The Gender Gap of Wages for Social Workers : An Analysis for Workers at Social Welfare Institutions in Daegu Metropolitan Area (사회복지종사자의 성별 임금격차와 그 요인 : 대구광역시 사회복지기관을 중심으로)

  • This study aims to investigate the wage gap between male and female workers at social welfare institutions and to determine its factors. For this purpose, a Blinder-Oaxaca decomposition and regression models are applied to analyze wage survey data. The results are as follows. Firstly, the gender wage gap of social workers is a bit smaller, compared to the average of wage earners. Secondly, about two-thirds of wage gap is due to differences in productivity(endowment) factors; the other part is due to discrimination. Thirdly, the most important cause of gender wage gap is career disruptions of female workers largely due to marriage and birth. Fourthly, other causes of gender wage gap include differences in education, in job grade, in employment status, and in the characteristics of institutions. Finally, among the discriminating factors worsening gender wage gap, a key factor is a gender discrimination in the compensation for age.

  • Labor contracts appear in form as an exchange relationship between labor products and wages, but since they transcend the level of simple barter, they can be economically identified as "trading" and can be identified as "rental." From a legal point of view, a legal device that legally supports and imposes binding force on commodity exchange relations is a contract. Such a labor contract led to a relationship in which wages were received and a certain amount of time was placed under the direction and supervision of the employer as a counter benefit to the receipt of wages. Since working hours are subordinate hours with one's labor under the disposition authority of the employer, long hours of work can be done for the health and safety of workers and furthermore, it can be an act that violates the value to enjoy as a human being. The reduction of working hours needs to be shortened in terms of productivity and enjoyment of workers' culture so that they can expand and reproduce, but users' corporate management labor and production activities should also be compatible compared to those pursued by capitalist countries. Working hours can be seen as individual time and time in society as a whole, and long hours of work at the individual level are reduced, which is undesirable at the individual level, but an increase in products due to an increase in production time at the social level can help social development. It is necessary to consider working hours in terms of finding the balance between these individual and social levels. If the regulation method of working hours was to regulate the total amount of working hours, flexibility and elasticity of working hours are a qualitative regulation method that allows companies to flexibly allocate and organize working hours within a certain range of up to 52 hours per week. Accordingly, it is necessary to shorten working hours, but expand and implement the flexible working hours system according to the situation of the company. To this end, it is necessary to flexibly operate the flexible working hours system, which is currently limited to six months, handle the selective working hours by agreement between employers and workers, and expand the target work of discretionary working hours according to the development of information and communication technology and new types based on the 4th industrial revolution.

  • 이 연구에서는 광주지역에 거주하는 외국인 근로자들을 대상으로 하여 그들이 일상생활에서 겪게 되는 다양한 정보요구(need)들에는 어떤 것들이 있는지 알아보고 이를 해결해 나가는 과정에서의 정보추구행태를 파악하기 위해 설문조사를 실시하였다. 한국어교육, 임금, 가족과 관련한 정보요구가 많았으며, 다양한 정보원들을 이용하여 정보요구를 해결해 나갔다. 정보원은 대체로 접근이 용이하고 친근하다고 느끼는 것과 모국어로 되어 있는 것을 주로 이용하였고 스스로 이해할 수 있는 정보를 선호하였다.

The Causes of Demand Increase and the Real State of Non-Standard Workers (비정형근로자의 활용실태와 수요증가의 원인 -사업체 조사를 중심으로-)

  • According to the survey results on non-standard employment, most of the non-standard workers are women and work at service jobs and some jobs that do not require firm-specific skill. Also wages of non-standard workers appear to be lower than those of standard workers by 10~19%. Non-standard workers are very much likely to be excluded from beneficiaries of economic growth because job contents and ability are not important relatively as criteria in determining their basic wage and their benefits are also much lower in severance pay and bonuses, vacations, 4 social insurances, education and training opportunities. Because of very low rate of union membership, the working conditions of non-standard workers are not expected to be improvable easily by unions. It seems that the reason of the demand increase for non-standard workers is mainly because not only an individual establishment demands quantitative flexibility in employment, but also there are tendencies of being smaller in establishment size and of growing service industries macro-economically. The number of non-standard workers are expected to increase continuously in the future, too.

