  • The purpose of this study was to identify the conditions of neighborhood facilities for the elderly, paying special attention to the accelerated aging phenomenon in rural areas of Korea. We contrived a new index to measure spatial accessibility for people aged over 65 years, and we analyzed spatial accessibility by focusing on community facilities: public bath facilities, beauty shops, rural public facilities, markets, big stores, and large-scale retail shops. The most outstanding spatial accessibility among community facilities was found with the rural public facilities thanks to governmental installing adequate facilities in the past, followed by the beauty shops and the public bath facilities. In contrast, spatial accessibility of the markets was in the lowest. Spatial accessibility of community facilities for the elderly exhibited high variability among the rural areas. We confirmed significant inequality of spatial accessibility in all facilities we studied. The areas that had better spatial accessibility diverse combinations of the facilities. The areas that had worse spatial accessibility were, on the whole, consistent with traditional undeveloped regions. In the near future rational planning of facilities will be needed to supply adequate accessibility in targeted areas which currently had low accessibility. In order to improve the spatial accessibility of neighborhood facilities, the most essential factor is to take into account the geographical distribution patterns of rural settlements.

  • E-commerce is a relatively new but rapidly developing industry and global phenomenon. Uzbekistan, as developing country, has recognized that strong economic development is associated with the adoption and development of e-commerce industry. In this regard, the present study identifies the main facilitators of e-commerce in a developing country and provides some important implications. Four rounds of the Delphi method conducted for a survey involving a panel of experts from various organizations associated with e-commerce, indicate a total of 24 items representing five facilitating factors. The results indicate no significant differences among factors reflecting technology infrastructure, the legal environment/support, the industry environment, and business organizations and suggest that technology infrastructure, the legal environment/support, and the industry environment are more important facilitators of e-commerce than the economic and political environment. The results have important practical and theoretical implications.

  • In order to vitalize the Rich Communication Service-e(RCS-e) service, RCS-e users need various ways to use RCS including RCS-e apps. A RCS standards organization has suggested Application Program Interface(API). Since it only dealt with functional requirements, it was not enough to implement the API. This paper suggests an open API framework that can utilize RCS-e through a web interface. By using the framework, web developers can implement various RCS-e-enabled web applications. A system architecture is defined for the framework. Call flows for establishing a RCS-e session between the framework and other nodes are defined. Also, rules and examples for translating protocols between them are provided. Finally, performance evaluation proves that the proposed framework does not add loads to the existing network infrastructure.
