Proposal Strategy and Performance Analysis of Electronic Human Resources Management Pilot Project (건설근로자공제회 전자인력관리(전자카드제)시범사업 성과 분석 및 추진전략 도출)

  • The Construction Workers Mutual Aid Association is carrying out a number of strategic tasks with the goal of "contributing to improving employment and stabilizing the return of workers to construction workers through employment welfare and retirement deduction services." One of them is the retirement deduction system. The retirement allowance system is a system for the retirement income and livelihood security of construction workers who are not adequately protected by the Labor Standards Act, such as retirement allowances due to the nature of day labor. The Construction Workers Mutual Aid Association has promoted the introduction of electronic manpower management. For the efficient management of the pilot sites and the plans for the future, comprehensive evaluation of the pilot sites as well as the evaluation of the status and operation results of each pilot project site are needed. Therefore, in this study, we will develop performance indicators to evaluate the current state of electronic manpower pilot projects and analyze the actual situation of pilot project sites through actual application, and try to derive future implementation strategies.

The Determinants of Labor Market Outcomes in Four-year graduates through Principal Component Analysis and Correspondence Analysis By training institution (대응일치분석을 이용한 4년제 대학졸업자들의 취업훈련기관별 노동시장 성과에 영향을 미치는 요인)

  • This study investigated the performance factors for entry into the labor market of 4 - year college graduates using KEEP data and to determine how the labor market performance is related to the training institutions. The labor market performance is termed as 1) labor market entry time, 2) employment type, and 3) wage. Correspondence analysis was carried out with a nominal variable indicating the characteristics of a training institute, in which the respondents were trained for employment, and the relationship between the two was expressed in a more visible way. First, as a result of analyzing the first job transition period, the shortest training institutes were analyzed as public institutes, followed by private institutes and universities. Second, the employment rate of the public institutions is higher than that of private institutes and universities. Second, the employment rate of public institutions is higher than that of private institutes and universities. Third, the wage level of public institutes ranged from wage level 1 to 3, while private institutes had a wage level ranging from 2 to 4. Universities showed a wide range from 1 to 5. Based on these results, this study can analyze the difference in the labor market performance by training institutions when young people enter society.

Changes of the Level of Physical Self-Efficacy, Depression and Stress of Middle-Aged Men According to the Stage of Exercise Change (중년기 남성의 운동변화단계에 따른 신체적 자기효능감과 우울 및 스트레스 수준 변화)

  • The purpose of this study was to verify whether there are any differences in the level of physical self-efficacy, depression and stress of meddle-aged men according to the stage of exercise change. As for the study objects, men at the ages between 40 and 50, residing in Seoul and mostly having temporary jobs, office jobs and professional jobs, were surveyed with the questionnaire prepared, and 299 copies of the questionnaire in total were collected and used for the final analysis. SPSS 12.0 was used for the processing of the data, while the results were deduced by using exploratory analysis, reliability analysis, 1-way ANOVA and correlation analysis. The study results were as follows: Firstly, their Physical self-efficacy showed significant differences according to the stage of exercise change of the study objects, and as a result of the post-hoc analysis, it was found that as the stage became higher, their physical self-efficacy became higher as well. Secondly, the level of depression showed significant differences according to the stage of exercise change of the study objects, and as a result of the post-hoc analysis, it was found that as the stage generally became higher, their depression showed lower levels. Thirdly, their stress showed significant differences according to the stage of exercise change of the study objects, and as a result of the post-hoc analysis, it was found that the preparation stage had a lower level of stress than the maintenance stage while the before-plan stage had a lower level of stress than the before-plan stage and the maintenance stage. Fourthly, it was found that as the stage of exercise change became higher, their stress tended to decrease while their self-efficacy tended to increase.

