A Study of Factor Decomposition of Wage Ineqaulity of Korea, 2006-2015 (임금 불평등 변화의 요인분해: 2006-2015년)

  • This paper analyzes the changes in wage inequality and its contributing factors since the mid-2000s. Although trends vary by data and wage indices, the Gini coefficient of the total wage of all workers shows an increasing trend due to the part-time increase of less than 35 hours per week, while the wage Gini coefficient of hourly wages and the total wage Gini coefficient of full-time workers showed a declining trend. Part-time increases have increased inequality based on total wages, but part-time hourly wage increases can be considered to have reduced hourly wage inequality. Therefore, as a result of decomposing the factor of Gini coefficient reduction only for full-time workers, factors that contributed absolutely to inequality reduction were variables such as job tenure, career, and occupation, and employment type variable has little effects, and the establishment size variable deepens inequality. The variables such as industry, age, and education did not contribute significantly to the inequality change. This is attributed to the decline in wage premiums for job tenure and management and professional jobs and the increase in wage premiums for large-scale businesses.

  • Wage is a very important issue not only for the workers' current living but also for the future laboring landscape. As of 2014, it is reported that about 290,000 workers suffer from delay in payment of wage. The construction industry is particularly labor-intensive, which implies that delay in payment of wage is a serious problem. Despite this fact, in terms of the delayed payment of wage most studies have been conducted on the improvement of a system to resolve delayed payment in exclusion of labor workers' awareness and thinking. Thus, the purpose of this study is to understand construction labor' awareness and analyze the effectiveness of the resolution step of the delayed payment of wage based on construction labors' awareness. In the research result, more than 30 percent of all construction labors and managers are never aware of the settlement procedure of the delayed payment, and it appears that the resolution step system needs to be greatly improved. In conclusion, it is expected that this study will be utilized as fundamental data for the settlement procedure of the delayed payment, and the influence of delayed payment on construction labors' safety behavior and productivity should be further studied in the future.

노무관리 - 건설 일용근로자의 포괄임금계약 관행 적정성 논란

  • 현행 건설일용근로자의 포괄임금 계약에 대한 대법원의 판결과 고용노동부의 지침이 변경되어 혼란이 야기되고 있다. 고용노동부는 지난 8월 8일 건설 일용근로자의 포괄임금제 업무처리 지침을 변경하고 일선 사업장에 시정 지시 공문을 발송하고 있다. 새로 변경된 건설 일용근로자의 포괄임금제 업무처리 지침은 일당제 일용근로자의 고용형태를 두 가지로 구분하여 일급에 포함되었다고 볼 수 있는 수당과 그렇지 않은 수당을 명시하고 있다. 일급에 포함되었다고 볼 수 없는 수당의 경우 해당 근로수당을 포함하여 체결된 근로계약이 부적정하다는 입장이며, 이에 따라 일당제 일용근로자를 사용하고 있는 사업장에 시정지시를 하고 있다는 것이다. 그러나 현행 판례 및 행정해석, 기존 고용노동부의 지침은 제수당을 미리 합산한 일정금액을 지급하기로 하는 포괄임금 계약을 인정하고 있다. 이처럼 판례와 고용노동부의 지침이 서로 다르고, 새로 변경된 고용노동부의 지침을 반영하는 새로운 판례가 아직까지 나오지 않았기 때문에 사업장에서는 사례별로 유연한 대응이 필요하다.

북한 노동력 수준의 평가와 활용방안

  • 남북 정상회담 이후 남북경협 활성화에 대한 기대가 높아지면서 기업의 대북진출에 대한 관심도 크게 증가하고 있다. 우리 기업들이 대북투자에 대하여 커다란 관심을 가지는 이유로는 시장선점, 북한의 낮은 임금 이용, 국내의 유휴설비 이용 등 여러 가지가 있으나 그중 가장 직접적인 요인은 북한의 낮은 임금을 이용하고자 하는 것이라 할 수 있다. 그러나 대북투자의 주요 목적이 북한의 저임 노동력의 활용에 있음에도 불구하고 북한의 임금수준이 얼마나 낮은 것이며, 노동력의 수준은 어떠한지, 또한 이런 상황에서 대북진출시 북한 노동력을 어떻게 활용해야 할 것인지에 대해서는 충분한 검토가 이루어져 있지 않다. 따라서 본 연구에서는 북한 노동력의 임금 및 질적 수준을 분석하고 구체적인 사례에 대하여 살펴본 후 대북진출시 노동력 활용방안에 대하여 검토한다. 우선 북한의 임금수준은 이론적 측면, 동남아 국가 등 경재국과의 비교, 기업의 견해 등을 통해서 살펴볼 때 저렴한 것으로 보기는 어렵다. 질적 수준의 경우에도 일반적으로는 북한 노동력은 우수한 것이라고 인식되고 있으나, 교육수준, 작업규율, 노동생산성 등의 측면에서 분석한 결과 우수한 것으로 판단하기는 곤란하다. 실제 사례에 있어서도 많은 문제를 보이고 있는바, 북한 정책의 문제점, 계약 및 규정에 문제점, 기능 및 교육훈련의 문제점, 근로관습 및 의식의 문제점 등으로 나누어 볼 수 있다. 이러한 상황에서 대북진출은 기대한 만큼의 수익을 거두기가 힘들 것으로 예상된다. 그러나 현재 여건이 어렵다고 무작정 대북진출을 지연할 수도 없고, 기업의 입장에서는 선점 등의 목적으로 현 단계에서 투자를 실행하려고 할 수도 있을 것이다. 또한 일부 분야의 경우에는 이익의 창출이 가능한 사업도 있을 것이다. 본 연구에서는 대북진출에 대비해서 효율적인 북한 노동력 활용방안을 질적 수준 향상방안과 임금관리 방안으로 나누어 살펴보고 있다.

