The Concentration of Economic Power in Korea (경제력집중(經濟力集中) : 기본시각(基本視角)과 정책방향(政策方向))

  • The concentration of economic power takes the form of one or a few firms controlling a substantial portion of the economic resources and means in a certain economic area. At the same time, to the extent that these firms are owned by a few individuals, resource allocation can be manipulated by them rather than by the impersonal market mechanism. This will impair allocative efficiency, run counter to a decentralized market system and hamper the equitable distribution of wealth. Viewed from the historical evolution of Western capitalism in general, the concentration of economic power is a paradox in that it is a product of the free market system itself. The economic principle of natural discrimination works so that a few big firms preempt scarce resources and market opportunities. Prominent historical examples include trusts in America, Konzern in Germany and Zaibatsu in Japan in the early twentieth century. In other words, the concentration of economic power is the outcome as well as the antithesis of free competition. As long as judgment of the economic system at large depends upon the value systems of individuals, therefore, the issue of how to evaluate the concentration of economic power will inevitably be tinged with ideology. We have witnessed several different approaches to this problem such as communism, fascism and revised capitalism, and the last one seems to be the only surviving alternative. The concentration of economic power in Korea can be summarily represented by the "jaebol," namely, the conglomerate business group, the majority of whose member firms are monopolistic or oligopolistic in their respective markets and are owned by particular individuals. The jaebol has many dimensions in its size, but to sketch its magnitude, the share of the jaebol in the manufacturing sector reached 37.3% in shipment and 17.6% in employment as of 1989. The concentration of economic power can be ascribed to a number of causes. In the early stages of economic development, when the market system is immature, entrepreneurship must fill the gap inherent in the market in addition to performing its customary managerial function. Entrepreneurship of this sort is a scarce resource and becomes even more valuable as the target rate of economic growth gets higher. Entrepreneurship can neither be readily obtained in the market nor exhausted despite repeated use. Because of these peculiarities, economic power is bound to be concentrated in the hands of a few entrepreneurs and their business groups. It goes without saying, however, that the issue of whether the full exercise of money-making entrepreneurship is compatible with social mores is a different matter entirely. The rapidity of the concentration of economic power can also be traced to the diversification of business groups. The transplantation of advanced technology oriented toward mass production tends to saturate the small domestic market quite early and allows a firm to expand into new markets by making use of excess capacity and of monopoly profits. One of the reasons why the jaebol issue has become so acute in Korea lies in the nature of the government-business relationship. The Korean government has set economic development as its foremost national goal and, since then, has intervened profoundly in the private sector. Since most strategic industries promoted by the government required a huge capacity in technology, capital and manpower, big firms were favored over smaller firms, and the benefits of industrial policy naturally accrued to large business groups. The concentration of economic power which occured along the way was, therefore, not necessarily a product of the market system. At the same time, the concentration of ownership in business groups has been left largely intact as they have customarily met capital requirements by means of debt. The real advantage enjoyed by large business groups lies in synergy due to multiplant and multiproduct production. Even these effects, however, cannot always be considered socially optimal, as they offer disadvantages to other independent firms-for example, by foreclosing their markets. Moreover their fictitious or artificial advantages only aggravate the popular perception that most business groups have accumulated their wealth at the expense of the general public and under the behest of the government. Since Korea stands now at the threshold of establishing a full-fledged market economy along with political democracy, the phenomenon called the concentration of economic power must be correctly understood and the roles of business groups must be accordingly redefined. In doing so, we would do better to take a closer look at Japan which has experienced a demise of family-controlled Zaibatsu and a success with business groups(Kigyoshudan) whose ownership is dispersed among many firms and ultimately among the general public. The Japanese case cannot be an ideal model, but at least it gives us a good point of departure in that the issue of ownership is at the heart of the matter. In setting the basic direction of public policy aimed at controlling the concentration of economic power, one must harmonize efficiency and equity. Firm size in itself is not a problem, if it is dictated by efficiency considerations and if the firm behaves competitively in the market. As long as entrepreneurship is required for continuous economic growth and there is a discrepancy in entrepreneurial capacity among individuals, a concentration of economic power is bound to take place to some degree. Hence, the most effective way of reducing the inefficiency of business groups may be to impose competitive pressure on their activities. Concurrently, unless the concentration of ownership in business groups is scaled down, the seed of social discontent will still remain. Nevertheless, the dispersion of ownership requires a number of preconditions and, consequently, we must make consistent, long-term efforts on many fronts. We can suggest a long list of policy measures specifically designed to control the concentration of economic power. Whatever the policy may be, however, its intended effects will not be fully realized unless business groups abide by the moral code expected of socially responsible entrepreneurs. This is especially true, since the root of the problem of the excessive concentration of economic power lies outside the issue of efficiency, in problems concerning distribution, equity, and social justice.

