  • Our government operates earned value management system (EVMS)of construction schedule and cost for improving earned management system of the construction projects. but There is two unification Method construction schedule and cost to estimate construction progress currently. This weight a staff work. therefore this study present unification method which operate integrate schedule and cost by using work task. In order to inflect verification and model of schedule and cost, this study develop prototype of EVMS.

  • Recently runoff reduction facilities such as detention ponds were rarely used and limited primarily to cases. A specific installation criteria and method of design for runoff reduction facilities is insignificant in our country. Also it has difficult problems with quantification. A detention pond being installed at outfalls and generalized in our country is adopted as basic form with infiltration facilities because quantification index for runoff reduction facilities have not been developed. A processing of detention pond design has to determinate storage volume and outlet form is very complex and wasting human resources and time in the planning step. In this study, we have been unified FFC11-SimPOND being able to simply calculate size with simplified design method of culvert outlet and made a computing model (SimPOND-CO) for practical users.

Standardization of the Lease Fee Assessment System of Busan Port Container Terminals (부산항 컨테이너부두 임대료 산정체계 표준화 방안)

  • Private stevedoring companies are leasing and operating the container terminals of the Busan Port. The total amount of lease fees private stevedoring companies paid in 2010 reached 161 billion wons, an approximately 66 percent of the total revenue of the Busan Port Authority(BPA). In other words, lease fees are the most important revenue source for BPA. However, the lease fee assessment system of Busan container terminals goes against the principle of equity due to different assessment methods and criteria adopted by each container terminal. Therefore, the purpose of the study is to analyze the systematic problems of the lease fee assessment system that is used at Busan container terminals, and propose a new standardized scheme with a case study on the new system. In order to standardize the assessment system, the assessment methods need to be simplified by using the Discounted Cash Flow(DCF) method. In addition, the assessment criteria such as assessment duration, discount rates, price indexes, estimated container throughputs, sales unit price per TEU, operation costs, including labor costs, need to be standardized as well. The new standardized assessment system can be applied to estimate lease fees for new terminals. However, for existing terminals to run the new system, factors such as assessment duration, discount rates, price indexes, estimated container throughputs, investment and re-investment costs, and maintenance & repair costs of the new system should be changed slightly.

A Comparative Study on the Korean Child Welfare Law and the Japanese Child Welfare Law (한일 아동복지법의 내용에 관한 비교연구)

  • The purpose of this study is to suggest the revision direction of the Korean Child Welfare Law based on the results of the comparative analysis on the Korean Child Welfare Law and the Japanese Child Welfare Law. The main results are: Both laws have only two provisions about children's participation right. The child protective system in Japan secures the swiftness of within-two-months period of temporary protection through the child consulting center, the investigation right by the child welfare worker, publicity, enforcement on the parents' rights, and the network with the nearest child supporting center. Furthermore, those provisions with the notifying obligation by a finder of the child who needs protection and the limit of protection period are guaranteed in order to ensure the effectiveness of law enforcement. However, Korean child protective system functions only as pre-substitutive service. While the provisions for the disability children account for 21.2% of the total Japanese law, there is no provision on that in the Korean law. The Japanese law is substantially different from the Korean law in a sense that it obligates the minimum quality criteria of child service and national financial burden on the child welfare. While the Japanese law clearly stipulates the national responsibility in relation to the degree of the rights, the Korean law does not directly touch upon it. Furthermore, the Japan's law guarantees that not only children but also protectors retain the right to choose and apply for services.

A Problem of Disqualified Fee Imposition Standard in Public Cremation Facilities on Internet Reservation of e-Haneul Funeral Total Information System and an Improvement Proposal (공설화장시설 사용료 부과기준 부적정이 e-하늘 장사종합정보시스템 인터넷 예약에 미치는 문제점 및 개선방안)

  • This study conducts an analysis of a problem on internet reservation of e-haneul funeral total information system by disqualified fee imposition standard in public cremation facilities through research and investigation focusing on the operational realities and an ordinance related to public cremation facilities made by each local government across the country, and then is to suggest a policy proposal to improve the drawn problem. As a result of the analysis, as a way to improve the drawn problems, this study suggests a policy proposal that prevents an illegal camouflaged move-in to reduce fee by restricting residence period in requirement of local residents inside the jurisdiction who can use public cremation facilities, raises fee of public cremation facilities of local residents inside the jurisdiction into the optimum level that is set cheaper than production cost, and unifies age norm of an object to apply adult fee in the central government about a difference of age norm of an object to apply fee of adult with the highest availability of public cremation facilities between local governments, resolving a fee difference through fee cutting of local residents outside the jurisdiction priced higher than production cost.