Factors Influencing the Health Care Utilization of Disabled Workers Who Returned to Their Original Workplace after Occupational Accident (원직복귀 산업재해 근로자의 의료이용에 영향을 미치는 요인)

  • The aim of this study is to explore the factors that influence the health care utilization of disabled workers who returned to their original workplace after an occupational accident. The study sample consisted of 457 workers who suffered from occupational accidents and were rated as disabled based on the data from the PSWCI in 2021. Data analysis was performed using a hierarchical multiple regression analysis with SPSS WIN 26.0. The study findings revealed that the number of outpatient visits was affected by factors such as daily wage payment, economic status, physical activity limitations, subjective health status, and chronic diseases. Moreover, health care expenditures were determined by factors such as having a caregiver for daily living, burn injuries, and physical activity limitations. Therefore, to increase the accessibility of health care utilization for disabled workers, the role of nurses in the workplace should be expanded, employers should include a health care utilization plan when developing a return-to-work plan, and research on the introduction of a paid sick leave system that allows workers to rest when they are sick is needed. It is also necessary to alleviate the economic burden by increasing the coverage of benefits for burn and rehabilitation treatments.

The Excluded from Public Pension : Problem, Cause and Policy Measures (공적연금의 사각지대 : 실태, 원인과 정책방안)

  • As National Pension Scheme for all nation complete in 1999 through expanding application in cities, the public pension including Public Occupational Pension became main axis of old-age income maintenance. After 4years since then, now, it is only half of total National Pension insured persons who have been qualified to receive pension through participate and contribution. The other half of National Pension insured is left the excluded from public pension. This paper is intended to identify scale and characteristics of the excluded from public pension and to analysis its cause, and to explore policy measures for solving the excluded's problem. for current recipients over 60 years old generation, the its excluded's scale is no less than 86% of the old over 60 years. The probability of getting in the excluded is high in case of old elderly and female for current elderly generation. For future recipients 18-59 years working generation, the its excluded's scale is no less than 61% of the 18-59 years total population. The probability of getting in the excluded is high in case of 18-29 years and female for current working generation. As logistic regression analysis determinant factor of paying or not pension contribution for future recipients, it appear that probability of getting in the excluded for current working generation is high in case of younger old, lower education attainment, irregular employee, working at agriculture forestry fishery sector, construction sector, wholesale retail trade restaurants hotels sector, financial institution and insurance real estate renting and leasing sector in comparison with manufacturing sector, occpaying at elementary occupation, professionals technicians and associate professionals, sale and service workers, plant machine operators and assemblers, legislators senior officials and managers in comparison with clerks. The Policy measures for the current recipient old generation have need to reinforce supplemental role of Senior's pension(non-contribution pension) until maturing of public pension, because of no having chance of public pension participants for them. And the Policy measures for the future recipient working generation have need to restructure social security fundamentally corresponding with social-economic change as labour market and family structure etc. The pension system has need to change from one earner one pension to one citizen one pension with citizenship rights. At this point, public pension have need to manage with combining insurance's contribution principle and citizenship principle financing by taxes. Then public pension will become substantially universal social network for old-age income maintenance and we can find real solution for the excluded from.

A Study on Health-related PSR Model using Korean Working Conditions Survey Data (PSR 모델을 적용한 근로환경조사 지표 개발)

  • This study is aimed at developing an index and indicator in the light of social factors by analyzing the basic materials on Korean working conditions survey to make it possible to grasp various working environment factors consequent on business type and to judge the industrial safety & health policy of the related area. For the purpose of developing an index, this study was conducted by benchmarking the OECD-suggested index development guidelines and overseas cases of index development. This study suggested indexes related to health by benchmarking OECD's press-state-response model. The press-state health-related indexes specified in Korean working condtions survey were found to consist of physical risk environment, working hours, business environment, and social environment, and its consequent 'state' items were comprised of mental health, physical health, absence from work due to health problems and work satisfaction as health-related items. As a result, it was found that the 'press-state index' for wage worker, regular employee, manager, clerks, expert & related personnel involved, and workers aged under 50 was relatively good; in contrast, the 'press-state index' for people aged over 50, owner-operator, daily job, skilled position in agriculture & fisheries, simple labor service, and apparatus & machines assembly worker was found to be relatively vulnerable.

