. First, this study shows that regional characteristics have significantly different effects on the AR of forest land prices. Specifically, there was a significant difference in the AR depending on the location of the parcel by sub-region and the ratio of residential area, and the higher the number of development plans in progress, the more likely the officially assessed land price will be formed close to the sale price. Second, this study analyzed that location characteristics such as the proximity of the inner and outer center of the jurisdiction and traffic accessibility had a significant influence on the determination of the AR. Third, this study identified significant differences in AR depending on detailed factors such as planning management areas, production management areas, conservation areas for mountain, conservation areas for nature, and restricted development areas as land use and regulatory characteristics of forest lands. Fourth, this study found that land characteristics are a significant factor influencing the AR as an individual factor in forest land.

Analysis of Pollutant Loads of Rainfall Runoff From Agricultural-Forestry (강우시 농지-임야지역으로부터 발생하는 오염부하량 분석)

  • 농지, 임야지역에서의 강우유출수 수질의 파악은 수자원 수질관리에 있어서 바탕수질(Background water quality)이기 때문에 물관리에 있어 매우 중요한다. 본 연구는 농지와 임야가 혼합된 도시외곽지역에서 강우시에 발생하는 강우유출수의 수질 및 오염부하량에 대하여 유역특성이 다른 두 지역에서 분석을 실시하였다. 연구 대상 유역은 임야와 농경지가 주를 이루는 지역으로 농지의 비율이 자자 $0.4\%$$35.9\%$인 유역이다. 측정은 건기에서부터 강우기 때까지 각 유역 당 10개의 강우 사상에 대하여 실시하였다. 측정 대상 항목으로는 pH, SS, TCOD, SCOD, BOD, TP, TN, $NH_3-N$, $NO_3-N$, $PO_4-P$, Total coliform, Escherchia Coli를 측정하였고, pollutograph, loadgraph을 작성하였다. 분석 결과 농지의 비율이 큰 유역에서 발생하는 오염부하량이 모든 수질 항목에서 높게 나타났으며, SS, 유기물, 미생물 항목에서 초기강우세척철상(first flush)을 보이고 있었다. 또한 측정 자료에 내한 동계분석결과 SS항목과 유기물 항목은 높은 상관관계를 나타내고 있었으며, 강우에 따른 오염부하량은 누승함수, 2차함수의 형태로 증가하였다.

Study in the Applicability of KLIS Data for the Cadastral Re-Surveying in the Forest Area (임야지역 지적재조사를 위한 KLIS 데이터의 활용 가능성 연구)

  • The case of a forest area has tome limitations of adopting a ground surveying like as TS (Total Station) and RTK-GPS (Real Time Kinematic-GPS) due to the specificity of the forest area. Therefore, the new method, is different from exist the cadastral re-surveying method in a metro area and a cropland, is applicably considered in the forest area. In this paper, we suggest the applicability of the digital cadastral map of forest which is used at KLIS. According to the result of study, the most important area error value for adopted in the cadastral re-surveying is almost contained the error tolerance. Therefore, KLIS data, if it is related with the actual reference data for adjusting the location boundary, is suitable to be adopted in the cadastral re-surveying.
