A flat-rate tariff for the high-speed Internet contributed to diffusion of the high-speed Internet in its infancy. But, according as the number of subscriber becomes over 9.20 million and the market arrives the maturity of market, the problems of flat-rate tariff begins appear and can be summarized as follows; as unfair payment, inefficience of resources distribution, and subsidy of tariff from light users to heavy users. Therefore, we need to find an efficient Internet pricing and then would like to find the implication about the pricing strategy by examining foreign cases that work usage-based pricing.

Over the last couple of years, established Cumulus Pricing Scheme(CPS) has become an important research issue for efficiently charging differentiated internet services. This paper proposes the adjusted CPS technique that expressed information of over or under-use of resources in bandwidth. And, 1 propose CPS with respect to the six main pricing and charging conditions. Also, accumulation technique may indicate an information between specified charging and eventually requires to adapt the initial contract. So called red and green Cumulus Points(CP) are used to judge the behavior of customer. At this point, the actual resource consumption is described by function v(t) at time t.

Congestion control is an important research area in computer network. In this paper, I provided strategy of congestion pricing with differentiated services. And, suggested forecasting model of access that considered differentiated pricing, delay time, satisfaction using logistic regression. In a forecasting model of access with logistic regression technique, it is shown that coefficient of determination using suggested model is $70.7\%$.

무선인터넷 서비스는 이동통신 사업자들에게 강력한 추가수익원으로 떠오르고 있으며, 활성화를 위하여 장기적이고 효율적인 정책대안 수립이 절실한 시점이다. 본 연구에서는 무선인터넷 산업의 현실을 올바로 파악하고자 하는 노력의 일환으로 무선인터넷 사용자들에 대하여 설문조사를 수행하였으며, 그 결과를 무선인터넷 이용환경, 이용실태, 평가 등 세 부분으로 나누어 서술하였다. 무선인터넷은 엔터테인먼트용 콘텐츠의 이용도가 높아 여가생활에 도움을 주고 있지만, 실생활에는 아직 큰 도움이 되지 못한다는 평가를 얻었다. 그리고 통신요금에 대한 불만이 가장 높은 것으로 나타나, 무선인터넷 서비스 확산에 큰 장애요인으로 떠올랐다. 그리고 정액제에 대한 높은 선호를 확인함으로써 통신요금 체계도 무선인터넷 확산에 걸림돌이 되고 있는 것으로 판단하였다. 한편 본 조사에서는 전자우편의 이용횟수, 무선인터넷 및 음성통화의 하루평균 이용시간, 통신요금 및 정보이용료 지출액 등에서 여성의 활용도가 활발한 것으로 나타나 이동통신 서비스 확산에서 여성의 역할이 부각되었다. 결론적으로 우리나라는 무선인터넷 서비스 확산을 위한 하드웨어적인 준비는 거의 완료되었으나 요금수준 및 체계, 통신품질, 콘텐츠 등 소프트웨어 측면에서의 준비는 다소 미비한 것으로 판단되며, 해당 분야에 대한 집중적인 연구와 투자가 필요한 시점으로 생각된다.

일상생활 속에 익숙하게 자리 잡은지 오래인 모바일 폰은 이미 고유의 기능인 음성통화와 문자메시지에 대한 서비스가 포화상태 이르러 새로운 수익 창출산업으로 무선인터넷서비스가 각광받고 있는 실정이나, 초기 사용자들에게 부정적인 기대 불일치 경험을 누적시켜 소극적인 사용이나, 사용회피를 유도하는 등 아직까진 기대 이하의 성적을 거두고 있는 실정이다. 예상을 뛰어넘는 과도한 요금에 놀라 이후 무선인터넷 사용을 꺼리게 된 경험이나, 청소년들의 무분별한 무선인터넷 사용에 따른 사고 등 폐해들에 대한 기사 등은 이미 낯설거나 놀라운 뉴스가 아니며, 이러한 직 간접경험들로 인해 아예 무선인터넷을 경험해보고자 시도조차 하지 않는 잠재고객 또한 많은 것이 사실이다. 본 논문에선 설문과 실험을 통해 현재 모바일 사용자들의 무선인터넷 서비스에 대한 기대, 사용 패턴, 만족도 및 바램과 요금체계에 대한 이해도 등을 조사하고, ‘불확실성 회피성향’이 사용회피에 미치는 역효과를 증명하여, 요금체계와 관련한 서비스업계의 개선 방향 제시에 연구목적을 가진다.

In the current bandwidth mechanism, ISPs provide guaranteed internet bandwidth within itself domains. Also transmission of data through the network can cause congestion. An inevitable consequence is partly responsible for the difficulties to ISPs and customers. In economic views, multiple demands for a scarce resource are mediated through a bandwidth market. Using the auction-based admission algorithm In price congestion, I propose a different pricing scheme for statistically guaranteed QoS.

To use commercial software, most software users purchase the software. Some software users, who do not use the software frequently, regard purchasing the software as undue expense. Software rental service can be an effective substitute. To support the software rental service, charging scheme is necessary. Two categories of charging scheme can be considered. One is charging a fixed amount of fee for a fixed period of time and the other is charging a fee based on the actual usage time. In this paper, the software pay-per-use approach based on the amount of time that the software user has used is proposed. The proposed approach gives the capability to calculate the usage time.

본 연구에서는 인터넷전화의 잠재 가입자를 대상으로 이들의 전화 사용 행태 및 사회-인구 통계적 특성 검토하여 이를 인터넷전화의 가입 확률로 연결하는 모형을 개발한다. 이때 가입 예측모형은 설문결과에 이산 프로빗 모형을 적용함으로써 구축하였다. 모형의 결과에 따르면 인터넷전화서비스 가입에 통계적으로 유의한 영향을 미치는 변수는 월 전화요금, 월 전화사용회수, 채택하고 있는 전화요금제, 현재 가입 중인 전화회사, 가구 의사결정자의 나이 등인 것으로 분석되었다. 또한 위의 각 요인의 부호는 관련 분야의 전문가들의 일반적인 견해 및 상식과 일치하는 것으로 나타났다.

이동통신 가입자의 90%가 넘는 이들이 무선인터넷을 사용하고 있다는 통계와 이동통신업체들의 무선인터넷 수익률이 날로 높아 가고 있다는 조사결과가 쏟아지고 있다. 무선인터넷이 활성화를 이루고 있지만 정작 모바일 콘텐츠업체들은 여전히 배고픈 실정이다. 이는 통신요금이 아직까지 비싸 이용자들이 접속만 했다가 정보이용을 포기하기 때문이다. 이처럼 무선인터넷의 경우 음악이나 게임, 영화 등을 다운로드 할 때의 요금 문제가 활성화에 걸림돌로 작용, 관련 콘텐츠업체들이 어려움을 겪고 있다.