물리.화학적 방법에 의한 참돔(Pagrus major)의 품질판정에 관한 연구

  • 우리나라는 해방 후 어려웠던 경제난국에서 벗어나 산업발전기에 접어들면서 수산물보다는 식탁에서 육류의 섭취가 상대적으로 많이 증가되었다. 그러나 최근에 들어와서는 외식산업의 현저한 발달과 더불어 즉석편리식품이나 육류의 소비가 증가함에 따라 비만, 동맥경화 및 영양의 과잉공급에 따른 각종 성인병이 만연하고 있는 실정이단, 이러한 시점에 수산물이 가지고 있는 건강기능성이나 생리효과가 식품관련 연구자들에 의해 밝혀지면서 생선회가 건강지향성과 기호성이라는 측면에서 두 가지 조건 모두를 만족시키는 식품으로 자리잡아 외식산업의 한 축을 이루어 생선회의 소비는 급증하고 있으나, 자연산 활어는 남획에 따른 자원고갈 및 어장축소 등 여러 가지 이유로 현재 유통되고 있는 생선회의 90% 이상은 양식산 활어이며, 양식 활어의 생산량 또한 1980년대 후반에 비하여 10배 이상 증가되어 있을 뿐만 아니라 가까운 중국이나 일본 등지에서 생선회로 먹기 위하여 많은 량의 활어가 수입되고 있는 실정이다 이렇게 생산된 활어는 활어시장에서 활어의 품질에 관계없이 중량을 기준으로 거래되고 있어 여러 가지 문제를 야기시킬 수 있다. 그러므로, 활어 품질판정 기술의 개발은 우리나라 양식업의 대외경쟁력을 갖추게 할 뿐만 아니라 어민소득을 향상시킬 수 있다. 또한 활어의 유통 질서를 갖추기 위해서 양식활어 근육의 품질을 정확하고도 신속하게 판정할 수 있는 기술을 개발하고자 하였다. 그러므로, 육질의 판정을 위한 기초자료로써 사육수조에서 운동여부와 운동횟수에 의한 양식 활어의 품질을 비교 검토하였다. 운동사육구(2회/1일, 0.5m/s)와 비운동사육구의 초기수분함량은 각각 73.44±0.87%, 72.88±0.25%의 함량이였다. 운동사육시간이 길어질수록 운동사육구에서는 수분함량이 운동5일째에는 73.56±0.22%였으며, 운동 20일에는 75.88±0.94%로 초기수분함량보다는 3%정도 증가하였다. 반면, 비운동사육구에서는 큰 변화를 나타내고 있지 않았다(p<0.05). 운동과 비운동시킨 참돔의 지질 함량의 변화는 운동시킨 참돔은 운동으로 인한 에너지 소비로 인하여 함량이 유의적으로 감소했으며(r=-0.35), 비운동사육구에서는 절식으로 인하여 지질함량이 감소하였다(r=-0.38). 파괴강도와 가장 밀접한 영향을 가지는 콜라겐은 운동과 비운동 모두 사육기간동안 큰 변화는 보이지 않았다. 초기의 파괴강도값은 1.45±0.02kg(운동사육구), 1.36±0.18kg(비운동사육구)이였으며 사육기간동안 운동사육구는 파괴강도값이 증가한 반면, 비운동수조에서는 참돔의 파괴강도는 사육기간동안 큰 유의차가 없었다. 각 성분간의 상관도를 살펴보면, 수분함량과 파괴강도는 상관성을 가졌으며, 지질함량과 파괴강도도 같은 경향은 나타내었다. 운동기간동안의 파괴강도와 콜라겐 사이에는 상관성의 거의 없었다. 이는 운동기간에 따른 파괴강도의 증가가 콜라겐의 함량의 증가보다는 지질함량의 감소와 수분함량의 증가와 같은 성분과의 상관성이 크다고 판단된다. 다음으로는, 운동횟수에 의한 영향으로써 운동시간을 1일 6시간으로 설정하여, 운동횟수를 결정하기 위하여 오전, 오후에 각 3시간씩 운동시키는 방법과 오전부터 6시간동안 운동시키는 두 방법을 이용하여 품질을 비교하였다. 각 조건에 따라 운동시킨 참돔의 수분함량을 나타낸 것으로, 2회(오전 3시간, 오후 3시간)에 나누어서 운동시키기 위한 육의 수분함량은 73.37±2.02%를 나타냈으며, 1회(6시간 운동)운동시키기 위한 육은 71.74±1.66%을 나타내었다. 각각의 운동조건에서 양식된 참돔은 사육초기에는 큰 변화가 없었으나, 사육 5일 이후에는 수분함량이 증가하여 15일에는 76.40±0.14, 75.62±0.98%의 수분함량을 2회와 1회 운동시킨 참돔의 육에서 각각 나타났다. 운동횟수에 따른 지질함량은 2회 운동시킨 참돔은 5.83±2.08, 1회 운동시킨 참돔은 6.72±1.84%을 나타났으며, 사육기간이 증가할수록 함량은 감소하였다. 하루 1회운동시킨 참돔은 지질 함량의 감소율이 2회 운동시킨 참돔보다는 작았지만, 1회 운동시킨 참돔과 마찬가지로 운동기간동안 지질은 감소하였다. 운동횟수와 상관없이 운동기간동안 콜라겐의 함량은 큰 증가를 보이지 않았다. 파괴강도값은 운동횟수가 많을수록 증가하는 경향을 나타내었다. 운동시킨 참돔은 운동횟수에 상관없이 지질 함량이 감소할수록 파괴강도값이 증가하였으며, 운동횟수가 하루 2회인 참돔에서는 지질함량과 파괴강도값이 높은 상관관계를 나타내고 있다(p<0.05, r=0.866(2회/1일). 운동기간과 파괴강도의 값, 운동기간과 수분함량, 운동기간과 지질함량간의 상관성은 운동횟수에 상관없이 높은 상관관계를 나타냈다. 또한, 콜라겐함량은 운동기간과 상관관계 없이 상관성이 낮았다. 그러므로, 본 실험의 목적인 양식산 활어의 품질판정을 하기 위한 요인으로 동일 어종에는 콜라겐보다는 파괴강도, 수분함량 및 지질함량과의 관계를 상관성을 가지므로, 양식 활어의 품질판정 요인으로 선정하였다.