The Impact of Disability Acceptance on Life Satisfaction; Focusing on the Mediating Effect of Self-Efficacy and the Moderating Effect of the Degree of Participation in Social Activities

  • This study examines the mediating effect of self-efficacy and the moderating effect of social activity participation in the impact of disability acceptance on the life satisfaction of disabled people working for wages and seeks ways to improve the level of life satisfaction of disabled people working for wages. For this purpose, the mediation effect was verified using panel data from the 7th year of the 2nd wave of the Employment Panel for the Disabled, and as a result of the analysis, the partial mediation effect was verified in the relationship between self-efficacy, disability acceptance, and life satisfaction. In addition, as a result of verifying the moderating effect of participation in social activities, it was confirmed that the degree of life satisfaction increased when disability acceptance increased compared to the group with the low level of participation in social activities, and the moderating effect of participation in social activities of the disabled was verified. Based on these analysis results, implications for improving the level of life satisfaction of disabled people working for wages were presented.

The Effect of 40-hour Work Week System on Leisure Life of Workers (주 40시간 근무제가 노동자 여가생활에 미친 영향)

  • The 40-hour work week system has brought positive impact on shortening working hours, eliminating long-time work, increasing leisure-time with family, etc. And this has brought about an increase in leisure-life satisfaction and happiness level. The type of leisure activities has changed from passive activities such as rest to active activities such as sports, tourism. And the 40-hour work week system has positive impact on social activities such as participation in volunteer work and, club activities. Thus all efforts need to be made to establish 40-hour work week system as soon as possible in all workplace. Firstly, 40-hour work week system needs to be introduced to every workplace with less than 5 persons, enlarge 5-day school week system into every primary and secondary school, and create conditions for positive leisure activities. Secondly, labor standards supervision and administration needs to be strengthened to eliminate long-time work over 52 hours per week, below-minimum wage work.

Wage Determination Process and Income Disparity in Korean Metropolitan Cities (우리나라 광역대도시 지역노동시장의 임금결정과정과 소득격차)

  • This study investigates the wage determination process of regional labor markets in order to understand the regional dimension of labor market processes in Korean metropolitan cities. Since the financial crisis in late 1997, the interplay between labor market restructuring such as unemployment and skill polarization and income disparity has been shaped by the labor market process in the metropolitan cities. This is also closely related to the fact that both industrial restructuring and expanding information technologies in the metropolitan region have reshaped the labor demand structure and finally resulted in structural unemployment due to skill mismatch and spatial mismatch and wage inequality across different occupations. In addition, since wage determination process clearly has a regional dimension, wage determination and its influence on income profile in a certain regional labor market need to be understood by investigating its labor market characteristics including labor supply and demand structure, industrial changes, changing unemployment, etc. This is why labor market policy as a regional policy needs to be redefined and it can be much enhanced by geographical investigation on regional labor market.

Comparative Analysis on the Labor Market Outcomes between IT Graduates and Non-IT Graduates (IT학과와 비IT학과 졸업자간의 노동시장성과 비교분석연구)

  • This study investigated the labor market outcomes between IT graduates and non-IT graduates in terms of employment, wage, and work period through Monte-Carlo and Calibration method. The empirical result of the movement from work to unemployment implied that IT major graduates have stable work period irrespective of continuous employment, and but the number of work period of non-IT graduates decreases. It also showed that IT related department graduates got relatively paid more than non-IT graduates and IT major graduates was 0.8% higher wage premium than non-IT graduates.

Effects of Health Shocks on Employment and Income (건강 충격의 고용과 소득 효과 분석)

  • Using matching and difference-in-differences estimation method, this study estimates causal effects of health shocks on employment and income of full-time workers aged 40-55. Acute hospital admissions lower significantly the employment probability and earnings. The changes in employment and earnings persist up to three years after the health shock. The economic impacts of health shocks vary by socioeconomic status and job characteristics among individuals. Irregular workers are more likely to leave their jobs after health shocks than regular workers. Among irregular workers, the probability of leaving labor market after health shock decreases with the size of the firm.

On-the-job Training Gap between regular and non-regular Workers and Wage Effects (정규직-비정규직 간 훈련격차와 임금효과)

  • The purpose of this study is to analyze the disparity in on-the-job training between regular and non-regular workers and to compare the wage effects of on-the-job training. Using the Korean micro data from the Programme for the International Assessment of Adult Competencies(PIAAC) published by OECD, Propensity Score Method(PSM) is applied to overcome the endogeneity problem. The average treatment effect(ATT) on the training participation is analyzed, using non-regular workers as treatment group and regular workers as comparison group. Odds ratios of non-regular employees' training participation compared to regular employees shows 0.67 times after constructing matching sample and this means that non-regular workers are facing a disadvantageous training opportunity compared to regular workers. In order to estimate the wage effect of on-the-job training, the average treatment effect(ATT) of on-the-job training on average wages for regular workers and non-regular workers is estimated respectively. I find insignificant wage effect from on-the-job training among regular workers and significant positive effect on non-regular worker's wage from on-the-job training.