Area Changes in the Administrative Boundary Map of Korea by National Geodetic Reference Frames (세계측지계 전환에 따른 우리나라 행정구역도상 면적 변화)

  • The national geodetic reference frame of Korea switched to the International Terrestrial Reference Frame (ITRF) in 2003. In order to study the land area changes, we calculated the entire land area of Korea using the administrative boundaries of census data provided by Statistics Korea. The standard transformation procedure by the National Geographic Information Institute (NGII) was followed. The Transverse Mercator (TM) projected coordinates were transformed into the GRS80-based world geodetic reference frame, and the ellipsoidal and the projected areas were calculated. The provinces that range over two projection origins were divided into two polygons and projected using appropriate origins. After the transformation, all boundaries were shifted in the northwestern direction, resulting in a decreased area of $1.36km^2$ (about 0.0013%) on the projected plane. Moving the boundaries into a high latitude area cancels out the effect of the enlarged ellipsoid. In addition, the rate of change shows that a higher-latitude province is more sensitive to the shift of the boundaries. The data by Statistics Korea is significantly different from those of the Ministry of Land, Transport and Maritime Affairs (MLTM), thus it is urgently recommended that the data are integrated and unified.

A proposal of unit watershed for water management based on the interaction of surface water and groundwater (지표수-지하수 연계 기반의 통합수자원 관리를 위한 단위유역 제안)

  • In South Korea, 850 standard watersheds and 7,807 KRF catchment areas have been used as basic maps for water resources policy establishment, however it becomes necessary to set up new standard maps with a more appropriate scale for the integrated managements of surface water-groundwater as well as water quantity-quality in the era of integrated water management. Since groundwater has a slow flow velocity and also has 3-D flow properties compared to surface water, the sub-catchment size is more effective than the regional watershed for the evaluation of surface water-groundwater interaction. The KRF catchment area, which has averagely a smaller area than the standard watershed, is similar to the sub-catchment area that generally includes the first-order or second-order tributaries. Some KRF catchment areas, which are based on the surface reach, are too small or large in a wide plain or high mountain area. Therefore, it is necessary to revise the existing KRF area if being used as a unit area for integrated management of surface-water and groundwater. A unit watershed with a KRF area of about 5 to 15 ㎢ can be effective as a basic unit for water management of local government considering a tributary composition and the location of groundwater wells, and as well it can be used as a basic tool for water demand-supply evaluation, hydrological observation system establishment, judgment of groundwater permission through a total quantity management system, pollution assessment, and prioritizing water policy, and etc.

Content Regulation: Meeting the Regulatory Challenge in the Age of Media Convergence (미디어 융합시대 콘텐츠 규제방안과 과제 - 심의제도를 중심으로 -)

  • This study takes a critical perspective that current vertical regulatory framework for broadcasting, telecommunications, films and games cannot cope with media development in the age of convergence. Changes in media environment mitigate the uniqueness of terrestrial television causing doubts as to why television contents should be treated more strictly than the rest of media contents. Consensus is being reached that horizontal regulation would be the appropriate regulatory measure for media contents. However, which content should be aligned to what level of regulations have not been fully dealt with. The paper shows that the current regulatory framework which is established according to each delivery platform is no longer valid in convergent media environment. It shows why all content regulation should be applied in platform neutral manner. Then it also suggests both short and long term regulatory changes that need to be made in order to meet the future challenges in media convergence era.

  • In this study, the stage-discharge relation curve made in 2006 is selected with standard curves to seize the hydraulic and geometric characteristics for the temporal variation of the river bed. The relationships among the standard stage-discharge relation curve and the existing stage-discharge relation curves, water level, cross sectional area, and flow velocity are analyzed. Jeokpogyo and Jindong which are the key station of Nakdong river are chosen for the study, with respect to the current river bed to convert the existing stage-discharge curves. The relationships for conversion of previous data, between water level and flow velocity are got. Also the relation equation between water level and cross sectional area and water level, flow velocity are derived. These conversion relationships shows good agreement between observed values and estimated values. It will be very useful to convert past hydraulic quantitations to current one.

  • This paper, so far to analyze the research trends in the issue that has been discussed for the introduction of private investigation institutions, by projecting its suggestion, want the investigation purpose of presenting the desirable introduction direction. The analyzed issue was extracted for existing research material on the introduction of private investigation institutions. Investigators pointed out issue is the name, business scope, corporate, qualification system (eligibility criteria and test), education, association establishment, regulatory agencies, has been included in the eight categories such as legislation form. For the name, I think there is a need to unify under the name "detective". For the scope of work, the amendment is difficult law, place an overview of the general business rules, more specific and detailed investigation business content, to discipline through the ordinance it is possible to be rational. Private investigation institutions, I think the need for limited operations of the corporation. For education, the new education and re-education on a regular basis I do for the private investigation workers. You must be one of the National Police Agency to the management authority. Legislative form, not to be defined by its own law, the revision of the security law, but that is to complement the provisions for private sector research system is effective.