Measures of International Standardization in Korean Landscape Drawing Practice (한국 조경제도의 국제표준화 방안)

  • WTO/TBT aims to reduce impediments to trade resulting from differences between national regulations and standards. Where international standards exist or their completion is imminent, the Code of Good Practice says that standardizing bodies should use them, or the relevant parts of them, as a basis for any standards they develop. Drawing is a formal and precise way of communicating information about the shape, size and, features. In addition, drawing is a part of the universal language of engineering. However there are many differences between international landscape drawing standard ISO 11091 and Korean landscape drawing practice(KLDP). The result of a comparison of ISO 11091 with KLDP and suggestions for international standardization of KLDP are summarized as follows. First, Among the 33 kinds of conventions from ISO 11091, 2 similar kinds and 15 different kinds from KLDP and 16 kinds of conventions which exist only in ISO 11091 appeared-for the international standardization of KLDP, it is necessary to make an extensive alteration of KLDP. Second, Europe Unity countries accepted ISO 11091 and are using it as their national standard for landscape drawing. Even Japan has accepted ISO 11091 on their civil engineering drawings and is using it as their national standard. Therefore, we need to hasten KS standard enactment based on ISO 1091. Third, For the KS standard of construction drawings, the degree of international standardization is rising even though there are still differences from the ISO standard. Therefore, since the burden on the international standardization of KLDP is expected to be weighed, preparations should be quickly brought about in the practice fields. Fourth, Since in the landscape planting ordinances of local independent governments is the standard presented by categorizing trees into evergreen and deciduous, such parts should be modified and introduced when enacting the KS standard based on ISO 11091. Fifth, For the enactment of the KS standard for landscape drawings, a wide range of opinions should be collected by the relevant landscape organization by installing a committee, and based on its recommendation, an application for the KS standard enactment of landscape drawing should be made to the chief of Ministry of Knowledge Economy.

