  • Due to recent climate change, lager-scale storm and flood disasters have occurred. To prepare for this, the government is operating the national disaster management information system(NDMS), it is insufficient that unification and standardization of disaster site information data. In this study, to establish a disaster information display system, spatial DB was stored, quality standards were presented and the quality of spatial information currently provided was evaluated. As a result of evaluation, spatial information is established as different standard for each institution. So it is difficult to integrate and use. It considered that prepare a common standard to redeem this difference.

  • 도로표지는 도로 이용자에게 목적지까지의 방향, 거리, 경로 안내 등 기타정보를 제공함으로써 안전하고 원활한 교통흐름을 제공하여 도로의 이용 효율을 극대화할 수 있는 중요한 도로 부속시설물이다. 이 시설물의 설치 기준인 도로표지규칙의 일부 기준이 미흡하고 운영 및 관리담당 기관이 일원화되지 않아, 전문적 도로표지 관리가 용이하지 않은 실정이다. 이에 도로표지의 통합적 전문적 관리와, 그에 따른 도로표지의 신속하고 정확한 조사가 필요하게 되었다. 본 연구에서는 최적의 조사시스템을 도출하기 위하여 도로시설물의 조사를 위한 여러 방법과 시스템을 비교하고 그 장단점을 분석하였다. 또한, 수치지도를 바탕으로 한 도로망도를 추출하고 DGPS 측량을 실시한 도로망도를 이용하여 현지조사를 실시하였다. 현지 조사 시스템을 공간정보, 속성정보로 구성된 데이터베이스, 표지판등록 및 GPS프로그램으로 구성된 응용프로그램, 소프트웨어와 경로탐색용 네비게이션, 노트북, 디지털카메라, GPS로 구성된 하드웨어로 구성하여 현지조사에 사용하였다. 현지조사 작업은 차량에 설치된 디지털카메라를 이용하여 원격조정으로 도로표지의 사진을 촬영하고, GPS를 이용하여 위치를 측정하였다. 현지조사 시스템은 지도의 축척에 맞는 정확도로 조정이 가능하며, 도로표지 조사뿐만 아니라 교통표지 및 그 외의 도로시설물의 조사에도 활용하고, 무선통신을 이용한다면 실시간 정보의 수정 및 입력이 가능할 것으로 판단된다.

  • Under the changes of administrative systems and office automation, 'the national record management system' had been reformed until 'Record Management Act' was enacted in 1999. Between 1984 and 1992, the national record management system was reformed in process of overcoming national crises and carrying out office automation. As a result, the system was absorbed into 'Governmental Document Regulations', 'Official Document Management Regulations' and 'Governmental Document Regulations'. In addition, 'government document classification scheme' and 'Record schedule' were unified into 'Official Document Classification and Record schedule'.

  • An effective management of reservoir, an agricultural infrastructure, requires an establishment of a good management system by means of unification of managing entity; training of manpower and their deployment for scientific management by expert group; carrying out repair / strengthening works based on periodic in-depth inspection results. In particular, continuous budget allocation as well as cultivating good management mind of managing entity are essential for undertaking periodic precise and / or in-depth inspections for assessing the functionality / safety of facilities and proper repair / strengthening works for satisfying the up-to-date facilty standarda and changing environmental conditions.

  • 현재 전자식 전력량계는 전국기준 45%로써 2020년까지 모든 기계식 전력량계를 전자식 전력량계로 교체하고 있다. 전자식 전력량계는 계량데이터를 LP(Load Profile) 형태로 메모리에 저장하여 보관하고 있으며 저장된 LP는 잔자식 전력량계에 모뎀을 통해 한전 서버로 보내지거나 현장에서 노트북을 연결하여 유선으로 취득하고 있다. 기존 기계식 전력량계에서 얻지 못했던 무효전력, 피크전력, 역률, 주파수 등 다양한 정보를 얻을 수 있으나 전자식 전력량계 제조사에 따라 운영프로그램이 틀리고, 전자식 계기에서 노트북으로 LP를 전송시 사용하는 컨버터가 전력량계 형태에 따라 달라 현장업무시 불편한 점이 발생한다. 그리고 유선으로 취득함에 따른 현장업무 불편과 안전사고의 우려가 있다. 따라서 효율적으로 계량데이터를 취득하기 위해서는 운영프로그램, 노트북 연결장치를 일원화하고 통신선이 없이 취득하는 방법으로의 개선이 필요하다.

