울산 신항 남항지구에 설치되는 SPM은 설치 위치와 공사의 특성상 제4항로 전면을 일정 기간 잠식함과 더불어 상당히 광범위한 공사구간이 요구됨으로써 제4항로 통항 선박 및 공사구간을 통항하는 선박들의 통항 안전 및 작업선들의 작업 안전에 대한 대책 마련이 필요한 바 이 연구에서는 제4항로의 임시항로 설정과 임시항로의 통항안전성 평가가 더불어 통항 선박 및 작업선의 해상교통 안전대책을 수립하였다.

In Gwangyang port, huge reclaiming work and developing harbor facilities are underway to built industrial complexes. So it is estimated that towing barges will increase and make overtaking, head-on, crossing situations with a lot of cargo vessels in narrow passages. And it is possible to cause severe marine accidents inside of the harbor. This paper has a purpose to produce some policies making navigational safety of towing-barge on Gwangyang Hysco temporary passage. So it is considered how the change of marine traffic capacity and the risk factors in passage navigation influence to towing-barge navigation. And also the questionnaire survey of pilots and VTS operator was conducted to find out what they think about the navigational safety of towing-barge incoming and outgoing in No.1 Yulchon industrial complexes.

This research does by purpose that present safe navigation plan for ships during doing dredging construction with dredger crossing waterway of Gadeok Dredging operations need to build sunken tunnel that cross the bottom of the sea under waterway of Gadeok for access road construction between Busan- Geoje. Accordingly, dredger must cross and dredge waterway of Gadeok fatally. There is possibility of marine accident of collision for latent danger situation of ships to navigate waterway of Gadeok relatively. Therefore, safe navigation plan of ship is groped in reply and its countermeasure is presented. Firstly, navigating traffic in daytime was forecasted less than 20% of its maximum capacity through estimating the traffic volume and traffic congestion The proposal was presented to execute dredging operations in three-step and to establish temporary waterway after reviewing waterway design principles. The role of VTS center was emphasized in the new Busan Port, lastly.

The air transport industry is the most important as means of human exchange between the countries. Because the spread effect and the durability by aviation cooperation between the countries are much higher than any other industry, a research about air transport industry is very important to allied industry field as well as national policy about International cooperation and integration. Specially, according to the economic interchange with North Korea becomes active, the role of air transport as related traffic network with North Korea becomes more important. The number of flights is increasing sharply after South-North summit meeting, and two sides established and are using temporary direct route between South-North Korea. When we consider that the number of flights utilizing temporary direct route is increasing every year, It is not desirable to use temporary routes continuously because the current agreement between South and North cant be reliable far the case of unexpected circumstance. In addition, the current agreement is not based on the international standards. The paper is to study the condition to promote the coordination of civil aviation in the whole Korean peninsula. As known, the aviation system in North Korea is mainly operated by military unit. The study will review the current status of air transport system of South and North and the effective way of cooperation of civil aviation between both sides. The cooperation between governments as well as between airlines is studied. The establishment of Air Traffic Service Agreement is going to be handled heavily because the stable air traffic service is the most required base for the operation of air transport. The authors also try to find a way to support the development of infrastructure of aviation industry in North Korea.

Inter-Korean exchanges using civil aviation has been continuing since the temporary direct air route from Pyongyang to Seoul was opened on June 15th, 2000 for the summit meeting with North Korea. In this paper, I analyze the North Korea Aviation law by focusing on the differences with South Korean Aviation law. While South Korean Aviation law is modeled on the Pandect system, North Korean Aviation law can only be understood by looking at North Korea's socialist ideology. Therefore, North Korean Aviation law has some expressions which can hardly be understood. With respect to the source of aviation law, both South and North Korea are in compliance with the Convention on International Civil Aviation (Signed at Chicago, on 7 December, 1944). Thus, they established the aviation law based on the standards and recommendations provided by ICAO. For this reason, they have similar legal systems and composition. From this analysis, a few differences are also derived regarding aircraft ownership, airports, airline liability, aircraft accident investigation organization and aviation insurance. It is important to note that this paper has a particular limitation. Not only is the information about North Korean law very limited, but North Korea also does not provide easy access to its national legal codes. This paper describes the legal comparison of South and North Korea by focusing on the formation and framework of North Korean aviation law.