  • The ozone has the oxidizing power which is powerful the fluorine and the antimicrobial spectrum of wide scope. Researches were carried out to use the merits that ozone has in various fields including the food industry, and many studies are also conducted nowadays for more efficient use of ozone. The ozone was permitted legally as a food additive and was practically used in the United States, Australia, Japanese etc. In November 2007, ozone water was permitted as a food additive in Korea and the interest in the use of ozone water has been on the rise in the Korea's food industry. As a olisinfectant method, ozone has many advantages. The maintenance and management expenses of ozone are lower than the installation cost at early stages and no by-products are generated after use it compared to others. Recently the demand of ozone as a olisinfectant method is increasing drastically. Although ozone water is popularly used to sterilize raw foods like fruits, vegetables and meats, the cases are still limited and were verified by the survey results. However, the use of ozone water is gradually being increased and is focused on food services. Ozone water refers to a state where ozone is dissolved into water to more conveniently use ozone. Accordingly, ozone water should be managed in regards with the amount and time of water-dissolved ozone, and the control of discharged ozone concentration is required for safe use of ozone water. The items to control mentioned above are directly related to the performance of the devices, and therefore, it is required to newly establish the performance criteria of ozone water manufacturing devices.

A Study on Development of Prototype Test Train Design in G7 Project for High Speed Railway Technology (G7 고속전철기술개발사업에서의 시제차량 통합 디자인 개발)

  • The demand for an environment-friendly transportation system, equipped with low energy consumption, and low-or zero-pollution has been on the increase since the beginning of the World Trade Organization era. Simultaneously, the consistent growth of high-speed tram technology, combined with market share, has sparked a fierce competition among technologically-advanced countries like France, Germany, and Japan in an effort to keep the lead in high-speed train technology via extensive Research and development(R&D) expenses. These countries are leaders in the race to implement the next-generation transportation system, build intercontinental rail way networks and export the high-speed train as a major industry commodity. The need to develop our own(Korean) 'high-speed train' technology and its core system technology layouts including original technology serves a few objectives: They boost the national competitive edge; they develop an environmental friendly rail road system that can cope with globalization and minimize the social and economic losses created by the growing traffic-congested delivery costs, environment pollution, and public discomforts. In turn, the 'G7 Project-Development of High Speed Railway Technology' held between 1996 and 2002 for a six-year period was focused on designing a domestic train capable of traveling at a speed of 350km/h combined and led to the actual implementation of engineering and producing the '2000 high-speed train:' This paper summarizes and introduces one of the G7 Projects-specifically, the design segment achievement within the development of train system engineering technology. It is true that the design aspect of the Korean domestic railway system program as a whole was lacking when compared with the advanced railroad countries whose early phase of train design emphasized the design aspect. However, having allowed the active participation of expert designers in the early phase of train design in the current project has led to a new era of domestic train development and the implementation of a way to meet demand flexibly with newly designed trains. The idea of a high-speed train in Korea and its design concept is well-conceived: a faster, more pleasant, and silent based Korean high-speed train that facilitates a new travel culture. A Korean-type of high-speed train is acknowledged by passengers who travel in such trains. The Korean high-speed prototype train has been born, combining aerodynamic air-cushioned design, which is the embodiment of Korean original design of forehead of power car minimized aerodynamic resistance using a curved car body profile, and the improvement of the interior design with ergonomics and the accommodation of the vestibule area through the study of passenger behavior and social culture that is based on the general passenger car.

The Trend Analysis of Propulsion System for Railway Vehicle Using Patent Analysis (특허분석을 통한 철도차량용 추진제어장치 기술 분석)

  • In this study, we investigated the trend of technological development in major countries related to the propulsion equipment of railway vehicles. The propulsion system is the main equipment of electric vehicles. A lot of time and investment are required in order to ensure the development of technology. Therefore, developed countries have maximized their effort to develop technologies with safety, reliability, and convenience of maintenance. They have also done their utmost to prevent technology transfer to other countries after the development of new technologies. For example, Toshiba of Japan developed a new 3,300V/1,500 A class IGBT power device, but was reluctant to export it to foreign countries in order to protect this technology. In this study, we analyzed the patents applied for related to propulsion control systems and presented the direction of development during the technical development of these systems. The patent analysis of the core technologies was conducted using the Thomson Innovation DB. We examined the number of patents applied for by country, year and major applicant. As a result of the analysis, it was found that the proportion of patent applications per country was in the order of China, 48%, Europe 16.6%, and the United States 14.9%. The patent situation of the top 10 principal applicants revealed that (the top three were?) ABB 14%, GE 13%, and CRRC 12%. At the same time, we also conducted a qualitative analysis of the level of technical development by evaluating such factors as the influence index, quotation, market securing power and citation. Based on the result of the patent analysis, we presented the direction of technical development of the propulsion control equipment of railway vehicles. Based on the analysis results, it was found that domestic applicants considerably reduced their efforts to protect their patents from foreign companies. Nowadays, most of the electric motors used in Korea are induction motors. In advanced countries, permanent magnet electric motors are employed in new railway lines. Therefore, intensive investment is needed in new developments.