Designing a Blockchain-based Smart Contract for Seafarer Wage Payment (블록체인 기반 선원 임금지불을 위한 스마트 컨트랙트 설계)

  • Guaranteed seafarer wage payment is essential to ensure a stable supply of seafarers. However, disputes over non-payment of wages to seafarers often occur. In this study, an automatic wage payment system was designed using a blockchain-based smart contract to resolve the problem of seafarers' wage arrears. The designed system consists of an information register, a matching processing unit, a review rating management unit, and wage remittance before deploying smart contracts. The matching process was designed to send an automatic notification to seafarers and shipowners if the sum of the weight of the four variables, namely wages, ship type/fishery, position, and license, exceeded a pre-defined threshold. In addition, a review rating management system, based on a combination of mean and median, was presented to serve as a medium to mutually fulfill the normal working conditions. The smart contract automatically fulfills the labor contract between the parties without an intermediary. This system will naturally resolve problems such as fraudulent advance payment to seafarers, embezzlement by unregistered employment agencies, overdue wages, and forgery of seafarers' books. If this system design is commercialized and institutionally activated, it is expected that stable wages will be guaranteed to seafarers, and in turn, the difficulties in human resources supply will be solved. We plan to test it in a local environment for further developing this system.

A Study on Public Enterprise Workers with Wage Peak System -Population, Economic and Organizational Aspects- (인구·경제·조직 측면에서 공기업 임금피크 근로자 분석)

  • This study was designed to examine the demographic, economic and organizational characteristics of wage peak workers in public enterprises and their relationship between wage peak system and retirement, which is faster than other areas where the number of elderly workers is growing. The study targets 211 wage peak workers in 19 public enterprises engaged in the wage peak system, considering the level of aging and the size of wage peak workers. According to the demographic and economic characteristics, the results of the study showed that the education level, household income, post retirement cost, retirement saving and investment amount had an effect on wage peak satisfaction, wage peak acceptance, retirement preparation and retirement attitude. Next, aspects of organizational characteristics, there were differences according to position, job title, working period, remaining retirement age, participation in retirement preparation program and wage peak application. Based on these findings, effective wage peak system for the aged society was required to discuss the need for follow-up research by job group, position rank, economic level, and educational level of aged people such as welfare, education and former support.

  • In order to carry out construction work, it is urgent to introduce a proper wage system so that the cost burden of projects that have been won due to bleeding competition among original government buildings based on low-priced bids can be transferred to subcontractors. Purpose: Construction with illegal multi-level industrial structure needs to improve the wage reduction environment leading to order (100%) → original contractor (80%) → subcontractor (65%) → load contractor (65%) and aims to ensure wages for end workers. Method: Investigate the current status of labor cost appropriate payment plan in the construction industry, and investigate the case of the appropriate wage system (P.W) in the United States. In addition, the effect and direction of the appropriate wage system are presented. Result: Individual minimum wage security was also mentioned in the Constitution, and many researchers suggested that only the introduction of an appropriate wage system could solve the problem of reducing worker labor and ensure quality and safety. Conclusion: The proper wage system in the construction industry will block illegal multi-level and illegal foreign work, improve the labor environment in the construction market, create an influx of young workers, and have a significant impact on the construction industry's competitive structure, safety, and quality.

Estimation of Wage Equations for Female Marriage Migrants in Korea (여성결혼이민자의 임금함수 추정)

  • This study investigates the influence of human capital on wages of female marriage migrants in Korea using the 'National Survey on Multicultural Families 2012'. The results show that educational attainment has little influence on wages of female marriage migrants in Korea and that educational attainment in their origin country has positive influence on the labor market in Korea. However, work experiences in the origin country and duration in Korea are not significantly related to wages of female marriage migrants in Korea. The subgroup analyses by nationality find that the education wage premium is large in groups for Korean-Chinese women, other Asian countries and other countries. Among occupations, managers and professionals officers earn the highest wages in all groups. In addition, the manager and professional officer groups show the large education wage premium, especially among Chinese, Vietnamese and Korean-Chinese female marriage migrants.