Middle-Old Age's Retirement Transition, Old Age Income Security and the Support of Gradual Retirement (중고령자의 퇴직전환 및 노후소득보장과 점진적 퇴직지원)

  • This study reviewed pension reform's overall characteristic and(anticipated) positive negative effect in OECD countries's and then analysed middle-old age's retirement transition and determinants of full/gradual retirement through the $3{\sim}7th$ Korea Labor and Income Panel considering that Korea has been aging society quickly and it is necessary to suggest not only solution of early retirement and working age reduction but also pension reform. As a result of this study, about 1/4 of 50 years and older have been continuing to work through various pathways after retirement and 98% among fully retired older who passed by re-employment step of occupational status including retirement are still searching for jobs. This showed that it is also inappropriate to typical retirement concept itself on the lines of labour market participation in Korea and part-time/temporary work or self-employment have been used by means of alternatives of maintaining works for middle-old ages. However, the duration of changed occupational status of gradual retirees is mostly only $1{\sim}2$ years. Therefore it is necessary to support the gradual retirement to minimize a term of income insecurity and promote the work of the old ages who have will and capacity of work. Most of all, partial pension system which is main program of gradual retirement, should make the rules that beneficiaries are those who age less than pensionable age and benefit levels should be actuarial fairness together with pension system and provide substantial help. But, the introduction of partial pension system is not the only way to solve and needs overall social economic approach. Especially guarantee the increase of quantitative qualitative employment for middle-old ages linking labor market policy and supporting gradual retirement not ought to be abused to force the part time works and early retirement route against their own will.

A Study of the Conservation Policy and Management Status of Historic Gardens in England - Focused on the National Trust - (영국 역사정원 보전정책과 관리현황에 대한 연구 - 내셔널 트러스트를 중심으로 -)

  • This paper investigates the history, policy and status of the conservation of historic gardens in the National Trust in England and its implications for Korea. It was conducted in three phases as follows: First, related literature data was collected to understand the National Trust and its role in the conservation of historic gardens. Second, The National Trust Policy Papers: Gardens and Landscape Parks in 1996 was reviewed and analyzed into eight categories with a review of 216 gardens and interviews with gardener-in-charge via e-mail. Finally an understanding of the policy for the conservation of historic gardens was formed from the results of the previous phases, and implications were drawn from the integrated analysis guidelines of the policy and status. The key feature of the conservation of the National Trust's historic gardens is that the conservation process has been conducted systematically through acquisition, management, upkeep, advice and so on. Furthermore, the conservation principles are defined in a concise and accessible form. According to their practical conservation process and principles, the results of the National Trust activities are to appreciate the significance of the gardens and act with accountability; integration; managing change; access and participation; and training gardener and partnership. According to the results of its activities under the premise that the purpose of the conservation and the meaning of a garden do not differ significantly among nations, implications for Korea can be primarily suggested by three points as follows: First of all, a flexible approach to change in historic gardens should be managed. In response to inevitable and desirable change, anything that is added or transferred should be recorded for the future as much as possible. Therefore, everything must be recorded and any change should be managed. Second, is to provide sustainable access for the benefit for the people and visitors. The aim of conserving the gardens is for human's to eventually understand that the present generation just borrows the historic gardens before they are passed down. The ensuing implication is that people may enjoy the gardens educationally, aesthetically, and physically, and children can be continuously interested in historic gardens as apart of educating the future generation. Finally, the National Trust educates apprentice gardeners who will maintain the historic gardens and continuously keep the current garden staff up to date with workshops. This is in contrast to the day laborers who work for historic gardens in Korea. In practice, the maintenance of historic gardens is not a simple process. The gardener must understand the past, reflect the present, and prepare for the future. Therefore, gardeners deliver culture from generation to generation.