  • Recently there are many changes of logistics environment Such as integrated logistics information system, the rapid growth of the domestic and international small package express service and third party logistics with Electronic Commerce. At this time it is very important to deliver to customers the goods sold through EC speedy, accurately and safely. That is to say, the role of small package express service is very important at EC times. The bottlenecks of small package express service in the circumstances of EC are the weakness of EC operating company and small package express service provider the shortage of distribution centre and cargo terminal, the shortage of skilled man with related small package express service etc. So, I suggested that for activation of EC it is necessary to strengthen the strategic alliances, introduce GPS and use the third party logistics positively in the side of small package express service provider. And it is necessary to prepare for the settlements of traffic problems, support the introduction of integrated logistics service, logistics information system, deregulate restriction such as weight limit of vehicles in the side of the government. And to government support throughout extending nation's SOC, deregulation, support to small package express service terminal, permit to stopping & parking in downtown, abolishing a no passing zone, permit to being employed foreigner. Also this service involves ensuring that the product will arrive when wanted, and in an undamaged condition.

A Study to activate and evaluate competitive advantage on Free Trade Zone of Busan Port (부산항 관세자유지역의 경쟁력 평가 및 활성화 방안에 관한 연구)

  • As the environment for international logistics varies according to the globalization in world economy, world-class seaports are struggling for the position as strongholds in their own block. As a new government begins its own era in Korea, they are positively implementing their strategies at the level of government for making the Korean Peninsula the logistics centre in North-eastern Asia, marking the most of its geographic advantage. As one of those strategies, it plans to foster a specific area as an international logistics base camp in Northeast Asia by activating its logistics industry through inducing multinational logistics enterprises. In reality, however, in order for Busan seaport, the late-comer, to induce investment from the world-class multinational companies, a considerably large volume of investment should be given from both central and local governments. Accordingly, the objective of this study is to assess its competitiveness and to suggest an activation plan for BSDFA(Busan Seaport Duty-Free Area), based upon the results of on-the-spot interviews in China and Japan. The survey for the respondent's preference by way of Conjoint Analysis indicated that Investment procedures and limitations get the highest 36.2% preference, so the most critical strategy to be considered for attracting enterprises into DFA(Duty-Free Area) is to solve the problems related to the investment procedures and limitations. The simulation analysis results for market share showed that UAE has the highest preference and BSDFA the lowest preference among the five countries. However, when the levels of investment procedures and limitations and production costare upgraded, the competitiveness of BSDFA was elevated next to that of UAE among the 5 countries. Thus, in order for BSDFA to obtain competitiveness, it is implied that production cost level as well as investment procedures and limitations level, should be lowered so that it could meet companies' demand.

Development of a Testing Environment for Parallel Programs based on MSC Specifications (MSC 명세를 기반으로 한 병렬 프로그램 테스팅 환경의 개발)

  • Most of prior works on testing parallel programs have concentrated on how to guarantee the reproducibility by employing event traces exercised during executions of a program. Consequently, little work has been done to generate test cases, especially, from specifications produced from software development process. In this research work, we devise the techniques for deriving test cases automatically from the specifications written in Message Sequence Charts(MSCs) which are widely used in telecommunication areas and develop the testing environment for performing module testing of parallel programs with derived test cases. For deriving test cases from MSCs, we have to uncover the causality relations among events embedded implicitly in MSCs. For this, we devise the methods for adapting vector time stamping to MSCs, Then, valid event sequences, satisfying the causality relations, are generated and these are used as test cases. The generated test cases, written in TTCN, are translated into CHILL source codes, which interact with a target module to be tested and test the validity of behaviors of the module. Since the testing method developed in this research work extracts test cases from the MSC specifications produced front telecommunications software development process, it is not necessary to describe auxiliary specifications for testing. In audition adapting vector time stamping generates automatically the event sequences, the generated event sequences that are ones for whole system can be used for individual testing purpose.

  • This study concern with the pattern of Pusan Station Shopping District within Pusan City, Korea, one of the third ranked centers within Pusan-the first ranked is CBD, the second is subCBD, the third are Spa Shopping district, Tongnae shopping district, Jobang-Ap shopping district and Yangjeong shopping district. This paper serves as a part of series studies which attempt to clarify the internal structure of Pusan as a whole. Part(I) of this study deals with the pattern of functions including information & culture, business, recreation and retailing. The results are as follows. 1. Pusan Station is one of higher ranked class of central places within Pusan City.