A Study on the Simplified Taxation System in Value Added Tax Law (부가가치세법상 간이과세제도에 관한 연구)

  • Most countries that use a Value Added Tax(VAT) have exception for special cases with small enterprises who lack the ability to adapt in tax laws. VAT has been the most important tax. The simplified taxation system under VAT was introduced for small business taxpayers to perform tax liability easily and for government and taxpayers to get administrative efficiency by using a simple procedure. The present thesis suggests the conversion of simplified taxation system into general taxation as its improvement plan. That is, to abolish simplified taxation system, to convert it into general taxation and to apply the same tax base. The principle of fair taxation is not only important to realize tax justice, but also the principle of administrative efficiency important to increase the level of convenience for small enterprise taxpayers and efficiency for tax authorities.

  • Information Security Check System was Introduced in 2004, higher than in 2013, the effectiveness of Information Security Management System(ISMS) certification scheme was to unification. This is incident to the Internet affecting people's lives telecommunications service provider to target accountability because, considering the subject's duty selection criteria need to be clarified. however, Obligations under the current legislation, subject selection criteria applying the law itself is ambiguous, the result being a significant problem. Moreover, the regulatory system of certification systems subjects, although selection criteria should be clear and objectively not the obligation not to distrust the system itself and the subject was raised many issues for you. In this study, with SMART Technic in order to improve this certification you can easily determine whether a medical person authorized to develop a model for selection of medical subjects, The developed model is verified through empirical ways to improve the system by presenting the system to help, to secure the effectiveness.

A Study on the Practical Application of Image Control Point Using Stereo Image Chip (입체 영상칩을 이용한 영상기준점 활용방안에 관한 연구)

  • The control surveying which aims at identifying the coordinate system of satellite images with that of ground is a repeatedly performed essential process to produce digital ortho - photos and it acts as the main factor to increase the production cost of the photos by duplicated budgets and redundant works when executing the projects for acquiring basic geographical information from high density satellite images. During the experimentation, an application system was established for producing a stereo image chip by the analysis of DPPDB file structure, the stereo image chip was produced with SPOT and IKONOS images, the analysis of 3D modeling accuracy was performed to secure the required accuracy and to present the optimal number and deployment of the control points, and a 3D modeling was performed for new SPOT images and lastly, 3D ground coordinates were extracted by the observation of the same points through the overlapping with the new images. As the results of the research, it is proved that the stereo image chip can be used as the ground controls through the accuracy analysis between the coordinates of the images and the ground, close results were obtained between the coordinates by the ground survey and those by the 3D modeling using new images and the observation of the same points, positional changes were not found during observing the same points, and the research presented the methodology for improving the process of the control survey by showing the availability of the image controls on the stereo image chip instead of the ground controls.

  • The Government R&D budget for 2019 exceeded 20 trillion won in order to develop future growth market such as basic research investment and creation of growth engine. As such, the importance of R&D investment is increasing, and various schemes for enforcing efficient and transparent business expenses are being expanded. However, research expenses (Charge ratio) such as fraudulent execution of funds are continuously being generated, and a system of imposition of sanctions is being introduced. In this paper, the legal grounds of sanctions, comparative review of laws and regulations between the ministries, and the criteria of imposition (imputation) were analyzed. In addition, since the amendment of the standard for imposing the intergovernmental surcharges, a single standard has been applied, and the transition process of the surcharging system has been reviewed. As a result of the data analysis, it was found that they focused on micro - utility activities and suggested new policy measures corresponding to them. An Analysis of the 2014 Pricing Guide for Technical Service Contracts through Comparison with Foreign Countries' Cases (해외사례 비교를 통한 2014년 개정 건설기술용역 대가기준 분석)

  • Enhancing clarity and transparency of the pricing guide for technical services for public construction works enables the prediction and reimbursement of the service cost for project owners and bidders, while it would also yield benefits for engineers who carry out the construction tasks. In order to improve the global competitiveness of construction service industry, the government revised its pricing guide for techical services for construction works recently, moving away from its previous percentage-of-construction-cost method towards the Cost Plus a Fee Method. However, since the Cost Plus a Fee Method results in the rise of the service price by 153%~197%, there is the need for a review on the method and basis of the adjustment in order to avoid controversies regarding the application of the revised method. In this context, this paper analysed the 2014 revision of the pricing guide for technical services for public construction works through comparison with foreign cases including those of the US and the UK. The analysis yielded the conclusion that, while the shift towards Cost Plus a Fee Method which is widely used in advanced economies is a very meaningful change in large measure, certain aspects still remain problematic. Unlike in advanced economies, the detailed break-down shows the direct labor cost includes certain indirect expenses. Also, indirec expenses are admitted so comprehensively as to include overhead costs and technology royalties. These problems results in redundant estimation of certain expenses, and obstructs transparency in spending details. This paper proposes various improvement measures to address these issues.
