As intense economic competition has led to more flexibility in the labor market, marginal or atypical employment has rapidly grown. Although marginal work represents an important proportion of whole employment, it is still characterized by insecure and unfavorable working conditions. Therefore employees in marginal jobs are highly likely to be subject to social exclusion. In turn, social exclusion puts marginal workers in a high risk of mental health problems. One of major mental health symptoms has been depression. So far, however, little attention has been paid to the effect of social exclusion of marginal employees on mental health problems including depression. Hence this study examines empirically the effect of social exclusion of casual workers in the construction industry, a protype of marginal employees, on depression. Its results indicate that social exclusion has influence upon depression of marginal workers. This study is the first one to delve into the relationships between temporary employment, social exclusion, and depression of marginal employees. Yet much more empirical researches are needed in order to shed brighter light on these relationships.

이른 새벽, 건설업 일용직 근로자들은 '오늘 일을 할 수 있을까?'란 불안감과 COVID-19의 감염 위험을 안고 인력사무소에 출근한다. 새벽 건설업 시장은 높은 업무 강도와 비효율적인 구인/구직 프로세스로 인해 진입장벽이 높고, 건설기능인력의 고령화로 불법체류 근로자 고용 등의 난항을 겪고 있다. 이에 따라 본 연구에서는 건설업 시장의 구인/구직 정보를 제공하여 앱 내에서 근로자 채용을 가능하게 하고, 외부 API를 사용하여 출퇴근 관리, 안전 이수증 촬영을 통한 인증 등 근로자와 구인자를 위한 비대면 구인/구직 앱 '인력거'를 개발하였다. '인력거' 앱을 통해 간소화된 구인/구직 프로세스 등을 통해 건설업에서 청년 일자리 증대가 기대된다.

This study analyzes the causes of increase in temporary workers observed in the recent Korean labor market. In the analysis of sectors with relatively high ratio of temporary workers, the manufacturing sector tends to hire temporary workers in order to raise profitability, while wholesale & retails and construction sectors tend to employ temporary workers due to the fluctuation of product demand. Another possibility is that with the expansion of college graduates, it is likely that temporary jobs are used as a screening device to reduce the uncertainty of workers quality.

The study, by reviewing and analysing the system of occupational education and training, aims to provide some substantial informations for the activation of occupational education and training in the construction sector. The result shows that the current system doesn't substantially reflect the realities of employment structure in the sector, and thus, fails to respond to skilled-worker development. It is also observed that most of the occupational education and training institutions have difficulties in recruiting trainees due to daily construction workers' negative attitudes toward the current system. Therefore, it is necessary i) to improve occupational education and training system, ii) to tackle in-depth analysis of daily construction workers' reasons for the negative perceptions, and iii) to develop the responding alternatives.

사회적으로 여성의 지위가 상승하고 역할이 강조되면서 거의 전 산업분야에 걸쳐 여성의 진출이 매우 활발해지고 있는 실정임에도 아직 건설업에 있어서 여성의 역할이나 참여도는 매우 낮은게 현실이고 또 기존의 건설업에 참여하고 있는 여성근로자들도 단순 사무보조 또는 단순 일용노무직에 불과한 현실이다. 여기 약 20여개의 현장을 공사규모, 종류, 기간, 금액, 각각의 시공사별로 표본 추출하여 각 현장의 안전관리자들에게 설문 받은 내용들을 보면 건설업에서의 여성근로자들이 얼마만큼이나 안전, 보건상으로 소외되고 관심밖에 있는지 잘 나타나 있다 하겠다.(중략)

본 학술지에서는 고령사회가 진행되는 대한민국 내의 건설현장에서 겪고 있는 청년근로자의 건설현장 기피현상으로 인한 유입 감소와 건설현장 진입장벽의 낮음, 일용직 근로자의 비율 상승에 따라 건설현장 내 고령근로자의 증가 추세와 이와 같은 현상에서 나타나는 건설현장에서의 고령근로자 역할과 고령근로자 취업제한 및 금지 불가, 그에 따른 고령근로자의 취업에 관한 고용관리방안을 발표하고자 한다.

The purpose of this study solves both duality of construction and the economic problem of the daily laborer with activation of a construction skill human resource institute training. For the fixation of actuality institute training, the support and intervention of the public are necessary. Especially, to win young people over to construction job-site, we should analyze what they want and arrange and do information work institutionalized conditions that can satisfy their demand. Also institute training program must be reorganized to make them be acknowledged as a expert and social conditions is arranged so that they work self-conceit.

해체공사는 작업의 특성상 단기간에 이루어지며, 해체공사 현장에 투입되는 근로자는 일용직 근로자가 대부분으로 안전사고의 비율이 높다. 사업장 위험성 평가에 관한 지침에는 위험성 평가시 근로자를 참여토록 하고 있으나 해체현장의 특성상 근로자가 참여한다고 하여도 위험요소를 파악할 역량이 부족할 따름이다. 또한 기존의 해체공사 안전관리 매뉴얼은 구조안전성 확보를 위한 매뉴얼로 해체 근로자의 안전을 위한 매뉴얼은 없는 실정으로, 근로자의 안전을 확보하기 위한 위험성 평가 매뉴얼이 요구되고 있다. 이에 본 연구에서는 건설공사 안전관리 종합정보망(CSI)의 해체 및 철거공사의 사고사례를 분석하였으며, 해체 및 철거 사고시 발생한 주요 위험요소를 도출하여 작업 공종별로 유해·위험요인의 파악을 손 쉽게 할 수 있도록 하였다. 또한 해체 현장 규모에 따라 대규모 현장은 빈도·강도법, 중·소규모 현장은 체크리스트법을 활용하여 위험성을 결정하고 감소대책을 수립할 수 있도록 매뉴얼을 구성하였다. 잔여 위험에 대해서는 관리카드를 만들어 해체공사 완료시까지 관리하도록 하였다.
